GOOD EVENING, MR. CHAIR, MEMBERS OF THE PLANNING COMMISSION AND MEMBERS OF THE PUBLIC.

MY NAME IS AARON REAM AND I'M WITH THE NATIONAL CITY PLANNING DEPARTMENT.

TONIGHT I WILL BE PRESENTING THE CONDITIONAL USE PERMIT FOR A DRIVE-THROUGH EDITION TO AN EXISTING RESTAURANT, CORINA'S MEXICAN SEAFOOD THAT IS LOCATED AT 1705 HIGHLAND AVENUE.

SO FIRST WE HAVE AN OVERHEAD VIEW OF THE SITE AND YOU CAN SEE THE EXISTING RESTAURANT AS WELL AS PARKING AND LANDSCAPING, AS WELL AS THE ACCESS FROM HIGHLAND AVENUE.

THE SITE CHARACTERISTICS FOR THIS PROPERTY, THE PROJECT IS ZONED MX C TWO, THE MAJOR MIXED USE CORRIDOR.

IT IS ON A 0.28 ACRE PARCEL, WHICH HAS THE EXISTING RESTAURANT ON SITE.

THE SURROUNDING AREA IS A MIX OF BOTH COMMERCIAL AND RESIDENTIAL.

THERE ARE RETAIL SUITES AND MULTI-FAMILY RESIDENCES TO THE NORTH MULTI-FAMILY RESIDENCES TO THE EAST, THERE IS JACK IN THE BOX TO THE SOUTH, AS WELL AS MCDONALD'S AND EL PO LOCO TO THE WEST.

SO HERE ARE SOME SITE PHOTOS SO THAT YOU CAN BETTER SEE THE EXISTING RESTAURANT AS WELL AS SOME OF THE PARKING AND THE LANDSCAPING THAT IS EXISTING.

SO THE PROPOSAL IS TO HAVE A 43 SQUARE FOOT DRIVE THROUGH EDITION ADDED ONTO THE EXISTING KARINA'S MEXICAN SEAFOOD RESTAURANT.

AND THIS WILL INCLUDE A ONE LANE DRIVE THROUGH THAT WILL HAVE QUEUING FOR NINE VEHICLES, AN ELECTRONIC ORDERING SPEAKER SYSTEM AND EXIT LANE, THE 25 PARKING SPACES, ACCESS FROM HIGHLAND AND ACCESS FROM HIGHLAND AVENUE.

THE PROPOSED HOURS OF OPERATION ARE 24 HOURS DAILY AND THE BUSINESS WOULD EMPLOY 22 EMPLOYEES TOTAL.

HERE IS A DETAILED SITE PLAN SO THAT YOU CAN GET A BETTER VIEW OF THE DRIVE THROUGH PROPOSAL.

AS YOU CAN SEE, THE PARKING IS POINTED OUT IN PURPLE.

THE ELECTRONIC SPEAKER BOARD, THE ELECTRONIC SPEAKER AND THE MENU BOARD IS POINTED OUT WITH A BLUE ARROW AND THERE ARE THE EXIT LANES POINTED OUT IN GREEN.

THE PICKUP WINDOW IS SHOWN, HIGHLIGHTED IN YELLOW, AND YOU CAN SEE THAT THAT IS A SMALL ADDITION ONTO THE EXISTING RESTAURANT.

AND OF COURSE, THE QUEUING FOR THE NINE VEHICLES HERE IS A SECONDARY SITE PLAN, WHICH, WHICH SHOWS THE PROPOSED LANDSCAPING AS WELL AS MORE SIMPLIFIED VIEW OF THE QUEUING.

IN ADDITION, HERE ARE THE ELEVATIONS OF THE PROPOSED DRIVE-THROUGH AND I HIGHLIGHTED THE PICKUP WINDOW IN YELLOW SO THAT YOU WOULD BE ABLE TO SEE THAT BETTER.

CONTINUING ON WITH THE ANALYSIS, THE PROPOSAL IS CONSISTENT WITH THE GENERAL PLAN.

THERE ARE TWO POLICIES THAT ARE RELATED TO FAST FOOD IN THE GENERAL PLAN.

THE FIRST ONE BEING HEJ 4.2, WHICH ENCOURAGES THE DEVELOPMENT OF HEALTHY FOOD ESTABLISHMENTS IN AREAS THAT ARE HIGHLY CONCENTRATED WITH FAST FOOD CONVENIENCE STORES AND LIQUOR STORES.

THERE ARE PREEXISTING HEALTHY FAST FOOD OPTIONS IN CLOSE PROXIMITY, AND THE CORINA'S MENU DOES FEATURE PRIMARILY SEAFOOD DISHES, WHICH WOULD HELP TO ENHANCE THE HEALTHY FOOD OPTIONS.

HEJ 5.4 DISCOURAGES UNHEALTHY FAST

FOOD OUTLETS FROM LOCATING THEIR SCHOOLS.

AND WHILE CORINA'S MEXICAN SEAFOOD IS LOCATED WITHIN A HALF MILE OF JOHN A OTIS ELEMENTARY SCHOOL, THIS IS NOT A TYPICAL FAST FOOD CHAIN AS IT FEATURES PRIMARILY HIGHER PRICED MENU ITEMS THAT ARE UNLIKELY TO DRAW THE ATTENTION OF SCHOOL CHILDREN.

THE PROPOSAL IS CONSISTENT WITH THE LAND USE CODE.

THE DRIVE-THROUGH IS A CONDITIONALLY ALLOWED USE IN THE MXC TWO ZONE.

AND CHAPTER 18.41 HAS SITE PLANNING STANDARDS THAT ARE SPECIFIC TO DRIVE THROUGH BUSINESSES.

THERE IS MINIMUM QUEUING DISTANCES, WHICH I WILL GO OVER IN THE NEXT SLIDE.

INTERIOR TURNING RADIUS, A LESSER INTERIOR TURNING RATE.

TURNING RADIUS WAS APPROVED BY THE CITY ENGINEER FOR 14 FEET, SIX INCHES.

AND WHEN A DRIVE THROUGH WINDOW IS LOCATED ADJACENT TO A RIGHT OF WAY, THERE ARE ADDITIONAL LANDSCAPING REQUIREMENTS.

THIS WAS NOT AN ISSUE FOR THIS DRIVE THROUGH AS IT IS NOT ADJACENT TO A RIGHT OF WAY.

SO IT WAS NOT, UM, NECESSARY TO ANALYZE THAT FACTOR.

SO CONTINUING WITH THE MINIMUM QUEUING DISTANCE, THE TRAFFIC ANALYSIS USED TWO OTHER MEXICAN DRIVE THROUGH RESTAURANTS, EL NUEVO MILLENNIO AND COTIJA TACO SHOP, WHICH FOUND THE MAXIMUM AVERAGE Q TO BE FIVE VEHICLES BETWEEN THE TWO RESTAURANTS.

THE PROPOSED DRIVE-THROUGH HAS QUEUING FOR NINE VEHICLES, WHICH EXCEEDS THE AVERAGE MAXIMUM FOUND IN THE TRAFFIC ANALYSIS.

AND IN ADDITION, THERE IS ALSO THE ELECTRONIC ORDERING SPEAKER SYSTEM AND AN EXIT LANE PROPOSED.

CONTINUING ON WITH MORE INFORMATION ON THE TRAFFIC ANALYSIS, THERE WAS A FOCUSED TRAFFIC STUDY COMPLETED THAT FOUND THE MAXIMUM AVERAGE QUEUE FROM THE TWO MEXICAN RESTAURANTS AS MENTIONED TO BE FIVE VEHICLES.

AND THE SITE HAS ENOUGH SPACE FOR QUEUING FOR NINE VEHICLES CONSIDERING THAT THE EXISTING OPERATOR IS NOT CHANGING.

AND BASED OFF OF THE LOCAL UNDERSTANDINGS OF THE RESTAURANTS OPERATION OPERATIONS, THE CITY ENGINEER DID NOT REQUIRE A FORMAL TRAFFIC STUDY, WHICH IS WHY QUEUING WAS THE ONLY FACTOR ANALYZED.

IN ADDITION, CONDITIONS WERE ADDED TO REQUIRE ADDITIONAL TRAFFIC ANALYSIS.

SHOULD THE BUSINESS OPERATIONS CHANGE OR AN IMPACT TO THE RIGHT OF WAY OCCUR, THESE CAN BE FOUND IN THE PROPOSED RESOLUTION AS CONDITIONS 31 AND 32 A VEHICLE MILES TRAVELED.

VMT ANALYSIS WAS NOT REQUIRED DUE TO THE PROJECT'S LIMITED SIZE.

ANOTHER CONCERN FOR DRIVE-THROUGH BUSINESSES IS NOISE.

THE PROPOSED OPERATING HOURS ARE 24 HOUR DAILY, 24 HOURS DAILY, AND THIS IS THE SAME AS JACK IN THE BOX, WHICH IS DIRECTLY SOUTH OF THE PROPERTY.

THERE HAS BEEN A CONDITION ADDED TO REQUIRE NOISE ATTENUATING SPEAKERS WITH THIS IN MIND.

AND THE PROPERTY DOES HAVE AN EXISTING FIVE FOOT HALL, FIVE FOOT HIGH CMU WALL, WHICH SEPARATES THE USE FROM THE ADJACENT RESIDENTIAL PROPERTIES.

SO FOR THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, CQA, UH, THE DETERMINATION WILL BE TO BE CATEGORICALLY EXEMPT FROM ENVIRONMENTAL REVIEW.

PURSUANT TO CLASS ONE, SECTION 15 3 0 1 EXISTING FACILITIES AND AN A NOTICE OF EXEMPTION WILL BE FILED SUBSEQUENT TO AN APPROVAL.

SO THE CONDITIONS OF SUMMARY AND SUMMARY, THE CONDITIONS OF APPROVAL FOR BUILDING AND FIRE CODE COMPLIANCE, ENGINEERING COMMENTS, DESIGN REQUIREMENTS, AND COMPLIANCE WITH THE LAND USE CODE, LANDSCAPE REQUIREMENTS, NO NOISE ATTENUATING SPEAKERS AS WELL AS TRAFFIC COMPLIANCE HAVE BEEN INCLUDED.

AND TO REITERATE, THE PROPOSAL IS CONSISTENT WITH BOTH THE GENERAL PLAN AND THE LAND USE CODE.

THE PROJECT MEETS APPLICABLE DESIGN REQUIREMENTS AS WELL AS SITE PLANNING STANDARDS.

SO YOUR OPTIONS FOR TONIGHT ARE TO FIND THE PROJECT EXEMPT FROM CQA AND APPROVE 20 26 0 2 CUP BASED ON FINDINGS LISTED IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE PLANNING COMMISSION OR TO FIND THE PROJECT NOT EXEMPT FROM CQA AND OR DENY 20 26 0 2 CUP BASED ON FINDINGS LISTED IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE COMMISSION.

SO I WAS LIKE, WHY DIDN'T THEY COME TO THE PLANNING COMMISSION? SO IS THERE THINGS, UH, CERTAIN PROJECTS THAT CALL FOR THEM TO COME, OR IS THAT JUST A, A PLANNING DECISION? WELL, WE CAN CERTAINLY TAKE THAT UNDER ADVISEMENT FOR LARGER PROJECTS INVOLVING FIRE SAFETY.

WE OBVIOUSLY DO ROUTE THOSE PROJECTS TO THE FIRE DEPARTMENT AND IN THE CASE OF THE 2100 HALFWAY PROJECT, WE DID HAVE, UH, 30 SOMETHING CONDITIONS, SOMETHING LIKE THAT, 20 TO 30 CONDITIONS RELATED TO THAT.

SO THEY, THEY CERTAINLY OPINED, UH, ON THAT.

BUT, UH, IF, UH, YOU'RE ASKING FOR SPECIFIC KNOWLEDGE ON THOSE TYPES OF THINGS, WE'D BE HAPPY TO INVITE THEM TO FUTURE MEETINGS.
