THESE PRODUCTS GENERATE BILLIONS IN REVENUE EACH YEAR WHILE SHIFTING THE COST TO LOCAL COMMUNITIES, HIGHER HEALTHCARE EXPENSES, LOST PRODUCTIVITY, AND THE EMOTIONAL AND FINANCIAL TOLL ON FAMILIES CARING FOR LOVED ONES WITH PREVENTABLE DISEASES. NATIONAL CITY HAS RECENTLY TAKEN AN IMPORTANT STEPS IN TOBACCO CONTROL, BUT WE STILL SEE VAPING AND TOBACCO SALES CLUSTERING IN VULNERABLE NEIGHBORHOODS. THROUGH THE APPROVAL, THERE WAS A CONSPIRACY BETWEEN THE MAYOR, HIS ASSISTANT, AND THE DEVELOPERS TO EVADE CEQA REQUIREMENTS IN EXCHANGE FOR THE DEVELOPERS PAYING THE MAYOR AND HIS ASSISTANT THINKS OF VALUE. THIS IS A PATTERN OF BEHAVIOR FROM THE MAYOR AND HIS ASSISTANT. IT IS OF THE PUBLIC'S INTEREST TO KNOW HOW THIS HAPPENED. AND IT IS OF THE PUBLIC'S INTEREST TO UNDERSTAND WHO PUSHED IT AND WHY. AND WE WILL NOT STOP UNTIL WE GET THE ANSWERS. THIS ILLEGAL PROJECT THAT WAS PROPOSED HAD THREE DIFFERENT VARIANCES, YET NO QUA AND EVEN COUNCIL MEMBER BUSH WAS QUESTIONING THE PLANNING DEPARTMENT. WHEN YOU GO UP FOR ANOTHER CONTRACT NEXT YEAR, THEY'RE GONNA DEMAND A LOT OF MONEY TO COMPENSATE. YOU'LL NO LONGER BE RECEIVING, IN MY OPINION, AND THAT OF A, A TRITON, YOU WON'T BE RECEIVING THE $300 FEE. AS A MATTER OF FACT, THEY'RE GOING TO DEMAND A CERTAIN AMOUNT OF MONEY TO PUT THAT THIRD AMBULANCE BACK IN SERVICE. SO, UM, YOU CAN TAKE THAT MONEY OFF THE PLATE AND IT'S, IT'S GONNA BE AN ISSUE. THE NEXT THING THAT THIS SHOWS IS THE CHALLENGES OF SAN DIEGO. AND THEY'RE SIGNIFICANT. MOST OF YOU HAVE FOLLOWED THAT. UM, WHEN IT COMES TIME TO DO ANOTHER CONTRACT, BECAUSE YOUR MEDICAID POPULATION IS ONE THIRD OF YOUR, UM, THE CALL VOLUME, 30 SOME PERCENT, UM, IT MEANS THAT AS A PUBLIC ENTITY YOU COULD COLLECT APPROPRIATE REIMBURSEMENT FOR THAT, WHEREAS A PRIVATE CANNOT. AND THEN YOU'RE IN CRISIS MODE. AND THAT WOULD BE THE CITY OF SAN DIEGO WHO ARE FACING SIGNIFICANT CHALLENGES RIGHT NOW WHEN WE'RE TRYING TO HELP THEM THROUGH THAT. BUT IF NOTHING ELSE RIGHT NOW, JUST RECOGNIZE THAT YOU ARE A THREE AMBULANCE FOR SURE. AND GETTING CLOSE TO FOUR TWO IS NOT GONNA WORK. UM, I APPRECIATE THAT IT HAS WORKED. IT'S NOT GONNA GO MUCH LONGER 'CAUSE THOSE COMMUNITIES NEED TO TAKE CARE OF THEMSELVES PROBABLY FIRST. THAT'S THEIR RESPONSIBILITY. UM, THERE'S YOUR PERFORMANCE. UM, CLEARLY THE FIRE DEPARTMENT IS BY AT LEAST TWO MINUTES FASTER THAN EVERYBODY ELSE'S, WHICH DEMONSTRATES THEIR ABILITY FROM THOSE STATIONS BASED ON THE STAFFING THAT THEY HAVE AND THE RESOURCES. UM, THEY CAN BRING THAT CARE AND TRANSPORT AT LEAST 20% FASTER. UM, SO IF YOU JUST WANNA LOOK AT THE CRITICALITY, THE CARDIAC, THE STROKES, THE TRAUMA, THAT TWO MINUTES IS PROFOUND. IT REALLY IS. AND AS A RESULT, THEY ARE TRYING AS MUCH AS THEY CAN BECAUSE THEY DON'T HAVE ANY, UH, UH, NEIGHBORING CITIES WHICH THEY SERVICE TO MAKE A, A, A PROFIT. THEY'RE, THEY'RE STRAPPING THEIR TIME BETWEEN NATIONAL CITY AND EAST COUNTY. THAT'S NOT FAIR FOR OUR RESIDENTS. RIGHT.
