SQL LAW NOW REQUIRES A NEW METRICS CALLED VEHICLE MILES TRAVEL.

UM, THIS ALL TIES BACK TO THE STATE'S IN STUDY THAT WAS DONE FOR THE SWEETWATER IN ORANGE PROJECTS.

UM, THEY'RE REQUIRED TO, TO DO BOTH METHODS.

THE METHOD, WHICH IS, UM, A ASSESSMENT OF VEHICLE MILES TRAVELED.

THAT'S THE CQA REQUIREMENT.

NATIONAL CITY ALSO HAVE A REQUIREMENT FOR THEM TO ASSESS THE POTENTIAL FOR LOCAL TRANSPORTATION IMPACTS, WHICH ARE OUTSIDE OF CQA TRAFFIC STUDY ANALYZED AND ADDRESS BOTH EQUAL MILES TRAVELED PROJECT SCREENS OUT BASED ON THE CALIFORNIA GOVERNOR'S OFFICE OF PLANNING AND RESEARCH, RE RESEARCH, UM, EXEMPTIONS.

ONE OF THE EXEMPTIONS THEY HAVE IS THAT IF IT IS, UH, A LOCAL SERVING, UM, PRIMARILY COMMERCIAL PROJECT THAT'S LESS THAN 50,000 SQUARE FEET OF FORMAL VEHICLE MILES TRAVELED ANALYSIS, REALLY WHAT THEY'RE FOCUSED ON OR LARGER PROJECTS THAT HAVE MORE OF A REGIONAL IMPACT.

THAT'S WHAT C THAT THAT'S PER CA.

NOW PER THE LOCAL TRANSPORTATION ANALYSIS THAT WE REQUIRE, NEW TRAFFIC, THE PROJECTS WOULD BE GENERATING FOR THE NEIGHBORHOOD.

IT DID CREATE AN IMPACT AT THE, THE INTERSECTION OF SWEETWATER AND ORANGE MITIGATION THAT THEY PROPOSED WAS FOR A NEW TRAFFIC SIGNAL.

BASICALLY, WE HAVE, UM, A PEDESTRIAN CROSSING SIGNAL OUT THERE TODAY, WHICH BASICALLY JUST, UH, STOPS TRAFFIC WHEN PEDESTRIAN HITS THE BUTTON.

THIS WOULD BE A FULL TRADITIONAL TRAFFIC SIGNAL FOR ALL THREE APPROACHES.

UM, THEY ARE REQUIRED TO PAY A FAIR SHARE OF CONTRIBUTION BASED ON THE PERCENTAGE OF TRAFFIC THAT THEY ARE GENERATING DURING THE PEAK HOUR VERSUS

THE TRAFFIC THAT'S ALREADY ON THE LOCAL ROADWAY NET.

THEIR PERCENT CONTRIBUTION WAS ROUGHLY 70%, WHICH MEANS COME UP WITH 30%.

THAT, IN A NUTSHELL, IS WHERE THEY ENDED UP WITH THEIR TRAFFIC ANALYSIS.

THE OTHER THING WE LOOKED AT WAS, UH, QUEUING OR THE, UH, CAR WASH.

UM, THEY DID ANALYSIS ON TWO SIMILAR SITES.

AND JUNE, UM, I'M NOT GOING TO, FOR THE SAKE OF, UM, THIS MEETING, GET INTO A LONGER CONVERSATION ABOUT OTHER POTENTIAL CHALLENGES THAT, UH, RELATED TO THE SITE.

WE, I THINK THOSE ALL BEEN WELL DOCUMENTED, BUT THE REALITY IS YOUR QUESTION WAS FOCUSED ON SE A TRAFFIC IMPACTS.

THEY DID MEET THE REQUIREMENTS PER SQL LAW.

THE DISTRIBUTION OF TRAFFIC.

A VERY NOMINAL AMOUNT OF TRAFFIC

ACTUALLY GOING FURTHER NORTH ON ORANGE STREET INTO THE .

ALL OF THE ACCESS FROM, FROM THE, THE TRAFFIC THAT'S GONNA BE USING THAT SITE WOULD BE FROM SWEETWATER ROAD, EITHER DIRECTLY INTO OR OUT OF THE PROJECT DRIVEWAY OR FROM SWEETWATER ROAD ONTO ORANGE STREET DIRECTLY INTO AND OUT THE PROJECT DRIVEWAY.

SO THE INTERSECTION ANALYSIS CAPTURES THAT ESTIMATING ACTUALLY GOING INTO THE NEIGHBORHOOD ON ORANGE STREET THERE PERCENT.

AND WE DID LOOK AT THAT.

IF THEY WERE SHOWING A, A, A HIGHER VOLUME OF TRAFFIC GOING INTO THE NEIGHBORHOOD, THEY WOULD'VE HAD TO FORMALLY ANALYZE THOSE IMPACTS.

THEY WERE NOT, WE WERE SATISFIED WITH THE DISTRIBUTION THEY HAD BECAUSE THE OVERWHELMING MEETING MAJORITY OF TRAFFIC IS GOING TO ACCESS THAT SITE FROM EITHER THE EASTER WEST ON SWEETWATER ROAD ONTO ORANGE ONTO THE PROJECT SITE AND THEN BACK.

THAT WAS ANALYZED.

THAT'S HOW IT WAS ANALYZED IN THE STUDY.

AND THAT IS CONSISTENT.

ALL OF THE TECHNICAL DATA THAT YOU'RE, HOW DO WE LOOK AT THAT AND SAY THAT IS NOT THE OKAY.

WHICH IS WHY THEY WERE REQUIRED TO INSTALL A SIGNAL.

BUT WHEN YOU LOOK AT THE BEFORE AFTER ANALYSIS SIGNAL, IT'S A, IT IS A FAILING CONDITION.

SO THEY THEN HAVE A LOCAL TRANSPORTATION IMPACT.

THEY PROPOSED A FULL TRAFFIC SIGNAL.

THEY THEN REANALYZED THE SAME TRAFFIC WITH THE SIGNAL.

IT, IT SHOWS, I THINK IT WAS LEVEL OF SERVICE B, WHICH VERY HIGH LEVEL OF SERVICE.

SO WHAT IT SHOWED IS SIGNAL.

YOU CAN ACTUALLY MOVE TRAFFIC THROUGH THE INTERSECTION A LOT EASIER.

'CAUSE THE SIDE STREET GETS ITS OWN PHASE.

THEY ANALYZE THAT.

THAT'S THEIR REQUIREMENT.

THAT'S WHY THEY WERE REQUIRED AND CONDITIONED TO INSTALL A TRAFFIC SIGNAL PROJECT COULD NOT MOVE FORWARD WITHOUT THEM CONTRIBUTING TO SIGNAL.

THAT'S THE RESULT, RIGHT? WITH NO SIGNAL.

IT WOULD'VE BEEN A, UH, OPERATIONS AND THEY WOULD NOT HAVE BEEN ABLE TO MOVE FORWARD.

THEY ANALYZED, UM, THE BEFORE AND AFTER WITHOUT THE SIGNAL.

WITH THE SIGNAL.

ONCE THE SIGNAL GOES IN DOWN OF TRAFFIC, THEY HAD AN ACCEPTABLE O OPERATING CONDITION.

WE NOT SEEING THAT, RIGHT? NO.

WE, WE, WE CANNOT LEGALLY WE CANNOT.

OUR STAFF CANNOT PERFORM AN ANALYSIS FOR DRIVE DEVELOPMENT.

THEY NEED TO HIRE THEIR OWN LICENSED TRAFFIC ENGINEER.

OUR JOB IS THEN TO REVIEW OR THAT THEIR LICENSED TRAFFIC ENGINEER PREPARED.

THAT'S EXACTLY WHAT THEY DID.

NOT LEGALLY THEY RESOURCES TO DO A TRAFFIC STUDY FOR A PRIVATE PROJECT.

SO THEY USED THEIR OWN LICENSE TRAFFIC ENGINEER.

SO THAT'S, UM, THAT 22ND STREET PROVIDES A DIRECT CONNECTION TO THE 24TH STREET TRANSIT STATION.

THAT'S WHERE WE HAVE OUR REGIONAL TROLLEY AND OUR BUS NETWORK, OUR BUS STATION.

UM, IT ALSO CONNECTS TO, UM, OUR AFFORDABLE HOUSING PROJECT THERE.

SO THAT TODAY, UM, IF YOU'RE ON 22ND STREET, YOU'D ESSENTIALLY HAVE TO PUT TWO BLOCKS SOUTH TO 24TH STREET TO THAT SIGNAL ACROSS AND THEN MAKE YOUR WAY UP.

VERY NICE DIRECT CONNECTION IF YOU'RE ON A BIKE OR WALKING TO GET, UH, A FULL TRAFFIC SIGNAL OF THE WALK PHASE.

THE OTHER ONE IS NEAR SWEETWATER HIGH SCHOOL IN OLIVE OIL ELEMENTARY SCHOOL THAT'S ON 24TH AND DEATH RIGHT NOW.

WE JUST HAVE THAT OVERHEAD FLASHING DEACON SYSTEM.

YOU HAVE TO HIT THE BUTTON AND THE, AND THE YELLOW LIGHTS COME ON.

SO WE DID A FORMAL WORN ANALYSIS USING LINES IN THE MANUAL BY STATE ACCOUNT, A NEW SIGNAL.

SO THAT'S ALSO PART OF THE PROJECT THAT'S REALLY GONNA HELP.

'CAUSE WE HAVE A HIGH VOLUME OF HIGH SCHOOL AND ELEMENTARY SCHOOL STUDENTS THAT, UM, WHEN THEY GET RELEASED, THEY'RE ON THEIR WAY TO SCHOOL.

IT'S A CHALLENGING INTERCEPTION ACROSS.

SO THOSE ARE TWO ADDITIONAL ENHANCEMENTS.

THE OTHER THING WE LOOKED AT IS, IS IT'S ALWAYS CHALLENGING WHEN WE'RE RIGHT AWAY CONSTRAINED, IS HOW DO WE CREATE A SAFE ENVIRONMENT FOR BICYCLISTS WITHOUT LOSING A BUNCH OF PARKING.

SO ESPECIALLY IN SOME OF THESE AREAS, LIKE AROUND 24TH STREET, THE AVENUE WHERE WE HAVE ALL THE APARTMENTS, PARKING IS A PREMIUM.

SO I THINK THE TEAM, THEIR INITIAL DESIGN, THEY DID A GREAT JOB AT LOOKING FOR OPPORTUNITIES TO ONE OF THE HIGHER RESIDENTIAL AREAS.

AND IF WE NEEDED TO LOSE PARKING IN AREAS THAT ARE LESS, UH, RESIDENTIAL NATURE PARKING, REALLY IT COMES DOWN TO THE TYPE OF FACILITY THAT HAS PROPOSED TO MAXIMIZE SAFETY FOR EITHER BIG CONDITIONS IN OR INCREASE PARKING.

WE WILL, BUT IF WE HAVE TO LOSE SOME PARKING TO CREATE A SAFE PEDESTRIAN BICYCLE FACILITY LOCK.

SO YOU CAN GET A SENSE OF, UH, WHERE WE ARE LOSING SOME PARKING AND WHERE WE'RE ACTUALLY GAINING SOME PARKING AND MAYBE CLOSER TO AND THE PROJECT ACTUALLY GETS BUILT.

YEAH, DESIGNATED PARKING OR PARKING AND WE'LL, WE'LL GO, WE'RE GONNA GO AHEAD AND GO WALK BY BOX SO YOU CAN SEE WHAT IT LOOKS LIKE.

SO WE WENT WITH THIS ALTERNATIVE, WHICH UM, STILL PROVIDES SOME WARNING TO DRIVERS THAT THIS IS A SHERIFF FACILITY.

NOT TO MENTION THE TRAFFIC VOLUMES ARE A LOT LOWER HERE.

SO WE'RE MORE COMFORTABLE GOING WITH THIS LEVEL OF TREATMENT FOR BIKES, UM, THAN SAY FURTHER WEST.

SO THAT, THAT'S OUR PLAN FOR 22ND STREET.

UH, IN ADDITION, WE GET TO THE AVENUE, WE'RE PROPOSING SOME, UH, FROSTING ENHANCEMENTS.

SO YOU CAN SEE, UH, WE DO HAVE A LOT OF PEOPLE THAT LIVE IN THE APARTMENTS ON THE, UH, EAST SIDE OF THE AVENUE THAT WANNA WALK OR BIKE TO THE TRANSIT STATION.

SO WE'RE GONNA GIVE THEM, UH, AN ENHANCED CROSSING HERE.

UH, YOU CAN SEE WITH THE STRIPING THE CURB EXTENSIONS, SHORTENS THE CROSSING MAKES, IT MAKES THEM MORE VISIBLE TO TRAFFIC.

AND WE'RE GONNA PUT IN ON THE AVENUE, THE, UH, THE LED FLASHING SIGNS.

SO WHEN YOU HIT THE FLASH SO THAT ESPECIALLY AT NIGHT, THE DRIVERS KNOW THAT THE PEDESTRIAN'S GONNA TO BE CROSSING SECTION OR IS IT A 20, WE'RE GONNA GO 30TH STREET.

WHAT WE'RE DOING HERE IS CREATING AN EAST WEST CONNECTION ON 30TH STREET TO HOOVER FROM HOOVER.

THEY CAN GO SOUTH AND GET ON THE RICO BIKEWAY FOR PEOPLE THAT LIVE IN THE NEIGHBORHOODS TO THE, TO THE EAST, GET ONTO THE REGIONAL BIKE BIKE FACILITY, GET TO THE TRANSIT STATION.

THEY MAKE THEIR WAY ONTO B AVENUE 22ND.

THEY WANT TO GO TO THE REGIONAL BIKEWAY.

THEY, THEY DOWN 30TH STREET STREET.

IF YOU SEE HERE WE'RE, WE'RE PUTTING IN A TWO-WAY PROTECTED BIKE FACILITY ON THE NORTH SIDE OF THE STREET.

THERE IS SOME LOSS OF PARKING HERE, BUT THERE'S HARDLY ANY OF THOSE BUSINESSES PARK OUT THERE.

SO AGAIN, WE TRY TO LOOK AT MAKING A DECISION ON PARKING.

AND THEN ONCE WE GET, UM, ONCE WE GET TO B AVENUE AND WE START INTRODUCING SOME MORE RESIDENTIAL PROPERTIES, THAT'S WHERE WE START TO MAINTAIN PARKING ON THE SOUTH SIDE SO THAT WE CAN PARKING.

AND THIS WAS DONE BY, UM, DROPPING ONE LANE OF TRAFFIC FOR EASTBOUND.

DOING THAT WE WERE ABLE TO CREATE THE RIGHT OF WAY NEEDED FOR THE BIKE FACILITY, BUT IT ALSO ALLOWED US TO MAINTAIN THAT PARKING ON THE SOUTH SIDE OF THE STREET FOR THE RESIDENTS .

WE REQUIRE THAT, UH, OUR DESIGNERS AND TRAFFIC ENGINEERS DO A TRAFFIC OPERATIONS ANALYSIS AND WE ACTUALLY LOOK AT FUTURE TRAFFIC VOLUMES, NOT JUST EXISTING TO MAKE SURE THAT NOW THAT WE'RE REDUCING THE ROADWAY CAPACITY BY ONE LANE, ARE WE GONNA HAVE OPERATIONAL IMPACTS OR UNNEEDED CONGESTION.

AND THE, AND THE ANALYSIS THEY SHOWED IS THAT, YOU KNOW, WE CAN STILL MAINTAIN FISH OPERATIONS BY JUST DROPPING ONE LANE, UH, IN ONE DIRECTION.

WHAT WE DID LOOK AT IS WHAT HAPPENS IF WE DROP ONE LANE IN EACH DIRECTION.

UM, AND THEN WE ARE ALSO ALLOW, UH, ABLE TO ALLOW FOR, FOR PARKING ON BOTH SIDES.

IT'S, WE TALK ABOUT F AVENUE AS YOU GO SOUTH ON F AVENUE, THAT'S HOW YOU A ACCESS THE ELEMENTARY SCHOOL AND THE HIGH SCHOOL.

SO THIS WILL BE A FULL TRAFFIC SIGNAL.

UM, ONE OF THE OTHER THINGS TO NOTE IS WE ASKED OUR DESIGN TEAM TO LOOK AT SOME OF THE OTHER LOCAL STREETS, UM, WITHIN A BLOCK OR TWO OF THE CORRIDOR TO SEE IF THERE'S FURTHER OPPORTUNITY TO INCREASE PARKING.

'CAUSE WE KNOW THERE'S A VERY HIGH DENSITY RESIDENTIAL AREA.

SO WE WERE ABLE TO IDENTIFY JUST, UM, A COUPLE BLOCKS TO THE NORTH ON 22ND STREET.

UM, IF WE ARE, IF WE WERE TO CONVERT 22ND STREET TO A ONE-WAY IN THIS CASE, UH, WESTBOUND, WE COULD ACTUALLY STRIPE AN ANGLE PARKING AND PICK UP A LOT OF ADDITIONAL PARKING FOR THE APARTMENTS OVER THERE.

SO IF YOU LOOK THERE RIGHT NOW, THERE'S PARALLEL PARKING ON BOTH SIDES AND IT'S A TWO-WAY STREET.

IF WE GO TO A ONE, MAKE THIS A ONE-WAY STREET, UM, WE CAN ACTUALLY PUT IN THE ANGLE PARKING AND INCREASE PARKING.

THE OTHER BENEFIT IS A SAFETY BENEFIT.

SO THERE'S SOME, THERE'S ALSO SOME SAFETY CONSIDERATIONS WHY WE'RE PROPOSING THE ONE WAY, UM, FURTHER EAST ON 24TH STREET, SO EAST OF HIGHLAND BETWEEN HIGHLAND AND N UM, THE VOLUMES ARE A LOT LOWER AND WE WANNA MAINTAIN PARKING BECAUSE IT'S ALL RESIDENTIAL.

SO WE HAVE BIKE BOULEVARD, WHICH IS THE SHARED BIKE SYMBOL AND ALSO SOME, UH, TRAFFIC CALMING MEASURES.

THESE ARE SPEED, THE SPEED PUSH CUSHIONS OR UH, INDIVIDUAL LUMPS THAT HAVE, UM, SPACES IN BETWEEN FOR DOESN'T IMPACT THEIR RESPONSE TIMES.

SO WE'VE STARTED TO PILOT SOME OF THOSE IN DIFFERENT PARTS OF THE CITY.
