SO THIS IS MY FIRST PUBLIC ARTS COMMITTEE, UH, MEETING. BUT I KNOW IN MY EXPERIENCES, UH, WHEN I WAS A BOARD MEMBER, UM, THAT I FELT LIKE, UM, WE COULD HAVE BEEN BETTER UTILIZED. I FEEL LIKE WE COULD HAVE HAD MORE TO DO, MORE PROJECTS, MORE BEING PROACTIVE, MORE LEADERSHIP. AND, UM, I JUST WANTED TO ENCOURAGE YOU GUYS ALL WITH LIKE TRACY'S HELP AND SUPPORT. AND I'D LOVE THAT WE HAVE TRACY HERE TO, WITH HIS EXPERIENCE TO SEE WHAT OTHER CITIES HAVE DONE AND HOW TO MAKE THIS BLOSSOM. NOT JUST WITH HIS VISION, BUT LIKE SHARE VISION OF YOU GUYS. AND SO, AND THAT JUST GREW WITH WORKING WITH RJ FROM VISION CULTURE FOUNDATION AND STARTING PROJECT ON 24TH STREET. SO WE GOT SUPPORT FROM TS, UH, WITH THE CITY CALLED THE WORKS BUILDING. UM, SO, SO MUCH OF THAT IS LIKE, THAT COULD BE A FEEL LIKE REPLICATED WITH PUBLIC ARTS COMMITTEE. I DON'T KNOW HOW, BUT IF YOU GUYS, LIKE, I WOULD JUST ENCOURAGE YOU AT THE CITY COUNCIL LEVEL, LIKE, DON'T WORRY SO MUCH RIGHT NOW ABOUT THE FUNDING PART OF IT. SOME ARE STILL COMING TO FRUITION 'CAUSE WORKING IN GOVERNMENT DOES TAKE TIME. PRIOR TO THAT, I WAS THE DIRECTOR OF THE US OLYMPIC TRAINING CENTER HERE IN CHULA VISTA. I DID THAT FOR 10 YEARS. AND PRIOR TO THAT, I WAS A DIRECTOR AT ANOTHER TRAINING CENTER IN MY HOMETOWN. I'M FROM UPSTATE NEW YORK, LIKE PLACER, NEW YORK. MY BACKGROUND ACTUALLY WAS WINTER SPORTS. AND THEN, UH, ABOUT 17 YEARS AGO, THE US OLYMPIC COMMITTEE ASKED ME TO SWITCH FROM WINTER SPORTS TO SUMMER SPORTS. AND THEN THEY ASKED ME TO COME OUT HERE AND RUN THIS OLYMPIC TRAINING CENTER. SO I DID THAT. THEN I WORKED FOR CHULA VISTA. UH, BUT I'VE HAD A WIDE EXPERIENCE, UH, WORKING, UH, WITH MANY DIFFERENT ORGANIZATIONS THROUGH MY OLYMPIC EXPERIENCE. AND THEN INTO MY SIX YEARS WITH THE CITY OF CHULA VISTA. I DID RETIRE. UH, I'M NOT AS YOUNG AS I USED TO BE, UH, BUT, UH, LIKE I THINK MANY PEOPLE HERE IN THE CITY AND, AND THE REASON YOU PEOPLE ARE HERE IS PEOPLE ASK FOR HELP AND YOU LIKE TO SERVE. AND IT'S ABOUT SERVICE TO OUR OTHERS AND HELPING LIFT EVERYBODY IN OUR COMMUNITY AND MAKE THINGS ENRICHED AND ENHANCED FOR WHERE WE LIVE. AND WE ALWAYS WANT TO MAKE WHERE WE LIVE OUR HOMES OR OUR COMMUNITY STRONGER. SO IT LIFTS EVERYBODY UP. SO WHEN I GOT CALLED TO COME HELP OUT, UM, I'M HERE. UM, IT'S OWNED BY NATIONAL CITY. IT'S THE PUBLIC WORKS BUILDING. UM, TALKING TO EVERYBODY THAT'S IN PUBLIC WORKS AND TALKING TO JAMES AND, UH, KIND OF GETTING POINTERS ON WHAT THEY WANTED TO SEE. WE TRIED TO INCORPORATE IT BEST WE COULD. UM, IT'S, IT IS PUBLIC WORKS, SO IT'S, IT'S ALL THOSE DEPARTMENTS THAT YOU, THAT ARE BEHIND THE SCENES EVERY DAY, YOU KNOW WHAT I MEAN? AND I WANTED TO BE ABLE TO CONVEY THAT THROUGH THIS ART PIECE. SO ONE THING THAT ALWAYS STOOD OUT TO ME WAS, YOU KNOW, WRITING WITH CHARLIE, UM, BACK AND FORTH FROM SAN DIEGO STATE, UM, A LOT OF TIMES I'D BE COMING HOME LATE. AND, UH, WHEN I WOULD SEE THE REFLECTION OF THE WATER FROM, FROM THAT PART OF THE BAY, IT JUST ALWAYS STOOD OUT TO ME THIS VERY VIVID LIKE ORANGE THAT YOU DON'T REALLY SEE IN MANY OTHER CITIES BECAUSE, YOU KNOW, THE REFLECTION OF THE SUNSET HAPPENS TO BE LIKE AGAINST MOUNTAIN OR FLATLAND OR SOME IN THE MIDWEST, YOU KNOW? SO THAT I FELT IT WAS VERY UNIQUE. UM, I ALWAYS FELT THAT THAT BLUES, UM, REPRESENTED THE, THE PEOPLE IN A WAY. IT IS, IT IS A COOL COLOR. AND SAN DIEGO IS A COOL CITY. AND, UM, I WANTED TO EMPHASIZE NATIONAL CITY WITH THAT LIGHT, THAT BRIGHT BLUE THAT SHINES OUTWARD FROM, FROM THE CENTER OF ITS ALWAYS. AND, UM, OUTWARDLY GRADUALLY TURNS INTO LIKE A ROYAL BLUE ON THE NORTH AND SOUTH SIDES OF THE CITY. UM, LIKE CONTRASTING THAT WITH THE, THE MAGENTA COLORS THAT SHOW THE FREEWAY. AND IN OUR SECTION OF THE CITY, UM, LIKE IN RELATION TO THE GREATER SAN DIEGO, I WANTED TO CONSIDER THE USE OF A BRIGHTER COLOR, LIKE THE MAGENTA, SOMETHING THAT WAS VIBRANT, UM, AND WARM AND, UH, KEEPS THOSE SAME SUNSET THEMES IN MIND. AND THEN, UM, IT IS KIND OF HARD TO SEE THIS, BUT, UM, THERE'S LIKE AREAS LIKE KIMBALL PARK AND OTHER PARKS IN THE AREA AND, AND LIKE UP AND DOWN THE SAN DIEGO, UM, OR UP AND DOWN LIKE THE, THE RIVER BED WHERE IT'S MORE LUSH. AND SO I WANTED TO KEEP THOSE GREEN. UM, 'CAUSE AS YOU CAN TELL LATER IN THE MURAL TOWARDS THE, THE SOUTH SIDE OF, OF THE, OF THE WEST FACING WALL, THERE'S MORE LIKE PALM TREES WHERE THE TREE TREES CAN BE SEEN, UM, BEING LESS HEDGES. AND THERE'S THE, UH, THE DOWNWARD FACING TRIANGLE, LIKE ARCHITECTURE IN FRONT OF TOWN HALL. AND THE THING IS, IF WE COULD FIND AN AVENUE SO WE COULD DO IT IN THE RIGHT WAY AND HAVE, BE ABLE TO PUT AN ART THAT COULD KEEP IT UP THERE AND SHOW THEIR PARENTS, HEY, THIS IS MY PIECE. OTHER GRAFFITI GUYS BUMPING INTO IT. BUT THE RESPECT OF MURAL IS QUITE, QUITE GOOD HERE IN, IN SAN, ESPECIALLY IN WALLS THAT HAVE NOT BEEN BECAUSE OF THE MURAL. AND THEN THE NEXT SIDE OF THE WALL HAS BEEN JUST PLASTERED. YEAH. LIKE EVEN IN LOOKING AT, UH, YOU KNOW, THE AERIAL VIEW OF THE MAP OF NATIONAL CITY, THERE'S ACTUALLY A SPECIFIC GRAFFITI TECHNIQUE THAT'S USED TO MAKE VERY STRAIGHT LINES. AND I WAS THINKING LIKE, IF WE INCORPORATE THAT, IT'LL KIND OF BE IN A WAY SHOWING OTHER WRITERS THAT LIKE, HEY, THIS WAS DONE USING YOUR GRAFFITI. YOU MIGHT NOT KNOW WHO THE ARTIST WAS, BUT A GRAFFITI WRITER WOULD GO AND RECOGNIZE CLEARLY LIKE, OH, THAT'S LIKE A WRITER. I SHOULD RESPECT THAT. THAT'S ON, UH, FOURTH STREET, I BELIEVE IT'S OVERT OF, UH, AROUND FOURTH, RIGHT NEXT TO THE FREEWAY. UM, YOUTH IN OUR, UH, COMMUNITY ARTS PROGRAM ARE HARD ARTWORK, CO-CREATING THAT, UH, DESIGN AND VISUAL ELEMENTS ALONGSIDE, UH, ROSS AND ALMA FROM, UH, UH, THAT ARE, ARE TEACHING ARTISTS FOR THE PROJECT. AND WE'RE DESIGNING THE DESIGN PROCESS AS WELL. SO WE HOPE TO GET YOU ALL, UH, SOME VISUALS AS WE PROGRESS WITH THAT PROJECT. UH, SECOND, AS YOU ALL KNOW, WE ARE ON ALL 10, UH, NATIONAL SCHOOL DISTRICT SITES, UH, OFFERING VISUAL ART CLASSES AFTER SCHOOL, UH, FOR YOUTH IN THE DISTRICT. WE JUST FINISHED OUR LAST FAMILY WORKSHOP, OR ONE OF OUR LAST FAMILY WORKSHOPS, UH, LAST WEEK AT CENTRAL ELEMENTARY. UM, AND THOSE ARE INTER INTERGENERATIONAL WORKSHOPS WHERE WE BRING, UH, FAMILIES TOGETHER THROUGH CREATIVITY. UH, EACH FAMILY, UH, PARTICIPATED IN THE WORKSHOP LEFT WITH A MAKE AND TAKE BACK SO THAT THEY WERE ABLE TO CONTINUE CREATING AT HOMES. UM, AS WE NEAR THE END OF THE PROGRAMMING SESSION FOR SPRING, UH, YOUTH AND OUR PROGRAMMING ARE FINISHING UP THE, UH, PROJECTS THAT ARE GOING TO BE EXHIBITED AT U ARTSFEST. UH, THIS YEAR WE TOOK, UH, INSPIRATION FROM SPRING. SO IT'S CALLED IN BLOOM. YOU ALL ARE, YOU ARE ALL INVITED TO OUR, UH, YOUTH ARTS FESTIVAL. IT'S FREE TO THE COMMUNITY. SO, YOU KNOW, IT'S BEEN, AGAIN, IT IS BEEN LIKE 10 YEARS THAT WE'VE BEEN WORKING ON THIS CULTURAL ARTS PLAN. SO WE WERE THINKING ABOUT HAVING A RETREAT ONE DAY, UH, UH, AND, UH, FIGURE OUT WHAT WE'RE GONNA BE DOING WITH NEW GOALS AND VISION. UH, WE DO HAVE AN RS PLAN, UH, THAT WE WERE GONNA PROPOSE TO THE CITY COUNCIL WHEN, WHEN IT WAS APPROVED, BUT WE WOULDN'T HAVE A MEETING. RIGHT. SO WE COULD FLESH OUT THE YES OR NOS OF WHAT WE'D BE SUPPOSED TO BE DOING. OKAY. SO THAT'S WHERE WE'RE GOING. AND THE CULTURAL ARTS BUDGET LINE ITEM. SO LOOKING AT THE CURRENT, UH, BUDGET AS WE'RE GOING THROUGH THIS PROCESS NOW, AND THE INSTRUCTIONS THAT, THAT WE'VE UH, RECEIVED IS THE CITY'S LOOKING AT IT AT LEAST AT 10% DEDUCTION. I JUST WANT TO POINT OUT THAT CURRENTLY WITHIN THE PARKS OR COMMUNITY SERVICE BUDGET, THERE ARE PROGRAMS THAT DO AFFECT ARTS, UH, BIG MUSIC PROGRAM GOING ON AT THE CASA UH, REC CENTER AND OUR SENIOR AND THE DIFFERENT CRAFTS AND DIFFERENT ART. SO THERE IN A WAY, THERE IS, BUT THERE IS NOT A DIRECT LINE ITEM. AND THE WAY THE CITY LOOKS TO BE HEADING, UH, AT THIS JUNCTURE, IT DOESN'T SEEM LIKE THE TIME TO TRY TO CARVE ONE OUT. HOWEVER, IT DOESN'T MEAN THERE ISN'T MONEY FOR ARTS THAT ISN'T IN THE CITY'S BUDGET. THERE IS, IT'S JUST NOT A CLEAR DIRECT LIKE LINE ITEM. AND I DON'T KNOW IF THIS IS THE TIME TO WORK TO TRY TO GET A, A SPECIFIC LINE ITEM IN. I THINK IT'S GONNA BE A PROJECT TO PROJECT BASE, WHICH IS WHAT THE COMMISSION IS ENTITLED TO DO. THE REC WILL COME TO YOU ON PROJECTS AND REQUEST YOUR SUPPORT SO THAT WHEN WE TAKE IT TO COUNCIL THAT IT DOES HAVE THE ENDORSEMENT OF THE COMMISSION, AND IT HELPS ON THE, HOPEFULLY WITH REFLECTING ON THE DIOCESE, THE COUNCIL HAS REVIEWED IT AND IS SUPPORTING ANY ART INITIATIVES. THE REC STAFF IS REALLY ENGAGED AND UNDERSTANDS THE VALUE OF ARTS TO THE PEOPLE WE SERVE. AND RIGHT NOW, I TO SAY, LET'S EARMARK THE NEXT [01:00:01] DOLLAR. I DON'T THINK THAT WILL BE SUCCESSFUL. I THINK WE NEED TO CONTINUE TO BRING YOU PROJECTS AND RECEIVE YOUR SUPPORT AND THEN TAKE IT TO COUNCIL, JUST AS WE'RE GONNA DO WITH SOME OF THIS, UM, MURAL PROJECT. SO I THINK THAT'S THE WAY I RECOMMEND AT THIS CURRENT JUNCTION, AT THIS FINANCIAL SITUATION THAT WE'RE FACING, UM, TO TRY TO, TO EARMARK X, UH, IT PROBABLY WOULDN'T PASS. SO I THINK YOU'RE, YOU, YOU, I THINK TREAT, CONTINUE TO BE THAT SUPPORTIVE OF THE REC WHEN WE COME TO YOU WITH DIFFERENT PROJECTS, THE MUSIC INSTRUMENTS THAT WE WERE ABLE TO PURCHASE FOR THE KIDS, FOR OUR MUSIC PROGRAM, 3,500 WAS SPENT TO BUY, UH, GUITARS, UM, PIANO, ORGAN AND DIFFERENT INSTRUMENTS, VIOLINS THAT WE DO FOR OUR, UH, INTRO AND, UM, INTERMEDIATE MUSIC PROGRAM. SO STUFF LIKE THAT. AND THEN NOW THIS MURAL PROJECT WILL BE SOMETHING WHERE ONCE WE HAVE IT FORMALIZED, WE'LL COME BACK, WE'LL DO THE FORMAL THING TO VERIFY THAT YOU'RE FULL SUPPORT, WHICH YOU, I ALREADY KNOW YOU ARE, AND THEN WE'LL TAKE IT TO COUNCIL WITH YOUR ENDORSEMENT. SO I THINK THAT'S THE WAY WE NEED TO PROCEED, THAT THIS JUNCTURE, AND IT COULD CHANGE ONCE WE GET EVERYTHING GOING WITH THE PLANS AND THEN SEE HOW THAT FALLS IN IN THE FUTURE. I WAS IN THE DEBT PERSON THAT COMES OUT. THE ONE IS NOT, WE HAVE NO MONEY, BUT WE DO HAVE, THERE'S PLENTY MONEY. THERE'S $24 MILLION IN OUR SAVINGS RESPECT. SIT. UH, THEY, THEY HAVEN'T USED IT THERE. UM, LIKE I SAID, I WORKED FOR CHULA VISTA AND I KNOW WHAT CHULA VISTA IS. ONE OF THEM, ONE OF THE PEOPLE THAT RESPONDED, I'LL, I'LL PASS IT AROUND. I THINK IT GIVES US, UM, A BASELINE. YEAH. SO AGAIN, THAT WAS A PROJECT THAT I STARTED AND THEY'LL HAVE ARTISTS AND RESIDENTS AS WELL AS I WAS LOOKING FOR A PLACE FOR ARTISTS AND CRAFTSMEN TO SELL THEIR WARES. I CAME FROM A SMALL COMMUNITY AND ONE, OUR PATRON THAT FUNDED OUR ART CENTER LEFT, WE LOOKED AT GETTING THE ARTISTS TOGETHER AND THEN SELL THEIR WARES TO THE PUBLIC. AND THEN THE PART OF THAT WENT TO KEEP THE BUILDING OPERATED AND [01:10:01] MAINTAINED AND TO PROMOTE OTHER ARTISTS. SO THERE'S, EACH COMMUNITY HAS DIFFERENT STYLES AND DIFFERENT WAYS TO, TO TAP INTO THE FUNDING AND WHERE THEY'LL HAVE THE LINE ITEMS. SOME ARE USING, UH, PROCEEDS THAT CAN'T MANDATE IT. SOME DO MANDATE IT. SOME COMMUNITIES I KNOW HAVE MANDATED, LIKE IN, UH, DENVER, THEY MANDATE SO MUCH OF THE TAX FROM THE CANNABIS SALES GOES TO THE ARTS AND CULTURE AND OF, OF COMMUNITIES. SO SOME PLACES ARE DOING THAT. UM, SO THERE'S DIFFERENT WAYS THAT PEOPLE ARE LOOKING AT HOW TO ENGAGE, UH, AND NOT LET IT GO AWAY. RIGHT. WELL THAT'S GOOD. THAT'S, THAT'D BE A GOOD INVESTIGATION. I THINK, YOU KNOW, BECAUSE MOST OF IT IS DLT. UM, I HAVE A LIST OF PLACES THAT LIST VARIOUS WAYS CITIES DO IT. IF ANYBODY WANTS TO WEBSITES, I THINK, I THINK THIS WOULD BE SOMETHING I WOULD COMMEND, RECOMMEND, SHARE WITH THE COMMISSION AND BRING IT TO PART OF YOUR PLANNING IS THAT YOU TALK ABOUT PLANNING AND YOU TALK ABOUT THE DESIRE OF RESOURCES. WE'RE DOING A LOT WITH MUSIC AND, AND LOOKING AT THAT. THERE'S A LOT OF BEAUTIFUL ART THAT'S BEING DONE. WE ARE BRINGING BACK A MOVIE IN THE PARK. THEY'LL BE COMING OUT SHORTLY. AND IT'S A WAY TO GET TOGETHER. UM, WE'RE LOOKING AT HOW YOU'RE ADDRESSING EVENTS, WHICH ARE ALWAYS USUALLY INVOLVES OUR ART COMMUNITY. UH, I'VE HAD A MEETING WITH LUCY AND I UNDERSTAND ARTS A LOT BETTER. SO I UNDERSTAND HOW WE NEED TO LOOK AT HOW THAT PLANNING GOES ON A LONGER TERM BASIS FOR EVERYBODY. AND I THINK IT WOULD BENEFIT EVERYBODY, BUT IT'S GONNA TAKE SOME EDUCATION AND, UH, PROBLEM WITH EDUCATION, IT TAKES TIME. AND WE ALL LIVE IN A SOCIETY THAT'S USUALLY VERY INSTANT. UH, SO, UH, WE JUST HAVE TO BE PATIENT AND UNDERSTAND THAT, UH, WE ARE ARE LOOKING, BUT THERE ARE SOME GREAT OPPORTUNITIES AND PROJECTS THAT ARE GOING ON WITHIN THE TEAM AT THE REC CENTER.
