I'M THE DIRECTOR OF ENGINEERING AND PUBLIC WORKS FOR THE CITY. UM, I REALLY APPRECIATE THOSE OF TIME OUTTA YOUR DAY TO COME, UH, LISTEN TO US TODAY AND, AND WELCOME YOUR, YOUR FEEDBACK. SO THIS PROJECT HERE IS CALLED, UM, BAYSHORE, BIKEWAY AND BIKEWAY CONNECTIONS. UH, WHAT I WANT TO DO IS JUST TAKE A STEP BACK ABOUT THE HISTORY OF THIS PROJECT AND, UM, WHERE WE'RE AT IN THE PROCESS. UH, BAYSHORE BIKEWAY IS A REGIONAL BIKE FACILITY THAT LITERALLY GOES AROUND THE ENTIRE SAN DIEGO BAY. IT'S 26 MILES. WE, UH, FOR YEARS HAVE HAD GAPS IN NATIONAL CITY, WHERE IT'S NOT A FULL BIKE, UH, CLASS, ONE BIKE PATH OR PROTECTED BIKE PATH. UM, WHAT GOT BUILT BY SANDAG YEARS AGO WAS, UM, SOME INTERIM FACILITIES THAT YOU LOOK HERE, COME DOWN, UM, OUTSIDE OF THE RAILROAD RIGHT AWAY ON HARBOR DRIVE, GOING SOUTH. AND THEN THEY GET ONTO THAILANDS AVENUE. THEY GO ALL THE WAY DOWN TS AVENUE TO 32ND STREET, PAST PEPPER PARK, THE MARINA, AND THEN THEY CONNECT WITH THE EXISTING BAY. YOUR BIKEWAY, UH, PAST THE MARINA MAKE YOURWAY, TOULA VISTA. UH, THE REASON THIS, UH, ALIGNMENT CAME TO BE WAS ROUGHLY AROUND 2019. UH, THE CITY HAS BEEN WORKING FOR OVER A DECADE PLUS WITH THE PORT OF SAN DIEGO AND THE, AND THE PORT TENANTS ON WHAT, WHAT WE ARE CALLING A BALANCE PLAN FOR A LOT OF THE LAND AND THE CIRCULATION NETWORK SOUTH OF WHAT I'LL JUST CALL 24TH STREET, WHICH IS MILE CARS. AND THEN ON THE WEST SIDE, IT BECOMES BAY RANGE DRIVE. THAT IS, HAS GONE THROUGH A VERY COMPREHENSIVE ENVIRONMENTAL IMPACT REPORT PROCESS. PART OF THAT PLAN IS TO ACTUALLY, IS THE PORT IS LOOKING TO VACATE, WHICH MEANS COMPLETELY REMOVE TIDELANDS AVENUE SOUTH OF 24TH STREET. WHEN THAT HAPPENED, WE'RE GONNA HAVE ANOTHER GAP IN THIS REGIONAL BIKE NETWORK. SO ROUGHLY 2018. 2019, UM, THE CITY APPLIED FOR A, A GRANT TO START LOOKING AT, UM, AN ALTERNATIVE ALIGNMENT. THE ALIGNMENT, AND THIS IS WHAT WE'RE GONNA PRESENT TODAY, IS ACTUALLY TO CONTINUE DOWN HARBOR DRIVE, UM, GO UNDERNEATH THE CALTRANS OFF RAMP DIRECTLY ONTO MCKINLEY, AND THEN MAKE IT MAKES ITS WAY. AND WE'LL GO THROUGH THE EXHIBITS, UH, EVENTUALLY ONTO MARINA WAY AND THROUGH THE, UH, THE, THE MARSH AREA MAKING FOR A MORE, UH, DIRECT CONNECTION TO THE EXISTING BAY BIKE BIKE BIKEWAY. [00:05:01] UM, WHAT'S HAPPENED OVER THE LAST FIVE TO SIX YEARS, UM, THERE WAS SOME OUTREACH DONE, UM, GOING BACK TO 2020 WHEN THE, THE CITY, UH, WAS GOING THROUGH THE PROCESS OF UPDATING ITS GENERAL PLAN, UPDATING ITS BICYCLE MASTER PLAN. FROM MY UNDERSTANDING, YEARS AGO THERE, THERE WAS SOME, UM, UH, DOOR TO DOORS AND, AND JUST UPDATES WITH SOME OF THE BUSINESSES. BUT THE REALITY IS, I THINK THE, THE MAILERS THAT WE SENT OUT RECENTLY WAS PROBABLY THE MO, THE FIRST PART OF THIS PROJECT, WHERE WE ACTUALLY MADE SURE THAT EVERY SINGLE PERSON, UH, WAS GETTING INFORMED OF WHERE WE'RE AT IN THE PROJECT. WHAT I CAN TELL YOU AND WHAT I'VE COMMITTED TO THE RESIDENTS, TO THE BUSINESS OWNERS, AND TO OUR MAYOR COUNCIL, IS A NEW PROCESS WHICH WE KICKED OFF IN 2025. UM, AND THAT'S ANYTIME WE HAVE A MAJOR PROJECT LIKE THIS THAT MAY HAVE POSITIVES OR POTENTIALLY NEGATIVE IMPACTS TO BUSINESSES, TO PUBLIC SAFETY, TO CIRCULATION TO RESIDENTS, WE'RE GONNA HAVE A MEETING LIKE THIS, BUT WE'RE GONNA HAVE IT EARLY ON IN THE PROCESS SO THAT THOSE THAT ARE AFFECTED, PROPERTY OWNERS, RESIDENTS, VISITORS, HAVE MORE INPUT INTO WHAT ULTIMATELY BECOMES THE FINAL DECLINE. NOW, AGAIN, WAS THERE OUTREACH? YES, IT WAS DONE MORE AT THE MASTER PLANNING LEVEL, BUT IN OUR OPINION, A FOCUSED OUTREACH LIKE THIS NEEDS TO HAPPEN EARLY ON IN PROJECTS. IT HAS TO, AND THAT'S MY COMMITMENT. THAT'S OUR DEPARTMENT'S COMMITMENT. SO, WE'RE HERE LATER ON IN THE PROCESS, BUT WE'RE HERE AND I'VE ACTUALLY HAD AN OPPORTUNITY TO SPEAK WITH AT LEAST ONE BUSINESS OWNER WHO'S IN THE ROOM TODAY, AND WE'RE HERE TO ANSWER QUESTIONS. UH, AGAIN, I JUST WANNA TAKE TIME TO PUT INTO CONTEXT HOW THIS PROJECT CAME TO BE, WHY IT'S IMPORTANT. UM, THIS HAS BEEN ADOPTED INTO THE CITY'S BICYCLE MASTER PLAN BY THE COUNCIL. AND WHERE ARE WE AT? WE'VE, FOR THE LAST SIX YEARS, BEEN TRYING TO GET THIS PROJECT FUNDED. WE FOUND OUT ABOUT THREE WEEKS AGO THAT WE, UM, JUST RECEIVED THE LAST, UH, CHUNK OF MONEY THAT WE NEEDED TO BUILD THIS PROJECT. UM, SANDAG UH, UM, CAME THROUGH WITH SOME, UM, A TP FUNDS, ACTIVE TRANSPORTATION PROGRAM FUNDS ROUGHLY $6 MILLION IS THAT HAS NOW CLOSED OUR FUNDING GAP IN ALL. WE'VE SECURED ROUGHLY $16 MILLION FOR CONSTRUCTION. THAT ALSO INCLUDES, UM, THE COST TO MANAGE THE PROJECT, DO INSPECTIONS, SO ON AND SO FORTH DURING CONSTRUCTION. WHERE DOES THAT PUT US ON SCHEDULE? UM, WE'RE BASED ON SOME OF THE EARLIER GRANTS WE RECEIVE. WE NEED TO BE AWARDING A CONSTRUCTION CONTRACT IN SEPTEMBER. SO AGAIN, WE'RE VERY FAR ALONG IN THE PROCESS. SO WHAT I WANNA DO IS WALK YOU THROUGH THE PROJECT, THE ALIGNMENT, UM, SOME OF THE ELEMENTS OF THE PROJECT, AND THEN OPEN IT UP, UM, YOU KNOW, TO THE PUBLIC FOR QUESTIONS, AND THEN ALSO TO THE SAFETY COMMITTEE FOR QUESTIONS. UM, SO AGAIN, IN RETROSPECT, I WISH SEVEN YEARS AGO WE HAD DONE SOMETHING LIKE THIS, BUT THIS HAS BEEN ON THE BOOKS. IT'S BEEN PRESENTED THROUGH OUR MASTER PLAN, THROUGH OUR GENERAL PLAN UPDATE. I'M GLAD WE'RE DOING THIS NOW 'CAUSE WE DO WANT TO HEAR, UM, FROM FOLKS THAT ARE, THAT ARE POTENTIALLY IMPACTED. AND IF THERE'S ANYTHING WE CAN DO TO MAKE REFINEMENTS TO THE DESIGN BEFORE WE GO OUT TO CONSTRUCTION, WE WILL ABSOLUTELY LOOK INTO THAT AND SEE WHAT WE CAN ACCOMMODATE. OKAY. WITH THAT, I'M GOING TO WALK THROUGH STARTING ON THE NORTH END, AND THEN LUCA IS GONNA, UM, YOU KNOW, YOU OBVIOUSLY CAN'T SEE THESE BOARDS FROM BACK THERE, BUT IT'LL BE ON THE SCREEN. SO, AS I MENTIONED RIGHT NOW, THE CURRENT BIKE PATH, UM, IT STARTS UP IN CITY OF SAN DIEGO. IT COMES DOWN HARBOR DRIVE AT EIGHTH STREET. IT SWITCHES OVER TO THE WEST SIDE OF THE STREET. IT COMES DOWN HARBOR DRIVE. IT HUGS THE NAVY BASE FENCE LINE AND IT LOOPS AROUND ONTO S. A BIG PART OF THIS PROJECT IS GETTING IT ACROSS THE BNSF RAILROAD TRACKS ON HARBOR DRIVE, WHICH IS JUST NORTH OF, UH, CIVIC CENTER DRIVE. THERE'S A LOT OF, UM, EXPENSIVE UPGRADES THAT NEED, THAT HAVE BEEN COORDINATED WITH BNSF AND THE CALIFORNIA PUBLIC UTILITY COMMISSION THAT NEED TO HAPPEN THERE [00:10:01] TO SAFELY GET BIKES ACROSS, UPGRADES TO THE CROSSING SIGNALS, ET CETERA. IT'LL COME DOWN HARBOR DRIVE, AND WE GOT AN EASEMENT FROM CALTRAN TO GO UNDER, UM, THE OFF RAMP AND ONTO MCKINLEY. MCKINLEY AVENUE. THE ONLY WAY TO FIT IN, UM, A TWO-WAY BIKE PATH, UM, IS TO MAKE MCKINLEY ONE WAY. THE REASON WE, WE CHOSE TO LOOK AT DOING IT SOUTHBOUND IS WE ARE TRYING TO GET MORE TRUCK TRAFFIC USING THE CIVIC CENTER OFF RAMP. RIGHT NOW WE HAVE A TON OF TRUCKS USING 24TH STREET, THAT'S, THEY'RE GOING RIGHT PAST THE HOTEL. AND IT'S A CHALLENGE HAVING ALL THAT TRUCK TRAFFIC GOING PAST OUR COMMERCIAL TOURISM AREA AND THE LIMITED ACCESS WE HAVE TO THE BAYFRONT. SO THE IDEA OF MAKING IT SOUTHBOUND IS IT FORCES THE TRUCKS TO ENTER FROM THE NORTH AND HEAD SOUTH. AGAIN, WE CAN TALK ABOUT PROS AND CONS, OFS RUNNING IT NORTHBOUND OR SOUTHBOUND, WHAT THAT MEANS. THE IDEA IS TO MAINTAIN THE PARALLEL PARKING THAT'S ON THE WEST SIDE OF THE CORRIDOR AND ALSO REINSTALL ANGLE PARKING ON THE EAST SIDE WITH THE BIKES BEHIND THE PARKING UP AGAINST, UM, THE SIDEWALK AWAY FROM THE TRAFFIC. FROM A SAFETY STANDPOINT, THIS IS A PREFERABLE DESIGN IN ALIGNMENT THAN WHAT'S OUT THERE TODAY. UM, WE DO HAVE A LOT OF BICYCLISTS THAT USE TITLE 'CAUSE IT'S PART OF THE BAY RIVER BIKEWAY, BUT WE KNOW THERE'S A LOT OF TRUCK TRAFFIC ON TIDELANDS. THERE'S A LOT OF DRIVEWAYS. THERE'S RAILROAD TRACKS THAT BICYCLISTS NEED TO GO OVER. IT'S CHALLENGING FOR BIKES FROM A SAFETY STANDPOINT. THERE'S HARDLY ANY, ANY INTERSECTIONS. THERE'S NO DRIVEWAYS. WE'RE GIVING 'EM THE MOST PROTECTION POSSIBLE BY HAVING 'EM ON MCKINNEY AS WE CONTINUE. UM, WE CONTINUE SOUTH, EVENTUALLY WE END UP, UM, MCKINLEY ENDS AT 23RD. ONE OF THE MORE RECENT CHANGES, AND AGAIN FROM A SAFETY STANDPOINT, IS TO KEEP THE BIKES ON 23RD RATHER THAN TRY TO LOOP THEM AROUND THIS PROPERTY AND HAVE 'EM UP AGAINST TRAFFIC ON DAY MARINA DRIVE, WHICH IS A MUCH BUSIER ROAD WHEN THEY COME ON THE 23RD STREET. WE'RE KEEPING 'EM ON THE, UM, ON THE SOUTH SIDE. THESE ARE, UH, TWO CITY, CITY REDEVELOPMENT PARCELS. WE ARE ABLE TO WARRANT AND ALWAYS STOP HERE. RIGHT NOW, WE'VE BEEN OUT THERE, A LOT OF TRAFFIC GOING PRETTY FAST ON CLEVELAND. THE SIDE STREETS HAVE TO STOP, BUT THE TRAFFIC ON CLEVELAND IS NOT. THIS WILL BE AN ALWAYS STOP. IT'LL IMPROVE, YOU KNOW, SAFETY AND ACCESS, NOT ONLY FOR BIKES, BUT PEDESTRIANS. WE, WE, WE HAVE A, A SCHOOL FOR, FOR UM, DEAF PEOPLE RIGHT ACROSS THE STREET. THEY REACHED OUT TO THE TRAFFIC SAFETY COMMITTEE LAST YEAR. IS THERE ANY CROSSING IMPROVEMENTS WE CAN DO? THIS IS A VERY CHALLENGING INTERSECTION TO CROSS. SO THIS WILL HELP FROM A SAFETY STANDPOINT. IT THEN LOOPS AROUND, AGAIN, CONTINUES TO HUB AND REDEVELOPMENT PARCEL, AND THEY WILL END UP CROSSING WITH THE PEDESTRIANS BAY MARINA DRIVE WITH A PROTECTED WALK SIGNAL. SO THEY'LL HAVE A PUSH BUTTON POST, THEY HIT THE BUTTON, THE WALK SIGNAL COMES ON, AND THEY CAN BITE ACROSS. ONCE THEY GET ONTO MARINA WAY, THEY WILL BE HUGGING, UM, THE OUTSIDE SHOULDER AND EVENTUALLY JUST PAST THE HOTEL DRIVEWAY. THEY'RE GONNA COME, COME INTO THE MARSH AREA, UM, WHICH HAS ALSO BEEN CLEARED BY COASTAL COMMISSION. WE HAVE ALL OUR ENVIRONMENTAL PERMITS AND ULTIMATELY GOES THROUGH THE MARSH, WHICH WILL MAKE FOR A VERY SCENIC BIKE PATH. UM, TYING IN JUST FAST ARENA TO THE EXISTING BIKE FACILITY. UM, THAT'S THE IDEA. THAT'S WHERE, WHAT, WHERE WE'VE DESIGNED, UM, WE LOOKED AT NET GAIN LOSS OF PARKING THROUGH THIS PROCESS. WE HAD TO REMOVE SOME PARKING, UM, ALONG PORTIONS OF MCKINLEY TO MAKE SURE THAT THE LARGE TRUCKS CAN MAKE THEIR TURNING MOVEMENTS. I'VE ASKED OUR DESIGN TEAM WHO'S HERE TODAY, CR AND ASSOCIATES. WE HAVE ROBERTO AND ALEX [00:15:01] TO, UM, TO REVISIT THESE TRUCK, THESE TRUCK TURNS. AND QUITE FRANKLY, WE'VE DONE THIS IN THE PAST. WE'VE DONE THIS WITH OUR, OUR FIRE DEPARTMENT APPARATUS. WE WILL ACTUALLY GO OUT IN THE FIELD AND, AND HAVE AN ACTUAL TRUCK DRIVER TRY TO MAKE THESE MOVEMENTS. IT'S VERY IMPORTANT THAT WE CONFIRM THAT THIS DESIGN WILL WORK. THEY DO HAVE THE, UH, THE SAME ENGINEERING TEMPLATES THAT THEY LAY OUT, BUT WE FIND ANYTIME WE'RE RECONFIGURING THE STREET THAT IT'S IMPORTANT THAT WE TEST IT OUT IN PERSON. SO THAT IS SOMETHING THAT WE'RE, WE'RE COMMITTED TO DOING. ULTIMATELY, THOUGH, WE WERE ABLE TO, FOR ALL MCKINLEY AVENUE, UM, ALMOST GET TO NET ZERO LOSS PARKING. I THINK FOR ALL PARKING THAT IS GONNA BE PROVIDED. WE ONLY LOSE A TOTAL OF SIX PARKING SPACES FOR ABOUT A HALF MILE STRETCH OF MCKINLEY AVENUE. UH, THE PROJECT OVERALL, UH, WE HAVE A NET LOSS OF ABOUT 10 PARKING SPACES. SO WE DID OUR BEST TO MAINTAIN AS MUCH PARKING AS POSSIBLE. UM, I KNOW SOME OF THE CONCERNS, AGAIN, WERE, WE'RE GOING TO A ONE WAY ARE, ARE TRUCKS THAT SUPPORT THESE LOCAL BUSINESS GONNA BE ABLE TO MAKE THOSE MOVEMENTS. WE HAVE TO ENSURE THAT THEY CAN, WE CANNOT CUT OFF ACCESS TO BUSINESSES. SO THAT'S REALLY, UM, THE FINAL STEP NOW THAT WE'VE GOTTEN OUR PRO APPROVALS IS DOING THOSE FINAL QUALITY CHECKS TO MAKE SURE THAT THE TURNS CAN WORK. THAT WE HAVE, UH, WE'RE, WE'RE MAINTAINING ACCESS. AND THAT, AGAIN, THE DESIGN FROM A SAFETY STANDPOINT IS SUPERIOR TO WHAT'S OUT THERE TODAY. IT'S A BIG IMPROVEMENT FROM WHAT'S OUT THERE TODAY. SO WITH THAT BEING SAID, I WOULD WANNA FIRST OPEN IT UP TO THE PUBLIC FOR COMMENTS. AND THEN OUR, OUR SAFETY COMMITTEE. YES, SIR. YES. SO IN FRONT OF OUR BUSINESS, OUR CUSTOMERS ARE TRACTOR TRAILERS. IF THEY'RE ON THE, IF THEY'RE ON THE DRIVER'S SIDE, IT'S A DIFFERENT STORY. SO THAT, THAT IMMEDIATELY, UH, PRETTY MUCH ILLUMINATES THE, ANY KIND OF, UH, TRUCK ACCESS TO OUR FACILITY IN THAT PARTICULAR INSTANCE. YES, WE HAVE FIVE OR SIX TRACTOR TRAILERS COMING EVERY DAY.
