I WILL BE PROVIDING SOME, UH, FEEDBACK, FEEDBACK ON SOME OF THE CITY STAFF'S BEEN WORKING ON AND EXOS THE CURRENT POOL OPERATOR.

UM, SO A LITTLE BIT ABOUT THE AGREEMENT.

THE EXOS, UM, AGREEMENT HAS BEEN IN EFFECT FOR THE LAST TWO YEARS, AND THE POOL WAS CLOSED DURING CONSTRUCTION.

SO DURING THAT TIME, EXOS MANAGEMENT TEAM, UM, RECRUITED AND RETAINED STAFFING AND WORKED TO, WORKED WITH THE CONTRACTORS REGARDING SOME OPERATIONAL NEEDS, UH, AS PART OF THEIR PLANNING.

UM, CURRENTLY THE CITY HAS ALLOCATED $3,080, EXCUSE ME, 300,000, $380,000 FOR THE EXO SCHOOL CONTRACT.

AND THAT IS AN ANNUAL, UM, EXPENDITURE THAT COMES OUT OF THE COMMUNITY SERVICES BUDGET.

IT PAYS FOR A MANAGEMENT FEE FOR THE MANAGEMENT OF THE POOL.

SO, UM, DYLAN, WHO'S THE AQUATICS MANAGER, AND THEN ALSO THE EXOS FEE.

UM, AND THEN IT PAYS FOR THE LIFEGUARDS.

SO THE STAFFING, IT ALSO PAYS FOR MATERIALS AND SUPPLIES.

SO IF WE NEED NEW DIVING BOARDS, UH, FLAGS, UH, SWIM BOARDS, GOGGLES, UM, EXCUSE ME, NOT GOGGLES, BUT SWIM BOARDS.

UM, WE, WE GO THROUGH EXOS, THEY ORDER 'EM IN BULK AND WE GET A REDUCED RATE FOR THOSE.

SO EXOS, BECAUSE THEY MANAGE MULTIPLE POOLS, THEY WILL HAVE A, KINDA LIKE A WAREHOUSE AND THEN THEY BUY MULTIPLES IN MASS QUANTITY.

AND THEN THE CITY IS, UH, CHARGED A LESSER FEE FOR THOSE ITEMS THAN IF WE WERE TO GO MYSELF, WE WERE TO GO TO THE STORE AND BUY THEM.

OR IF I WAS

TO GO TO, UM, AN AQUATIC STORE TO BUY THOSE.

THE OTHER FEES THAT, UM, COME IN ARE, UM, ON THE REVENUE SIDE.

WE GET BACK, UM, RIGHT NOW ABOUT $200,000 FOR REVENUE.

UM, WHEN THIS, THIS IS WHEN THE POOL IS AT FULL OPENING CAPACITY.

UM, THE REVENUE IS FOR LANE RENTALS FOR HIGH SCHOOL SWIM MEETS, UM, OR DAILY SWIMMERS OPEN SWIM.

AND AS YOU CAN TELL, THERE'S A DIFFERENCE IN THAT.

IT'S NOT COST NEUTRAL.

SO IT'S A COMMUNITY SERVICE AND THAT COMES OUT OF THE COMMUNITY SERVICES DEPARTMENT.

WHAT WE'RE BEING PRESENTED WITH TODAY, AND WHY I WANTED TO BRING, BRING THIS TO YOUR ATTENTION IS THAT THE EXOS HAS BEEN OPERATING THE POOL, BUT THE POOL HASN'T BEEN OPEN FOR A FULL FISCAL YEAR YET.

SO WE HAVEN'T SEEN THE TRUE REVENUE REPORT FOR A FISCAL YEAR BECAUSE THE POOL OPENED IT BACK UP AFTER CONSTRUCTION IN NOVEMBER OF 2023.

AND SINCE THEN THERE HAVE BEEN MULTIPLE POOL CLOSURES.

THE POOL ITSELF IS BRAND NEW, BUT THE INTERIOR WORKINGS ARE NOT BRAND NEW.

SO IT'S LIKE A, UH, NEW CAR WITH AN OLD ENGINE.

UM, AND BECAUSE THE POOL WAS CLOSED FOR SO LONG, SOME OF THE, UH, PIPES ARE OLDER AND THEY'VE GOT JUST DEBRIS STUCK IN 'EM.

SO WE'VE EXPERIENCED A LOT OF POOL CLOSURES.

THE HEATER HAS BROKE, UM, OUR PUMP ROOM, WE'VE HAD SOME PUMP ISSUES.

WE ARE PLANNING TO CLOSE THE POOL, THE ENGINEERING DEPARTMENT, AND THE COMMUNITY SERVICES DEPARTMENT, UH, JANUARY AND FEBRUARY, AND DO SOME PREVENTATIVE MAINTENANCE SO THAT WE CAN, UH, AVOID THESE TYPE OF UNFORESEEN CLOSURES IN THE FUTURE.

UM, BUT AT THE SAME TIME, PERFECT STORM, WE HAVE THE EXOS AGREEMENT COMING UP FOR EITHER RENEWAL OR, OR, UM, GOING TO COUNCIL TO SEE IF IT WANTS TO BE RENEWED OR NOT.

I JUST WANTED TO GET SOME FEEDBACK FROM THE COUNCIL ON YOUR THOUGHTS MOVING FORWARD AND, UM, HOW YOU SEE AS RESIDENTS, THE POOL OPERATIONS.

HAS THERE BEEN ANY ANALYSIS DONE, UH, TAKING CONTRACT VERSUS MAINTAINING THE POOL DIRECTLY, UH, HIRING AND HIRING THAT MAINTENANCE, ET CETERA? YES.

UM, WE COMPARED, UH, AND THIS, THIS WAS DONE RATHER RECENTLY, WE COMPARED IT WITH THE CITY OF LA MESA BECAUSE IT IS GENERALLY, UM, THE SAME SIZE AND POPULATION CITY-WISE.

AND, UH, LA MESA HAS ONE POOL, JUST LIKE WE HAVE ONE POOL.

THEY'RE RUN INTERNALLY.

AND I CAN BRING BACK THOSE NUMBERS, BUT I DID DO AN ANALYSIS, UM, AND IT IS A LITTLE BIT HIGHER THAN HAVING A CONTRACTOR.

AND THAT IS BECAUSE, UM, THE CITY PAYS, UH, THE BENEFITS OF THE BURDEN OF BENEFITS.

AND, UM, AND WITH THE EXOS, THEY'RE NOT PAYING FOR THOSE SAME BENEFITS.

IS THAT THE ONLY, IS THAT THE ONLY DIFFERENCE THERE? YES, THAT IS, THAT'S THE MAJOR, UM, EXPENDITURE.

OTHERWISE, UM, WE DO, WE, WE SPEND FUNDS ON THINGS LIKE, UM, OUR REGISTRATION SYSTEM, BUT THE OTHER CITIES DO THE SAME THING.

I LOOKED AT, UM, CARLSBAD BECAUSE I, IN PARTICULAR, I WORK THERE AND I KNOW HOW THEIR POOLS OPERATE.

UM, THEY'RE USUALLY IN THE NEGATIVE SOMEWHERE AROUND THE, THE NUMBER OF FOUR TO $500,000 EACH YEAR.

AND THAT IS THE, THAT IS ACROSS THE BOARD WITH OCEANSIDE AND THE CITY OF SAN DIEGO.

CITY OF SAN DIEGO OPERATES, I WANNA SAY IT'S 21 POOLS IN THEIR SYSTEM.

AND THEY DO SEASONAL CLOSURES, UH, BUT THEY ALSO RUN AS A COMMUNITY SERVICE.

SO THEY'RE, THEY ARE NOT COST NEUTRAL AND THEY ALWAYS, UM, THEY ALWAYS EXPEND MORE THAN THEY GENERATE UNDERSTAND.

OKAY.

SOMETHING OUR DEPARTMENT DOES NOT PAY FOR IN COMMUNITY SERVICES.

WE, WE DON'T PAY THE BILL FOR THE HEAT, THE GAS, AND WE DON'T PAY FOR THE CHEMICALS.

SO THAT'S, THAT IS FACILITATED BY THE ENGINEERING DEPARTMENT AND PUBLIC WORKS.

UM, BUT I CAN PULL THOSE NUMBERS TOO AND, AND PROVIDE THEM TO THE GROUP SO THAT WAY WE HAVE AN

ESTIMATE OF THE TRUE COST OF OPERATING IT WITH EXOS AND THE TRUE COST FOR OPERATING IT WITHOUT, I THINK OUR BIGGEST STRUGGLE WOULD PROBABLY BE OR RETAINING STAFF.

UH, AND, AND WHAT'S THE, UH, WHAT'S THE PLAN WITH, I KNOW YOU SAID THERE'S, THERE'S SOME MAINTENANCE SCHEDULED IN THE FUTURE OR NEAR FUTURE.

UH, IS THAT JUST PREVENTATIVE, WE'RE STILL GONNA KEEP THE OLD MOTOR RUNNING? OR IS THERE A PLAN TO SWAP EVERYTHING OUT? LIKE IT SHOULD HAVE BEEN? THE PLAN IS TO, UM, THEY'RE CURRENTLY DOING AN ANALYSIS OF WHAT ITEMS NEED TO BE REPLACED AND THEY'VE GOT A, THEY'VE PRETTY MUCH SOLIDIFIED THAT AND IT IS AN OVERHAUL.

SO MOST OF THE ITEMS WOULD BE BRAND NEW.

WHAT'S THE COST OF THAT? I DON'T HAVE THE COST FOR THAT.

YEAH, THAT WOULD, THAT, UM, I'LL ASK THE ENGINEERING DEPARTMENT FOR THE COST OF THAT.

AND A FEASIBILITY STUDY FOR THE CHANGE WOULD BE TO OUR ADVANTAGE IN TERMS OF THE NEW LEADERSHIP THAT WE GOT COMING IN THE, FROM THE WHITE HOUSE.

THEY'LL SAY IT'S A TWO YEAR TERM, AND THEN THEY'LL PUT THE OPTION TO EXTEND FOR A SPECIFIC AMOUNT OF TIME AFTER.

AND, UM, AT ANY TIME, THE COUNCIL ALSO COULD MAKE THE DETERMINATION THAT THEY'RE GOING TO VOID THE CONTRACT IF IT, IF THEY ARE NOT, IF EXOS IS NOT WITHHOLDING THEIR, UM, DEPARTMENT.

THEY'RE NOT IN GOOD STANDING OR, UM, THE OPERATIONS HAVE NOT MET THE AGREEMENT.

IS THIS SOMETHING THAT WE CAN, I MEAN, MAYBE THEY SHOULD TAKE THAT INTO ACCOUNT AND GET THE POOL FIXED BEGINNING OF THE YEAR AND THEN JUST REDO A CONTRACT WITH THEM AFTER THE REPAIRS HAVE BEEN MADE.

SO WE DON'T PAY SIX MONTHS OR NO MANAGEMENT OF THE POOL WHATSOEVER.

AND THE ONLY CHALLENGE THAT WAS PRESENTED WAS THAT, UM, IF SAY WE CLOSED DOWN JANUARY AND FEBRUARY AND THE, UM, THE, UH, UPGRADES ONLY TAKE FOUR WEEKS AND BY FEBRUARY 1ST WE WERE READY TO REOPEN A MONTH EARLIER THAN EXPECTED, WE WOULDN'T HAVE A CONTRACT IN PLACE TO THEN SAY GO PROGRAM.

HAVE THEY EVER DONE A REPAIR THAT'S GONE LESS THAN SPECIFIED TIME? NO.

THE ONLY PREDICAMENT IS IF SAY WE WERE TO OPEN MARCH 1ST TO THE PUBLIC, THE POOL'S OPEN AND WE HAVE THE CONTRACT I, THEY WOULD NEED, THEY'D NEED TIME TO HAVE THE OPERATIONS GOING.

SO THE WEBSITE AND THE REGISTRATION SYSTEM AND THEN THE SCHEDULING OF THEIR STAFF.

BECAUSE I THINK THAT WOULD BE OUR BIGGEST CHALLENGE.

WHICH WOULD BE PROBABLY PART OF, ALL RIGHT, WELL, LITERAL ENJOY PERHAPS WHEN I SUGGESTED FEASIBILITY STUDY WAS TOO EXTREME.

SO ON FRIDAY WE HAD A CELEBRATION.

UM, IT WAS RAINING AND IT WAS COLD.

UM, SO WE HAD ABOUT 70 INDIVIDUALS THAT CAME OUT AND ENJOYED THE ZJ AND JUST LIGHT REFRESHMENTS AND SNACKS AND THINGS LIKE THAT.

UM, THERE WERE, IT WAS A FALL CELEBRATION, SO THERE WERE PUMPKINS THAT HAD BEEN DECORATED IN ONE OF OUR PROGRAMS PREVIOUSLY BY OTHER PARTICIPANTS.

SO THOSE GOT RAFFLED OFF.

SO PEOPLE WERE REALLY HAPPY CARRYING THIS LARGE PUMPKIN HOME.

UM, SO IT WAS REALLY GREAT.

AND THEN ON SATURDAY, UM, OUR DEPARTMENT ACTUALLY PAIRED UP WITH ARTS AND THERE WAS A STITCHING GENERATIONS EVENT.

UM, SO PEOPLE WERE OUT THERE CROCHETING.

SO YOU, IF YOU WALK BY ARTS, UM, IN FRONT WHERE THE TWO TREES ARE WITH THE BENCH, UM, THERE IS SOME CROCHETED ITEMS. IT'S YARN BOMBING, SO IT WAS PUT ON THE TRUNKS OF THE TREES AND YOU'LL SEE SOME LIKE LITTLE OCTOPUS HANGING FROM THE BRANCHES AND THINGS LIKE THAT.

THERE WAS ALSO SOME NOTE CARDS MADE, UM, FROM PARTICIPANTS JUST SAYING HOW THEY FELT ABOUT THE PROJECT AND WHY THEY WERE EXCITED TO DO IT, BUT IT WAS OPEN TO THE COMMUNITY.

SO IT WAS JUST A LOT OF VERY, UM, INTERESTING INDIVIDUALS.

VARIOUS GENERATIONS WERE OUT THERE JUST DOING THE SAME THING.

AND IT'S GREAT BECAUSE THE CROCHET IS REALLY POPULAR.

AGAIN, WE HAVE THE YOUTH THAT ARE DOING IT.

WE HAVE OUR OLDER ADULTS THAT ARE DOING IT.

UM, SO IT WENT REALLY WELL.

UM, IN ADDITION TO THOSE TWO EVENTS, UM, WE'VE ALSO SECURED TWO GRANTS THAT ARE CURRENTLY, UM, GONNA GO TO CITY COUNCIL FOR APPROVAL.

SO WE HAVE A NO SENIOR ALONE GRANT, AND THAT WOULD BE A $2,000 GRANT.

THE HOPE IS THAT OUR CROCHETING SENIORS FROM OUR MORNING

SOCIAL PROGRAM, UH, CROCHETS SCARVES FOR THOSE INDIVIDUALS WHO ARE GETTING HOME DELIVERED MEALS.

SO THIS GRANT IN PARTICULAR IS TO GET, UH, TO OUTREACH TO INDIVIDUALS WHO DON'T REALLY COME TO OUR PROGRAMMING.

UM, SO WE ARE, UH, GONNA WORK WITH OUR NUTRITION CENTER.

THIS GOES THROUGH, UH, WE'RE GONNA WORK WITH OUR NUTRITION CENTER AND GO WITH 'EM DURING THE HOME DELIVERED MEALS PROCESS, SO THAT WAY WE CAN PROVIDE THEM WITH A HOLIDAY CARD AND A SCARF, UM, TO THOSE INDIVIDUALS.

AND WE ALSO SECURED A SHAPER GRANT, UM, WHICH IS, UH, THEY HAVE DIFFERENT PROGRAMMINGS, BUT WE USE THIS ONE SPECIFICALLY FOR WALK WITH EASE.

SO IT'S ONE OF THE PROGRAMS WHERE PEOPLE WOULD GO OUT TO THE PARK.

UM, THERE'S DIFFERENT LEARNING COMPONENTS WHEN IT COMES TO THAT.

THERE'S ALSO LIKE DIFFERENT LITTLE TESTS JUST TO SEE HOW PEOPLE ARE IMPROVING.

UM, BUT WE HAD A LOT OF SUCCESS STORIES FROM THE LAST TIME WE HAD THIS, AND WE'RE HOPING TO CONTINUE THAT AND ACTUALLY MAKE IT BIGGER.

UM, SO WE'RE PLAYING WITH TIMEFRAMES AND THAT KIND OF STUFF TO SEE MAYBE TO GET OUR, OUR PARTICIPANTS, OUR SENIORS AFTER THE NUTRITION CENTER, WE CAN KIND OF SCOOP THEM OVER TO THE PARK SO WE CAN GO WALK TOGETHER.

UM, BUT THAT'S A $2,500 GRANT AS WELL.

THE GOAL IS THAT ONCE THE SENIOR CENTER OPENS IS TO MAKE THEM MORE FREQUENT.
