THE ARTICLE DESCRIBES SECONDHAND SMOKE AS THE SMOKER VAPOR EXILED BY THE TOBACCO USER. SECONDHAND SMOKE KILLS 50,000 PEOPLE EVERY YEAR IN THE US AND CONTAINS OVER 7,000 CHEMICALS, INCLUDING 70 KNOWN TO BE CAUSED CANCER CAUSING SECONDHAND SMOKE CAN BE INHALED IN A VARIETY OF WAYS, BUT THE MOST COMMON WAY IS IN OUR OWN HOME. A HOME THAT SHARES WALLS AND VENTILATION SYSTEMS LIKE APARTMENT COMPLEXES AND CONDOS. 65% OF THE AIR IN ONE HOME CAN TRAVEL INTO A ADJOINING HOMES. THE OVERWHELMING MAJORITY OF SAN DIEGO COUNTY RESIDENTS SUB SUPPORT SMOKE-FREE HOUSING POLICIES, PROPERTY MANAGERS, HEALTHCARE PROVIDERS, AND LAW ENFORCEMENT AND ENVIRONMENTAL ADVOCATES ALSO AGREE THAT SMOKE-FREE HOUSING IS A GREAT SOLUTION. CALIFORNIA BOLDLY FORGED THE PATH TO PROTECT EVERYONE FROM DANGERS OF SECONDHAND SMOKE AND VAPE WHEN IT BECOMES, WHEN IT BECAME THE FIRST STATE TO PROHIBIT SMOKING AND VAPING IN ALMOST EVERY INDOOR PUBLIC SPACE. ALSO, WE KNOW THAT TODAY'S HIGH POTENCY THC PRODUCTS CAN CREATE DANGEROUS IMPAIRMENT WHILE DRIVING. SO IT WOULD BE A MOST HAZARDOUS SITUATION TO DRIVE TO A MARIJUANA LOUNGE AND THEN SMOKE VAPE OR JET MARIJUANA PRODUCTS. AND TO DRIVE AWAY ENDANGERING OUR PUBLIC SAFETY. I ASK THE CITY COUNCIL TO CONSIDER JOINING THE AMERICAN CANCER SOCIETY AND URGE THE GOVERNOR TO VETO AB 1 7 7 5. THANK YOU FOR HEARING MY CONCERNS THIS EVENING. THANK YOU, MEGAN STEWART. THANK YOU. MY NAME IS MEGAN STEWART, AND AS A YOUTH ADVOCATE AND SOMEONE WITH EXPERIENCE IN SOCIAL WORK, I WAS VERY HAPPY TO HEAR OF GOVERNOR NEWSOM'S RECENT PROPOSAL FOR STRICTER REGULATIONS ON HEMP PRODUCTS. THE GOVERNOR'S EMERGENCY REGULATIONS AIM [00:20:01] TO PROTECT ALL CALIFORNIANS, PARTICULARLY OUR YOUTH FROM DANGEROUS AND UNREGULATED PRODUCTS CONTAINING THC. THE PROPOSED RULES WOULD BAN ANY DETECTABLE AMOUNT OF THC IN CONSUMABLE HEMP PRODUCTS AND RAISE THE PURCHASING AGE TO 21. AS WE KNOW, CHILDREN AND ADOLESCENTS ARE AT A HIGHER RISK WHEN EXPOSED INTOXICATING SUBSTANCES, ESPECIALLY WHEN THESE PRODUCTS ARE READILY AVAILABLE IN GROCERY STORES, GAS STATIONS AND NEAR SCHOOLS. GOVERNOR NEWSOM'S PROPOSED MEASURES ADDRESS THIS ISSUE BY ENSURING THAT INTOXICATING HEMP PRODUCTS DO NOT SLIP THROUGH THE CRACKS OF REGULATION AS WE HAVE SEEN HAPPEN IN OTHER STATES. CURRENTLY, HEMP PRODUCTS ARE SUBJECT TO FAR LESS SCRUTINY THAN MARIJUANA, DESPITE THEIR POTENTIAL TO DO SIGNIFICANT HARM BY CLOSING REGULATORY LOOPHOLES, THESE NEW RULES CAN HELP PREVENT DANGEROUS UNTESTED HEMP PRODUCTS FROM REACHING NOT ONLY OUR YOUTH, BUT ALSO ADULTS AND SENIORS WHO PURCHASE THESE PRODUCTS, UM, WHICH ARE CAUSING LONG-TERM COGNITIVE AND HEALTH ISSUES. THE MAIN GOAL OF THE GOVERNOR'S PROPOSAL IS KEEPING HARMFUL, UNREGULATED SUBSTANCES OUT OF THE HANDS OF THOSE MOST VULNERABLE. I WOULD LIKE TO ENCOURAGE THE COUNCIL TO CONSIDER SUPPORTING THESE EFFORTS AS A WAY TO ENSURE THAT OUR CITY CONTINUES TO PROTECT THE HEALTH AND WELLBEING OF ALL ITS CITIZENS. THANK YOU SO MUCH. THANK YOU BARBARA GORDON. UM, GOOD EVENING COUNCIL MEMBERS. I WORK WITH YOUNG PEOPLE AND THEIR MENTAL HEALTH NEEDS TO BE A PRIORITY. SEPTEMBER IS NATIONAL SUICIDE PREVENTION MONTH. WHILE SUICIDE PREVENTION IS VITAL TO ADDRESS YEAR, YEAR ROUND, SUICIDE PREVENTION AWARENESS MONTH PROVIDES A DEDICATED TIME TO COME TOGETHER WITH COLLECTIVE PASSION AND STRENGTH TO ADDRESS THIS DIFFICULT TOPIC. THE ASSOCIATION OF ALCOHOL AND DRUGS WITH SUICIDAL THINKING CAN PLAY A PART IN ACTUAL SUICIDE. ALCOHOL AND DRUGS ARE INFLUENTIAL IN THE FEELINGS OF HOPELESSNESS BY THEIR TOXIC EFFECTS. THE COMMERCIALIZATION OF MARIJUANA HAS INCREASED THE FALSE PREMISE OF MARIJUANA PRODUCTS BEING NATURAL AND HEALTHY, HEALTHIER THAN ALCOHOL AND TOBACCO, WHICH GREATLY DECREASES THE RISK OF HARM RELATED TO THIS DRUG. THE MAIN PSYCHO ADDICT PSYCHOACTIVE INGREDIENT IN MARIJUANA THC CAUSES MENTAL AND PSYCHOLOGICAL HEALTH PROBLEMS. A RECENT STUDY IN THE JOURNAL OF AMERICAN MEDICAL ASSOCIATION DE DESCRIBES THE DIRECT CONNECTION BETWEEN MARIJUANA USE AND SUICIDE. ACCORDING TO THE CD C'S, SUICIDE IS THE SECONDING LEADING CAUSE OF DEATH FOR YOUNG PEOPLE BETWEEN THE AGES OF 10 AND 24. I URGE THIS COUNCIL TO SUPPORT THOSE STRUGGLING WITH MENTAL HEALTH ISSUES WITH EDUCATION REGARDING THE HARMFUL EFFECTS OF MARIJUANA. POLICYMAKERS MUST STOP THE NORMALIZATION AND THE INCREASE AVAILABILITY OF THC PRODUCTS. THANK YOU FOR LETTING ME SPEAK. THANK YOU. AND THAT CONCLUDES OUR PUBLIC COMMENT, MAYOR. AND, UH, WE HAVE A SIZEABLE, UM, SENIOR POPULATION THAT UTILIZES, UH, TRANSIT. SO WE ARE GOING TO BE A PART OF THE SURVEY, UM, UH, SO THAT OUR, OUR SENIORS AND OUR RESIDENTS WILL BE HEARD. UH, SO THAT'S ONE. AND THE OTHER IS, UM, SOMETHING I WANNA MAKE THE COMMUNITY AWARE OF. SANDAG IS ALSO WORKING ON, ON A ZERO EMISSIONS VEHICLE INCENTIVE PROGRAM. IT IS INTENDED SO THAT, UM, UH, ZERO EMISSION VEHICLES EVS, UH, ARE, UM, INCENTIVIZED FOR LOW INCOME AND DISADVANTAGED COMMUNITIES. UH, USUALLY IN PLACES WHERE THERE ARE LIMITED OR VERY FEW, UH, CHARGING STATIONS. SO, UM, SOUTHEAST OF NATIONAL CITY IS A PART OF THAT. UM, UH, RIGHT NEXT TO, UH, PARADISE HILLS, UH, THERE ARE VERY LIMITED AND FEW CHARGING STATIONS. SO, UM, THERE IS GOING TO BE ADDITIONAL INCENTIVES TO MAKE SURE THAT INDIVIDUALS IN OUR NEIGHBORHOODS, IN OUR COMMUNITY HAVE ACCESS TO PURCHASE THE VEHICLES THAT WE AS A FEDERAL GOVERNMENT, AS A STATE AGENCY, ARE CONSTANTLY INCENTIVIZING. UH, THIS PAST WEEK WE HAD OUR AIR POLLUTION CONTROL DISTRICT, UH, MEETING. THE BIG ITEM ON THAT AGENDA WAS, UH, WE VOTED TO MOVE FORWARD SOME EMERGENCY FUNDING FROM THE EPA FOR AIR FILTERS IN THE TIJUANA RIVER VALLEY TO ADDRESS THIS SEWAGE CRISIS. SO THAT WAS, UH, SIGNIFICANT, BUT THERE'S STILL A LOT MORE TO BE DONE. WE HAVE TO WORK WITH THE STATE AND FEDERAL GOVERNMENT ON HOPEFULLY PUSHING THEM TO DECLARE AN EMERGENCY BECAUSE THE TIJUANA SEWAGE RIVER CRISIS, IT IS AN EMERGENCY THIS PAST WEEK WITH THE, UH, WE HAVE TWO WASTEWATER TREATMENT PLANTS, AT LEAST TWO, ONE IN THE, UH, MEXICO SIDE. THE OTHER, UH, OUR OWN I-I-B-W-C-I THINK IT'S CALLED. UH, SO THOSE ARE DOWN, THEY'RE NOT WORKING. SO WE HAD RECORD FLOWS AND THEN RECORD TEMPERATURES. SO WE HAD A RECORD, A NUMBER OF COMPLAINTS AROUND 2000 COMPLAINTS THAT THE AIR POLLUTION CONTROL DISTRICT RECEIVED IN, IN, UM, IN THE MONTH, UH, THIS PA THIS PAST MONTH AND A HALF. AND JUST FOR CONTEXT, THE AVERAGE OF COMPLAINTS IS ABOUT 800 PER YEAR. SO 2000 PER MONTH. AND, UH, LARGELY ABOUT ODORS. SO, UH, WE, SO WE HAVE MONITORS OUT, UH, FROM AIR POLLUTION CONTROL DISTRICT, UH, HAZMAT, THE COUNTY MONITORS ARE OUT. WE ALSO HAVE SOME RESEARCHERS FROM SAN DIEGO STATE UNIVERSITY IN, UH, UCSD THAT ARE OUT THERE ON THE GROUND RIGHT NOW. BUT I'LL TELL YOU THAT I, I WENT THERE MYSELF TO UNDERSTAND, UM, THE, ALL THE, THE CHEMISTRY, THE CHEMICALS, AND JUST THE ISSUES. AND I COULD TELL YOU WITH AIR THAT I, UH, BREED THERE WASN'T SAFE. SO I DON'T WANT US TO BE OVER ALARMIST, BUT I DO, UH, RECOMMEND THAT THE PUBLIC TAKE CAUTION AND THE ODORS THAT THE PEOPLE IN, IN SUNNY SEE THEIR OWN NESTER, IMPERIAL BEACH. BUT ALSO, I'VE HEARD SOME RESIDENTS EVEN THAT THE SMELL OF SEWAGE HAS EVEN GONE AS FAR AS HERE. AND, UH, A LOT OF THAT SMELL THAT I'VE HEARD FROM FIREFIGHTERS AND EXPERTS IS THAT IS HYDROGEN SULFIDE, HYDROGEN SULFIDE, PROLONGED EXPOSURE. WE'VE REPORT, WE'VE HEARD REPORTS FROM RESIDENTS, UH, CAUSES NAUSEA, HEADACHES, UM, STOMACH ISSUES. WE'VE HEARD OF INCREASED, UH, HOSPITALIZATIONS. SO IT DEFINITELY IS A CRISIS. AND, AND WE NEED THE, THE STATE AND FEDERAL GOVERNMENT TO DECLARE AN EMERGENCY. BUT I, I, I DO WANT TO REPORT THAT THERE WERE UNSAFE LEVELS OF HYDROGEN SULFIDE DETECTED, ESPECIALLY, UH, IN THE NIGHTTIME, UH, WITH THE INVERSION LAYER. AND, UM, JUST THE CLIMATE CONDITIONS THAT CAUSES, UH, THE LEVELS OF HYDROGEN SULFIDE THAT ARE, IS A CHEMICAL COMING FROM THE PURE UNTREATED SEWAGE COMING FROM THE TIJUANA. UH, IT, IT'S, IT HAS, IT'S RELEASING THESE CHEMICALS AND, AND THEY'RE NOT GOOD. SO, UH, WE JUST WANT TO, UH, FROM AIR POLLUTION CONTROL DISTRICT STANDPOINT, COMMUNICATE THAT TO THE PUBLIC. UH, REPORT IT, IF, YOU KNOW, YOU SMELL THOSE, UH, TYPE OF ODORS, IT'S A ROTTEN EGG SMELL, AND THAT IS THE HYDROGEN SULFIDE THAT IS NOT SAFE. SO, UH, BUT THERE'S STILL A LOT OF RESEARCH THAT WE DON'T HAVE THAT WE DON'T KNOW ON THE LONG-TERM HEALTH IMPACTS. SO THAT'S WHAT AIR POLLUTION CONTROL DISTRICT IS WORKING ON. BUT WE DO NEED A, UM, WE, WE DO NEED TO TREAT THIS LIKE A CRISIS. AND, UH, MAYOR AGUIRE, UH, MAYOR MORRISON, SHE DID THANK OUR, OUR CITY AND YOU FOR, UH, UH, PUSHING THIS. AND I DO THINK EVEN THOUGH THAT THAT'S NOT NATIONAL CITY, BUT AS A REGION, IT'S ENVIRONMENTAL ISSUES THAT WE, WE DO NEED TO ADDRESS. WE TALKED A BIT ABOUT THE TIJUANA RIVER VALLEY SITUATION AND THE NEED FOR MORE FILTERS FOR THE FOLKS THAT ARE, UM, EXPERIENCING AND HAVING TO LIVE THROUGH THAT SITUATION. UM, SO FAR, I THINK THERE WAS 800 FILTERS HAD BEEN, UM, HANDED OUT INCLUDING, UM, UH, TWO, RE TWO REFILLS FOR THE, FOR THE FILTERS. I'M NOT SURE THE FULL LIFE OF THE FILTER, BUT THERE IS MORE THAT IS NEEDED. SO I'M GLAD TO HEAR ABOUT, UH, MR. BUSH'S UPDATE ABOUT, UH, DIVERTING FUNDS IN THAT DIRECTION. THAT'S A GOOD THING. UM, ONE INVESTIGATION WAS ON, UM, A, UH, INVESTIGATIONS REPORT FOR FRAUD, WASTE AND ABUSE. THIS IS AN ANNUAL REPORT. UM, MOST OF THE, THE FINDINGS, THERE WAS 10 RECOMMENDATIONS TO THE BOARD OF DIRECTORS. UM, MOST OF THEM HAD TO DO WITH THE STATE ROUTE 1 25, UM, UH, INFORMATION THAT, THAT, UM, THERE WAS ISSUES WITH SOME OF THE VENDORS THAT WERE RELATED TO THE, UM, THE TOLL ROAD FOR, UH, SR 1 25. AND THEN ALSO THERE WAS FINDINGS ON THE WHISTLEBLOWER HOTLINE. UH, I JUST WANNA MENTION SOME OF THE FIND FINDINGS, UM, INCLUDED, UH, TIMELY INFORMING THE BOARD OF DIRECTORS OF ISSUES. UH, THE REPORT GOES ON TO SAY THAT HAD THERE BEEN MORE COMMUNICATION WITH THE BOARD OF DIRECTORS, PERHAPS SOME OF THE ISSUES WOULDN'T HAVE BLOWN UP THE WAY THEY DID. SO, UM, THE, UH, I DO APPRECIATE THAT, UH, AS WELL FOR THE WHISTLEBLOWER PROGRAM. ONE OF THE FINDINGS IS THEY WANT TO INCREASE THE AWARENESS OF THE WHISTLEBLOWER PROGRAM, NOT JUST FOR EMPLOYEES AT SANDAG, BUT ALSO FOR CONTRACTORS OR FOR ANY INDIVIDUAL THAT IS INTERESTED IN, UM, HAVING AN INVESTIGATION FOR SOME OF THE ISSUES, UH, HAPPENING RELATED TO SANDAG AND TRANSPORTATION IN THE COUNTY. UH, FOR CONTEXT, THERE WAS SIX CASES THAT WERE REPORTED THAT WERE CREDIBLE, THAT WERE REPORTED TO, UH, VIA THE WHISTLEBLOWER HOTLINE IN 2024. FOR CONTEXT, IN 2023, THERE WAS TWO, AND THEN IN 2022, THERE WAS NINE. SO ALL OF THOSE CASES HAVE GONE THROUGH THE CHANNELS AND HAVE BEEN ADDRESSED AND CLOSED. UM, THE SECOND AUDIT HAD TO DO WITH AN AUDIT OF THE CONTRACTS, INVOICING, AND PAYMENT PROCESSES. AGAIN, THERE WAS ISSUES REGARDING THE EFFECTIVENESS OF THE PROCESSES, UH, APPROVALS OF, UH, CONTROL, UM, THE APPROVAL CONTROL PROCESS INVOICES PAID WITH INSUFFICIENT SUPPORTING DOCUMENTATION, MISSING DOCUMENTATION, THE SAMPLE SET THAT WAS SAMPLED. UM, OUT OF, UH, 1,700 INVOICES, THEY TOOK A SAMPLE SET OF ABOUT 400 INVOICES THAT WENT THROUGH THE RIGOR OF, UH, THE AUDIT. AND A PRETTY HIGH PERCENTAGE WAS FOUND TO BE DEFICIENT. THERE WAS 32% OF THOSE 400 ROUGHLY INVOICES THAT HAD THESE ISSUES, EITHER MISSING DOCUMENTATION AND WHATNOT. UH, SO THE FINDINGS WERE, UM, WERE MANAGEMENT ACCEPTED THE FINDINGS AND ARE WORKING TO MAKE IMPROVEMENTS TO ALL OF THESE PROCESSES. I'M SAYING ALL OF THIS BECAUSE IT IS IMPORTANT FOR ANY ORGANIZATION THAT IS MANAGING PUBLIC FUNDS TO ENSURE THAT THE PUBLIC FUNDS ARE PROPERLY SPENT AND FOR THEIR INTENDED PURPOSES. AND THAT IS WHY DOCUMENTATION IS SO VERY IMPORTANT. UM, THERE ARE THINGS HAPPENING AT SANDAG THAT WILL HELP PREVENT THIS TYPE OF, UM, INEFFICIENCY IN THE FUTURE. THERE'S A NEW FINANCIAL SYSTEM THAT, UM, BEGAN TO BE IMPLEMENTED IN JANUARY, 2024, A NEW ERP SYSTEM. MOST OF THE PARCELS TOUCHING THESE LOTS ARE LARGE, 0.4 TO 0.5 ACRE LOTS. UH, 3% PLUS A PERCENT HAS CHANGED IN THE, UH, SAN DIEGO METRO URBAN AREA, CPI, UM, THE, AND CAPPED AT 5%, UM, WHICHEVER WAS LOWER. UH, IT ALSO DID NOT ALLOW, UH, RENTS TO BE, UH, IN INCREASED IN MORE THAN TWICE IN A 12 MONTH PERIOD. UM, OUR STAFF WAS CONCERNED BECAUSE THIS WAS A TEMPORARY EMERGENCY MEASURE THAT, UH, SUNSET OR EXPIRED ON DECEMBER, OR WOULD EXPIRE ON DECEMBER 31ST, 2024. UH, IN NATIONAL CITY, THERE ARE, UH, FOUR MOBILE HOME PARKS, UH, WITH 359 MOBILE HOME PARK SPACES. UH, AND APPROXIMATELY 176 OF THOSE ARE ON LONG-TERM LEASES. THAT'S MORE THAN 12 MONTHS, AT LEAST. THAT'S LONGER THAN 12 MONTHS. UH, SO THOSE BY, UH, STATE STATUTE, UH, ARE NOT, UM, SUBJECT TO RENT CONTROL. UH, THE PROPOSED MEMORANDUM OF UNDERSTANDING, WE BEGAN WORKING, UM, THROUGH, UM, UH, BOTH WITH THE COMMUNITY AND WITH, UH, THE OWNERS, UH, TO LOOK AT A LONGER TERM, UM, SOLUTION, UH, OR CARRY OVER OF THE BENEFITS OF THE, UH, CURRENT, UH, MOBILE HOME, UH, STABILIZATION ORDINANCE. UM, WE REALLY WERE CONCERNED ABOUT, UM, MAKING SURE THAT WE PROVIDED THE BENEFIT, UH, TO TENANTS, BUT, UH, AS WELL LISTENED TO THE OWNERS WITH REGARDS TO PROVIDING, UM, A FAIR RATE OF RETURN ON THEIR INVESTMENT. UM, THE PROPOSED, UH, MOU WOULD BE BETWEEN THE OWNERS AND THE CITY OF NATIONAL CITY AND WOULD BECOME EFFECTIVE AT THE TURN OF THE YEAR ON JANUARY 1ST, 2025. UH, WE'VE WORKED DILIGENTLY AND NEGOTIATED WITH THE, UH, ALL FOUR OWNERS, AND THEY HAVE AGREED TO SIGN THE MOU AS HAS BEEN PRESENTED TO YOU TONIGHT. UM, AND WE CAN COME BACK AND AMEND, UM, THE POTENTIALLY AMEND IT IF IT'S NOT WORKING AS THE ORDINANCE HAS IN TERMS OF PROVIDING THAT, UH, RENT UTILIZATION. UH, SOME OF THE MAJOR PROVISIONS OF THE MOU, IT CARRIES OVER FROM THE ORDINANCE. UM, THIS WOULD NOT ALLOW FOR MORE THAN ONE INCREASE IN A 12 MONTH PERIOD. UH, BUT AGAIN, IT CAPS, UH, AT 3% PLUS, UH, THE, UH, PERCENTAGE CHANGE OF THE CONSUMER PRICE INDEX, UH, UP TO 5%. UM, AND ALLOWS FOR THROUGH ADJUSTMENTS, INCLUDING, UH, GOVERNMENT FEES AND ASSESSMENTS, CAPITAL IMPROVEMENTS, CAPITAL REPLACEMENTS, PROPERTY TAX INCREASES, UH, CERTAIN EMERGENCY COSTS, UH, ABOVE AND BEYOND THOSE COVERED BY INSURANCE POLICIES. AT THE TIME, THERE WAS CONCERN THAT IT WAS NECESSARY BECAUSE THERE WAS A STATEWIDE PROPOSAL, RENT CONTROL, UM, UH, BILL IN SACRAMENTO THAT HAD NOT BEEN ADOPTED. KNOWING THE LEGALITY OF THE STATEWIDE PROPOSAL WAS QUESTIONABLE, W MA AND THE PARK OWNERS APPROACHED STAFF ABOUT THE PROSPECTS OF AN MOU OR CONTRACT, RATHER THAN AN ORDINANCE BEFORE THE CURRENT TEMPORARY ORDINANCE SUNSETS AS A CORE VALUE. MY MOM MAKES LESS THAN THAT. SO OBVIOUSLY THAT'S A LOT OF HER FIXED INCOME GOING TOWARDS THE RENT. AND I DO BELIEVE A LOT OF MY NEIGHBORS ARE IN THAT PREDICAMENT. AND UNFORTUNATELY, THEY MAY NOT BE ABLE TO MAKE OUT HERE TO SPEAK ON BECAUSE, YOU KNOW, THEY'RE ELDERLY. SO I WOULD LIKE FOR YOU GUYS TO CONSIDER THOSE THAT ARE ON FIXED INCOME. ALSO, THROUGHOUT THE COURSE OF THE LAST YEAR, WE'VE, AND THIS INFORMATIONAL SESSION, WE'VE REALIZED THAT WHAT THE RESIDENTS HAVE BEEN ASKING FOR IS NOTHING OUT OF THE ORDINARY. THERE ARE ORDINANCES IN PLACE JUST AROUND THE REGION IN THE CITY OF SANTEE, AND THE CITY OF OCEANSIDE AND THE CITY OF CHULA VISTA, IN ORDER TO LACK LOOK OUT FOR THE TENANTS AND THE OWNERS. AND SO I THINK IT'S IMPORTANT TO REALIZE THAT WHAT THEY'RE ASKING FOR IS NOTHING OUTTA THE ORDINARY. IT IS JUST WANTING TO BE IN PAR WITH THEIR NEIGHBORS. AND, UH, ONE THING WE'VE NOTICED ABOUT OCEANSIDE IN PARTICULAR, WE HEARD ABOUT THE AVERAGE RENT PRICE THERE FOR THIS SPACE. AND IT IS CONSIDERABLY LOWER THAN IT IS HERE. BUT GRANTED, THE LAW HAS BEEN IN PLACE FOR 40 YEARS. AND SO WE, WE SPOKE TO SOME OF THE, UH, ONE OF THE COMMISSIONERS THAT CAME OVER. UM, ALSO, IT'S IMPORTANT TO REALIZE WHY WE'RE DOING THIS. SO OVER THE LAST, WHAT'S BEEN HAPPENING IN THE US OVER THE LAST, UM, UH, NINE YEARS SINCE 2015, [01:55:01] WE'VE SEEN A CHANGE IN PROPERTY. 30% OF ALL MOBILE HOME PARKS WITHIN THIS COUNTRY HAVE CHANGED HANDS OVER THIS PERIOD OF TIME. AND WHAT IT'S COST IS A DRASTIC INCREASE IN RENT, UH, FOR INDIVIDUALS THAT ARE MOST VULNERABLE IN OUR COMMUNITY AND CAN'T GO ANYWHERE ELSE. THEY'VE INVESTED THEIR LIFE SAVINGS IN PURCHASING THESE UNITS THAT THEY CANNOT MOVE. AND, AND SO, UM, OUR JOB, I FEEL AS, AS ELECTED OFFICIALS AND A CITY IS TO LOOK OUT FOR EVERYBODY, OWNERS AND RESIDENTS INCLUDED. BUT AS WE'RE DISCUSSING AFFORDABLE HOUSING, WE DISCUSSED EARLIER, UM, UM, UH, YOU KNOW, THIS ISSUE OF, OF, UH, HOMELESSNESS, RIGHT? PEOPLE EXPERIENCING HOMELESSNESS, IT'S A BIG ISSUE. WELL, A BIG PART OF IT IS THROUGH INCREASING RENT PRICES. AND WE NEED TO MAKE SURE THAT WE PROTECT THE MOST VULNERABLE POPULATION IN OUR COMMUNITY AND PROTECT THE MOST AFFORDABLE UNITS THAT THERE ARE. AND THAT IS CURRENTLY THE MOBILE HOME COMMUNITY. AND SO, THANK YOU SO MUCH FOR EVERYBODY INVOLVED IN GETTING US TO THIS POINT. I WOULD LIKE TO MAKE A MOTION TO ADOPT THE RESOLUTION. UM, I GUESS IT'S ITEM 12.1.
