THE FINDINGS DEMONSTRATE THAT ADOLESCENTS WHO VAPE ARE 22 TIMES MORE LIKELY TO START SMOKING AND SEVEN TIMES MORE LIKELY TO START USING MARIJUANA. THIS RISK IS NOT CONFINED JUST TO OUR TEENAGERS, ALTHOUGH THIS IS OFTEN WHERE THESE HABITS FORM YOUNG ADULTS BETWEEN THE AGES OF 18 AND 25 WHO VAPE ARE 11 TIMES MORE LIKELY TO START SMOKING AND SIX TIMES MORE LIKELY TO USE MARIJUANA. THESE STATISTICS HIGHLIGHT A PERSISTENT THREAT TO OUR COMMUNITY'S WELLBEING. IN 2022, CALIFORNIA VOTERS MADE THE CHOICE TO PROTECT OUR CHILDREN BY BANNING FLAVOR TOBACCO PRODUCTS, INCLUDING MENTHOL CIGARETTES AND FLAVORED E-CIGARETTES. DESPITE THIS, WE FACE THE CHALLENGE OF ONLINE AND UNREGULATED RETAILERS CONTINUALLY CONTINUING TO SELL THESE HARMFUL PRODUCTS. THE FLAVORS IN THESE PRODUCTS ARE SPECIFICALLY DESIGNED TO APPEAL TO YOUNG PEOPLE MASKING THE REALITIES OF NICOTINE ADDICTION AND OPENING THE DOOR TO ADDICTION AND HEALTH PROBLEMS. WE DISCUSSED THE 2025 REGIONAL PLAN MODELING AND INITIAL CONCEPTS, UH, REGARDING NATIONAL CITY SPECIFIC. THERE'S A COUPLE OF PROJECTS THAT I THINK ARE, UM, UM, UH, SANDAG IS, IS WILLING TO CONTINUE TO SUPPORT US, INCLUDING THE, UM, UH, ACCESS TO THE WATERFRONT, UH, HERE IN OUR BAY. I KNOW THERE'S A LOT OF EFFORTS HAPPENING AT THE PORT TO MAKE SURE THAT WE HAVE ACCESS AND UH, IT'S SOMETHING THAT'S BEEN ON THE RADAR OF, UH, SANDAG STAFF AS WELL TO HELP US ACHIEVE THAT GOAL. UM, AS WELL AS THE EIGHTH STREET TROLLEY, UM, TO PLAZA BONITA, WHICH IS SOMETHING THAT'S BEEN IN DISCUSSION FOR A WHILE. BUT WE WANT ADDITIONAL MODES OF TRANSPORTATION FOR OUR RESIDENTS TO GO TO PLAZA BONITA MALL AND HAVE, UH, UH, AN ADDITIONAL TROLLEY LINE GO THROUGH, GO UP AND DOWN HIGHLAND, UH, AVENUE, AS WELL AS A DISCUSSION ON EXPANSION OF PROTECTED BIKE LANES AROUND THE REGION. UH, IT'S SOMETHING THAT MANY LEADERS CONTINUE TO BRING UP. SO, UH, THAT WAS A VERY INTERESTING DISCUSSION. BUT WE'LL BE HAVING ADDITIONAL JOINT MOBILITY WORKING GROUP AND SUSTAINABLE COMMUNITY WORKING GROUP MEETINGS IN THE COMING MONTHS, UM, WITH A LOT MORE TO, TO CONTINUE TO DISCUSS. UH, LAST WEEK I ALSO ATTENDED A HOUSING SUMMIT BEING PUT TOGETHER BY STATE SUPERINTENDENT, UH, TONY THURMOND, UH, WHOSE GOAL IS TO BUILD WORKFORCE HOUSING FOR, UH, TEACHERS AND CLASSIFIED STAFF ON PUBLIC LAND, ON LAND THAT IS, UM, A PART OF, OF, UH, THE SCHOOL DISTRICTS THROUGHOUT THE, THE STATE. UH, AN ADDITIONAL STUDY SHOWED THAT THERE'S ENOUGH LAND TO BUILD ANYWHERE FROM 2 MILLION TO TWO AND A HALF MILLION UNITS ON CURRENT PUBLIC LAND. UM, SO THEY ARE COMPILING A TEAM TO ASSIST, UH, INDIVIDUAL SCHOOL DISTRICTS INTERESTED IN, UH, DEVELOPING PUBLIC LAND FOR THEIR WORKERS. AND I WENT THERE BECAUSE WE HAVE BEEN WORKING ON A POLICY TO DEVELOP LAND ON PUBLIC PROPERTY AND, UM, UH, CERTAINLY MADE A LOT OF REALLY GOOD CONNECTIONS AND GOOD CONVERSATIONS WITH OTHER SCHOOL BOARD MEMBERS, COUNCIL MEMBERS AND DEVELOPERS THAT ARE INTERESTED IN WORKING WITH, UM, CITIES. SO I WILL BE PROVIDING WITH, UH, PROVIDING INFORMATION TO OUR CITY MANAGER ABOUT THAT. AND, UH, UH, IT'S A ONGOING CONCEPT TO TRY TO ADDRESS OUR HOUSING CRISIS, WHICH IS STEEP. UH, NOT SURPRISINGLY, THE PROBLEM FOR UH, SCHOOL DISTRICTS IS VERY SIMILAR THAN ANY OTHER PUBLIC INSTITUTION. UH, HOUSING IS THE NUMBER ONE ISSUE FOR THEIR OWN EMPLOYEES, WHETHER THEY'RE TEACHERS CLASSIFIED. AND IT'S, IT'S VERY SIMILAR FOR OUR OWN EMPLOYEES. THE FACT THAT HOUSING IS SO EXPENSIVE IS SOMETHING THAT WE HAVE TO WORK AND MITIGATE FOR. SO I WILL LET, UM, THE MAYOR GIVE YOU THE BIG, BIG NEWS, UM, WHICH IS VERY POSITIVE NEWS. UM, BUT I WILL SAY I DID, UM, MENTION DURING ONE OF MY PUBLIC COMMENTS, UM, INVITING THE COMMISSION TO COME TO NATIONAL CITY AND SEE THE LAND THAT WE'RE TALKING ABOUT AND ENVISION WHAT WE ENVISION, UH, FOR THAT AREA. UM, I DO THINK OUR COMMISSIONER CLARISSA FALCON FOR THE, UH, FOR THE INVITATION, UM, SANDAG WAS INVITED TO PRESENT AND TO TO BE THERE. UM, AND SEVERAL OF THE REPRESENTATIVES FROM SANDAG WERE THERE. AND AGAIN, SANDAG STAFF PRESENTED A VERY DETAILED, VERY INTERESTING, UH, SUMMARY OF THE STATUS OF THE OTAY MESA EAST PORT OF ENTRY. UM, IT'S CALLED OME, UM, PORT OF ENTRY. AND IT'S, UM, HAPPENING SOON. HOPEFULLY, UH, I'LL HAVE BETTER DETAILS LATER AS WE DO FINISH UP, UM, BUTTONING SOME OF THOSE, UH, DIFFERENT AGREEMENTS. MAYOR AND, UH, OUR COMMUNITY, SAN DIEGO COMMUNITY POWER AND SAN DIEGO FOUNDATION GRANTED 1.2 MILLION IN GRANTS TO LOCAL CLEAN ENERGY PROJECTS. COMMUNITY CLEAN ENERGY GRANTS CREATE MORE SUSTAINABLE FUTURE THROUGH GREEN JOBS AND ELECTRIFICATION. OLIVE WOOD GARDENS, CLEAN ENERGY RESILIENCE IS ONE OF THE 16 RECIPIENT OF THIS, UM, 1.2 MILLION GRANTS. UM, THIS WILL PROVIDE A LARGE SOLAR ARRAY AND BATTERY STORAGE TO HELP THE NONPROFIT REDUCE ITS RELIANCE ON THE ELECTRIC, ON THE ELECTRICITY GRID. JUST LIKE I SAID, 16 PROJECTS THROUGHOUT SAND DIEGO COUNTY THAT IS RECEIVING THIS GRANT. THANK YOU, MAYOR. ALRIGHT, VERY GOOD. UH, AS WAS MENTIONED BEFORE, WE DID GET OUR, FINALLY GET OUR OPPORTUNITY TO APPEAR BEFORE THE CALIFORNIA COASTAL COMMISSION. THAT WAS WEEK BEFORE LAST ON THURSDAY. AND, UH, YOU KNOW, THAT WAS FOR THE BALANCE PLAN, WHICH WAS PRESENTED IN THE SAME FORM THAT WENT BEFORE THEM 10 YEARS AGO TO OUR PORT. SO IT FINALLY, FINALLY GOT THROUGH ALL THAT PROCESS. AND, UH, SOME PEOPLE THINK ALL THESE THINGS HAPPEN QUICK. NO, THEY DON'T. UH, VERY FEW OF 'EM ARE SPRINTS. THEY'RE ALL MARATHONS. AND, UH, SO, UH, WE DID GO BEFORE THEM. OUR BIGGEST PROBLEM WAS WE HAD TO FOLLOW SPACE FORCE. AND, UH, YEAH, UH, YEAH, WE ENDED UP, UH, SPACE FORCE HAD A TWO AND A HALF HOUR, UH, OH, UH, SESSION BEFORE THE COASTAL COMMISSION. THIS WAS AFTER LUNCH. SO WE WERE THERE THERE ALL DAY. THIS IS IN THE MIDDLE OF NOWHERE, CALABASAS. AND IT WAS OUT ON A RANCH, SOME OLD RANCH. AND, UH, SO, UH, WE ENDED UP HAVING TO SIT THROUGH SPACE FORCE AND, UH, AS SAY TWO AND A HALF HOURS OF TESTIMONY ON THAT SO WE COULD FINALLY PRESENT OUR CASE. UH, WE DID. AND, UH, I AM, YOU KNOW, WE ARE VERY, VERY PROUD, VERY PLEASED TO ANNOUNCE THAT AFTER A LOT OF ARM TWISTING AND NEGOTIATING AND EVERYTHING ELSE THAT WENT ON BETWEEN, UH, OUR CITY AND THE COASTAL COMMISSION STAFF, AND BELIEVE ME, AMONG CITIES, COASTAL COMMISSION IS THOSE WORDS ARE NORMALLY FIGHTING WORDS, JUST SAYING COASTAL COMMISSION. UH, BECAUSE THEY NORMALLY DON'T GIVE MUCH. THEY BENT A LOT OF RULES THAT THEY HAVE SET IN PLACE FOR THE REST OF THE STATE BECAUSE WE DEMONSTRATED THAT WE HAVE SOMETHING THAT'S DIFFERENT THAN THE REST OF THE STATE. AND, UH, WE GOT A UNANIMOUS APPROVAL OF OUR PLAN. SO THAT GIVES US A HUGE OPPORTUNITY TO START MOVING FORWARD. THE NEXT STEP OF THIS IS PROBABLY GONNA BE IN DECEMBER WHEN HOPEFULLY AT THAT POINT THE PORT COMMISSION WILL BE DOING, HAVING THEIR PLAN GOING FOR IT, WHICH WILL ALSO AFFECT OURS. AND, UH, SO BEFORE ANY OF THE, SOME OF THE DEVELOPMENT CAN HAPPEN DOWN THERE, PARTICULARLY NEAR THE MARINA, THEIRS HAS TO BE APPROVED AND IT HAS TO BE APPROVED IN SUCH A WAY THAT IT MAKES SURE THAT DEVELOPMENT DOWN THERE IS VIABLE. UH, AND THAT CAN NEVER HAPPEN. UM, IN FACT, WE HAD A MEETING TODAY ON THIS AND ONE OF THE THINGS WE'RE LOOKING AT DOING, SINCE THE COASTAL COMMISSION WILL BE IN SAN DIEGO IN DECEMBER, WE ARE, ARE LOOKING TO PLAN AHEAD TO BRING THEM DOWN TO THE, UH, UH, NASHVILLE CITY MARINA, SHOW 'EM WHAT IS THERE AND WHY IT IS DIFFERENT. AND HOPEFULLY THAT WILL HELP MOVE THIS THING FORWARD SOME MORE. BUT WE'RE FINALLY SEEING LIGHT AT THE END OF THE TUNNEL, WHICH WILL ALLOW US FOR HOTEL DEVELOPMENT UP NEXT TO THE MARINA GATEWAY PLAZA HOTEL. IT WILL ALSO ALLOW FOR, UH, THE BICYCLE PATH TO GO THROUGH, DOWN THROUGH THE MARSH AREA. IT'S ALSO GONNA ALLOW FOR EXPANSION OF, UH, PEPPER PARK AND JUST, I MEAN, UH, YOU NAME IT, THIS IS REALLY GONNA START OPENING THINGS UP. UH, IT'S STILL A LOT OF WORK LEFT TO BE DONE. BECAUSE MY FIRST PORT COMMISSION MEETING HAD TWO VERY IMPORTANT ISSUES FOR NATIONAL CITY. AND, UM, I, I DID MY BEST FOR YOU GUYS AND I DID GET THE TWO THINGS APPROVED. AND UM, I WANT TO THANK, UM, MAYOR RON MORRISON, UH, CITY MANAGER, UM, BEN MARTINEZ, DITA ANI COUNCILWOMAN BECAUSE THEY WERE THERE SUPPORTING ME AS I SAT UP IN YOUR SEATS. MM-HMM. . AND I HAD NEVER DONE THAT BEFORE. AND SO I WAS LIKE, OH MY GOD, I GOTTA TALK IN FRONT OF ALL THESE PEOPLE. BUT THE GOOD THING IS, THE FIRST PORT MEETING I GOT APPROVED, UM, $6.1 MILLION FOR CONSTRUCTION AND AUTHORIZED $1.2 MILLION FOR CONTINGENCY OF THE PEPPER PARK UPGRADE PHASE ONE. THE SECOND THING WAS I WAS ADVISED THAT WE HAD FUNDING FOR THE BAY SHORE BIKE BIKEWAY, UM, PRO PROJECT, BUT WE GAVE THAT UP TO BUILD A BRIDGE, UM, BY BAY, BY UM, THE HILTON. AND SO THAT OUR GOAL WAS TO GET THAT MONEY, GET OUR CONNECTION OF THE BIKE, UM, BIKEWAY, UM, FUNDED. AND SO I HAD ONLY THE MORNING TO TRY TO MEET MY NEW COMMISSIONERS AND INFLUENCE THEM TO GET THESE THINGS APPROVED. AND I DO HAVE TO SAY IS THAT THEY WERE VERY RECEPTIVE AND I DID MY BEST.
