I WANTED TO SHARE WITH YOU A RECENT ARTICLE PUBLISHED IN THE LA TIMES YESTERDAY TITLED, HOW DIRTY IS YOUR WEED? A JOINT INVESTIGATION BY THE TIMES AND CANNABIS INDUSTRY NEWSLETTER WEED WEEK FOUND THAT MOST POT PRODUCTS SOLD IN PERMITTED POT SHOPS ARE NOT SAFE. THE TIMES AND WEED WEEK PURCHASED DOZENS OF MARIJUANA PRODUCTS FROM RETAIL STORES AND TESTED THEM AT PRIVATE LAPS. OUT OF 42 PRODUCTS TESTED 25 HAD CONCENTRATIONS OF PESTICIDES ABOVE EITHER STATE ALLOWED LEVELS OR CURRENT FEDERAL STANDARDS FOR TOBACCO TESTING SHOWED THAT VAPES FROM FIVE POPULAR BRANDS HAD LEVELS OF PESTICIDES ABOVE FEDERAL RISK THRESHOLDS FOR HARM FROM A SINGLE EXPOSURE ASSET BY THE ENVIRONMENTAL PROTECTION AGENCY. THE, THE CONTAMINANTS INCLUDE CHEMICALS TIED TO CANCER, LIVER FAILURE, THYROID DISEASE, AND GENETIC AND NEUROLOGIC HARM TO USERS AND UNBORN CHILDREN. THIS IS A SELF-REPORTED BY JUVENILES WHO HAVE BEEN ARRESTED. LIKE PRIOR YEARS, MARIJUANA AND ALCOHOL WERE THE MOST FREQUENTLY TRIED SUBSTANCES, UM, AMONG INTERVIEWED YOUTH FOLLOWED BY TOBACCO. MARIJUANA CONTINUES TO BE THE MOST POPULAR DRUG USED YOUTH WHO WERE ASKED ABOUT RECENT DRUG USE. MARIJUANA SHOWED THE GREATEST PERCENTAGE OF RECENT USE WITH 81% USED WITHIN THE PAST 30 DAYS. WE ASK HOW BAD, UH, WE, WHEN ASKED HOW BAD THEY THOUGHT DIFFERENT DRUGS WERE FOR THEM, MARIJUANA SHOWED 6% OF THOSE WHO HAD USED MARIJUANA BEFORE PERCEIVED IT AS ONLY 6% RECEIVED IT AS HARMFUL. WHEN ASKED ABOUT THE EASE OF ACCESS TO CERTAIN SUBSTANCES, 100% OF RESPONDENTS DESCRIBED MARIJUANA AS VERY EASY OR EASY TO OBTAIN YOUTH PERCEPTION OF MARIJUANA AS EASIER TO OBTAIN THAN BOTH TOBACCO AND ALCOHOL. THIS REPORT UNDERSCORES THE WIDESPREAD MARKETING, ACCESSIBILITY AND AVAILABILITY OF MARIJUANA COMPARED TO OTHER DRUGS. THIS SHOULD BE A WAKE UP CALL TO EVERYONE, PARENTS AND POLICY MAKERS. TRANSPARENCY IS ESSENTIAL FOR PUBLIC TRUST, YET SWEETWATER AUTHORITY HAS SIGNIFICANTLY MISLED US. INITIALLY, WE WERE TOLD THIS WOULD BE A 3.75 MEGAWATT PROJECT COVERING 9.5 ACRES. HOWEVER, THROUGH THE FREEDOM OF INFORMATION ACT, WE DISCOVERED THAT COUNCIL MEMBER AND SWEETWATER AUTHORITY DIRECTOR YAMANI LOBBIED IN SACRAMENTO WITH THE FLYER I GAVE YOU, STATING THE PLAN IS FOR 80 MEGAWATTS SPANNING ALMOST 200 ACRES. THIS IS NOT A MINOR DETAIL, BUT A MONUMENTAL DIFFERENCE THAT RAISES SERIOUS QUESTIONS ABOUT THE INTEGRITY AND HONESTY OF THIS PROJECT. AND THOSE ADVOCATING FOR IT RATE PAYERS DESERVE CLEAR, ACCURATE, AND TIMELY INFORMATION ABOUT SIGNIFICANT UNDERTAKINGS. THIS LACK OF TRANSPARENCY IS UNACCEPTABLE AND UNDERMINES THE TRUST IN THE SWEETWATER AUTHORITY AND ITS GOVERNING BOARD. THE VICTIM WAS AN 89-YEAR-OLD FILIPINO WOMAN WHO HAD PUT HER PURSE ON THE FRONT PASSENGER SEAT OF HER CAR WHILE SHE WAS LOADING GROCERIES. WHEN THE VICTIM GOT INTO HER DRIVER'S SEAT, HER PASSENGER DOOR WAS OPENED, AND A HEAVYSET WOMAN GRABBED THE VICTIM'S PURSE, A TUG OF WAR AND SUIT OVER THE PURSE, WHICH THE VICTIM ULTIMATELY LOST. OFFICER BRAHAS NOTICED THE MODUS OPERANDI OF THE SUSPECT. THE SUSPECT VEHICLE DESCRIPTION AND THE DEMOGRAPHICS OF THE VICTIM MATCHED TWO OF THE CASES SHE HAD ALREADY TAKEN EARLIER IN THE MONTH. SHE RESEARCHED THE INCIDENTS AND DETERMINED THAT THREE OTHER OFFICERS ON DIFFERENT SHIFTS HAD DOCUMENTED NEAR IDENTICAL CASES AT THE SAME LOCATION. OFFICER BRAHAS ALSO DETERMINED THAT SAN DIEGO POLICE HAD SENT OUT AN ALL COUNTY BULLETIN IN FEBRUARY WITH A SIMILAR CRIME, A SIMILAR SUSPECT DESCRIPTION AND VEHICLE DESCRIPTION. THE SUSPECTS WERE CASING PARKING LOTS AND TARGETING ELDERLY WOMEN FOR THEIR PURSES. OFFICER BRAHAS BROUGHT THIS INFORMATION TO DETECTIVE GONZALEZ, WHO HAD ALREADY BEEN INVESTIGATING SOME OF THE PRIOR THEFTS. DETECTIVE GONZALEZ CONDUCTED SURVEILLANCE IN THE SEAFOOD PARKING LOT THAT SAME WEEK, UH, ARMED WITH THE NEW INFORMATION THAT, UH, OFFICER BRAHAS PROVIDED. AND AT THIS TIME, IT WASN'T KNOWN THAT IT WAS A SERIES OR THAT IT WAS AN ORGANIZED GROUP OF PEOPLE TARGETING, UH, ELDERLY FEMALES. UH, DETECTIVE GONZALEZ THAT SAME DAY EVENTUALLY FOUND A VEHICLE MATCHING THE SUSPECT VEHICLE OCCUPIED BY A FEMALE, MATCHING THE SUSPECT, SUSPECT DESCRIPTION, ACTING AND DRIVING IN A WAY CONSISTENT WITH CASING FOR NEW VICTIMS. UH, DETECTIVE GONZALEZ THEN COORDINATED WITH OTHER DETECTIVES AND PATROL OFFICERS [00:25:01] TO INVESTIGATE, CONDUCT A TRAFFIC STOP AND DO ADDITIONAL SURVEILLANCE. EVENTUALLY, THE TWO OCCUPANTS OF THE VEHICLE WERE ARRESTED AND EVIDENCE OF THE ROBBERIES WAS RECOVERED. OFFICER GONZALEZ WORKED WITH DETECTIVES FROM THE SAN DIEGO POLICE DEPARTMENT TO INVESTIGATE AND CONNECT THE SERIES OF CRIMES. BECAUSE OF OFFICER BARAJAS DEDICATION TO THE HIGHEST QUALITY POLICE WORK AND DETECTIVE GONZALEZ'S, UH, INVESTIGATIVE SKILLS, THEY WERE ABLE TO PREVENT ANOTHER ELDERLY WOMAN FROM BEING VICTIMIZED, SOLVING AND ENDING AN ODIOUS ROBBERY SERIES. AND SHE SHOULD BE COMMENDED FOR THAT. I TALKED TO DETECTIVE GONZALEZ RECENTLY AND HE SAID THAT THEY'VE BEEN ABLE TO CONNECT THE NATIONAL CITY CASES WITH ALL THE SAN DIEGO CASES, IDENTIFY THE SUSPECTS, AND, UH, GO FORWARD WITH PROSECUTION. SO, UM, YEAH, ALL THOSE WERE, WERE VERY GOOD, INSIGHTFUL, UM, PRESENTATIONS. AND WE LOOK FORWARD TO, UH, UH, APPLYING FOR SOME OF THOSE $35 MILLION GRANTS SO WE CAN RECEIVE THEM, UH, IN OUR CITY. AND, UH, LAST YEAR THERE WERE A TOTAL OF 134,000 CRIMES COUNTYWIDE. UH, 58% WERE AGAINST PROPERTY, 24% WERE AGAINST PERSONS, 18% AGAINST SOCIETY. UM, WHICH I'M LOOKING FORWARD TO GETTING MORE DETAILS ABOUT WHAT THAT MEANS. BUT, UH, OVERALL THERE WAS A REDUCTION FROM THE YEAR PRIOR. SO 2% LESS AGAINST PERSONS, 7% LESS AGAINST PROPERTY, AND 3% LESS AGAINST SOCIETY. UH, BUT COINCIDENTALLY, PROSTITUTION AND AGGRAVATED ASSAULT CRIMES WERE SOME OF THE HIGHEST INCREASES REGIONWIDE. MAYOR, JUST A QUICK ONE. QUICK ONE FROM SWEETWATER AUTHORITY, UM, SWEETWATER AUTHORITY APPROVED 63.8 MILLION BUDGET FOR FISCAL YEAR 2024 TO 2025. PRIORITIZING SERVICE, RELIABILITY AND LOCAL WATER SUPPLY DEVELOPMENT. UM, THAT CONCLUDES MY REPORT, MR. MAYOR. OKAY, THANK YOU. UH, JUST REAL QUICKLY, UH, YEAH, A COUPLE THINGS FROM SWEETWATER AUTHORITY. UH, RIGHT NOW WE ARE CONTINUING TO DO QUITE WELL ON OUR WATER SUPPLY, UM, LOVELAND RESERVOIR, WHICH IS THE ONE UP CLOSER TO ALPINE, WHICH IS ALSO PART OF OUR SYSTEM. IT IS RIGHT AT RIGHT AT THE LIP. SO IT IS AT FULL CAPACITY RIGHT NOW. UM, AND, UH, THERE IS STILL SOME RUNOFF CONTINUING TO GO INTO IT AND IT'S REPLACING WHAT LITTLE EVAPORATION THERE IS. SO IT'S STAYING RIGHT, RIGHT AT THE LIP, RIGHT AT, AT THIS MOMENT, UH, SWEETWATER RESERVOIR IS AT ABOUT 75%, WHICH IS OF COURSE IS THE LARGER RESERVOIR. AND SO, UH, WE ARE DOING QUITE WELL AND, UH, SHOULD BE ABLE TO, UH, ACCEPT UNLESS WHEN THERE IS, UH, REASONS TO, UH, WHAT THEY CALL AN ALGAE BLOOM OR SOMETHING. AND WE HAD ONE HERE ABOUT A WEEK AGO WHERE WE HAD TO BUY SOME WATER FROM COUNTY WATER AUTHORITY. WE TRY TO STAY AWAY FROM BUYING ANY OUTSIDE WATER 'CAUSE IT'S VERY EXPENSIVE WHEN, WHEN WE CAN PROVIDE OUR OWN WATER HERE BETWEEN SWEET WATER AUTHORITY, OUR DESAL PLANT, UH, DOWN HERE OFF OF, UH, 30TH STREET, AND ALSO OUR WELLS AT EL TOON. UM, AND SO THAT'S THE REASON WE HAVE THE LOWEST RATES IN THE, IN THE COUNTY ALSO, UM, ON USING THOSE. SO THAT'S BEEN QUITE WELL. UM, BUT I KNOW THAT CHARMAINE BROUGHT UP EARLIER, I KNOW RIGHT NOW WE'RE STILL WORKING THROUGH THIS, THIS PROPOSED PROJECT FOR PUTTING SOLAR PANELS ON, ON SWEETWATER RESERVOIR. AND THERE'S, WELL, SOME PEOPLE ARE EXCITED ABOUT IT AND JUST BECAUSE IT'S ELECTRIFICATION, BUT, UH, THERE'S A LOT OF US THAT ARE REALLY CONCERNED ABOUT A WHOLE LOT OF THINGS BESIDES JUST ELECTRIFICATION. AND THAT'S THE SAFETY OF THE WATER. IT'S HADN'T BEEN DONE ANYWHERE IN THE UNITED STATES. THE ONLY TIME THAT THEY PUT IT ON TOP OF WATER IS IN SEWER PONDS, WASTEWATER PONDS, THEY PUT IT IN THAT DOES NOT HAVE AN ENVIRONMENT THAT DOES NOT, CERTAINLY NO ONE'S GONNA BE DRINKING THAT WATER, UH, IS THE ONLY PLACE THAT THAT'S BEEN DONE ANYWHERE IN THE UNITED STATES. SO, UH, SO THERE'S SOME REAL CONCERNS ON THAT ONE. UM, THEN THE OTHER THING, ONE OTHER DEAL IS WE DID HAVE THE, UH, PORT COMMISSION MEETING TODAY. UH, VICE MAYOR, MYSELF AND THE CITY MANAGER ATTENDED ALONG WITH THE FIRST MEETING OF OUR NEW PORT COMMISSIONER. AND, UH, THEY WERE, HAD TWO ITEMS ON THERE FOR NATIONAL CITY. ONE WAS THE, UH, EXCUSE ME, UH, THE PEPPER PARK PHASE ONE CONTRACT. AND, UH, SO THEY DID ISSUE THE CONTRACT. UH, ORIGINALLY THOUGHT THEY THOUGHT IT WAS GONNA COST ABOUT $5 MILLION FOR THE FIRST PHASE, AND THEIR LOWEST RESPONSIBLE BID CAME IN AT SIX AND A HALF MILLION DOLLARS. SO THEY FULLY FUNDED THAT ONE. NOW, THEY DID GET A BID, CAME IN CHEAPER, SOMEONE PUT IN A BID FOR $700,000, AND THEN THEY ASKED FOR IT TO BE WITHDRAWN. THEY SAID THEY'D MADE A MISTAKE, I HOPE TO SHOUT THEY WERE JUST A LITTLE BIT OFF. AND, UH, [00:45:01] FIVE, JUST, JUST, JUST ABOUT $6 MILLION OFF, THAT'S ALL. AND, UH, AND, UH, SO ANYWAY, UH, SO THAT ONE WAS ISSUED, UH, SO THAT THEY CAN START THE WORK ON PEPPER PARK. THE OTHER ONE WAS THEIR BUDGET. AND, UH, AS FAR AS FOR THE ENTIRE PORT, AND I THINK I CAN HONESTLY SAY 80 TO 90% OF THEIR DISCUSSION ON THE BUDGET WAS ABOUT NATIONAL CITY. AND SO, UM, SO THEY LOOKING AT THEIR FUNDING NOT ONLY FOR THIS YEAR, BUT FOR THE INCOMING YEARS TO FINISH OFF THE BALANCE PLAN. ALSO WHAT THEY CALL THEIR M UM, THEIR MITIGATION, UM, UM, IMPACT FEES, UH, THAT IT WAS INCREASED. IT STARTED AT 1% OF THEIR, OF THE INCOME LEVEL OFF THE, UH, TERMINALS. NOW THEY, THEY MOVED IT THIS YEAR UP TO 4%. SO THERE'S MORE MONEY AVAILABLE FOR OFFSITE MITIGATION. AND, UM, THEN ANOTHER ONE WAS, IS THAT WE HAVE THE LAST PART OF THE BAY SHORE BIKE PATH FOR THE ENTIRE BAY TO BE DONE IS THE SECTION BETWEEN, BASICALLY BETWEEN CIVIC CENTER DRIVE AND THE MARINA. THAT'S THE LAST PIECE TO BE FINISHED. AND SO THEY DID DEDICATE TODAY THAT THEY WOULD PUT UP $2 MILLION SO TO, THAT WE COULD USE AS OUR SHARE TO PUT IN FOR A GRANT. AND YOU HAVE TO HAVE MATCHING FUNDS TO, TO RECEIVE THE GRANTS. AS A SUCCESSOR AGENCY, THE OWNER OF THE TROPHY LOUNGE AT 9 9 9 NATIONAL CITY BOULEVARD APPROACHED THE CITY, UH, TO UNDERGO THIS ENDEAVOR TO MAXIMIZE THE, UM, UH, THE NUMBER OF UNITS THAT COULD BE BUILT ON THE SITE. AT THAT TIME, WE, UH, HAD A, UH, ONGOING DISCUSSIONS WITH SOUTHWESTERN COLLEGE TO, UH, PROVIDE FOR, UH, STUDENT HOUSING. UM, AND, UM, UNFORTUNATELY, UH, WITH STATE FUNDING, UH, BEING DRAWN BACK FROM, UH, STUDENT HOUSING FUNDING, UH, SOUTHWESTERN COLLEGE WAS NOT ABLE TO COMMIT. WE'VE BEEN WORKING DILIGENTLY WITH THE DEVELOPER, UH, TO LOOK AT A FINANCING PLAN. AND ONE OF THE PIECES THAT HAS COME UP BASED ON THE FACT THAT THIS IS A PROJECT WHICH WOULD PROVIDE 40% OF THE UNITS AFFORDABLE TO 60%, UH, A MI AND BELOW THE FINANCING DOES REQUIRE A LOT MORE DILIGENCE. AND SO WE WORK, WE'VE BEEN WORKING DILIGENTLY TO PROVIDE FOR A DISPOSITION DEVELOPMENT AGREEMENT. IT WAS NOT, UH, ACCEPTABLE FOR THE FINANCING SOURCES. AND SO WE'VE BEEN WORKING ON AN OPTION AGREEMENT AS AN ALTERNATIVE TO, TO BE ABLE TO WORK THROUGH THE PRE-DEVELOPMENT PHASE. WE DON'T SEE THIS, UH, GOING, UM, MORE THAN, UH, A, UH, WE SEE THIS, WE SEE, UH, OCTOBER AS THE, UM, TIME WHEN WE'LL BE ABLE TO COME WITH, UH, AN AGREEMENT FOR YOUR CONSIDERATION ON THE PROJECT. SO LAST YEAR WE WERE ABLE, ABLE TO EXTEND YOUR RATES, YOUR SEWER RATES FOR TWO YEARS FLAT WITH NO INCREASE. WE'D HAD A SERIES OF INCREASES BEFORE THAT AND SO WE WERE ABLE TO EXTEND YOUR RATES FLAT. UM, WHAT THAT MEANS THOUGH, FOR IS THAT SINGLE FAMILY RESIDENCES, THEIR BILLS DID NOT GO UP AT ALL. COMMERCIAL RATES ARE BILLED ON THE ACTUAL PERCENTAGE OF FLOW THAT THEY DELIVER. SO THEIR RATES WILL FLUCTUATE DEPENDING ON THE ACTUAL WATER USE AND SEWAGE THAT THEY GENERATE. BUT IN GENERAL, UM, WE WERE ABLE TO, THOSE RATES, THE RATES THAT THEY WERE BILLED AT REMAIN THE SAME. THIS YEAR'S TAX ROLL WAS A LITTLE OVER $12.3 MILLION THAT WILL GO ON THE TAXES. WE'LL HAVE AN ADDITIONAL $200,000 THAT WILL BE HAND BUILT THROUGH TO GOVERNMENTAL ENTITIES. UM, THE COMMERCIAL PORTION OF THAT BILL IS OVER 2.9 MILLION. UM, MULTIFAMILY SINGLE FAMILY AND MOBILE HOMES ARE ABOUT THE 9.4 MILLION. SO VAST MAJORITY OF YOUR COMMUNITY. EVERYONE GOES YUCK. AND, UH, WHAT MOST PEOPLE DON'T REALIZE IS THAT MOST OF OUR WATER THAT COMES FROM THE COUNTY WATER AUTHORITY, EVERYTHING COMES FROM THE COLORADO RIVER. AND IT HAS AN INTAKE ABOVE, RIGHT [01:20:01] ABOVE YUMA. NORTH OF THAT, UPSTREAM FROM THAT, THERE ARE 241 DIFFERENT SEWER SYSTEMS THAT DUMP INTO THE COLORADO RIVER. WE'VE BEEN TREATING SEWER WATER FOREVER. AND SO, BUT WHAT, WHAT THE PURE WATER SYSTEM WILL DO IS THAT WE WERE REACHING CAPACITY OUT AT POINT LOMA AT THE TREATMENT PLANT AND TO, TO, TO, TO TAKE CARE OF THE, THE CAPACITY. IT WAS GONNA BE BILLIONS AND BILLIONS AND BILLIONS OF DOLLARS TO REDO, UH, A FACILITY TO BE ABLE TO TREAT IT. BUT BY LOWERING THE AMOUNT OF SEWAGE THAT'S ACTUALLY GONNA GO THERE, 'CAUSE WE'RE CAPTURING THE WATER OUT AHEAD OF TIME FOR THE PURE WATER DEAL, IT EXTENDS THE LIFE THERE. AND SO THAT IS GONNA BE ABLE TO HELP US KEEP THESE, THESE RATES CONTINUALLY LOW. AND JUST LIKE WITH THE, UH, TRASH, WE TALKED ABOUT THE TRASH RATES EARLIER. WE'VE TALKED ABOUT THE WATER RATES IN THE PAST, HOW NATIONAL CITY HAS THE LOWEST RATES. OUR SEWER RATES ARE RIGHT AT THE BOTTOM, ALSO AT THE LOWEST RATES IN THE COUNTY. SO, UM, UM, BUT AS I SAY, AND SO WITH THE PURE WATER SYSTEM GOING IN OVER IN THE CITY OF SAN DIEGO, THAT IS ACTUALLY GONNA END UP HELPING US IN THE LONG RUN. IT WAS A GREAT PROJECT GETTING, GETTING THE COMMUNITY OUT THERE BACK SOMETIME AT SOME POINT. WE HAD, I THINK TOO MANY PEOPLE THERE WERE KIND OF BUMPING INTO EACH OTHER. AND, UH, BUT IT WAS, UH, UH, A LOT OF, A LOT OF WORK. AND UH, UM, AND I DO HAVE TO COME IN MARTHA, SHE'S NOT HERE TONIGHT, OR HER BOSS IS HERE, UH, BECAUSE SHE GRABBED ONE OF THE WHEELBARROWS. AND SO EVERYONE, SO THEY PUT A LOAD IN IT, THEN THEY DOUBLED THE LOAD ON IT AND TO WHERE IT WAS OVERFLOWING AND SHE WAS GAME AND SHE WENT WITH IT ANYWAY. SHE TOOK IT. YEAH. AND SO THIS IS SOMETHING THAT IS GONNA BE ABLE TO HAVE, YOU KNOW, SOMETHING NICE IN OUR NEIGHBORHOOD AND EVERYTHING ELSE, BUT SOMETHING THAT CANNOT EASILY BE, BE TRASHED AND MISUSED. UM, AND, AND TALKING ABOUT THAT, UH, CALTRANS HAS BEEN STEPPING UP AND HAS STARTED DOING CLEANUP PROJECTS AGAIN HERE IN NATIONAL CITY. UH, THEY CLEANED UP THE FREEWAY THERE AT, UH, SEVENTH, UH, AND ROOSEVELT, THERE'RE BEHIND THE JACK IN THE BOX ALONG THE FREEWAY. ALTHOUGH WE DROVE DOWN THROUGH THEIR DAY, WE SAW SOMEONE STARTING TO MOVE BACK IN. SO IT'S JUST, IT'S JUST A WHACK-A-MOLE TYPE SITUATION. UH, THEY CLEANED UP DOWN THERE AT 16TH STREET, UM, AT THE 8 0 5 WHERE WE HAD THE SWAT ACTION THIS LAST WEEK. BUT THEY'RE, UH, THEY JUST CLEANED THAT ONE UP, UH, UNDERNEATH, UH, CIVIC CENTER HERE AT THE FIVE. UH, DID CLEAN UP THERE. AND THEN ALSO, UH, PUTTING IN A NEW FENCING THAT IS NOT THE REGULAR CHAIN LINK FENCE, SUPPOSEDLY IMPENETRABLE TYPE FENCE. SO WE WILL SEE, SO IT CAN GUARD OFF THEIR PROPERTY. BUT I NOTICED A GUY THAT'S GOT PROBABLY, I HATE TO SAY IT, BUT PROBABLY EVERY, I'M GONNA CALL THEM MISPLACED BICYCLES IN THE CITY. HE'S GOT THE PARTS OF 'EM THERE, UH, AND EVERYTHING ELSE. AND HE'S GOT, AND SO, YOU KNOW, THEY'RE GONNA HAVE TO FIND SOMETHING TO DO WITH THIS GUY. UH, BUT THEY ARE, THEY ARE PUTTING UH, UH, NEW TYPE FENCING IN THEIR AREAS NOW. AND, UH, SO THAT HAS BEEN A, UH, AN IMPROVEMENT. UM, AND SO THEY, YOU KNOW, THEY'RE STARTING TO WORK AND, AND STARTING TO CLEAN UP SOME OF THESE, SOME OF THESE AREAS. THEY LOST THEIR CONTRACTOR BEFORE BECAUSE THE CONTRACTORS BASICALLY JUST WALKED AWAY AND SAID, NO, WE'RE NOT DOING THIS ANYMORE. SO THEY HAD TO GET NEW CONTRACTORS TO, TO DO THE WORK. 'CAUSE IT IS, YOU KNOW, SOME [01:35:01] OF US HAVE VOLUNTEERED TO DO CLEANUPS IN SOME OF THESE CAMPS. AND IT IS FILTHY TO SAY AND NOT THE WAY THAT ANY PEOPLE SHOULD HAVE TO LIVE. UM, THE, UH, THE OTHER ONE IS TOMORROW THEY DO HAVE THE OPENING, UH, FOR THE RESCUE MISSION, UH, DOWN AT 24TH. AND, UH, THE, UH, GREAT THING ABOUT THAT ONE IS THAT IT, THIS IS GONNA BE FOR PEOPLE WHO WANT THE HELP. SO FOR ALL THE PEOPLE THAT ARE, THAT ARE OUT THERE HOMELESS, THERE ARE SOME I KNOW THAT ARE PSYCHOTIC OR WHATEVER, AND THEY NEED VERY SPECIAL TREATMENT AND THE COUNTY NEEDS TO GET OFF OF ITS DUFF AND PROVIDE IT, THEY GET THE MONEY FOR HEALTH AND HUMAN SERVICES. WE DON'T. AND SO THEY NEED TO, I THINK, BE PROVIDING MORE, MORE SERVICES IN THAT AREA. UH, AND THEN THERE ARE PEOPLE THAT LEGITIMATELY ON THE STREET THAT DON'T WANT TO BE THERE. THOSE IS WHAT THIS PROJECT IS GONNA BE FOR. NOW, THERE'S GONNA STILL BE A NUMBER OF PEOPLE, EVEN IF YOU TAKE CARE OF BOTH OF THOSE, THERE'S STILL A NUMBER OF PEOPLE THAT ARE GONNA BE LEFT OUT ON THE STREET THAT ARE MORE, AND YOU HATE TO SEE THIS, I'LL PROBABLY BE ACCUSED OF SOMETHING TERRIBLE FOR SAYING ARE MORE THE, I WILL, I'LL CALL 'EM ONE. YOU'VE GOT THE PSYCHOTIC AND YOU KNOW, AND VERY HEAVILY DRUG ADDICTED. YOU HAVE THE OTHERS WHO ARE THERE FOR NO REASON OTHER THAN, YOU KNOW, CIRCUMSTANCES IN LIFE. PUT 'EM THERE. AND THEN YOU'VE GOT SOME OTHERS THAT ARE JUST PLAIN IRRESPONSIBLE. AND I REFER TO 'EM AS THE URBAN OUTDOORSMAN AND A COUPLE OF OTHER TERMS. AND WE NEED TO TELL THEM, HEY, YOU NEED TO BECOME RESPONSIBLE AND BECOME A RESPONSIBLE PART OF OUR COMMUNITY. BUT UNTIL WE PROVIDE A SERVICE, LIKE IT'S GONNA BE PROVIDED BY THE, UH, UH, RESCUE MISSION, THAT'S KIND OF HARD TO DO. AND IT'S HARD TO, TO TELL ONE FROM THE OTHER. AND SO I THINK THIS IS GONNA BE A, UH, VERY SUCCESSFUL PROGRAM THERE. THEY HAVE OTHER PROGRAMS, UH, OTHER FACILITIES, TWO OTHER FACILITIES, ONE IN DOWNTOWN AND ONE IN OCEANSIDE. THE ONE IN DOWNTOWN IS ON THE NORTH END OF DOWN, UH, DOWNTOWN. AND THEIR FACILITIES ARE PHENOMENAL. YOU WOULD NEV YOU COULD GO BY THEIR FACILITY ALL DAY LONG AND YOU NEVER KNOW IT WAS A HOMELESS FACILITY, UNLIKE FATHER JOE'S AND SOME OF THOSE OTHER AREAS, I'M SORRY, YOU WOULD NEVER KNOW IT. AND THEY, THEIR RECIDIVISM RATE IS CLOSE TO ZERO. AND THESE PROGRAMS, LIKE THE, THE ONE THAT'S GONNA BE GOING OPENING UP TOMORROW IS BASICALLY FOR UP TO 30 DAYS. AND THAT GETS THEM INTO PEOPLE, GETS 'EM EVALUATED, GETS 'EM CLEANED UP EVERYTHING ELSE, AND THEN GETS 'EM INTO LONGER TERM PROGRAMS. SO WHEN THEY COME OUT, THEY COME OUT WITH JOBS, WITH HOUSING, WITH EVERYTHING ELSE, WITH THEIR FINANCES TOGETHER, BLAH, BLAH, BLAH. EVERYTHING TAKEN CARE OF AND BACK ON THEIR FEET. AND THEY'VE, AND THAT'S THE REASON WHY YOU DON'T FIND 'EM GOING BACK OUT ON THE STREETS AND THE RECIDIVISM RATE SO LOW. SO WE'RE EXCITED ABOUT THAT. AND ONE OF THE OTHER GREAT THINGS ABOUT IT, UNLIKE ALMOST ALL THE OTHER HOMELESS PROGRAMS, DOESN'T TAKE ONE PENNY OF GOVERNMENT MONEY. AND, UH, YEAH. SO MUST BE SOMETHING WRONG. IF THEY CAN BE THAT SUCCESSFUL AND, UH, AND NOT HAVE TO RELY UPON GOVERNMENT, MAYBE THAT OUGHT TO TEACH US A LESSON. BUT ANYWAY, UH, SO ANYWAY, SO WE'RE EXCITED ABOUT THAT OPENING TOMORROW AND, UM, COMING UP. AND THEN I KNOW WE ALSO HAVE OUR, OUR, UH, NEW BUSINESS OUT IN PLAZA, BENITA, WHAT WAS THE NAME OF THAT THING AGAIN? THE ROUND ONE. MAYOR. ROUND ONE. ONE THING THAT I'VE NOTICED IN MY YEARS OF CONSULTING IN SAN DIEGO COUNTY AND SOUTHERN CALIFORNIA, SOME AGENCIES, INSTEAD OF FIGHTING EACH TIME THESE THINGS HAPPEN AND WE AS, AS WE KNOW THIS IS PROBABLY GONNA BE MORE AND MORE APPARENT, UM, THE C SAN DIEGO BOUGHT OUT THE TIJUANA RIVER VALLEY SO THAT THEY WOULDN'T HAVE THESE CLAIMS ON, ON THESE KINDS OF ISSUES. UM, UH, AND AS IT WAS POINTED OUT BY, UH, MS. RINCON, I APPARENTLY MADE A STATEMENT ON THE, ON THE VIDEO YEARS AGO THAT THIS, THIS PROC THIS PROBLEM WITH PARADISE CREEK COMING INTO OUR CITY AT EIGHTH AND WELL PLAZA AND EIGHTH IN THAT AREA, UH, IT'S GONNA FLOOD, IT'S GONNA HIT PEOPLE. AND IT DID. AND SOME SAY IT'S BECAUSE THE GREAT WAS CLOSED OR WHATEVER. WE GOT ONE FOR, AND ONE AGAINST THIS, UH, THIS SOLAR, SOLAR SITUATION I WOULD HOPE. AND, AND, AND GOING UP TO SACRAMENTO AND LOBBYING, I WOULD HOPE THAT THE COUNCIL WOULD REVIEW THESE ITEMS, EVEN CALL A SPECIAL MEETING. WE DID IT WITH THE PORT COMMISSIONER.
