PLEASE STAND PLEASE. WE WILL [ PUBLIC COMMENT] NOW HEAR PUBLIC COMMENTS ON ITEMS OR MATTERS THAT ARE NOT ON TONIGHT'S AGENDA UNDER STATE LAW. WE CANNOT RESPOND TO PUBLIC COMMENTS AND ITEMS REQUIRING PLANNING COMMISSION ACTION. THESE ITEMS MUST BE BROUGHT BACK ON A SUBSEQUENT AGENDA UNLESS THEY'RE OF A DEMONSTRATED EMERGENCY OR URGENT REQUEST. AND I DO HAVE ONE, UH, ITEM FROM MS. TERESA L. CAMACHO. PLEASE COME FORWARD. HI. HI. MY NAME IS THERESA CAMACHO. I LIVE AT 1645 PROSPECT STREET IN NASHVILLE CITY. I'VE LIVED HERE FOR 38 YEARS. UM, THEY'RE BUILDING A PROJECT BEHIND MY HOME AND I JUST HAD SOME QUESTIONS ABOUT THAT. I KNOW YOU MAY NOT BE ABLE TO ANSWER THEM. I KNOW THAT SOME OF THE THINGS MAY BE TOO LATE TO ANSWER, BUT, UM, BASICALLY, SO SIX YEARS AGO, THEY TRIED TO BUILD THIS COMMUNAL LIVING FACILITY MONSTROSITY BEHIND US. WE CAME TO CITY COUNCIL, WE FOUGHT IT, AND LUCKILY BECAUSE THERE WAS A ZONE VARIANCE THAT THEY WERE GOING TO HAVE TO REQUEST IN ORDER TO GO THERE, WHICH BASICALLY HAD TO DEAL WITH, UM, PARKING AND EMERGENCY VEHICLES BEING ABLE TO GET IN THERE. AT THAT TIME, THE CITY COUNCIL TOLD THEM THAT BASICALLY THEY NEEDED TO BUILD SOMETHING THAT WAS CONDUCIVE TO THE NEIGHBORHOOD. IT WAS A FAMILY NEIGHBORHOOD, AND WE THOUGHT THEY WERE ONLY ZONED FOR THREE HOUSES. RIGHT NOW THEY'RE CURRENTLY BUILDING EIGHT LITTLE HOUSES AND A BIG PARKING LOT, WHICH WOULD BE BEHIND MY HOUSE. I ASKED THE CONSTRUCTION WORKER THE OTHER DAY WHERE THE TRASH FACILITY WOULD BE, AND HE POINTED TO THE CORNER AND I SAID, OH GOSH, I REALLY HOPE NOT. I HAVE THREE DOGS AND THE NEIGHBOR'S HOUSE. IT'S TWO ON A LOT AT THE NEIGHBOR'S, SO IT'S SET BACK. AND SO I LOOKED AT INTO ZONING AND IT SAYS IT NEEDS TO BE 10 FEET FROM A WINDOW. I DON'T HAVE THE PLANS. I DON'T KNOW EXACTLY WHERE IT IS, BUT I CAN TELL YOU TO THIS DAY, THE PORTA POTTY THAT THEY'VE PUT IN THERE IS LESS THAN 10 FEET AWAY FROM MY NEIGHBOR'S WINDOW. MY NEIGHBOR WOULD BE HERE TONIGHT, BUT HE DOESN'T SPEAK ENGLISH. AND HIS SON, WHO SPEAKS GOOD ENGLISH IS AT WORK. AND SO HE ASKED ME TO PLEASE SPEAK ON HIS BEHALF AS WELL. SO WE'RE JUST VERY CONCERNED ABOUT THIS GOING BACK THERE. I MEAN, HOW IS IT NOW SUDDENLY SAFE FOR EMERGENCY VEHICLES TO GET IN AND OUT? AND WHAT ABOUT THEY ORIGINALLY BE BEFORE HAD PROPOSED FOR 15 PARKING SPACES, NOW WERE TO 14 PARKING SPACES. SO IT REALLY DIDN'T CHANGE MUCH. IT'S JUST FOR US, WE HAVE A NICE FAMILY NEIGHBORHOOD AND WE LIKE [00:05:01] TO KEEP IT THAT WAY. AND WE DON'T WANT SOMETHING TRASHY BEING BUILT THERE. AND FOR US, IT JUST FEELS LIKE THEY'RE JUST GOING FOR AS MUCH MONEY AS THEY COULD GET. THEY WERE DENIED ON THE OTHER ONE. YES. SIX YEARS LATER THEY CAME UP WITH ANOTHER PLAN, BUT WE'RE JUST KIND OF CONCERNED. I MEAN, MAYBE IT WE'RE TO THE POINT, TO MOOT POINT AND THEY'RE GONNA BUILD IT, BUT AT LEAST I WOULD LIKE TO HAVE A SAY SO ON WHERE THE TRASH IS GOING. NOT IT NEEDS TO BE 10 FEET FROM MY NEIGHBOR'S WINDOW. YES, I WOULD LOVE FOR IT NOT TO BE BY MY HOUSE SO THAT WE CAN SMELL IT AND MY THREE DOGS CAN GET INTO THE TRASH THAT DOESN'T MAKE IT INTO THE DUMPSTERS BECAUSE WE KNOW HOW THAT WORKS. SO BASICALLY, THOSE ARE MY POINTS, AND I KIND OF WANTED TO KNOW WHAT HAPPENED WITH THE ZONE BEFORE IN BUILDING THE THREE HOUSES. WHY DID IT SUDDENLY BECOME NOW THEY CAN BUILD EIGHT LITTLE HOUSES? SO TO ME, IT SOUNDS LIKE THEY'RE BUILDING EIGHT LITTLE HOUSES OR CONDOS MAYBE. I'M NOT REALLY SURE WHAT IT IS. I KNOW I'M GONNA COME IN TO SEE THE PLANNING COMMISSION LATER TO FIND OUT A LITTLE MORE INFORMATION, BUT I JUST WOULD LIKE IT BROUGHT TO YOUR ATTENTION THAT THEY'RE ALREADY HAVE A PORTA-POTTY NEXT TO THE GUY'S WINDOW, AND THEY REALLY DON'T CARE ABOUT WHAT THE NEIGHBORHOOD HAS TO SAY. THEY COME IN THE MIDDLE OF THE NIGHT BEFORE, PLEASE WALK UP AND WORK AND MIDDLE THE NIGHT BY, BY CAR LIGHT. SO WE JUST HAVE A LOT OF CONCERNS ABOUT THAT, AND THAT'S WHAT I'D LIKE TO VOICE. THANK YOU, MS. ES. UM, I WOULD DIRECT STAFF TO FOLLOW UP ON THIS ITEM, LOOK INTO THE ZONING, UM, MAKE SURE THAT IT IS IN COMPLIANCE WITH ALL APPLICABLE ZONES, UH, ZONING REQUIREMENTS AND BUILDING CODES. ABSOLUTELY. WE'VE, UM, WE LET THE, UH, THE LADY KNOW THAT, UH, WE'LL BE AT THE COUNTER MONDAY THROUGH THURSDAY FROM 7:00 AM TO 6:00 PM WE'D BE HAPPY TO ANSWER ANY QUESTIONS RELATED TO THAT CONSTRUCTION PROJECT. RIGHT. THANK YOU, MR. READER. OKAY, MAYOR MILLER, I JUST WANTED TO STATE FOR THE RECORD THAT COMMISSIONER QUINIONES IS NOW PRESENT. OKAY? YES. AND SHE ARRIVED AT 6:03 PM FOR THE RECORD. UH, WE WILL NOW BEGIN [1. Approval of the Agenda for the Meeting on June 3, 2024.] CONSIDERATION OF THE ITEMS ON TONIGHT'S REGULAR PLANNING COMMISSION AGENDA. ITEM ONE IS FOR THE APPROVAL OF THE AGENDA OF THE REGULAR PLANNING COMMISSION MEETING OF JUNE 3RD, 2024. THAT IS THE AGENDA WE'RE WORKING OFF OF TONIGHT. IF THERE'S NO DISCUSSION FROM THE PLANNING COMMISSIONERS, DO I HAVE A MOTION? WE HAVE A MOTION BY VICE CHAIR CASTLE AND A SECOND BY COMMISSIONER SANCHEZ TO APPROVE THE AGENDA. THE COMMISSION WILL NOW VOTE ELECTRONICALLY ON THE MOTION. MADAM SECRETARY, PLEASE DECLARE THE RESULTS OF THE VOTE. MOTION CARRIED UNANIMOUSLY. THANK YOU. OKAY, WE'RE MOVING ON NOW [2. Public Hearing – Conditional Use Permit for the sale of beer, wine, and distilled spirits (ABC Type-21) at an existing grocery store (Grocery Outlet) located at 3446 Highland Avenue. Case File No.: 2024-06 CUP APN: 562-323-32] TO PUBLIC HEARINGS. THIS IS THE TIME AND THE PLACE FOR PUBLIC HEARINGS TO CONSIDER, FIRST OF ALL, ITEM TWO, A CONDITIONAL USE PERMIT FOR THE SALE OF BEER, WINE, AND DISTILLED SPIRITS. A B, C TYPE 21 AT AN EXISTING GROCERY STORE, GROCERY OUTLET, LOCATED AT 34 46 HIGHLAND AVENUE. I HEREBY CALL THE PUBLIC HEARING TO ORDER. BEFORE WE BEGIN, DO ANY COMMISSIONERS HAVE ANY DISCLOSURES RELATING TO THIS HEARING? THIS IS EACH PLANNING COMMISSION'S OPPORTUNITY TO DISCLOSE ANY CONFLICTS OF INTEREST, PROPERTY INSPECTIONS, EX PARTE CONTACTS OR COMMUNICATIONS. THANK YOU. UH, VICE CHAIR CASTLE. I HAVE SHOPPED AT GROCERY OUTLET MANY TIMES. THANK YOU. UH, COMMISSIONER ARMA? SAME. I HAVE SHOPPED THERE AT GROCERY OUTLET. THANK YOU. UH, COMMISSIONER SANCHEZ THE SAME. I HAVE SHOPPED. THANK YOU. COMMISSIONER QUINONES THE SAME. I'VE SHOPPED THERE. OKAY. UH, YOU HAVE OKAY. UH, AND, AND HALF OF STAFF HAS AS WELL. OKAY. UH, I ALSO HAVE, YEAH, I, I GO TO THAT SHOPPING CENTER ALL THE TIME. VERY FAMILIAR WITH IT. UM, OKAY. UH, MADAM SECRETARY, HAVE THE NOTICES REQUIRED BY LAW BEEN GIVEN AND DO WE HAVE A COMPLETE FILE OF EXHIBITS, CORRESPONDENCE, AND OTHER DOCUMENTS? YES, WE DO. THANK YOU. WILL STAFF PLEASE INTRODUCE YOURSELF AND SUMMARIZE THE ITEM FOR US. GOOD, GOOD EVENING, MR. CHAIR. MEMBERS OF THE PLANNING COMMISSION AND THE PUBLIC. MY NAME IS DAVID WELCH WITH THE PLANNING DIVISION. THIS IS A PUBLIC HEARING FOR A CONDITIONAL USE PERMIT FOR THE SALE OF BEER, WINE, AND SPIRITS AT AN EXISTING GROCERY STORE. THE PROPERTY IS LOCATED AT 34 46 HIGHLAND AVENUE. UM, IT'S PART OF A LARGER SHOPPING CENTER ON THE SOUTH SIDE OF NATIONAL CITY. AND THE LOCATION OF THE, UH, BUSINESSES HIGHLIGHTED IN RED THERE ON THE MAP. UM, GATEWAY MARKETPLACE IS A 14 ACRE SITE WITHIN THE MAJOR MIXED USE DISTRICT ZONE. [00:10:01] UH, GROCERY OUTLET, WHICH IS THE GROCERY STORE, IS AN EXISTING, UH, 22,560 SQUARE FOOT STORE. UM, THE SURROUNDING AREA IS, IS BASICALLY THE PROPERTY IS BORDERED BY CITY OF CHULA VISTA ON THREE SIDES. UM, AND THEN IT'S, IT'S CONNECTED TO THE MAIN PART OF NATIONAL CITY ACROSS FROM STATE HIGHWAY 54 AND SWEETWATER RIVER. THE WHOLE AREA IS ESSENTIALLY SURROUNDED BY COMMERCIAL USES, AND THE APPLICANT CURRENTLY HAS AN EXISTING CONDITIONAL USE PERMIT FOR BEER AND WINE SALES AND PREPACKAGED FISH. UM, THIS WOULD BE AN UPGRADE TO ADD DISTILLED SPIRITS TO THAT EXISTING COP. UH, LIKE I SAID, THE BUSINESS PROPOSES TO UPGRADE TO AN A BC TYPE 21 LICENSE. UH, THE PROPOSED OPERATIONS HOURS OF OPERATION ARE FROM 7:00 AM TO 11:00 PM DAILY. UM, THE FLOOR PLAN PROVIDED BY THE APPLICANT INDICATES THE SALES AREA FOR ALCOHOL IS ABOUT 628 SQUARE FEET, OR 2.8% OF THE FLOOR AREA. UM, HERE IS A, THE PORTION OF THE FLOOR PLAN NEAR THE FRONT OF THE STORE. SO I'VE HIGHLIGHTED THE ENTRANCE TO THE STORE. ALCOHOL DISPLAY WILL BE IN THE BLUE SHADED AREA, AND, UH, ANY PRODUCT WOULD BE STORED IN THE BACK, WHICH, UM, YOU KNOW, WOULD BE FARTHER BACK IN THE STORE. AND THEN THE SMALL LITTLE HIGHLIGHTED AREA THERE, THAT WOULD BE THE NEW, UH, DISPLAY AREA FOR THE DISTILLED SPIRITS. SO THE MUNICIPAL CODE ALLOWS FOR OFFSITE ALCOHOL SALES WITH AN APPROVED CUP. UH, THESE TYPES OF CS HAVE ADDITIONAL REQUIREMENTS, INCLUDING MAILING FOR A DISTANCE OF 660 FEET FOR OWNERS AND OCCUPANTS. A TOTAL OF 64, UH, ONES AND OCCUPANTS WERE SENT NOTICES. A COMMUNITY MEETING WAS HELD BY THE APPLICANT ON APRIL 29TH, UH, 2024. UM, THEY STATED THAT NO ONE CAME FOR THE COMMUNITY MEETING, SO THERE WERE ZERO ATTENDEES. AND THEN THE, UH, SURROUNDING AREA SINCE TRACTED A HUNDRED SIXTEEN OH TWO, THERE ARE CURRENTLY THREE OFF SALE LICENSES IN THIS TRACT WHERE A BC RECOMMENDS ONLY TWO OF THE THREE. THE APPLICANT IS ONE OF THEM. THERE ARE NO DISTANCE REQUIREMENTS AC APPLICABLE TO GROCERY STORES. AND WE ALSO HAVE CITY COUNCIL POLICY 7 0 7, WHICH INSTATES UH, STANDARD CONDITIONS OF APPROVAL FOR THIS TYPE OF, UH, CUP. WE RECEIVED COMMENTS FROM THE POLICE DEPARTMENT IN IPS. UH, THE POLICE DEPARTMENT CONDUCTED A RISK ASSESSMENT, WHICH SCORED 11 POINTS, WHICH IS IN THE LOW RISK CATEGORY. UH, AND THEN WE ALSO RECEIVED, UH, SEVERAL RECOMMENDATIONS FROM THE INSTITUTE FOR PUBLIC STRATEGIES, UH, RESPONSIBLE BEVERAGE SALES AND SERVICE TRAINING. UH, THEY ALSO TALKED ABOUT, UM, SOME OF THE PROPERTY CONDITIONS. SO LITTER, UH, REQUESTING THAT LITTER AND GRAFFITI BE REMOVED BY THE APPLICANT. UM, KEEPING THE WINDOWS UN UN UNOBSTRUCTED, WHICH IS AN A BC RULE. UM, KEEPING SIGNAGE ABOUT NO ONE UNDER 21 PURCHASING ALCOHOL IN BOTH ENGLISH AND SPANISH. UH, AND THEN NO OPEN CONTAINERS ARE LOITERING. THEY ALSO NOTED THAT ON THE STORE IT SAYS IT'S CURRENTLY OPEN TILL 9:00 PM SO FOR THE CONDITIONS OF APPROVAL, WE DO HAVE THOSE STANDARD CONDITIONS OF APPROVAL, UH, ESPECIALLY THOSE RELATED TO, UH, CONS. POLICY 7 0 7 ABOUT THE HOURS OF OPERATION AND EMPLOYEE TRAINING ACCESSORY SALES. UM, SPECIFIC TO THIS, THIS APPLICATION, WE HAVE A CONDITION STATING THAT THEY NEED TO MEET THE, UH, CONDITIONS THAT WERE IMPOSED BY THE CUP IN 2001. SO WE'RE MAINTAINING ALL PREVIOUS CONDITIONS AT THE SITE. AND THEN GOING BACK TO IPS COMMENTS, WE CRAFTED, UH, CONDITIONS RELATED TO, UH, RESPONSIVENESS TO LITTER AND GRAFFITI, UH, FROM OUR CODE ENFORCEMENT, UH, ADHERENCE TO OUR WINDOW SIGNAGE RULES. UH, THERE IS ONLY A CERTAIN PERCENTAGE OF WINDOWS THAT CAN HAVE ADVERTISING ON THEM, UH, AS WELL AS, UH, ANOTHER CONDITION RELATED TO ONLY SELLING ALCOHOL DURING, UH, HOURS IN WHICH THE STORE IS OPEN TO THE GENERAL SALES. UM, SO WE'VE, WE'VE GONE THROUGH EACH OF THESE COMMAS AND PROVIDED A CONDITION RELATED TO THEM. IN SUMMARY, THE PROPOSED USE IS CONSISTENT WITH OUR GENERAL PLAN. UM, ALCOHOL SALES FOR OFFSITE CONSUMPTION IS A CONDITIONALLY ALLOWED USE IN THE ZONE. UM, ALCOHOL SALES WOULD BE ACCESSORY TO THE BUSINESS IN ESTABLISHED COMMERCIAL AREA. UM, AND THEN OUR INCLUSION OF CONDITIONS RELATED TO COUNCIL POLICY 7 0 7, AS WELL AS, UH, THE RESPONSES TO IPS ARE RELATED TO ANY CONCERNS FOR THE, FOR IMPACTS [00:15:01] ON THE AREA AS A WHOLE. SO, THE OPTIONS FOR THE COMMISSION HERE TONIGHT ARE TO FIND THE PROJECT EXEMPT FROM CQA AND APPROVE, UH, 20 24 0 6 COP BASED ON THE FINDINGS IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE COMMISSION, OR TO FIND THE PROJECT NOT EXEMPT FROM CQA AND OR DENY THE COP BASED ON FINDINGS LISTED IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE COMMISSION OR CONTINUE THE ITEM FOR ADDITIONAL INFORMATION. STAFF IS RECOMMENDING APPROVAL. UH, AND THEN ACTION TAKEN TONIGHT, WE'LL HAVE A NOTICE OF DECISION TO OUR CITY COUNCIL. ONCE AGAIN, THE DIAGRAM OF THE STORE AREA, UH, THERE'S NOTHING ELSE FROM STAFF AND UNLESS THERE'S QUESTIONS FROM THE COMMISSIONS COMMISSION MEMBERS. THANK YOU MR. WELSH. UH, I INVITE THE APPLICANT OR THEIR REPRESENTATIVE TO INTRODUCE THEMSELVES AND ADDRESS THE PLANNING COMMISSION TO GIVE THEIR 15 MINUTE PRESENTATION. GOOD EVENING. I'M STEVE RAWLINGS. I PROMISE I WON'T TAKE 15 MINUTES, BUT I APPRECIATE THE OFFER FOR THAT. I ALSO APPRECIATE THE FACT THAT IT SOUNDS LIKE MOST OF YOU HAVE SHOPPED THERE, AND I HOPE THAT YOUR EXPERIENCE HAS BEEN NOTHING. BUT, UH, GREAT. THERE. I, I KNOW THAT I, I AM A, UH, CONSULTANT 2 99 OR NOT TO 99 CENTS TO, UH, GROCERY OUTLET. UM, I HELP THEM WITH, UH, PERMITS NECESSARY TO SELL ALCOHOL IN THEIR STORES HERE IN THE STATE OF CALIFORNIA. UM, THE COMPANY DOES TAKE GREAT PRIDE IN THEIR LOCAL OPERATIONS. THEY HAVE LOCAL OPERATORS THAT ARE, UM, NOT MANAGERS, BUT THEY'RE ACTUALLY PARTICIPANTS IN THE PROFITABILITY OF THE STORE THERE. AND THE OPERATORS THAT ARE AT THIS STORE ARE VERY, VERY DEDICATED TO THIS STORE. I, I HEAR THAT THEY'RE THERE ALL THE TIME AND THEY RUN A VERY GOOD STORE. IT'S CLEAN, IT'S VERY SAFE. UM, AND WE WOULD JUST APPRECIATE THE OPPORTUNITY TO BE ABLE TO EXPAND THE OFFERING, UM, TO INCLUDE, UH, DISTILLED SPIRITS. WE'RE NOT ACTUALLY INCREASING THE AREA. UH, WE'RE JUST GONNA KIND OF REPLACE ONE SHELF WITH, UM, THAT WAS MAYBE WINE WITH, UH, THE DISTILLED SPIRITS. IT IS LOCATED IN AN AREA THAT IS LITERALLY NEXT TO THE OFFICE WHERE THE OWNERS OR THE OPERATORS ARE FREQUENTLY THERE AND, UM, OBVIOUSLY RIGHT BY THE CASH REGISTER. SO THAT GIVES US VERY GOOD PRODUCT CONTROL, UM, WHICH IS VERY, VERY IMPORTANT. SO, UM, WITH THAT, UM, WE CONCUR WITH THE STAFF'S RECOMMENDATION, AND WE DO AGREE TO ALL OF THE CONDITIONS OF APPROVAL AS, AS PRESENTED TO YOU THIS EVENING. AND I'M HERE, UH, TO ANSWER ANY QUESTIONS. I HAVE 13 MINUTES LEFT, BUT I'M DONE . THANK YOU, MR. ROWLINGS. APPRECIATE IT. UH, WE WILL NOW HEAR LIVE FROM ANY MEMBERS OF THE PUBLIC WHO WISH TO SPEAK ON THIS MATTER. EACH PERSON MAY ADDRESS THE PLANNING COMMISSION ON A FOR A MAXIMUM TIME OF THREE MINUTES. MADAM SECRETARY, ARE THERE ANY MEMBERS OF THE PUBLIC WISHING TO SPEAK ON THIS MATTER, EITHER IN PERSON OR ON ZOOM? NO, THERE ARE NONE. THANK YOU. UH, I REQUEST THE SECRETARY PROCEED WITH DISCLOSING IF ANY PUBLIC COMMENTS WERE RECEIVED IN WRITING. NO WRITTEN COMMENTS. THANK YOU. WOULD STAFF LIKE TO MAKE ANY FURTHER COMMENTS? NO FURTHER COMMENTS FROM STAFF. THANK YOU. DO ANY OF THE PLANNING COMMISSIONERS HAVE ANY CLARIFYING QUESTIONS? UH, I CALL ON COMMISSIONER ARMA. I THINK THIS MIGHT BE FOR THE APPLICANT OR, OR THE CITY. I WAS CONFUSED ON THE TIME. I KNOW THE APPLICATION SAYS UNTIL 11:00 PM SO IF APPROVED, IS THE STORE GOING TO CHANGE THEIR HOURS OF OPERATION? UM, IT'S NOT INTENDED TO, BUT WE DO LIKE TO BUILD IN, UM, THE FLEXIBILITY. SO AT A, A LATER DATE, IF, IF THE LOCAL OPERATOR WOULD LIKE TO STAY OPEN TILL 11, UM, THEY WOULD HAVE THE ABILITY TO DO SO. BUT THERE IS NO PLANS RIGHT NOW TO CHANGE THE HOURS OF OPERATION. AND THE, THE CONDITION DOES READ THAT WE'RE ONLY ALLOWED SELL ALCOHOL IN THE STORES OPEN, WHICH IS WHAT WE WOULD DO NORMALLY. SO IT'S, IT'S ADDED IN THERE AS JUST, UH, POTENTIAL FLEXIBILITY FOR THE OPERATOR IF THEY WOULD LIKE TO EXTEND THEIR HOURS FOR SOME REASON. AND ONE MORE QUESTION. UH, DO OTHER GROCERY OUTLETS, SO, UH, DISTILLED SPIRITS? MANY, MANY, MANY, MANY DO. YEAH. I DON'T HAVE THE EXACT TOTAL OF IT. IN SAN DIEGO COUNTY. UH, YES. IN SAN DIEGO COUNTY, YES. OKAY. THAT'S IT. THANK YOU. THANK YOU. ANY OTHER QUESTIONS? SEEING NONE. UM, HAVING HEARD ALL COMMENTS FROM MEMBERS OF THE STAFF AND THE PUBLIC ON THIS ITEM, IS THERE A COMMISSIONER WISHING TO BRING A MOTION TO CLOSE THE PUBLIC HEARING? WE HAVE A MOTION BY COMMISSIONER VALENZUELA AND A SECOND BY COMMISSIONER SANCHEZ TO CLOSE THE PUBLIC HEARING, BEING THE MAKER OF THE MOTION. COMMISSIONER VALENZUELA, UH, HAS THE FIRST OPPORTUNITY [00:20:01] TO SPEAK ON THE MOTION. NO COMMENT. NO COMMENT. OKAY. IF THERE IS NO FURTHER DISCUSSION BY THE COMMISSION, UH, WE WILL NOW VOTE ELECTRONICALLY ON THE MOTION. MADAM SECRETARY, PLEASE DECLARE THE RESULT OF THE VOTE. MOTION CARRIED UNANIMOUSLY. THANK YOU. I HEREBY CLOSE THE PUBLIC HEARING. THANK YOU. WAIT, UH, WE STILL, SIR, THAT WAS JUST TO CLOSE THE PUBLIC HEARING , THAT THAT DOES, THAT'S NOT . SORRY. YEAH. UM, IS THERE A MEMBER OF THE COMMISSION THAT WOULD LIKE TO BRING A MOTION TO ADOPT THE RESOLUTION WORKING? YEAH, IT WASN'T WORKING. TAKE A MINUTE. WHAT'S YOUR SECOND? WHO'S THE SECOND? OKAY. UH, WE HAVE A MOTION BY COMMISSIONER, UH, I'M SORRY. UH, VICE CHAIR CASTLE AND A SECOND BY COMMISSIONER VALENZUELA TO ADOPT RESOLUTION NUMBER 2024 DASH EIGHT. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NATIONAL CITY CALIFORNIA, DETERMINING THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, SE QA UNDER CLASS ONE OF THE SE QA GUIDELINES, SECTION 1 53 0 1, EXISTING FACILITIES AND CONDITIONAL USE PERMIT FOR THE SALE OF BEER, WINE, AND DISTILLED SPIRITS. A, B, C TYPE 21 AT AN EXISTING GROCERY STORE, GROCERY OUTLET, LOCATED AT 34 46 HIGHLAND AVENUE. BEING THE MAKER OF THE MOTION VICE CHAIR CASTLE, UM, HAS THE FIRST OPPORTUNITY TO SPEAK ON THE MOTION. UM, I WOULD JUST LIKE TO SAY I AM MOTIONING TO APPROVE BECAUSE IT'S VERY LOW RISK, UM, FROM, FROM THE POLICE, UH, WHAT, WHAT THEY'VE, THEY'VE LOOKED INTO. UM, AND THEN ALSO GROCERY OUTLET IS MORE LIKE A, UH, A SUPERMARKET, LIKE A ALBERTSON'S OR VAUGHN'S. AND YOU WOULD EXPECT TO GO IN THERE AND BE ABLE TO BUY WHAT YOU WANTED TO BUY. SO THAT'S WHY I MOVED TO APPROVE. THANK YOU. ANY FURTHER COMMENTS FROM ANY OF THE OTHER COMMISSIONERS? OKAY. UM, THE COMMISSION WILL NOW VOTE. VOTE ELECTRONICALLY ON THE MOTION. MADAM SECRETARY, PLEASE CALL THE VOTE. MOTION CARRIED UNANIMOUSLY. THANK YOU. SO THAT CONCLUDES ITEM NUMBER TWO. THANK YOU, MR. RAWLINGS. YOU HAVE A GOOD EVENING, SIR. OKAY. [3. Public Hearing – Recommendation for adoption by the City Council of the City of National City an Ordinance adopting the City Zoning Map Amendment to implement the Focused General Plan Update. Case file no.: 2021-14 ZC] WE'LL MOVE ON TO, TO ITEM THREE. IT'S A PUBLIC HEARING RECOMMENDATION FOR ADOPTION BY THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, AN ORDINANCE ADOPTING THE CITY ZONING MAP AMENDMENT TO IMPLEMENT THE FOCUS GENERAL PLAN, UPDATE CASE FILE NUMBER 2021 DASH 14 ZZ. I HEREBY CALL THE PUBLIC HEARING TO ORDER. BEFORE WE BEGIN, DO ANY COMMISSIONERS HAVE ANY DISCLOSURES RELATING TO THIS HEARING ITEM? I SEE COMMISSIONER ARMES HAND FIRST. I WILL, UM, HAVE TO RECUSE MYSELF FROM THIS. THANK YOU. UH, VICE CHAIR CASTLE. I ALSO LIVE IN THE FOURTH STREET CORRIDOR, AND I NEED TO RECUSE MYSELF FROM THIS. THANK YOU. UH, COMMISSIONER KEN ES I HAVE TO RECUSE MYSELF. AND COMMISSIONER SANCHEZ. I LIVE ON FOURTH STREET. OKAY. SO YOU ARE RECUSING YOURSELF ALSO? YES. ALSO. THANK YOU. YES, SIR. OKAY. UM, DUE TO THE RECUSAL OF VICE CHAIR, CASTLE COMMISSIONER SANCHEZ, COMMISSIONER ARMA AND COMMISSIONER QUINONE, THAT LEAVES ONLY THREE MEMBERS OF THE PLANNING COMMISSION ABLE TO PARTICIPATE, WHICH IS NOT A QUORUM. DEPUTY CITY ATTORNEY LUTZ, WILL YOU PLEASE PROVIDE GUIDANCE ON THE NEXT STEPS? UH, THANK YOU CHAIR MILLER. SO, IN CIRCUMSTANCES LIKE THIS, WHEN THERE'S AN INADEQUATE NUMBER OF PUBLIC OFFICIALS TO MAKE A GOVERNMENTAL DECISION, AND THERE'S NO ALTERNATIVE SOURCE OF DECISION, THE POLITICAL REFORM ACT ACTUALLY PROVIDES AN EXCEPTION. UH, THE EXCEPTION ALLOWS AN OFFICIAL TO PARTICIPATE IN THE MAKING OF A DECISION TO THE EXTENT THE OFFICIAL'S PARTICIPATION IS LEGALLY REQUIRED FOR THE ACTION OR DECISION TO BE MADE. THE EXCEPTION PERMITS A RANDOM MEANS OF SELECTION TO BE USED TO SELECT ONLY THE NUMBER OF OFFICIALS NECESSARY TO MAKE THE DECISION. SO SINCE THERE ARE FOUR COMMISSIONERS THAT NEED TO BE RECUSED, UH, DUE TO A CONFLICT, UM, AND THERE'S NO ALTERNATIVE DECISION, UM, WE NEED TO RANDOMLY SELECT ONE COMMISSIONER TO PARTICIPATE IN ORDER [00:25:01] TO OBTAIN A QUORUM. SO THE DEPUTY CITY CLERK? YES. ARE THEY REQUIRED TO VOTE YES OR NO? OR CAN THEY ABSTAIN AS THEN ARE WE GONNA END UP WITH THE SAME ISSUE? UM, THEY, THEY NEED TO VOTE ONE WAY OR THE OTHER, I GUESS, OR NO? UM, IT'S TOTALLY UP TO THEIR, HOW THEY WANT TO VOTE ON THAT. UH, THIS IS JUST A RECOMMENDATION FOR, TO THE CITY COUNCIL. SO THE CITY COUNCIL WILL BE THE ULTIMATE DECISION MAKER, UM, FOR THIS ITEM. AND IT'S, IT IS AN ABSTENTION AND AN ACCEPTABLE VOTE. YES. GOT IT. THANK YOU. QUESTION? YES. I WOULD LIKE TO RECUSE MYSELF BECAUSE I AM DIRECTLY AFFECTED BY THIS, UM, DIRECTLY MY PROPERTY. OKAY. THAT'S WHY I DO NOT EVEN WANT TO BE CONSIDERED RANDOMLY. SO, WELL, LET'S FIRST, SORRY, MAKE, PULL THE, THE STRAW TO SEE, OR THE NAME TO SEE IF YOU'RE CH CHOSEN, AND THEN WE WILL GO FROM THERE. UH, FIRST. SO OUR DEPUTY CITY CLERK, UH, PUT EVERYONE'S NAME IN A, IN A JAR, AND SHE'S GONNA PULL THE NAME. OKAY. COM. COMMISSIONER QUINONE. OH, VOTE . YOU. . I'M NOT LUCKY. TOO BAD. IT'S NOT THE LOTTERY. , SHOULD WE STEP OUT? UM, SHOULD WE, WELL, THE THREE REMAINING COMMISSIONERS THAT NEED TO RECUSE, PLEASE STEP DOWN FROM THE DAS. YOU CAN, UM, GO INTO THE BACK ROOM OVER HERE. UH, YES. , CAN I TELL HIM? NO, THIS WAS GREAT. . OKAY. UM, WE'LL MOVE ON NOW. MADAM SECRETARY, HAVE THE NOTICES REQUIRED BY LAW BEEN GIVEN, AND DO WE HAVE A COMPLETE FILE OF EXHIBITS, CORRESPONDENCE, AND OTHER DOCUMENTS? YES. THANK YOU. WILL STAFF PLEASE INTRODUCE YOURSELF AND SUMMARIZE THE ITEM FOR US. THANK YOU. AND GOOD EVENING, MR. CHAIR, MEMBERS OF THE COMMISSION. MARTIN READER, ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT. SO THIS IS, UH, WHAT WE'RE HOPING IS, IS THE FINAL STEP IN ADOPTION OF THE FOCUS GENERAL PLAN UPDATE, AND ALL OF ITS ASSOCIATED PLANS THAT YOU'VE ALREADY OBVIOUSLY SEEN A LOT OF. UH, THIS IS SPECIFICALLY RELATED TO ADOPTION OF THE ZONING MAP. AND AS A, UM, IN ADDITION TO THAT, WE WANTED TO LET PEOPLE KNOW THAT NOT ONLY IS THIS ANTICIPATED TO BE A NEW PAPER ZONING MAP IN THE TRADITIONAL SENSE, BUT ALSO, UH, WE'LL WILL, WELL WILL END UP WITH A, UH, INTERACTIVE ONLINE ZONING MAP FOR THE COMMUNITY TO BE ABLE TO USE, UH, IN THE FUTURE REGARDLESS OF, OF WHAT, UH, ZONING CHANGES ARE MADE. WE WILL BE HAVING THAT IN THE FUTURE. SO, OTHERWISE, UH, WE, I'M GONNA HAND IT OVER TO TARA LAKE WITH WSP TO, UH, PRESENT THE POWERPOINT GOING OVER THE ZONE CHANGES TONIGHT. THANK YOU. THANK YOU. GOOD EVENING, CHAIR AND COMMISSIONERS. TARA LAKE WITH WSP. LET ME, WHOOPS. WRONG ONE. ALL RIGHT. SO WHAT WE'RE GONNA GO OVER TONIGHT, UM, IS THE STAFF RECOMMENDATION AND TALK ABOUT THE ITEMS THAT WERE APPROVED AT PREVIOUS HEARINGS. UH, TALK ABOUT GENERAL PLANS JUST FOR A FEW, COUPLE MOMENTS, AND THEN TALK ABOUT THE, THE PROPOSED ZONING, UM, AND ALSO TALK ABOUT THE GROWTH PROJECTIONS THAT GO WITH THAT. SO, THE STAFF RECOMMENDATION HERE TONIGHT IS FOR THE PLANNING COMMISSION. I RECOMMEND THAT THE CITY COUNCIL ADOPT THE ZONING MAP AMENDMENT IN ORDER TO IMPLEMENT THE FOCUS GENERAL PLAN UPDATE. SO BACK ON MARCH 19TH, THE CITY COUNCIL CERTIFIED, THE, UH, THE PROGRAMMATIC EIR, UH, ADOPTED THE FINDINGS OF FACT AND STATEMENT OVERRIDING CONSIDERATIONS AND THE MITIGATION MONITORING REPORT, OR ALSO KNOWN AS MMRP, UH, WITH THE SELECTION OF THE PROPOSED PROJECT, ALSO ADOPTED THE FOCUS GENERAL PLAN UPDATE, WHICH INCLUDES THE CLIMATE ACTION PLAN AND ADOPTED THE MUNICIPAL CODE AMENDMENTS, ALONG WITH THAT ADOPTED, UH, THE WEST SIDE SPECIFIC PLAN AND DOWNTOWN SPECIFIC PLAN AMENDMENTS. AND THEN LASTLY, THE BICYCLE MASTER PLAN UPDATE. AND SO, JUST A REFRESHER OF WHY WE DO GENERAL PLANS. THEY'RE THE BLUEPRINT FOR THE LONG-TERM FUTURE EXPRESSES THE COMMUNITY'S DEVELOPMENT GOALS, UM, [00:30:01] AND EMBODIES THE PUBLIC POLICY, UH, PROMOTES BETTER PROJECTS, STREAMLINED PROCESSES, INTEGRATED PLANNING, UM, IMPROVED ACCESS AND USE OF AVAILABLE RESOURCES. AND IT'S ALSO REQUIRED BY LAW. AND SO THE UPDATE INCLUDED THE HOUSING ELEMENT, LAND USE, TRANSPORTATION ELEMENT, SAFETY ELEMENT, THE CLIMATE ACTION PLAN, HOUSE NATIONAL CITY PROGRAM, THE WEST SIDE AND DOWNTOWN SPECIFIC PLANS, THE BICYCLE MASTER PLAN, OBJECTIVE DESIGN STANDARDS AND UPDATES TO THE MUNICIPAL CODE. AND WE STARTED THIS BACK IN 2020. AND HERE'S KIND OF A, A, A SUMMARY OF OUR COMMUNITY ENGAGEMENT. UH, WE HAVE A PROJECT WEBSITE. WE CONDUCTED ONLINE SURVEY. WE HELD SEVEN WEBINARS. WE HAD TELEPHONE OFFICE HOURS. UH, WE CREATED AN INTERACTIVE MAP AND COLLECTED FEEDBACK THROUGH THAT. WE HELD STAKEHOLDER INTERVIEWS. WE HAD MANY DIFFERENT PLANNING COMMISSION AND CITY COUNCIL BRIEFINGS, AS WELL AS, UH, WORKSHOPS AND HEARINGS. AND TO KIND OF GO OVER THE REZONING A PROCESS WHEN WE'RE DOING A GENERAL PLAN, WE DID AN EXTENSIVE LOOK AT THE EXISTING CONDITIONS AND ANALYZED THAT. WE THEN, UH, UH, GATHERED COMMUNITY INPUT AND REVIEW. THEN WE DEVELOPED LAND USE GOALS AND POLICIES, UM, AND THEN ALSO WITH THE HOUSING ELEMENT, UH, REVIEWED THOSE, THOSE RECOMMENDATIONS. UM, LOOKED AT THE, OF COURSE, THE HOUSING ELEMENT, SITE INVENTORY AND ALL THAT WAS INCORPORATED. UM, AND THEN FINALLY IT GOES THROUGH A SEEKER REVIEW PROCESS. AND SO WHY THE ZONING CHANGES. THIS IS OF COURSE, UH, YOU KNOW, IMPLEMENTING THE LAND USE, UM, ELEMENT AS WELL AS WAS OTHER THINGS THAT WE'RE GONNA GO OVER HERE IN A SECOND OF THE GENERAL PLAN. UM, IT CREATES AN INTEGRATED DEVELOPMENT PATTERN. UH, DEVELOP 10 MINUTE NEIGHBORHOODS, HELP TO MEET THE CLIMATE ACTION PLAN, UM, AND OTHER SUSTAINABILITY GOALS. AID IN INCREASING HOUSING IN AREAS THAT HAVE ACCESS TO TRANSIT RESOURCES, ASSISTANT ADDING HOUSING UNITS TO MEET, UH, HOUSING RELATED NEEDS. ENCOURAGE THE DEVELOPMENT OF A DIVERSE HOUSING STOCK, ENCOURAGE AND FACILITATE THE CONSTRUCTION OF NEW HOUSING CONSISTENT WITH THE CITY'S ARENA ALLOCATION AND CREATE OPPORTUNITIES FOR TRANSIT ORIENTED DEVELOPMENT. SO THIS IS THE ZONING MAP IN ITS ENTIRETY HERE. OF COURSE, WE CAN'T REALLY READ IT AT, AT THIS LEVEL. UM, SO I'M GONNA ZOOM IN HERE TO THE AREAS IN ONE MOMENT. UM, SO THIS CHART SHOWS, UM, ON THE LEFT HAND SIDE THE EXISTING DEVELOPMENT AS WE WERE, UH, WORKING THROUGH THIS PLAN. TOTAL 2050 BUILD OUT. IS THAT WITH YOUR CURRENT? UM, WELL, IT'S NOT REALLY CURRENT ANYMORE BECAUSE NOW WE'VE APPROVED THE GENERAL PLAN UPDATE AT THAT HEARING I MENTIONED. BUT THE, THE, THE GENERAL PLAN THAT BEFORE THAT WAS ADOPTED, UM, THE TOTAL NUMBER OF DWELLING UNITS IN THAT BUILD OUT, UM, THE IMPORTANT NUMBER THAT I WANTED TO KINDA SHOW WITH THIS GRAPH IS REALLY THAT DELTA, THAT TOP NUMBER ON THE TOP RIGHT. UH, WITH THIS PLAN AND THE ZONING AMENDMENT THAT'S BEFORE YOU, YOU'RE ONLY LOOKING AT A POTENTIAL, UM, KINDA BUILD OUT OF AN ADDITIONAL 595 UNITS. AND THAT'S OVER THE WHOLE CITY. 'CAUSE THERE'S NOT, NOT A LOT OF AREAS THAT WERE PROPOSED REZONING AND THE DENSITIES ARE REALLY NOT THAT HIGH. AND THIS IS, UM, AND IS EXPLAINED A LITTLE BIT MORE IN ANOTHER SLIDE, BUT WHAT THIS ASSUMES IS THAT, UM, 75% OF THAT WOULD BE BUILT OUT. AND ACTUALLY, I'M GONNA GET TO THE OTHER SIDE TO EXPLAIN THAT A LITTLE BIT MORE WHAT THE ASSUMPTIONS WERE. UM, BUT I JUST WANTED TO, TO SHOW THAT. SO AGAIN, EXPLAINING THE ASSUMPTIONS. SO WE LOOKED AT ASSESSED VALUE RATIO, AND THAT'S USED TO DETERMINE, YOU KNOW, WHICH PARCELS WOULD MORE LIKELY ARE MORE LIKELY TO REDEVELOP. UM, SO THAT COMPARES THE LAND VALUE OF EACH PARCEL. SO BUILDING VALUE DIVIDED BY LAND VALUE. SO IF THE LAND VALUE IS GREATER THAN THE BUILDING VALUE, IT WILL HAVE A LOWER A VR AND THEREFORE MORE LIKELY TO REDEVELOP. SO WE LOOKED AT ONLY PARCEL ZONE FOR RESIDENTIAL USES WITH AN A VR OF LESS THAN ONE. AND FOR COMMERCIAL LESS THAN 0.75 WE'RE ASSUMED TO BE REDEVELOPED. SO VACANT LAND AND REDEVELOPMENT SITES THAT MET THIS THRESHOLD OF LESS THAN ONE FOR RESIDENTIAL WERE THEN ASSUMED TO BUILD OUT AT ONLY 75% AT CAPACITY. AND THAT GETS YOU THAT 595 NUMBER. SO, TO GO INTO MORE OF THE [00:35:01] DETAIL OF THE PROPOSED ZONING, UM, THIS SECTION HERE OF 18TH STREET, UH, WE'RE PROPOSING TO REZONE IT TO A MIXED USE TRANSITION ZONE. UM, THERE'S ALSO THAT GREEN PARCEL THERE, GETTING REZONED TO OPEN SPACE. THIS MIXED USE TRANSITION WOULD HAVE A DENSITY, UH, MAXIMUM OF 24 DWELLING UNITS PER ACRE. AND THAT'S A HEIGHT OF FOUR STORIES, UH, 45 FEET MAXIMUM AND FOUR STREETS. YOU CAN SEE THE, THE PARCELS THAT ARE OUTLINED IN THE BLACK, UM, REZONING THAT TO A, UH, WHAT IS RM ONE? AND THAT'S A DENSITY OF 23 DWELLING ACRES, ACRES PER ACRE. UM, HEIGHT OF FOUR STORIES 45 FEET AND D AVENUE. AGAIN, YOU CAN SEE THE SITES THERE OUTLINED IN BLACK. SO VERY SIMILARLY, ALSO PROPOSING TO BE REZONED AT RM ONE, UH, WHICH IS 23 DWELLING UNITS PER ACRE. UH, FOUR STORIES OF 45 FEET. AND I'LL POINT OUT THAT A A 6,000 FOOT PARCEL ARE THESE PARCELS, 5,000 OR 6,000. 5,000, OKAY. I ACTUALLY DID THE MATH FOR 6,000, SO IT'D BE A LITTLE, LITTLE LESS. BUT, UM, AT 23 DU PER ACRE, ON A 6,000 SQUARE FOOT PARCEL, THAT WOULD ONLY BE THREE UNITS. SO TO, THIS ISN'T A VERY HIGH DENSITY ZONE, IT'S JUST HIGHER THAN WHAT WAS THERE BEFORE. AND THEN THE AREA NEAR THE HOSPITAL. AND THOSE, UM, THE PARCELS THERE THAT ARE OUTLINED IN BLACK REZONING THAT TO A MX C ONE MINOR MIXED USE CORRIDOR. AND THAT HAS A DENSITY OF 48 DWELLING UNITS PER ACRE. AND THEN, UH, THE AREA AROUND, UM, 16TH STREET AND 24TH STREET TRANSIT AREA, UM, REZONING, UH, ON 16TH STREET WHERE WE'RE ADDING WHAT'S CALLED A MIXED USE OVERLAY. AND THAT WOULD BE A DENSITY OF 24 DWELLING UNITS PER ACRE. AND 24TH STREET TRANSIT AREA REZONING TO MCR ONE, UM, OF A DENSITY, UH, 24 TO 60 DWELLING UNITS PER ACRE AND THREE STORIES HIGH. AND SO THAT SUMS UP OUR PRESENTATION THIS EVENING. SO AGAIN, AS A REMINDER, THE STAFF RECOMMENDATION, UM, IS FOR PLANNING COMMISSION TO RECOMMEND THAT THE CITY COUNCIL ADOPT THE ZONING MAP AMENDMENT IN ORDER TO IMPLEMENT THE FOCUS GENERAL PLAN UPDATE. AND I'LL SAY THIS IS THE PACKAGE THAT GOES WITH THE GENERAL PLAN UPDATE THAT WAS ALREADY, UM, ADOPTED AS WELL AS WITH THE EIR AND THE CLIMATE ACTION PLAN. UM, THE, THE EIR ANALYZED ALL OF THESE ZONING CHANGES, UM, IN WITHIN THAT. AND SO THIS, THIS GOES ALONG WITH BOTH THE GENERAL PLAN UPDATE AND THE EIR. AND SO WITH THAT, WE'LL, WE'RE HERE FOR ANY QUESTIONS. THANK YOU VERY MUCH STAFF FOR THAT PRESENTATION. WE WILL NOW HEAR LIVE FROM ANY MEMBERS OF THE PUBLIC WHO WISH TO SPEAK ON THIS MATTER. EACH PERSON MAY ADDRESS THE PLANNING COMMISSION FOR A MAXIMUM TIME OF THREE MINUTES. MADAM SECRETARY, ARE THERE ANY MEMBERS OF THE PUBLIC WISHING TO SPEAK ON THIS MATTER, EITHER IN PERSON OR ON ZOOM? NO, THERE ARE NONE. THANK YOU. I REQUEST THE SECRETARY PROCEED WITH DISCLOSING IF ANY PUBLIC COMMENTS WERE RECEIVED IN WRITING. YES. ONE WRITTEN COMMENT WAS RECEIVED FROM CYNTHIA FULLER QUINONEZ, AND IT'S VISIBLE ON THE WEBSITE. THANK YOU VERY MUCH. WOULD STAFF LIKE TO MAKE ANY FURTHER COMMENTS? NO. THANK YOU. OKAY. DO YOU ANY OF THE PLANNING COMMISSIONERS HAVE ANY CLARIFYING QUESTIONS OF STAFF COMMISSIONER QUINONES? I DO. I JUST HAVE A FEW QUESTIONS. AND YOU PROBABLY HAVE HAVE EXPLAINED 'EM BEFORE, BUT I FORGOT. UH, COULD YOU EXPLAIN AGAIN, WHEN YOU'RE TALKING ABOUT DEVELOPED 10 MINUTE NEIGHBORHOODS, WHAT EXACTLY IS, DOES THAT MEAN? UH, 10 MINUTE NEIGHBORHOODS ARE GENERALLY, UM, SORT OF A DEVELOPMENT PATTERN WHERE WE MAKE SURE THAT EVERY, UH, WHATEVER THE COMMUNITY WOULD NEED ON A NORMAL BASIS, SUCH AS, YOU KNOW, SCHOOLS, SHOPS, SERVICES, ET CETERA, ARE ALL WITHIN A 10 MINUTE WALK OF THEIR, OF THEIR HOUSE. SO WE, THE DEVELOPMENT PATTERN IS BASED ON THAT FOR, FOR THE MAJORITY OF THE CITY. OKAY. AND, UM, IF YOU, YOU KNOW, THERE WAS THE ONE ABOUT THE, UM, THE REDEVELOPMENT ON FOURTH AVENUE. WHEN ALL THOSE LITTLE HOUSES OR LITTLE THAT ARE BOLDED, ARE THOSE, WHAT'S GONNA HAVE, I MEAN, COULD YOU PUT THAT BACK ON THERE? THIS WAS THE ONE ABOUT THE, UH, FOURTH. IT'S SLIDE 14. YEAH, [00:40:05] YEAH, RIGHT THERE. I SEE ALL THOSE THAT, THAT'S BOLD, UH, THAT ARE THEY GONNA, ISN'T THERE PEOPLE THERE THAT LIVE THERE ALREADY AND THEY HAVE NEIGHBORHOODS ALREADY THERE? WHAT DOES THAT MEAN THEY'RE GONNA CORRECT, THROW DOWN THE HOUSES OR WHAT ARE THEY GONNA DO? UH, THERE, THERE'S NO PHYSICAL CHANGE. THERE'S NO REQUIRED CHANGE. THERE'S NO REQUIREMENT THAT PEOPLE MAX OUT THE DENSITY ON THEIR LOTS. IT JUST GIVES THESE PROPERTY OWNERS THE OPTION IN THE FUTURE TO DO THAT. UH, AS, UH, MS. LAKE, UH, MENTIONED WITH THESE LOTS BEING AN AVERAGE OF FIVE TO 6,000 SQUARE FEET, IF THEY WERE IN, IF THEY WERE INDIVIDUALLY REDEVELOPED, YOU COULD GET, YOU KNOW, THREE-ISH UNITS ON THERE. UH, UNDER CURRENT STATE LAW, UNDER SB NINE AND WITH ADUS AND SO FORTH, WE'RE ACTUALLY GETTING SOME OF THESE SMALLER LOTS WITH THREE AND FOUR UNITS ON THEM WHEN YOU, WHEN YOU HAVE ADUS, JUNIOR ADUS AND, UM, DUPLEXES WITH SENATE BILL NINE. SO THERE'S NOT A, A MASSIVE AMOUNT OF CHANGE THAT WOULD OCCUR. THAT WOULD BE THE PROBABLY TWO EXTRA UNITS THAT WOULD BE ALLOWED IF YOU HAD A MULTI-FAMILY STRUCTURE. BUT THERE'S NO REQUIREMENT TO DO THAT. AND, UM, YOU KNOW, THERE, THERE'S NO LOG AGAINST HAVING AN UNDERDEVELOPED PROPERTY. UH, COULD YOU HAVE THIS SLIDE WITH THE HOSPITAL AREA AGAIN? OKAY. RIGHT THERE. AND I'M ASSUMING THE GRAY AREA IS THE HOSPITAL? YES. LARGE. YES, THAT'S CORRECT. OKAY. SO THE GRAY AREA IS RIGHT THERE. SO THOSE BOLD AREAS ACROSS THE STREET, 'CAUSE I WALK THROUGH THERE EVERY MORNING THERE, THOSE ARE HOUSE, THOSE ARE MEDICAL BUILDINGS ON THAT SIDE, RIGHT? THAT'S CORRECT. THERE IS, YES. SO THIS IS A MIXED USE ZONE. SO THAT ALLOWS FOR THOSE USES TO, TO REMAIN AND HAVE THE ABILITY TO ADD UNITS IF THEY WANTED TO OR TO REDEVELOP WITH A MIXED USE PROJECT. BUT AGAIN, THERE'S NO REQUIREMENT TO DO SO. IT, IT WILL CHANGE THEIR LAND VALUATION AND ALLOW THEM TO HAVE MORE OPTIONS IN THE FUTURE. BUT WHAT WILL CHANGE IS UNKNOWN AT THIS POINT. OH, OKAY. SO IT JUST IN CASE THEY EVER WANNA DO IT. CORRECT. WE ARE, WE'RE HAVING TO BUILD IN THIS DENSITY BECAUSE, UH, AS A REMINDER, OUR REGIONAL HOUSING NEEDS ALLOCATION. WE, WE NEED AT LEAST, YOU KNOW, 6,000 UNITS OVER THE NEXT SEVERAL YEARS. AND IN ORDER TO SPUR THAT, WE CAN'T FORCE IT. BUT IN ORDER TO SPUR THAT, WE HAVE TO ALLOW FOR SOME ZONING CHANGES TO, TO ALLOW FOR THAT DENSITY SPREAD THROUGHOUT THE CITY. AND THIS IS A FAIRLY GENTLE DENSITY WE WOULD CALL IT. UM, YOU KNOW, THE DIFFERENCE BETWEEN THE BUILD OUT UNDER CURRENT SITUATIONS AND THE BUILD OUT AT 75% IF THESE CHANGES ARE APPROVED WOULD BE, YOU KNOW, LESS THAN 600 UNITS, UH, IN TOTAL. SO IT'S, IT'S A STEP IN THE RIGHT DIRECTION. UM, BUT YEAH. OKAY. THANK YOU. THANK YOU. ANY OTHER QUESTIONS OF THE PLAN OF, UH, COMMISSIONER VALENZUELA? SO, OKAY, UM, MR. READER, CAN YOU REMIND ME, UM, HOW MANY, WHAT I KNOW THIS IS ABOUT TO GO TO COUNCIL, CAN YOU REMIND ME WHAT WE'VE HEARD, HOW MANY TIMES WE'VE HEARD THIS? BECAUSE I KNOW THIS ISN'T THE FIRST TIME WE'VE HAD THIS PRESENTED TO US. CAN YOU JUST REMIND ME, LIKE THE AMOUNT OF TIMES THAT, UM, MS. WSP WAS HERE, LAURA GATES WAS HERE, YOU WERE HERE. JUST, CAN YOU JUST REMIND ME HOW MANY TIMES WE'VE DONE THAT? UM, YEAH. SEVERAL, UM, BETWEEN THE WORKSHOPS THAT WE'VE HAD, THE PUBLIC HEARINGS THAT WE'VE HAD TO CONTINUE, PUBLIC HEARINGS THAT WE'VE HAD, WE'VE PROBABLY HAD AT LEAST SIX OR SEVEN, I WOULD SAY. AND THE SAME AT COUNCIL? CORRECT. IN FRONT OF PLANNING COMMISSION. ALMOST EVERYTHING THAT'S WENT TO COUNCIL WAS ALSO IN FRONT OF THE PLANNING COMMISSION. THANK YOU. YOU'RE WELCOME. UH, YES, COMMISSIONER ES LIKE, THIS IS JUST GONNA BE FOR THE FUTURE IN CASE SOMEBODY WANTS TO DO THAT. RIGHT. HOW ABOUT THE OTHER AREAS IN TOWN, LIKE ON THE OTHER SIDE OF THE HOSPITAL AND STUFF? IF SOMEBODY WANTED TO BUILD A BIG BUILDING AROUND THAT AREA, WOULD THAT APPLY TO THEM? OR IT WOULD NOT APPLY TO THEM ON THE OTHER SIDE WHERE IT'S NOT BOLDED, IT WOULD DEPEND ON THE ZONING. WOULD WOULD, ARE YOU LOOKING ANY PARTICULAR COLOR ON THIS MAP? NO, I'M JUST LOOKING ON THAT SIDE OF THE HOSPITAL. UH, WELL, WITH THE DARK BROWN IS ALREADY A MX D TWO OR MAJOR MIXED DISTRICT ZONE. SO THAT HAS A PRETTY HIGH DENSITY ALREADY, IN FACT, 75 UNITS AN ACRE, I BELIEVE. YEAH. AND THE ORANGE IS ALSO A VERY HIGH DENSITY MULTIFAMILY RESIDENTIAL, WHICH HAS THE SAME DENSITY. SO THERE'S AL ALREADY A FAIR AMOUNT OF DENSITY IN THIS LOCATION. IT WAS, UH, THE, THE MIXED USE WAS INTENDED TO ALLOW MORE OF A GENTLE TRANSITION BETWEEN HEAVIER LAND USES AND TO, YOU KNOW, PROTECT THE HOSPITAL AND, AND THE SURROUNDING SINGLE FAMILY NEIGHBORHOODS ON THE SOUTH SIDE OF, UH, FOURTH OR EIGHTH RATHER. YEAH. BECAUSE ON THAT SIDE, I DON'T SEE ANYTHING. IT'S ALL NEIGHBORHOOD. IT'S GONNA REMAIN [00:45:01] NEIGHBORHOOD. CORRECT. IT'S GONNA REMAIN, IT IS GONNA STAY THE SAME AS IT IS UNLESS, AS A, A PRIVATELY INITIATED ZONING CHANGE PROPOSED IN THE FUTURE. BUT THAT'S NOT PART OF THIS. OKAY. THANK YOU VERY MUCH. YOU'RE WELCOME. THANK YOU. COMMISSIONER ES ANY OTHER, UH, QUESTIONS? YES. UH, COMMISSIONER FOREMAN. WELL, I AM RELATIVELY NEW TO NATIONAL CITY, SO I WAS HOPING THAT YOU COULD FILL ME IN A LITTLE BIT MORE ON THE LEVEL OF COMMUNITY FEEDBACK. UM, ONE OF THE MAIN REASONS I ASKED IS BECAUSE I DID GET NOTICED OF A WORKSHOP, UH, FOR THE CLIMATE ACTION PLAN THAT I THINK I ATTENDED IN DECEMBER. AND, UH, I SHOWED UP TO THE FRONT DOOR AS MY FIRST TIME HERE. I DIDN'T EVEN SEE A SIGN OUTSIDE. I HONESTLY DIDN'T EVEN KNOW THAT THE DOOR WAS OPEN. AND THEN IT WAS ADVERTISED FOUR TO 8:00 PM IT PROBABLY CAME SOMEWHERE IN THE MIDDLE. AND WHAT I SAW WAS THAT IT WAS REALLY JUST, UM, A PLANNING COMMISSION MEETING WITH THE OPPORTUNITY TO SPEAK. SO I WAS A LITTLE DISAPPOINTED BY, BY THAT. BUT ULTIMATELY, I WOULD JUST LIKE TO KNOW, YOU KNOW, THE LEVEL OF PARTICIPATION THAT TOOK PLACE SINCE I SAID YOU SAID NINE, UH, 20 20, 20 20 AND, UH, WHAT THE OVERALL CONSENSUS WAS. SURE. UH, COULD WE GO BACK TO THE SLIDE ONE WITH THE, UM, THE PUBLIC OUTREACH ON IT, PLEASE? WHERE'S THE BEGINNING? WHICH ONE? UH, TOWARDS, OKAY. KEEP GOING. UH, SLIDE SEVEN. YEP. COMMUNITY ENGAGEMENT. THANK YOU. SO THIS IS SORT OF A, A, A SNAPSHOT OF, OF WHAT WE DID, BUT YOU KNOW, OBVIOUSLY THIS STARTED SOME TIME AGO, AND THAT WAS DURING COVID. SO WE DID HAVE TO RELY ON WEBINARS TO SOME EXTENT, ALTHOUGH WE DID HAVE A LOT OF, IN-PERSON, WE'VE HAD, HAVE HAD A LOT OF IN-PERSON MEETINGS IN, AND ALSO, UH, DISCUSS THIS AT DISTRICT TOWN HALLS FOR DISTRICT ONE. WE DID LAST WEEK, FOR EXAMPLE. UM, THIS WHOLE PROCESS STARTED WITH A, UH, A POSTCARD, RIGHT? A POSTCARD THAT WAS MAILED TO HMM, YEAH. TO, YEAH, A POSTCARD THAT WAS MAILED TO EVERY PROPERTY IN THE CITY TO LET PEOPLE KNOW THAT WE WERE EMBARKING ON THIS PROCESS FOUR YEARS AGO. UM, WE ALSO, YOU KNOW, WE'VE MAINTAINED A PROJECT WEBSITE THE ENTIRE TIME WITH ALL OF THE DOCUMENTS THAT HAVE BEEN, UH, LOOKED AT BY THE PLANNING COMMISSION AND CITY COUNCIL TO MAKE SURE THAT'S TRANSPARENT. UH, WE'VE ALWAYS HAD THE AVAILABILITY OF PEOPLE IF THEY WANTED TO CALL US OR OUR CONSULTANT, WSP, TO ASK QUESTIONS. UM, I THINK, YOU KNOW, THERE, THERE'S, THERE'S ALWAYS A MINIMUM AMOUNT OF COMMITTEE ENGAGEMENT THAT'S REQUIRED AS PART OF THE PROCESS. WE USUALLY WILL DO MORE ANYWAY, BUT WE'VE KIND OF DOUBLED DOWN ON THAT IN THIS CASE, WITH THE WEBINARS JUST BECAUSE OF, YOU KNOW, ACCESSIBILITY, POTENTIAL ACCESSIBILITY ISSUES DUE TO COVID AND SO FORTH. UH, BUT, BUT WE DO FEEL THAT WE DID HAVE A, A ROBUST PROCESS. SOME OF THOSE WORKSHOPS WERE IN THE FORMAT OF A PLANNING COMMISSION AND OR A CITY COUNCIL MEETING RATHER THAN SORT OF A MORE COMMUNITY-BASED CHARETTE TYPE EVENT. BUT MOST OF THAT TYPE OF DISCUSSION WAS REALLY SHIFTED TO, UH, THE ONLINE SURVEY AND THE ONLINE PORTION. SO DO YOU HAVE A, A NUMBER OR COUNT OF HOW MANY PEOPLE LENT THEIR VOICE IN TERMS OF FEEDBACK AS WELL AS WHAT IT WAS THE, I SUPPOSE, CONSENSUS ON COMMENTS? WE RECORDED, UH, WE RECORDED OVER 300 PARTICIPANTS, IS WHAT THE DIRECTOR HAS LET ME KNOW. AND HOW ABOUT THE CONSENSUS? UH, I KNOW, WELL, WE MOSTLY, WE WERE JUST SOLICITING COMMENTS, SO WE TOOK ALL OF THAT COMMENT AND DISTILLED THAT INTO THE CHANGES THAT WE, THAT WE PROPOSED, YOU KNOW, TRYING TO ACCOMMODATE AS MUCH OF THAT AS WE, AS WE COULD. UM, YOU KNOW, WE, IT TENDS TO RUN THE GAMUT. SOME PEOPLE DON'T WANT ANY CHANGE. SOME PEOPLE WANT MORE CHANGE, SOME PEOPLE WANT THE CHANGE TO BE SOMEWHERE ELSE, ET CETERA. IT'S THE SAME, SAME TYPE OF THING. BUT GENERALLY WE RECEIVED A LOT OF GOOD COMMUNITY FEEDBACK, WHICH WE WERE ABLE TO INCORPORATE IN, IN THE PLANS THAT WE PROPOSED. YEAH. JUST A, CAN I ADD A LITTLE? YES. THIS IS CARLOS, AGREED, DIRECTOR OF COMMUNITY DEVELOPMENT. I JUST WANTED TO HIGHLIGHT TWO OTHER PLANNING PROCESSES THAT ADDED TO AND INFORMED THE GENERAL PLAN UPDATE, WHICH WAS AN INTRICATE STUDY. AND THAT WAS A PLANNING PROCESS FOR OVER THREE YEARS THAT THE CITY, IT STILL, UH, POSTED ON THE WEBSITE. AND, UM, THERE WAS, STEVE LED THAT EFFORT FOR SOME TIME, BUT, UH, THERE WAS VERY INTENSE COMMUNITY PARTICIPATION ON THAT. AND, UH, CONCEPTS LIKE FOURTH STREET CAME OUT OF WHAT INTRICATE SAW AS, UH, IMPROVING ACCESS TO AMENITIES THROUGH KIND OF THE 10 MINUTE, UH, MODEL, UM, CONCEPT. ALSO, UH, JUST BEFORE WE STARTED [00:50:01] THE FGPU PROCESS, UM, THE CITY, UH, STUDIED THE, UH, WEST SIDE AREA THROUGH THE 24TH STREET TODO PROGRAM. THAT WAS ANOTHER TWO YEAR, UH, OUTREACH PROCESS, UH, AND, AND LOOKING AT OPPORTUNITIES FOR, UH, ADDITIONAL DENSITY AND PROJECT AREAS. SO THAT ALSO INFORMED THIS PROCESS. SO THIS JUST DIDN'T COME OUT AS A, FROM A VACUUM, IT CAME FROM, UH, YEARS AND YEARS OF COMMUNITY OUTREACH AND, UM, GETTING FEEDBACK ON WHERE OPPORTUNITIES ARE FOR, FOR FURTHER DEVELOPMENT IN NATIONAL CITY. OKAY. THANK YOU. OKAY. UH, I CALL ON MYSELF. UM, I WOULD REQUEST STAFF, UH, TO FOLLOW UP ON THE LETTER FROM MS. QUINONE THAT WAS SUBMITTED. UH, SHE SEEMS TO BE VERY CONCERNED ABOUT PUBLIC OUTREACH, AND I KNOW, UH, FROM EVERYTHING THAT I'VE SEEN, YOU KNOW, WE HAD SEVEN WEBINARS, MANY, MANY MEETINGS BEFORE THIS BODY AND CITY COUNCIL PUBLIC HEARINGS. THERE WERE NOTICES SENT OUT TO THE PROPERTY OWNERS, BUT I THINK IT WOULD BE, UM, COURTEOUS TO REACH OUT TO HER AND EXPLAIN THE PROCESSES THAT HAVE LED TO THIS MOMENT IN TIME. UM, I'M, I'M A LITTLE BIT CONCERNED ABOUT SOME OF THE THINGS THAT SHE SAYS, UM, ALMOST IMPLYING AS IF THERE WAS NO OUTREACH, UM, BY THE CITY, UH, WHICH IS THE OPPOSITE, IS TRUE IN MY OPINION. SO IF YOU COULD FOLLOW UP WITH THAT STAFF, PLEASE. UH, ABSOLUTELY. WE HAVE BEEN IN CONTACT WITH MS. ES AND HAVE, I THINK MOST OF OUR CONCERN IS FOR HER NEIGHBORS WANTING TO, YOU KNOW, BEING EDUCATED ON THE PROCESS. SO WHAT WE HAVE ALREADY COMMITTED TO AT THE LEAST, IS TO, UM, REACH OUT TO ALL PROPERTY OWNERS WHOSE PROPERTIES ARE REZONED AS A RESULT OF THIS EFFORT TO LET THEM KNOW WHAT THEIR OPTIONS ARE AND WHAT THAT REZONING MEANS, HOW THEY CAN, WHO THEY CAN COME AND TALK TO ABOUT REDEVELOPMENT OR ANY OTHER QUESTIONS. SO WE WILL ABSOLUTELY DO THAT. OKAY. THANK YOU, MR. READER. AND JUST TO ADD TO THAT, CARLOS, GARY, UH, COMMUNITY DEVELOPMENT DIRECTOR, UH, MARTIN ALLUDED TO THE FACT THAT WE'RE GONNA HAVE AN ONLINE INTERACTIVE MAP. WE'VE BEEN WORKING DILIGENTLY WITH OUR CONSULTANTS TO HAVE THAT ONLINE IN THE NEXT COUPLE OF MONTHS, AND THAT'S GONNA BE A TOOL WHERE PEOPLE CAN GO AND SEE WHAT THE DEVELOPMENT OPPORTUNITIES ARE ON THEIR LOT SPECIFICALLY. I THINK THAT WAS SOMETHING THAT, UH, WE RECEIVED IN FEEDBACK IN TERMS OF BEING ABLE TO GET DIFFERENT LAYERS OF DATA AROUND WHAT'S POSSIBLE AND THE AMENITIES IN THEIR NEIGHBORHOOD. SO THAT SHOULD BE A HELPFUL TOOL FOR NAB UH, NEIGHBORS TO SEE EXACTLY WHAT THE POSSIBILITIES ARE AND WHAT'S PLANNED FOR, FOR, FOR EACH ZONE. THANK YOU, MR. AGAR AND MR. MARTIN. OKAY. HAVING HEARD ALL COMMENTS FROM MEMBERS OF THE STAFF AND THE PUBLIC ON THIS ITEM, IS THERE A COMMISSIONER WISHING TO BRING A MOTION TO CLOSE THE PUBLIC HEARING? THIS IS TO CLOSE THE PUBLIC HEARING. OKAY. FOR LACK OF ANYBODY. I'M GOING TO, I'M NOT, IT'S NOT WORKING. OOPS. OH, OKAY. I CAN PUSH IT. OKAY. I CAN CAN PUSH IT. DOING ANYTHING. WHO'S THE SECOND? OKAY, GOOD. I DON'T GOOD ONE YET. THE SYSTEM IS SLOW. I CAN PUSH IT FOR YOU. WHO'S THE SECOND? OKAY. AS SOON AS I FIND YOU ON HERE. THERE WE GO. OKAY. OKAY. THANK YOU. MM-HMM? . OKAY. OKAY. WE HAVE A MOTION BY COMMISSIONER VALENZUELA AND A SECOND BY, UH, COMMISSIONER FOREMAN TO CLOSE THE PUBLIC HEARING, BEING THE MAKER OF THE MOTION. COMMISSIONER VALENZUELA HAS THE FIRST OPPORTUNITY TO SPEAK ON THE MOTION. NO COMMENT. NO COMMENT. ANY OTHER COMMENTS ON THE MOTION TO CLOSE THE PUBLIC HEARING? OKAY. UM, IF THERE ARE NO FURTHER DISCUSSION, THE COMMISSION WILL NOW VOTE ELECTRONICALLY ON THE MOTION TO CLOSE THE PUBLIC HEARING. MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT. THANK YOU, COMMISSIONERS. ANY OTHER DISCUSSION? I HEREBY CLOSE THE PUBLIC HEARING. IS THERE A MEMBER OF THE COMMISSION THAT WOULD LIKE TO BRING A MOTION TO ADOPT THE RESOLUTION TO COMMISSIONER FOREMAN? I CAN PUSH IT FOR YOU IF IT'S NOT WORKING FOR YOU. WELL, I THEN I'LL GO AHEAD AND, AND MAKE THE SECOND, OR, OH, YOU'LL MAKE THE SECOND. I MADE THE SECOND. OH, YOU DID? OKAY. OH, YOU DID, YOU DID. THEN I, CAN I UNDO MY WANNA REDO IT? SURE. YEAH. CAN PUSH, PUSH THE SECOND, UH, WHERE IT SAYS IT DOESN'T [00:55:01] WORK. OH, OKAY. THERE YOU GO. OH, OKAY. OKAY. I GOT IT. THANK YOU. SURE. SORRY ABOUT THAT. NO, IT'S OKAY. UM, OKAY. WE HAVE A MOTION BY COMMISSIONER VALENZUELA AND A SECOND BY COMMISSIONER FOREMAN TO ADOPT RESOLUTION NUMBER 2024 DASH ZERO NINE, A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NATIONAL CITY CALIFORNIA, RECOMMENDING ADOPTION OF THE CITY CO BY THE CITY COUNCIL OF THE CITY OF NATIONAL, CITY OF AN ORDINANCE, ADOPTING THE CITY ZONING MAP AMENDMENT TO IMPLEMENT THE FOCUS, GENERAL PLAN UPDATE BEING THE MAKER OF THE MOTION. COMMISSIONER VALENZUELA HAS THE FIRST OPPORTUNITY TO SPEAK ON THE MOTION. UM, I JUST WANNA SAY THANK YOU TO STAFF. I KNOW THAT, UM, BRINGING THESE ITEMS THAT CAN BE VERY CONTENTIOUS AND TAKE A LOT OF TIME, ESPECIALLY A LOT OF FEEDBACK, UM, OVER MANY YEARS, UM, CAN KIND OF BE OVERLOOKED AT TIMES. AND SO I JUST WANNA SAY THANK YOU FOR CONTINUING TO KEEP US INFORMED, UM, AND TO THE, UM, THE COMMUNITY WHO HAS PARTICIPATED AND STAYED INVOLVED. AND SO, THANK YOU VERY MUCH. WELCOME. THANKS. I WANT TO ECHO THAT, PLEASE. ANY OTHER COMMENTS? OKAY. UH, NO FURTHER DISCUSSION. THE COMMISSION WILL NOW VOTE ELECTRONICALLY ON THE MOTION. MOTION CARRIED UNANIMOUSLY, UNANIMOUSLY BY THOSE PRESENT WITH COMMISSIONER ARMENTA CASTLE AND SANCHEZ RECUSING. OKAY. MAY THOSE WHO RECUSE THEMSELVES PLEASE RETURN TO THE DAAS. UH OH. OH, HERE THEY COME. THAT WE HAD, UH, . IS THAT THE REASON? WHY'D YOU TELL US? I WILL NOTE FOR THE RECORD THAT VICE CHAIR CASTLE AND COMMISSIONERS ARMENTA AND SANCHEZ HAVE RETURNED TO THE DAAS AT 6:57 PM [4. Fiscal Year 2024-2025 Capital Improvement Program – General Plan Conformity Review] OKAY. WE WILL NOW MOVE ON TO OTHER BUSINESS. ITEM FOUR IS A REVIEW OF THE FISCAL YEAR 20 24, 20 25 CAPITAL IMPROVEMENT PROGRAM FOR CONFORMANCE WITH THE GENERAL PLAN. WELL STAFF, PLEASE INTRODUCE YOURSELF AND SUMMARIZE THE ITEM. THANK YOU AGAIN, MR. CHAIR, VICE CHAIR, MEMBERS OF THE COMMISSION STAFF, AND THE PUBLIC, MARTIN REEDER, ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT. UH, THIS IS OUR, UH, ANNUAL REQUEST FOR THE PLAN OF COMMISSION TO REVIEW OUR CIP PROGRAM AND TO MAKE A FINDING OF CONFORMANCE WITH THE GENERAL PLAN AND PROVIDE A COMMENT. SO WE DO HAVE THE CITY ENGINEER AND DIRECTOR OF PUBLIC WORKS. STEVE MANILLO IS HERE TO GO OVER THE, THE, UH, THE CIP AND TO ANSWER ANY OTHER QUESTIONS THAT YOU MAY HAVE RELATED TO THAT PROGRAM. THANK YOU. HEY, THANK YOU, MARTIN. UH, GOOD EVENING COMMISSIONERS, MEMBERS OF THE PUBLIC, STEVE MANGANELLO, DIRECTOR OF ENGINEERING AND PUBLIC WORKS. UH, BEFORE WE, WE PRESENT THE PROJECTS THAT, UM, WE WANT TO PRESENT TONIGHT FOR YOUR REVIEW FOR GENERAL PLAN CONFORMANCE. I DO WANT TO SPEND A LITTLE BIT OF TIME JUST PROVIDING AN OVERVIEW OF OUR CIP, UM, OUR PROCESS FOR IDENTIFYING, PRIORITIZING PROJECTS. I HAVE A FEW SLIDES I'D LIKE TO PRESENT JUST TO SHOW SOME PROGRESS, UH, BEING MADE ON CURRENT PROJECTS. AND THEN WE WILL, WE WILL TRANSITION TO, UH, THE CONFORMITY REVIEW. SO FIRST OFF, UM, PURPOSE OF OUR CIP IS TO EVALUATE, PRIORITIZE, IDENTIFY FUNDING OPTIONS FOR THE REPAIR, REPLACEMENT EXPANSION OF THE CITY'S INFRASTRUCTURE, FACILITIES, AND PARKS. IT'S A SLIDING FIVE YEAR BUDGETING PROCESS WHERE THE FIRST YEAR OF, UH, THE FIVE YEAR PROGRAM REPRESENTS THE APPROVED CAPITAL BUDGET, WHICH IS INCORPORATED INTO THE CITY'S ANNUAL BUDGET PROJECTS PROGRAM FOR SUBSEQUENT YEARS, OR FOR PLANNING PURPOSES ONLY, AND DID NOT RECEIVE EXPENDITURE AUTHORITY. WE DEVELOP PROJECTS BASED ON INPUT FROM THE COMMUNITY, VARIOUS NEEDS, ASSESSMENTS AND STUDIES, AND, UH, CONSISTENCY WITH THE CITY COUNCIL STRATEGIC PLAN AND LONG RANGE, UH, PLANS. AND IN YOUR ROLE AS THE PLANNING COMMISSION IS TO REVIEW NEW PROJECTS PROPOSED FOR INCLUSION IN THE CIP FOR CONFORMITY WITH THE GENERAL PLAN [01:00:01] PRIOR TO CITY COUNCIL APPROVAL AND BUDGET ADOPTION. SO THE WAY OUR CIP IS STRUCTURED, WE, WE BREAK IT INTO THREE MAJOR CATEGORIES, UH, OUR INFRASTRUCTURE, UH, WHICH ARE, UH, STREETS, TRAFFIC SIGNALS, SEWER SYSTEM, UH, ET CETERA, OUR PARKS AND FACILITIES. AND WE'VE ALSO INCORPORATED OUR VEHICLE FLEET, WHICH GOES THROUGH A VERY SIMILAR PROCESS FOR IDENTIFYING PRIORITIES AND NEEDS. AS FAR AS OUR PRIOR PRIORITIZATION PROCESS, WE, UH, IDENTIFY, UH, FOUR LEVELS OF PRIORITIZATION. ONE BEING, UM, URGENT PROJECTS OR ANNUAL PROJECTS, WHICH, UM, ARE, ARE NEEDED FOR, TO PROVIDE ESSENTIAL SERVICES TO THE COMMUNITY AND HAVE A, A HIGH EMPHASIS ON PUBLIC HEALTH AND SAFETY. AND THEN WE HAVE, UM, TIER TWO AND THREE PROJECTS, WHICH ARE NEAR TERM. AND THEN OUR TIER FOUR, WHICH GO OUT ABOUT 10 YEARS. UH, OUR VALUATION CRITERIA STARTS WITH, UH, HEALTH AND SAFETY, QUALITY OF LIFE SUPPORT FROM THE COMMUNITY. WE LOOK AT, UH, COSTS AND SCHEDULE AVAILABLE FUNDING, AGAIN, CONSISTENCY WITH, WITH LONG RANGE PLANS AND TECHNICAL STUDIES. AND THEN, UH, WE DO LOOK TO, UM, LEVERAGE A VARIETY OF FUNDING SOURCES SO THAT WE CAN MINIMIZE THE IMPACT TO THE GENERAL FUND. SO WE, UH, ARE VERY AGGRESSIVE WITH GETTING AFTER COMPETITIVE GRANTS. UH, WE DO GET ALLOCATION OF, UH, STATE GAS TAX AND LOCAL TRANSNET, UH, FUNDS. WE HAVE A SEWER SERVICE FUND. UM, NEW DEVELOPMENT THROUGH, UH, DEVELOPMENT IMPACT FEES, UH, ALSO PLAYS A ROLE FOR, FOR NEW FACILITIES, PARTICULARLY FOR, UH, PARKS, LIBRARIES, POLICE, AND FIRE. I DID WANNA HIGHLIGHT, UH, AGAIN, SOME OF OUR TIER ONE OR ANNUAL PROJECTS, UH, THAT WE DO EACH YEAR. AND THE WAY I'VE, WE'VE LAID THIS, LAID THIS OUT IS TO GIVE A LITTLE INSIGHT ON HOW WE PRIORITIZE, UM, THESE TYPES OF PROJECTS, UH, WHICH ARE CITYWIDE AND, AND ALSO, UH, THE TYPES OF, OF FUNDING THAT WE COMMONLY LOOK TO, TO HELP FUND THESE PROJECTS. SO WE HAVE STREET RESURFACING, OUR SEWER REPLACEMENT AND UPSIZING DRAINAGE IMPROVEMENTS, OUR TRAFFIC SIGNAL UPGRADES, OUR COMMUNICATIONS INFRASTRUCTURE, UH, TRAFFIC SAFETY ENHANCEMENTS, OUR AMERICANS WITH DI DISABILITY ACT COMPLIANCE, UM, OUR FACILITY, UH, MAINTENANCE AND UPGRADES, AND THEN OUR FLEET MODERNIZATION AND ELECTRIFICATION PROGRAM. AS I MENTIONED, UH, OUR CIP IS HEAVILY, UH, WE'RE HEAVILY RELIANT ON, ON BEING SUCCESSFUL WITH GRANT FUNDING. UH, THE, THE CORE TYPES OF GRANTS THAT, UH, WE GO AFTER EACH YEAR, EVERY OTHER YEAR, WHENEVER THEY'RE, THEY'RE AVAILABLE ARE, ARE RELATED TO TRAFFIC SAFETY, ACTIVE TRANSPORTATION. IT'S A VARIETY OF ENVIRONMENTAL GRANTS, UM, PARKS, GRANTS, UH, AND ALSO, UM, SMART GROWTH DEVELOPMENT TYPE GRANTS. UH, THIS IS IN, IN THE, UH, PRESENTATION AND IT'S ALSO POSTED ON OUR WEBSITE. SO I WON'T SPEND TOO MUCH TIME. BUT I DID WANT TO JUST HIGHLIGHT, UM, WHAT WE DO MAKE AVAILABLE TO THE PUBLIC. IT'S ESSENTIALLY A SUMMARY OF OUR, OUR PROJECTS WITH THE BRIEF DESCRIPTION. UH, ALL OF THESE SCHEDULES ARE BASED ON, UM, CONSTRUCTION START AND END DATES. WE LIST, UM, YOU KNOW, THE BUDGETS, UM, AND ALSO THE FUNDING SOURCES. SO THESE ARE COMPLETED PROJECTS, UH, THAT WE COMPLETED THIS CURRENT FISCAL YEAR, UM, ABOUT 10 IN TOTAL, A VARIETY OF OF INFRASTRUCTURE AND FACILITY FACILITY PROJECTS. WE ALSO HAVE, UH, SEVERAL PROJECTS, UM, THAT ARE, UH, UNDER GOING THROUGH CONSTRUCTION BIDDING. I WOULD JUST NOTE THAT THE, THE TWO THAT ARE HIGHLIGHTED IN YELLOW ARE THE TWO THAT WE'RE GOING TO PRESENT TO YOU THIS EVENING FOR GENERAL PLAN CONFORMITY REVIEW, AND THEN A VARIETY OF PROJECTS, UH, THAT ARE IN DESIGN, MANY OF WHICH ARE GRANT FUNDED. UM, SO THIS IS WHAT WE HAVE, UH, CURRENTLY AS PART OF OUR FIVE YEAR CIP. SO THEN TRANSITIONING TO AGAIN, THE PURPOSE OF, OF TONIGHT, WHICH IS THE GENERAL PLAN CONFORMITY REVIEW. UM, WE LOOK TO DO THIS, UH, MINIMUM OF ONCE A YEAR LEADING UP TO THE, THE ANNUAL BUDGET PROCESS. UM, THIS IS WHERE THE CITY CONSIDERS POTENTIAL [01:05:01] CAPITAL IMPROVEMENT PROJECTS, WHICH ARE LISTED AS PROPOSED PUBLIC WORKS. AND THE ANNUAL CIP, UH, CALIFORNIA GOVER GOVERNMENT CODE 6 5 4 0 1 REQUIRES THAT THE PLANNING COMMISSION REVIEW THE LIST OF PROPOSED PUBLIC WORKS AND REPORT TO CITY COUNCIL ON THE CONFORMITY OF THE CIP WITH THE GENERAL PLAN, UH, PLANNING COMMISSION REVIEWS, THE PROPOSED PROJECTS, AND THEN ALSO NOTING THAT PROJECTS PREVIOUSLY DETERMINED TO CONFORM WITH THE GENERAL PLAN. UH, THIS DOES INCLUDE ALL OF THE ANNUAL PROJECTS I, I PREVIOUSLY, UH, SUMMARIZED, DO NOT REQUIRE ADDITIONAL REVIEW UNLESS THERE'S A SUBSTANTIVE CHANGE IN PROJECT SCOPE. SO, YOU KNOW, ONE, ONE OF THE THINGS THAT I, I, I WANT TO MAKE SURE THAT WE'RE, UM, DOING A BETTER JOB STAYING ON TOP OF IS, UM, NOT ALWAYS HAVING TO WAIT UNTIL THE END OF THE YEAR TO COME BEFORE YOU. SO, FOR EXAMPLE, IF WE'RE SUCCESSFUL GETTING A GRANT FUNDED PROJECT, WE, WE WOULD LIKE TO GET THAT, YOU KNOW, AGENDIZED AND IN FRONT OF YOU, UH, SHORTLY THEREAFTER, SO THAT BY THE TIME WE, WE GET IN FRONT OF COUNCIL TO ACCEPT THE GRANT AND APPROPRIATE FUNDS, YOU, THE, THE PLANNING COMMISSION HAS ALREADY HAD THAT OPPORTUNITY TO COMPLETE THIS REVIEW. SO I THINK, UM, YOU KNOW, IN TALKING WITH, YOU KNOW, OUR ASSISTANT DIRECTOR, MARTIN REEDER, THAT'S DEFINITELY SOMETHING THAT, UM, WE'RE GONNA CHANGE TO THE PROCESS MOVING FORWARD. SO YOU'LL PROBABLY SEE US AT LEAST TWICE A YEAR, IF NOT QUARTERLY. OKAY. SO WE DID HIGHLIGHT TWO PROJECTS THAT WE NEED TO PRESENT TO YOU TONIGHT. ONE IS RELATED TO OUR EIGHTH STREET MOBILITY HUB AND OUR FREE, UM, RIDES AROUND NATIONAL CITY NEIGHBORHOOD ELECTRIC VEHICLE, UH, SHUTTLES. AND, AND THAT PROGRAM, UH, I DON'T KNOW IF ANY OF YOU'VE HAD A CHANCE TO UH, RIDE THE FRANC. IT'S A FREE SERVICE TO OUR RESIDENTS. UM, IT'S IN VERY HIGH DEMAND, AND, AND WE WILL BE AGGRESSIVELY LOOKING FOR ADDITIONAL FUNDING SO THAT WE CAN SUSTAIN IT, SUSTAIN IT FOR MANY MORE YEARS TO COME. RIGHT NOW, WE'RE, WE'RE CHARGING THESE VEHICLES AT OUR PUBLIC WORKS YARD, AND, UH, SOME OF THE FUNDING THAT WE RECEIVED IS TO ACTUALLY, UH, CONSTRUCT A SECURE CHARGING AREA AT THE MTS TROLLEY STATION. WE'VE COORDINATED WITH, UH, SANDAG AND MTS AND HAVE AGREEMENTS IN PLACE TO DO THAT. UM, SO THAT'S ESSENTIALLY WHAT THIS PROJECT ENTAILS. UM, AS YOU, YOU HEARD FROM OUR COMMUNITY SERVICES STAFF, UH, WE COUNCILS RECENTLY ADOPTED THE FOCUS GENERAL PLAN UPDATE. SO WE DID GO BACK AND, UM, LOOK AT ANY CHANGES TO THE POLICIES WITH THE FOCUS, UH, GENERAL PLAN UPDATE, AND MAKE SURE THAT WE'RE, UM, CITING THE CORRECT ONES HERE THAT ARE RELATED TO THIS PROJECT. SO, UM, QUICKLY GOING THROUGH, UM, UNDER, UH, LAND USE POLICY COURTING WITH SAND SANDAG, MTS, CALTRANS AND PRIVATE SECTOR MOBILITY PROVIDERS TO ENSURE AN EFFECTIVE AND INTEGRATED TRANSPORTATION SYSTEM THAT FACILITATES THE USE OF MODES OTHER THAN PRIVATE VEHICLES. UM, OUR NEW TRANSPORTATION ELEMENT POLICY, UH, T DASH 4.6, PARTNER WITH OTHER AGENCIES SUCH AS SANDAG, THE PORT, UH, US NAVY AND MTS TO ADDRESS MOBILITY CHALLENGES, EXPAND TRANSPORTATION OPTIONS AND MODE CHOICE AND PURSUE FUNDING OPPORTUNITIES. POLICY T 10 DASH FIVE ENCOURAGE THE USE OF ALTERNATE TRANSPORTATION MODES POLICY T 11, UH, 0.5, IDENTIFY OPPORTUNITIES FOR IMPLEMENTATION OF ELECTRIC VEHICLE INFRASTRUCTURE AND COORDINATION WITH THE PRIVATE SECTOR, PRIORITIZING EV INFRASTRUCTURE TARGETED TO COMMUNITIES MOST IMPACTED BY AIR POLLUTION. SO OUR FRANK, UM, DOES CURRENTLY, UM, TRAVEL IN MOST OF THE WEST, WEST SIDE AND DOWNTOWN, WHICH, WHICH ARE HEAVILY IMPACTED BY, BY POLLUTION. SO THIS IS PROJECT NUMBER ONE. UM, HERE'S JUST A, A BASIC SITE SITE PLAN MAP, UH, SHOWING WHERE IN THE, UH, MTS TROLLEY STATION, THIS IS PROPOSED. UH, THIS IS PART OF A EXISTING PARKING AREA WHERE WE'RE GONNA BE TAKING UP SMALL AREA FOR A SOLAR POWERED, UH, EV CHARGING STATION THAT'S SECURED. AND, UH, HERE'S JUST A RENDERING OF, OF, UM, THE PROJECT. HEY, THE NEXT PROJECT IS IMPROVEMENTS TO EL TOYON PARK. UH, THE PROJECT WILL RENOVATE THE PARK THROUGH THE CONSTRUCTION AND RENOVATION OF SHARED USE [01:10:01] PATHS, SHADE STRUCTURE, SPORT LIGHTING, UH, NEW TURF FIELD FOR OUR ATHLETIC FIELD, DOG PARK, NEW SCOREBOARD, COMMUNITY GARDEN, CHILDREN'S PLAY STRUCTURES, COMMUNITY EVENTS AREA, NEW PICKLEBALL COURTS, NEW BASKETBALL COURTS, UH, SOME REFURBISHMENT OF THE TENNIS COURTS, UM, ADDITIONAL PARK LIGHTING, AND ALSO VARIOUS PUBLIC ART COMPONENTS. SO OUR IMPLEMENTING GENERAL PLAN POLICIES UNDER LAND USE 1.3 SUPPORT URBAN GREENING EFFORTS IN THE CREATION AND MAINTENANCE OF COMMUNITY GARDENS AND COMMUNITY RUN GREEN SPACES. UM, TRANSPORTATION POLICY 1.1, CREATE A NETWORK OF SAFE AND COMFORTABLE WALKING ENVIRONMENTS. OUR OPEN SPACE POLICY 5.1 TO THE EXTENT FEASIBLE DISTRIBUTE PARKS AND RECREATION FACILITIES EQUALLY THROUGHOUT NATIONAL CITY'S NEIGHBORHOODS WITH A FOCUS ON NEIGHBORHOODS THAT ARE CURRENTLY UNDER SERVE FROM A PUBLIC RECREATION PERSPECTIVE, OPEN SPACE POLICY 5.12, PROVIDE AND PROMOTE A VARIETY OF HIGH QUALITY, ACTIVE AND PASSIVE RECREATION PROGRAMS THAT MEET THE NEEDS AND BENEFITS OF THE COMMUNITY. AND THEN OUR HEALTH AND ENVIRONMENTAL JUSTICE POLICY 1.3, CONSIDER ENVIRONMENTAL JUSTICE ISSUES AS THEY'RE RELATED TO THE EQUITABLE PROVISION OF DESIRED PUBLIC AMENITIES SUCH AS PARKS, RECREATION, FACILITIES, COMMUNITY GARDENS, AND OTHER BENEFICIAL USES THAT IMPROVE THE QUALITY OF LIFE. UM, HERE'S OUR, UH, CONCEPT EXHIBIT. UM, IT'S HARD TO READ, BUT, UH, IF, DO YOU HAVE IT IN YOUR, IN YOUR PACKETS IN, IN THE PRESENTATION, UH, WHICH WILL ALSO BE AVAILABLE ONLINE, UH, YOU COULD SEE THE VARIETY IMPROVEMENTS THAT WE IDENTIFIED IN THE DESCRIPTION. SO WITH THAT, OUR, OUR RECOMMENDATION IS TO MAKE A DETERMINATION AS PART OF, UM, THE UPCOMING FISCAL YEAR BUDGET THAT, UH, THESE TWO PROJECTS ARE IN CONFORMITY WITH ADOPT THE GENERAL PLAN. SO WITH THAT, UM, I KNOW THAT WAS A LOT OF INFORMATION THERE, SO I'M HAPPY TO TALK ABOUT OUR, OUR CURRENT PROGRAM, UH, BUT MORE SPECIFICALLY, ANSWER ANY QUESTIONS ON THE TWO PROJECTS THAT ARE IN FRONT OF YOU TONIGHT TO MAKE A DE DECISION ON. AND THEN I WOULD, UH, JUST LASTLY, UH, EN ENCOURAGE EVERYONE TO VISIT OUR, UH, NEW PROJECT WEBSITE CALLED NATIONAL CITY PROJECTS.COM. UH, IT'S VERY USER FRIENDLY, LOTS OF PHOTOS, UM, HAS A LOT OF DETAILS ON EACH PROJECT, AND PARTICULARLY FOR PROJECTS THAT ARE IN CONSTRUCTION. WE PROVIDE ADDITIONAL INFORMATION FOR THAT, UH, ARE VERY HELPFUL TO RESIDENTS AND BUSINESS OWNERS SUCH AS, UM, YOU KNOW, WHAT WORK WHERE, WHERE, UH, WHERE WE'RE CURRENTLY DOING WORK ON THE PROJECT AND WHAT TYPE OF WORK. AND THEN WE HAVE A, A TWO WEEK LOOK AHEAD. SO FOR EXAMPLE, IF WE'RE DOING A, A MAJOR SEWER UPSIZING AND IT'S GOING THROUGH, UM, A COMMERCIAL CORRIDOR, THEY CAN GO ON THE WEBSITE AND SEE, UH, WHERE THE CONSTRUCTION'S OCCURRING, UM, AND THEN WHAT BLOCK WE'RE GONNA BE ON IN THE, IN THE NEXT TWO TO FOUR WEEKS. SO IT GIVES THEM SOME ADVANCED NOTICE AS WELL FOR PROJECTS THAT ARE CURRENTLY IN CONSTRUCTION. WITH THAT, UM, I'M AVAILABLE FOR ANY QUESTIONS. THANK YOU, SIR. DO ANY OF THE PLANNING COMMISSIONERS HAVE ANY QUESTIONS OF STAFF? I DO. I RECOGNIZE, UH, VICE CHAIR CASTLE, PLEASE. THANK YOU FOR THE REPORT. UM, I DO HAVE A FEW QUESTIONS. UM, FOR, FOR THE EIGHTH STREET, UM, UH, THAT YOU'RE WORKING ON FOR THE CHARGING STATION FOR THE FRANKS, UM, DO YOU, CAN YOU TELL ME, UH, I KNOW YOU SAID IT'S GONNA BE IN THE MTS PARKING LOT, BUT WILL MTS DOES MTS HAVE USE OF THIS CHARGING STATION? WILL IT BELONG TO MTS IF SOMETHING GOES WITHOUT FRANK LATER ON, UM, IF WE DON'T CONTINUE TO HAVE FUNDING FOR FRANK, ISN'T FRANK FUNDED CURRENTLY BY THE PORT FOR ONLY A CERTAIN AMOUNT OF YEARS? YES. EXCUSE ME. UH, THANK YOU FOR THE QUESTION. COMM COMMISSIONER OR VICE CHAIR CASTLE? UM, SO WE DO HAVE FUNDING FOR THE NEXT, I BELIEVE TWO ADDITIONAL YEARS, PART OF THE FUNDING'S FROM THE PORT, AND WE DID HAVE, UM, A CARB, UH, FUNDING FROM CARB AS WELL. UM, SO THAT AS FAR AS, UH, YOU KNOW, IF WE WERE UNSUCCESSFUL WITH FUTURE FUNDING, UM, I'M NOT SURE WHAT, UM, PLANS THERE WOULD BE TO TRANSITION THIS. UH, IT IS BEING, UH, SERVICED BY A PRIVATE OPERATOR. SO AT THE, AT THE TIME THIS, THEY'RE BASICALLY, UM, GRANTING US AN EASEMENT TO, UM, AS FUNDING AS [01:15:01] THE SERVICES, UH, AVAILABLE TO USE THIS, THIS, THIS LOT. SO IT WOULD BE UP TOTALLY UP TO MTS AND SANDAG ON WHAT THEY WOULD DO WITH THIS AREA OR THESE CHARGERS IN THE FUTURE IF THIS PROGRAM WENT AWAY. AND THE GRANT IS SPECIFIC FOR NATIONAL CITY? IT IS. SO IT, THE, THE FUNDING WAS AWARDED TO NATIONAL CITY. WE JUST EXECUT AN AGREEMENT WITH MTS TO ALLOW THEM, ALLOW US TO STORE AND CHARGE THE VEHICLES ON THE TRANSIT STATION PROPERTY. OKAY. DOES NATIONAL CITY OWN THE FRANK VEHICLES EVEN AFTER THE TWO YEARS IS UP? IF WE DON'T GET FUNDING? THAT'S A GOOD QUESTION. IF WE OWN THE VEHICLES, UM, LIKE, LIKE, COULD, COULD IT BE POSSIBLY FUNDED BY SOMETHING ELSE? I, I WILL, I WILL CONFIRM, BUT I BELIEVE, UM, I BELIEVE WE LEASED, YEAH, WE LEASED THE VEHICLES. UM, SO, SO YES, TECHNICALLY, UM, AT THE END OF THE LEASE, WE CAN MAKE A DECISION ON, ON WHAT TO DO IF WE WANT TO, UM, YOU KNOW, TAKE, TAKE ANY, UM, CREDIT THAT'S AVAILABLE AND ROLL THAT INTO A NEW LEASE OR PURCHASE VEHICLES AND LOOK FOR ANOTHER OPERATOR, OR IS THIS SOMETHING WE CAN OPERATE, UM, INTERNALLY. BUT NORMALLY THESE ARE DONE, YOU KNOW, WITH, UM, OPERATED BY, BY A PRIVATE, UH, COMPANIES. DO YOU KNOW HOW MUCH THE GRANT IS FOR THAT WE RECEIVED FOR THIS PROJECT? UM, AND ALSO, UM, SURE IF WE ONLY HAVE, BECAUSE I'M THINKING, YOU KNOW, FRANK HAS BEEN, IF WE HAD A TWO YEAR LEASE ON IT, IT'S ALREADY BEEN GOING FOR ONE YEAR. WHEN WOULD THIS PROJECT EVEN BE STARTED AND WHEN WOULD COMPLETION BE? YEAH, SO, SO THIS, THIS PROJECT HERE, UM, PART THE, I THINK WE HAVE, IS IT THE GRANT IS FROM, UM, YEAH, IT'S FROM CAL START, IT'S $500,000 AND THAT INCLUDES, UM, PROVIDING SERVICES, I BELIEVE, FOR THE NEXT THREE YEARS. OKAY. AND, UM, DO THESE ALSO HAVE STORAGE BATTERIES LOCATED ON THEM? UH, OR JUST SOLAR PANELS? UM, I BELIEVE THEY'RE STORAGE BATTER BATTERIES AS WELL. OKAY, THANK YOU. AND THEN, UM, FOR THE, UH, EL TOON, UM, DO YOU KNOW, ARE THEY PLANNING ON DOING LIKE A WORKOUT TRACK? LIKE CURRENTLY THEY KIND OF HAVE AROUND, UM, THE, THE FIELD THERE NOW, AND DO THEY PLAN ON PUTTING LIKE WORKOUT STATIONS AROUND THERE FOR PEOPLE? YEAH, I THINK THERE'S STILL GONNA BE WORKOUT STATIONS. I JUST DON'T KNOW THAT THEY'RE GONNA, UM, CIRCUMVENT THE WHOLE WHOLE, UM, WEST SIDE OF THE, UH, THE PARK. BUT THERE, THERE ARE SUPPOSED TO BE, UM, WORKOUT STATIONS, ADULT FITNESS WORKOUT STATIONS. OKAY. THANK YOU. THAT'S IT. SURE. COMMISSIONER SANCHEZ, JUST, UM, TO BE CLEAR ON THE FIRST ITEM ON EIGHTH STREET, THOSE FUNDS ARE EARMARKED JUST FOR THAT PROJECT, CAN'T BE MOVED, CORRECT? THAT'S CORRECT. THERE'S SPECIFIC FOR THIS, THIS PRO, THIS PROJECT. THAT'S ALSO THE CASE FOR L TWO? YES. THE L TWIN IS A HUNDRED PERCENT FUNDED THROUGH A PROP 68 GRANT, AND THESE ARE THE IMPROVEMENTS THAT WERE PART OF THE GRANT AGREEMENT THAT WE NEED TO DELIVER. OH, IN A SENSE, WE'RE NOT REALLY VOTING FOR ANYTHING. UM, MY OTHER COMMENT IS ON, UH, I DON'T, WHEN YOU WERE TALKING ABOUT THE GENERAL CIP URGENCY AND PRIORITY, I WAS GOING THROUGH SOME OF THESE CIP PROJECTS AND I REALLY DON'T SEE A LOT OF TRAFFIC CALMING ON FOURTH STREET, EVEN IN THE FUTURE OR IN, UH, FUTURE DESIGNS OR ANYTHING OF THAT NATURE. I MEAN, YOU DON'T HAVE TO ANSWER THIS, BUT I JUST WANT IT ON RECORD THAT MM-HMM. NOT REALLY HELPING OUT THE COMMUNITY OR FOLLOW THE CIP THAT ARE OUT HERE, BUT I UNDERSTAND, UM, BUDGETING, BUT THANK YOU. SURE. COMMISSIONER FOREMAN, EARLY IN YOUR PRESENTATION, DID YOU SAY THAT THE COMMISSIONERS HAVE THE OPPORTUNITY TO SUGGEST CIP PROJECTS? ANYONE CAN SUGGEST, UH, PROJECTS OR NEEDS? I MEAN, UH, WE WORK, UM, THROUGH WHETHER IT'S MEMBERS OF THE PUBLIC, MEMBERS OF COUNCIL PLANNING COMMISSION, UM, OUR OUR CITY STAFF, SO ANY ANYONE CAN, CAN REACH OUT AT ANY TIME, UM, TO LET US KNOW IF THERE'S AN ISSUE IN THE COMMUNITY AND YOU'D LIKE US TO, UH, PLEASE EVALUATE IT AND, AND LOOK FOR SOLUTIONS. THAT'S THE NUMBER ONE THING OUR DEPARTMENT DOES IS [01:20:01] RES, YOU KNOW, UM, IT'S A COMBINATION OF RESPONDING TO REQUESTS THAT COME IN, AND SOME OF 'EM ARE JUST, UM, YOU KNOW, SPOT IMPROVEMENTS THAT WE CAN DO, UM, THROUGH, THROUGH OUR CURRENT MAINTENANCE AND OPERATIONS IN-HOUSE. AND OTHERS REQUIRE, UM, TECHNICAL STUDIES AND SITE SITE ASSESSMENTS AND CAN DEVELOP INTO LARGER CIPS WHERE IF WE DON'T HAVE THE FUNDING, WE NEED TO LOOK FOR GRANT OPPORTUNITIES. UM, SO JUST AS AN EXAMPLE, WE, UH, WE DID RECEIVE A PLANNING GRANT THAT WE'RE GONNA BE DOING, UM, COMMUNITY OUTREACH TO ALL 10, 10 ELEMENTARY SCHOOLS IN THIS CITY. UH, WE'RE GONNA BE DOING, UH, NEIGHBORHOOD WALK AUDITS. UM, I THINK ONE OF OUR, OUR COMMISSIONERS MENTIONED FOURTH STREET. WE HAVE RECEIVED SOME REQUESTS FROM THE PUBLIC, UM, OVER THE YEARS ABOUT SPEEDS ON FOURTH STREET AND THE NEED TO LOOK FOR TRAFFIC CALMING SOLUTIONS. SO, SO THAT PARTICULAR GRANT, UH, IT'S, IT'S FUNDED THROUGH CALTRANS SUSTAINABLE COMMUNITIES PROGRAM. IT'S AN EXCELLENT OPPORTUNITY FOR US TO DO THAT. UH, KIND OF BOOTS ON THE GROUND, UM, ASSESSMENT WITH THE COMMUNITY, UH, FOR EACH ONE OF OUR, OUR NEIGHBORHOODS AND SURROUNDING, UH, SCHOOLS AND SURROUNDING NEIGHBORHOODS. UM, SO AGAIN, THROUGH PROCESSES LIKE THAT, UM, WE'RE ALWAYS, YOU KNOW, LOOKING FOR PARTICIPATION. SO YES, AT ANY TIME YOU COULD REACH OUT TO OUR DEPARTMENT OR MEET DIRECTLY IF THERE'S AN ISSUE. BUT NOTHING SPECIFIC TO MICROPHONE, NOTHING SPECIFIC TO THE FINDING COMMISSION, BECAUSE I THOUGHT YOU SAID THAT. NO, UM, NO. SO WE, WE'D, UM, THE WAY OUR PROCESS IS SET UP, WE, WE DO, WE, WE DO ASSESSMENTS, UM, WE DO OUTREACH TO THE COMMUNITY, WE IDENTIFY NEEDS, WE PROPOSE SOLUTIONS, AND THEN THE PLANNING COMMISSION'S ROLE, UM, IS TO, UH, SUPPORT OR, OR IS TO PROVIDE THE GENERAL PLAN CONFORMITY REVIEW. ONE MORE THING. UM, I DO APPRECIATE BOTH PROJECTS AND, UH, I'VE SEEN FRANK AROUND TOWN, BUT I REALLY NEVER UNDERSTOOD HOW IT WORKS. AND I JUST WENT TO THE WEBSITE AND IT SAID SOMETHING LIKE, YOU CAN REQUEST A RIDE OR HAIL IT DOWN. IS THAT REALLY HOW IT GOES? YEAH. CARLOS AGREED. UH, COMMUNITY DEVELOPMENT DIRECTOR. UM, YEAH, SO THE FRANK, UH, OPERATES OFF OF AN APPLICATION, UH, A PHONE APPLICATION WHERE YOU CAN ACTUALLY REQUEST A RIDE. UH, THE AREA OF FRANK IS, UM, EVERYTHING PRETTY MUCH WEST OF THE 8 0 5, UH, IT WAS STARTED AS A SINGLE ROUTE, UH, PROGRAM, BUT WE WERE ABLE TO CONVINCE THE, THE STATE THAT THERE WAS ENOUGH DEMAND THROUGH MOST OF NATIONAL CITY TO BE ABLE TO PROVIDE IT THROUGHOUT. UH, IT'S BEEN A VERY POPULAR PROGRAM. IT'S BEEN WELL SUBSCRIBED, UM, AND THE FIR THE FIRST GRANT WAS FOR $1 MILLION. WE WERE ABLE THEN TO GET A MATCH FROM THE PORT FOR 400,000 AND, UM, CARVE THE CALIFORNIA AIR RESOURCES BOARD, UNDERSTOOD THAT, UH, IN ORDER TO COMPLETE THE, UH, FACILITIES, WE NEEDED ADDITIONAL FUNDING. SO THEY GAVE US AN ADDITIONAL 500,000. SO, UM, IT'S, IT'S WELL CAPITALIZED FOR THE FIRST, UH, UH, PART OF THE PROGRAM, BUT WE'RE HOPING TO PARTNER WITH SANDAG AND ADDITIONALLY CARB AND OTHER GRANTS, UH, TO CONTINUE THE PROGRAM THEREAFTER. BUT, UH, IT'S BEEN A VERY POPULAR PROGRAM WITH THE PUBLIC CIRCUIT. CIRCUIT IS THE OPERATOR, THE CIRCUIT IS THE APP AND IT'S DOWNLOADABLE. IS THERE A CIRCUIT? YES. SO IT'S ACTUALLY CALLED CIRCUIT IS THE OPERATOR OF THE FRANK, BUT ON THE WEBSITE IT SAYS YOU CAN HAIL IT DOWN OR YOU CAN REQUEST A RIDE. IS THERE ACTUALLY A ROUTE? THERE IS NO ROUTE. SO IT'S ANYWHERE IN NATIONAL, IN, IN THE AREA OF NATIONAL CITY. SO YOU, YOU, YOU LET IT KNOW WHERE YOU WANT IT TO GO. IT'S KIND OF A MINI UBER, SO, AND IT'S ABSOLUTELY FREE TO THE PUBLIC. OKAY, THANKS. SO IT'S, IT'S SORT OF LIKE A, THE OLD JITNEY SERVICE? YEAH, IT'S A LITTLE CAB AROUND TOWN. OKAY. THANK YOU. UH, COMMISSIONER ARMINTA, GOING BACK TO THE, UM, EIGHTH STREET MOBILITY HUB, UH, I DIDN'T CAPTURE WHEN THE, IF APPROVED, WHEN THE PROJECT WOULD START AND END. UH, THANK YOU. THANK YOU, COMMISSIONER. SO THI THIS IS ONE THAT, UM, YOU KNOW, GOING BACK THROUGH OUR, OUR LIST OF PROJECTS THE LAST FIVE YEARS, UM, WE, WE WOULD'VE LIKED TO GET IN FRONT OF YOU SOONER THAN WAITING TILL NOW. WE'RE, WE'RE ACTUALLY OUT TO BID WITH THIS JOB AS IT RELATES TO THE, UM, THE IMPROVEMENTS THAT NEED TO BE [01:25:01] MADE ON THE, ON THE TRANSIT STATION. SO THESE ARE TWO THAT, FOR WHATEVER REASON, JUST FELL THROUGH THE CRACKS WITH GETTING IN FRONT OF YOU MUCH SOONER. THEY ARE VERY FAR ALONG WITH THE PROCESS. AND, UM, OR AT THAT POINT WHERE, YOU KNOW, WE'RE GONNA BE RECEIVING BIDS AND, AND HOPING TO START CONSTRUCTION VERY SOON IN FISCAL YEAR 25. THAT'S CORRECT. OKAY. UM, AND THEN ON THE PICTURE, THE IMAGE YOU HAD FOR THE ACTUAL STATION, THERE WAS A SLOT FOR THREE FRANK CARDS. SO I BELIEVE WE HAVE TWO RIGHT NOW. SO WOULD WE HAVE AN ADDITIONAL ONE IF THE PROJECT GOES THROUGH AND GETS EXTENDED? WELL, UH, THERE'S ALWAYS A POTENTIAL OF, UH, ADDING ANOTHER VEHICLE THROUGH A GRANT. THAT WAS A, WE STARTED WITH TWO, BUT, UH, WE, WE, WE DIDN'T WANNA LIMIT OURSELVES TO TWO BECAUSE IF WE WERE ABLE TO THEN TO APPLY FOR THREE, BECAUSE THE DEMAND IS MM-HMM. THERE FOR THREE VEHICLES. OKAY, THANK YOU. AND THEN, UM, FOR ALTOON, UH, I DIDN'T SEE ANY PROJECT, UH, OR IMPROVEMENTS FOR THE BATHROOMS UP IN THE TOP PART OF ALTOON WHERE THE, I DON'T WANNA SAY AUDITORIUM OR CLASSROOMS ARE AT, IS THAT IN THE, IN ONE OF THE UPCOMING PROJECTS OR? SO, AS FAR AS THE RESTROOMS, I KNOW, UH, NEW RESTROOMS WERE PUT IN AT ELTO LEON PARK PROBABLY, I WANT TO SAY DEFINITELY WITHIN THE LAST 10 YEARS. SO I, THIS PROJECT AND THE GRANT THAT WE GOT WAS NOT DOING ANY, UH, I DON'T BELIEVE WE WERE PUTTING IN ANY NEW RESTROOMS WITH THIS GRANT. SO AS A MEANS FOR COMPARISON, UH, KIMBALL PARK AND EL TOON PARK, UM, NEW RESTROOMS WERE, WERE INSTALLED I THINK ABOUT SEVEN OR EIGHT YEARS AGO. UM, AND, AND WHILE THEY'RE STARTING TO AGE NOW, UM, THEY ARE SIGNIFICANTLY, UM, DIFFERENT AND, AND MORE MODERNIZED THAN THE ONES, FOR EXAMPLE, AT LAS PALMAS PARK, WHICH WE'RE GONNA BE, UM, TAKING CARE OF IN FISCAL YEAR 25. YEP. OH YEAH, I, I DO SEE THE, UM, RESTROOMS, THE NEWER ONES, I GUESS WERE IN THE PARK AREA, BUT JUST, UM, THE FACILITIES UP ON TOP, I'M PROBABLY ONE OF THE FEW PEOPLE THAT PUTS IN COMPLAINTS ON THAT NATIONAL CITY CONNECT. 'CAUSE THE DOORS AND JUST THE BATHROOMS ARE, YEAH, OVER 10 YEARS OLD PROBABLY. OKAY, SURE. THANK YOU. ANY OTHER COMMENTS FROM THE PLANNING COMMISSION? IS THERE A MEMBER OF THE COMMISSION THAT WOULD LIKE TO MAKE A MOTION TO FIND FISCAL YEAR 20 24, 20 25 CAPITAL IMPROVEMENT PROGRAM AND CONFORMANCE WITH THE GENERAL PLAN? WE HAVE A MOTION BY COMMISSIONER VALENZUELA AND A SECOND BY COMMISSIONER ARMIN ARMA TO FIND THE FISCAL YEAR 20 24, 20 25 CAPITAL IMPROVEMENT PROGRAM AND CONFORMANCE WITH THE GENERAL PLAN BEING THE MAKER OF THE MOTION. COMMISSIONER VALENZUELA HAS THE FIRST OPPORTUNITY TO SPEAK ON THE MOTION. ANY FURTHER COMMENTS? NO FURTHER COMMENTS. IF THERE IS NO FURTHER DISCUSSION BY ANY OF THE COMMISSIONERS, THE COMMISSION WILL NOW VOTE ELECTRONICALLY ON THE MOTION. MOTION APPROVED UNANIMOUSLY. THANK YOU, MADAM SECRETARY. [STAFF REPORTS ] WE WILL NOW MOVE ON TO STAFF REPORTS. UH, DEPUTY CITY ATTORNEY, NOTHING AT THIS TIME. THANK YOU AND WELCOME BACK, UH, UH, DIRECTOR OF COMMUNITY DEVELOPMENT. NO COMMENTS. THANK YOU. THANK YOU. ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT. YEAH, THANKS MR. CHAIR. UM, THANK YOU VERY MUCH FOR ALL YOUR HARD WORK ON THE FOCUS, GENERAL PLAN PROCESS. WE APPRECIATE YOUR PATIENCE WITH US ON BEING ABLE TO PROVIDE THE INFORMATION TO YOU. WE'VE HAD A LOT OF VERY GOOD INPUT FROM BOTH THE COMMISSION AS WELL AS THE COUNCIL AND THE COMMUNITY. SO, UH, THANK YOU FOR MAKING OUR JOB CLEAR. UH, AND THANKS TO, UH, STEVE MAGELLA FOR COMING TONIGHT. I APPRECIATE THAT. UH, WE'VE HAD A COUPLE OF, UH, DISCUSSIONS ABOUT THE GENERAL PLAN CONFORMANCE PROCESS, AND WE WILL MOST LIKELY, YOU KNOW, IN TIMES WHERE WE HAVE MULTIPLE PROJECTS THAT ARE COMING UP AND WE HAVE MORE GRANT OPPORTUNITIES, WE'LL PROBABLY BE COMING TO YOU MORE OFTEN THAN ONCE A YEAR. UH, YOU MADE IT CLEAR THAT YOU'RE INTERESTED IN ALL OF THOSE PROJECTS, AND WE WILL BE HAPPY TO PROVIDE THAT INFORMATION TO YOU. UH, OTHERWISE I HAVE NOTHING ELSE TO REPORT. THANK YOU. THANK YOU, MR. MARK. UM, OKAY, MOVE ON TO COMMISSIONER, UH, VICE CHAIR CASTLE. [01:30:01] I ACTUALLY, UM, HAVE A COUPLE OF THINGS TO REPORT. UM, ONE IS THAT WE LOST A YOUNG LIFE, UH, THIS WEEK ON, UH, 18TH DUE TO A BICYCLE ACCIDENT. THIS IS UNACCEPTABLE. UM, AND PRAYERS GO OUT TO HIS FAMILY FOR SURE. THE SECOND IS THE FOURTH CORRIDOR DEFINITELY NEEDS TO HAVE TRAFFIC CALMING. THERE WAS ANOTHER, THERE WAS TWO ACCIDENTS, TWO ACCIDENTS IN ONE DAY ON FOURTH AND B, AND THERE NEEDS TO BE STOP SIGNS. THERE NEEDS TO BE SPEED BUMPS. I MEAN, I, I DON'T KNOW WHAT ELSE WE CAN DO. WE, WE ALREADY VOTED TO, UM, HAVE THE, UH, THE SPEED LIMIT REDUCED. IT'S NOW 30 ACROSS THE WHOLE FOURTH, AND PEOPLE STILL FLY THROUGH IT. LIKE IT'S, THERE'S, THERE'S NOTHING TO IT. SO I DON'T KNOW IF WE NEED TO ADD MORE STOP SIGNS, SPEED BUMPS, SOMETHING. UM, AND THEN ALSO, I DID WANT TO ASK A REQUEST FOR CITY CLERK TO SEND THE LINK FOR THE NATIONAL CITY PROJECTS.COM VIA EMAIL TO ALL THE COMMISSIONERS. SURE. AND THAT'S IT. MY PLEASURE. THANK YOU. THANK YOU. VICE CHAIR, COMMISSIONER ARMINTA, NOTHING. CHAIR. THANK YOU. COMMISSIONER ES NOTHING, NOTHING AT THIS TIME. I WANNA APOLOGIZE FOR BEING THREE MINUTES LATE. . I COULDN'T FIND MY KEYS. THANK YOU FOR THAT. UH, COMMISSIONER SANCHEZ? YES. YES. UH, I AGREE WITH, UH, COMMISSIONER CASTLE. I LIVE ON FOURTH. I ACTUALLY GOT AN ACCIDENT, I BROUGHT THAT UP AS CITY COUNCIL RECENTLY, UH, LETTING THEM KNOW ON FOURTH STREET SINCE I BOUGHT THAT PROPERTY. IT'S A RACE TRACK. UM, HONESTLY, GUYS, I MEAN, IT DOESN'T TAKE A LOT. I'M ALSO SO ENGINEER. I UNDERSTAND SPEED BUMPS NEED A LOT OF RESEARCH, BUT IT'S RIDICULOUS. SINCE COVID HIT, WE'D HAVE NUMEROUS, NUMEROUS ACCIDENTS THERE WHEN I CALLED THE POLICE DEPARTMENT, AND I LET 'EM KNOW I WAS IN AN ACCIDENT. I DON'T KNOW IF IT WAS RECORDED, BUT THERE NEEDS TO BE SOME WAY TO DOCUMENT THAT DATA SO THAT OUR PUBLIC WORKS DEPARTMENT HAS THE ABILITY TO PUT THAT DATA INTO DUE PROCESS, GRANTS, ET CETERA. MAKE OUR STREETS SAFE, PLEASE. I MEAN, WE'RE HAVING A LOT OF ACCIDENTS ON FOURTH. SORRY, I, I'M RINGING THAT BELL, BUT IT IS NEAR AND DEAR TO ME. UM, ON A POSITIVE NOTE, LAS PALMA'S, UH, LITTLE LEAGUE SHOWS THEY'RE ALL STARS. UH, MY SON IS ONE OF THEM. YOU'LL SEE SIGNS ACROSS, UH, NATIONAL CITY WITH, UH, IN FRONT OF THEIR HOUSES, UH, LETTING THEM KNOW THAT AN ALL STAR PLAYER LIVES THERE. THANK YOU. THANK YOU. COMMISSIONER SANCHEZ. UH, COMMISSIONER FOREMAN. SURE. I'LL GO AHEAD AND ECHO THIS. PLANNING COMMISSION'S CONCERNS ABOUT TRAFFIC, CALMING, AND SAFETY. AND IT'S MY FIRST TIME HEARING ABOUT THIS INCIDENT OF SOMEONE DYING ON A BICYCLE. UH, AND THAT'S VERY UPSETTING. AND I, I DO HOPE THAT THE CITY RESPONDS WITH SOME, UH, WAYS OF IMPROVING UPON THE STREET SCAPE AND MAKING IT SAFER. OKAY. UH, UH, COMMISSIONER FOREMAN, ARE YOU, ARE YOU THROUGH? YES. OKAY, THEN WE'LL RETURN TO COMMISSIONER QUINONES, PLEASE. YOU KNOW, WHEN, UH, THEY STARTED TALKING ABOUT THE TRAFFIC, I REMEMBERED THAT ON, UM, ON HARBISON IN THE MORNING, LIKE MAYBE 20 TILL EIGHT O'CLOCK, LIKE AT 7 45 OR SOMETHING LIKE THAT. THE TRAFFIC IS HORRENDOUS. IT TAKES YOU LIKE 10 MINUTES JUST TO MAKE A RIGHT, A LEFT TURN TO GO DOWN THE STREET. AND I DON'T KNOW WHAT CAN BE DONE ABOUT IT, BUT I MEAN, IT JUST BUMPER TO BUMPER OR ELSE THEY'RE JUST SPEEDING BY. AND THEN ON THE SIDES, PEOPLE PARK THERE. SO YOU CAN'T REALLY SEE SOMEBODY COMING FROM THAT WAY, FROM THE RIGHT SIDE, OR SOMEBODY COMING FROM THE LEFT SIDE. SO YOU TRYING TO, YOU KNOW, GO FORWARD, BUT YOU'RE AFRAID OF GETTING HIT, AND IT'S REALLY DIFFICULT TO SEE ABOUT THAT. SO MAYBE SOMEBODY CAN LOOK INTO THAT BECAUSE IT'S, THE CARS ARE PARKED RIGHT THERE IN THE CURB, AND THE TRAFFIC IS SO BAD AND IT'S COMING REALLY FAST, BUMPER TO BUMPER, AND I'M TRYING TO TAKE MY GRANDKIDS TO SCHOOL AROUND 7 45 AND TURN MY, MAKE A LEFT. AND IT'S, IT JUST TAKES ABOUT SOMETIMES EVEN 10 MINUTES TO GET THROUGH. THANK YOU. UH, COMMISSIONER, JUST THE FOLLOW UP ON THAT. WHAT, WHAT, UM, WHAT SECTION OF HARBISON? HARBISON AND SIX. OKAY. THANK YOU. YOU'RE WELCOME. THANK YOU. COMMISSIONER ES, UH, COMMISSIONER VALENZUELA SINCE, UM, DIRECTOR MAN IS HERE. I GUESS WE'RE JUST ALL GONNA GIVE THEM A LIST OF THINGS. . UM, UM, SO ALONG THOSE LINES, AS FAR AS, UM, WHEN IT COMES TO OUR CLIMATE ACTION AND THINKING ABOUT, UM, STREET, YOU KNOW, TRAFFIC FLOW AND ALL OF THAT, I, UM, I WOULD LIKE TO RECOMMEND AS [01:35:01] FAR AS A SUGGESTION IS, UM, ON PLAUS BOULEVARD, BETWEEN HIGHLAND AND THE 8 0 5 ON THE WEST SIDE, AND THEN, UM, HARBISON AND 8 0 5 ON THE EAST SIDE, THAT, UM, TRAFFIC, LIGHTING SEQUENCING BE CONSIDERED, UM, IN THE MORNING IN PARTICULAR TALKING ABOUT, UM, TRAFFIC FLOW AND, AND STOP AND GO. UM, IN PARTICULAR, EUCLID, I'M NOT SURE WHY SOMETIMES, YOU KNOW, ONE OR TWO CARS CAN GET THROUGH AND THEN IT STOPS AND IT CREATES THIS, YOU KNOW, PEOPLE SLAMMING ON THE BRAKES. SO THERE SEEMS TO BE A TIMING ISSUE. BUT I THINK FROM A, I'VE SEEN THE CITY OF SAN DIEGO IMPLEMENTED PRETTY SUCCESSFULLY IN VERY BUSY CORRIDORS, ESPECIALLY DURING TRAFFIC, UM, HIGH TRAFFIC TIMES, AND I'M SURE, UM, I JUST HAPPEN TO DRIVE PLAZA, BUT I'M SURE IT'S PROBABLY THE SAME ON OTHER, ON OTHER ROADS. UM, MAJOR THOROUGH AFFAIRS IN NATIONAL CITY IS THAT IF AND WHEN THERE'S GRANT FUNDING AVAILABLE, OR THE THOUGHT PROCESS TO STUDY THAT FOR FUTURE FUNDING, UM, THAT SEQUENCING REALLY BE CONSIDERED, ESPECIALLY WHERE NOW WHERE WE HAVE, UM, YOU KNOW, BIKE, UM, BIKE PLANT, YOU KNOW, PATHWAYS, GOING THROUGH OTHER AREAS, UM, YOU KNOW, I'VE SEEN SOME, SOME CHALLENGES IN OTHER AREAS, OTHER PARTS OF, UM, THE COUNTY WHERE THE BIKE PATHS ARE GREAT, BUT THEY'RE ALSO CREATING BACKUPS OR, UM, OR TRAFFIC ISSUES. SO THAT WOULD BE MY ONE, UM, SUGGESTION FOR FUTURE CONSIDERATION IF IT'S NOT ALREADY IN YOUR CIP. UM, AND THEN THE OTHER, I JUST WANNA SAY THANK YOU. UM, I KNOW YOUR TEAM HAS BEEN REALLY TRYING TO, UM, DEAL WITH THE, UH, HOMELESS ENCAMPMENT THAT WE HAVE, HAVE HAD IN FRONT OF THE JACK IN THE BOX THERE. UM, I SEE ROCKS GOING UP OR SOMETHING, AND THE FENCING, I'M NOT SURE EXACTLY WHAT IT'S GOING, HOW IT'S GOING TO, UM, DETER, BUT I WILL, I'M GOING TO LEAVE IT TO THE EXPERTS AND SEE WHAT HAPPENS AND WE'LL DEAL FOR IT WITH IT THERE. BUT, UM, GOING BACK TO AS FAR AS, UM, TRAFFIC AND ALL OF THAT, THE LIGHTING HAS HELPED, BUT, UM, YOU KNOW, UH, YOU KNOW, SOME OF OUR, YOUR FUNDING, WHEN YOU USE THE WORDS PUBLIC HEALTH AND SAFETY, UM, I THINK, UM, SOME OF THE OUTREACH, NOT JUST IN LONG, YOU KNOW, IN OUR AREA, BUT UM, PARTICULARLY IF THERE'S GRANT FUNDING OR ANYTHING THAT CAN BE CONSIDERED PUBLIC HEALTH AND SAFETY, UH, AS IT RELATES TO OUR HOMELESS POPULATION, THOSE WHO ARE UNHOUSED WOULD BE REALLY HELPFUL. NOT JUST FOR SERVICES, BUT ALSO, UM, UH, FOR YOUR TEAM TO BE ABLE TO HAVE THE, THE, THE, THE RESOURCES IT NEEDS TO GET THE JOB DONE, OR FOR PD TO HAVE THE RESOURCES TO GET THE JOB DONE. UM, FOR EXAMPLE, I NOTICED WE HAD, UH, IN THE CIP, EITHER PREVIOUSLY OR IN PROCESS, YOU KNOW, THE GUN RANGE, MAKING SURE THERE'S MORE, UH, I DUNNO, ERROR GOING THROUGH THERE, WHICH I UNDERSTAND OUR, OUR PD NEEDS TO BE WELL TRAINED AND FUNDED, BUT, UM, YOU KNOW, THAT WAS GENERAL FUND MONEY GOING TO FOR VENTILATION. AND I THOUGHT, OH, WOW, WHAT COULD THAT HAVE DONE IN A COMMUNITY ON THE WEST SIDE WHO NEEDED SUPPORT WITH WHATEVER. UM, SO, UM, I JUST, I, I COMMEND YOUR TEAM. I KNOW YOU GUYS ARE DOING A LOT WITH A LITTLE, UM, BUT, UM, I, YOU KNOW, I THINK MY FELLOW COMMISSIONERS HAVE SOME SEVERE CONCERNS ON PUBLIC HEALTH AND SAFETY, AND IF THERE'S A WAY FOR US TO SUPPORT YOU AND, UM, MAKING THAT RECORD, WE WILL BE HAPPY TO DO IT. SO THANK YOU. THANK YOU. COMMISSIONER VALENZUELA. OKAY. I CALL ON MYSELF, UH, JUST FOLLOWING UP ON THE SAFETY TRAINING THAT THE, UH, PLANNING COMMISSION IS GETTING. I'M JUST WONDERING, HAVE, HAVE ALL COMMISSIONERS GONE THROUGH THE TRAINING? NO. NO. OKAY. ACTUALLY, UH, IT WOULD BE HELPFUL IF I COULD HAVE A, BY SHOW OF HANDS, THOSE THAT STILL WISH TO DO THAT. OKAY, GREAT. JUST THE TWO I HAVE. OH. SO, BUT YEAH, WELL, WE'LL CERTAINLY INVITE YOU TO THAT. IT'S, IT'S, YEAH, IT'S, UH, INFORMAL TRAINING RUN BY THE, UM, BY THE, UH, CHIEF BATTALION, CHIEF HERNANDEZ ON THE, YOU KNOW, JUST GENERAL SAFETY IN THE EVENT OF AN EMERGENCY. SO WE'LL, WE'LL, WE'LL CONTACT YOU. UH, THIS WOULD BE IF, IF THERE AN EMERGENCY HAPPENS, SAY, DURING A PLANNING COMMISSION MEETING, FOR EXAMPLE. UM, MORE GENERALLY, UM, THIS WEEKEND I HAD THE OPPORTUNITY TO TEST FOR MY HAM RADIO LICENSE, AND I PASSED. FORTUNATELY, , CONGRATULATIONS. UH, THANK YOU. BUT ALSO, UH, I DIDN'T REALIZE HOW INTEGRATED, UH, THE HAM PEOPLE ARE INTO THE SEARCH PROGRAM, THE COMMUNITY EMERGENCY RESPONSE TEAM. I ENCOURAGE EVERYBODY PRESENT, NOT JUST PLANNING, COMMISSIONERS, COMMISSIONERS, BUT EVERYBODY PRESENT TO AT LEAST GET INVOLVED IN THE SEARCH PROGRAM. THERE'S A GOOD CERT PROGRAM HERE IN THE CITY OF CHULA VISTA. YOU CAN APPLY, UH, TALK TO MR. WALTER AMITY ABOUT THAT. HE HEADS THAT UP FOR THE CITY. UM, AND IF YOU ARE TECHNICALLY INCLINED, I ENCOURAGE YOU TO, UH, STUDY FOR AND GET YOUR HAM RADIO LICENSE. THERE'S A HUGE COMMUNITY OUT THERE THAT I NEVER KNEW EXISTED, UH, BUT THEY'RE [01:40:01] VERY ACTIVE AND, UH, VERY ANXIOUS FOR NEW MEMBERS. AND, UH, WHEN YOU THINK ABOUT THE EMERGENCIES THAT, NOT JUST SAN DIEGO, BUT ALL THROUGHOUT CALIFORNIA, THE REST OF THE NATION HAS HAD OVER THE DECADES, UH, HAM RADIO OPERATORS PLAY A VERY SIGNIFICANT ROLE IN RESCUE RECOVERY AND THINGS LIKE THAT FOR EMERGENCIES. THEY ALSO PARTICIPATE A LOT IN, UH, SOCIAL EVENTS LIKE, UH, UH, THE, THE RUNS THAT WE HAVE, THE EVENTS, UH, FOR HIKING, UH, THAT ARE WELL ORGANIZED, THEY ACT AS, UH, UH, COMMUNICATIONS PEOPLE FOR THESE EVENTS, MARATHONS AND THINGS LIKE THAT. SO, UH, THEY ARE VERY ACTIVE SOCIALLY IN THE COMMUNITY, AND I ENCOURAGE ANYBODY WHO WOULD BE INTERESTED IN THAT TO, UM, LOOK ONLINE AND TALK TO MR. AMITY OR, UH, TALK TO ME OFFLINE AND I CAN POINT YOU SOMEWHERE. OKAY. UM, ANYTHING ELSE FROM ANY PLANNING COMMISSIONERS? OKAY. THE PLANNING COMMISSION IS HEREBY ADJOURNED UNTIL THE REGULARLY SCHEDULED MEETING OF JULY 15TH. PLEASE NOTE THAT IS JULY 15TH. THERE IS NOT ANOTHER MEETING THIS MONTH. UH, AND SO THE NEXT ONE IS JULY 15TH AT 6:00 PM THE TIME IS NOW 7:41 PM. * This transcript was created by voice-to-text technology. The transcript has not been edited for errors or omissions, it is for reference only and is not the official minutes of the meeting.
