THIS EVENING, I'LL BE PRESENTING ON THE UNION TOWER APARTMENT PROJECT.

I WANNA FIRST START OFF BY REMINDING EVERYONE WHAT THE NATIONAL CITY HOUSING AUTHORITY MISSION IS.

IT'S TO PROMOTE ADEQUATE AND AFFORDABLE HOUSING ECONOMIC OPPORTUNITY, SUITABLE LIVING ENVIRONMENTS TO ALL HOUSEHOLDS WITH THE EMPHASIS ON EXPANDING HOUSING OPPORTUNITIES TO VERY LOW, LOW AND MODERATE INCOME FAMILIES, ACCESSIBLE HOUSING FOR SPECIAL NEEDS POPULATIONS, INCLUDING LARGER FAMILIES, SENIORS, AND PEOPLE WITH DISABILITIES.

THE UNION TOWER APARTMENTS PROJECT FULFILLS THE HOUSING AUTHORITIES GOALS WITH JUST THAT.

SO NOW I'LL GET INTO THE PROJECT, UH, THAT WAS DEVELOPED BY WAKELAND HOUSING AND DEVELOPMENT CORPORATION.

IT'S A HUNDRED PERCENT AFFORDABLE MULTIFAMILY HOUSING DEVELOPMENT, NEW CONSTRUCTION PROJECT DEVELOPMENT DEVELOPED AT 2312 F AVENUE.

THIS PROJECT CONSISTS OF TWO BUILDINGS, FOUR AND SEVEN STORIES IN HEIGHT WITH A TOTAL OF 94 RESIDENTIAL UNITS AFFORDABLE TO HOUSEHOLDS BETWEEN 30% AND 60% OF THE SAN DIEGO COUNTY AREA MEDIAN INCOME.

SO WHAT I HAVE BEFORE YOU IS A PROPERTY SNAPSHOT.

SO THE PROPERTY WILL CONSIST OF ONE, TWO, AND THREE BEDROOM UNITS.

THERE IS PARKING AVAILABLE ON SITE.

A FULL DESCRIPTION OF THE PROPERTY IS AVAILABLE IN THE STAFF REPORT.

SO ONLINE, AND WE'LL KIND OF WALK THROUGH WHAT THE PROPERTY LOOKS LIKE.

UH, SOMETHING THAT WE'RE DOING THIS TIME AROUND THAT IS DIFFERENT FOR, UH, PREVIOUS LEASES OF OUR AFFORDABLE HOUSING COMPLEXES IS THAT, UH, WE'RE TAKING SOME TIME TO REALLY LOOK, TO REALLY WORK WITH APPLICANTS TO ENSURE THAT, UM, OUR NATIONAL CITY RESIDENTS ARE HOUSED, UM, IN THE UNITS.

SO, UH, WE'VE FOUND THAT, UM, SOME PEOPLE NEED, UM, A BIT MORE ASSISTANCE IN FILLING OUT, UH, THEIR DOCUMENTS.

THEY NEED, UM, SOME ASSISTANCE IN ACTUALLY SUBMITTING THEM.

UM, SO, UH, WE WILL BE HELPING THEM, THE NATIONAL CITY, UH, HOUSING AUTHORITY STAFF.

WE'LL ALSO BE ASKING, UM, OUR CITY COUNCIL MEMBERS TO REACH OUT TO OUR RESIDENTS, UH, TO GET THEM TO SUBMIT THEIR DOCUMENTATION.

UM, WE'D ALSO, UH, LIKE YOUR SUPPORT AS OUR HOUSING ADVISORY BOARD TO, UM, YOU KNOW, HELP OUR APPLICANTS, HELP OUR RESIDENTS, UM, YOU KNOW, GET THEIR DOCUMENTATION SO THEY CAN FILL THESE UNITS.

UH, FOR HOUSEHOLD MEMBERS, UH, I WOULD SAY, UM, I WOULD NOT RULE, UH, IF I WERE AN APPLICANT, I WOULD NOT RULE MYSELF OUT.

I WOULD HIGHLY ENCOURAGE EVERYONE TO APPLY IF YOU THINK YOU'RE EVEN CLOSE TO BEING ELIGIBLE, UM, SUBMIT THAT APPLICATION AND LET THE PROPERTY MANAGEMENT COMPANY DETERMINE IF YOU ARE ELIGIBLE OR NOT.

SO, UM, SOMETHING THAT WE, WE ALL KIND OF NEED.

UM, I SEE THAT IS JUST, UM, IN GENERAL, IT WOULD BE KIND OF COMING TOGETHER.

AND SO OUR RESIDENTS AREN'T COMPLETING APPLICATIONS, AREN'T SUBMITTING ALL OF THE DOCUMENTATION THAT IS NEEDED IN ORDER TO GET HOUSED.

UM, SO IT'S JUST BEEN LIKE, JUST A BIG DETERRENT.

SO, UM, I HAVE ASKED OUR, THE PROPERTY MANAGEMENT COMPANY, UH, HEDER, WHICH IS, THEY'VE BEEN OUTSTANDING ALONG WITH WAKELAND.

UM, THEY, UH, TO, YOU KNOW, WORK WITH OUR RESIDENTS A LITTLE BIT MORE, BUT YOU KNOW, THEY, THEY ONLY HAVE SO MUCH CAPACITY BECAUSE THEY'RE GOING THROUGH, AT THIS POINT, THOUSANDS OF APPLICATIONS.

UM, I'M SORRY, SHOULD NOT SAY LIVE ENTERTAINMENT THAT WAS REMOVED, UM, AT A NEW RESTAURANT TO BE LOCATED AT 21 WEST SEVENTH STREET.

UM, OVERVIEW OF THE PROPERTY, THIS IS CURRENTLY A VACANT CORNER ON THE NORTHEAST SIDE WHERE ROOSEVELT MEETS MEETS WEST SECOND STREET.

UM, THE I FIVE ON RAMP IS RIGHT THERE.

UH, JACK IN THE BOX IS KITTY CORNER, UM, ALSO VERY CLOSE TO THE ADA INN.

UM, THERE'S A PREVIOUSLY APPROVED, UH, CONDITIONAL USE PERMIT FOR A PADDLE CENTER.

UM, THE SITE HAS NOT STARTED CONSTRUCTION YET, UM, BUT THEY DO PLAN TO OPERATE THIS NEW ATHLETIC FACILITY OUT OF A, UH, 2,990 SQUARE FOOT CLUBHOUSE.

UM, THE SEATING FOR, UH, THE AREA WILL BE COMPLETELY OUTDOORS.

SOME OF IT IS COVERED, UH, APPROVED HOURS OF OPERATION FOR THE PADDLE CENTER.

THE FAC THE ATHLETIC FACILITY WOULD BE 7:00 AM TO 10:00 PM DAILY.

UH, IT WILL TOTAL FIVE PADDLE TENNIS COURTS AND ONE PICKLEBALL COURT.

UM, SOME MINOR VARI VARIATION FROM WHAT WAS ORIGINALLY APPROVED BACK IN, I BELIEVE, 2023.

UM, THIS AREA IS PRIMARILY COMMERCIAL.

AGAIN, INTERSTATE FIVE IS ACROSS ROOSEVELT AVENUE.

UM, THE ONLY KIND OF KNOWN RESIDENTIAL TYPE USE IN THE IMMEDIATE VICINITY.

THERE WAS A BUILDING PERMIT FILED, UH, ON THE PROPERTY TO THE EAST TO BUILD A RESIDENTIAL UNIT, BUT THAT HAS NOT BEEN APPROVED AT THIS TIME.

A COUPLE OF VIEWS OF THE SITE IS A LITTLE BIT OLDER, UM, BUT IT WAS VACANT.

UM, THERE WAS SOME VERY MINOR KIND OF SCRAPING OF THE DIRT THAT OCCURRED.

UH, OTHERWISE NO SITE WORK HAS BEEN COMPLETED.

UM, THIS IS WHAT THE STREET FRONTAGE LOOKS LIKE.

YOU HAVE THE CORNER OF ROOSEVELT AVENUE AND WEST SEVENTH ON THE LEFT.

AND THEN ON THE RIGHT SIDE, THE VIEW, LOOKING DOWN ROOSEVELT AVENUE.

AS YOU CAN SEE, THE CITY, OUR CITY PUBLIC WORKS DEPARTMENT HAS DONE SOME IMPROVEMENTS WITHIN THE STREETSCAPE, UM, IN RECENT YEARS.

SO THE PROPOSAL IS TO HAVE

BEER AND WINE SALES, WHICH IS AN A BC TYPE 41 LICENSE AT A NEW RESTAURANT.

UM, THEY'RE PROPOSING TO OPERATE THIS RESTAURANT AND THE ALCOHOL SALES FROM 8:00 AM TO 11:00 PM DAILY.

UM, THIS WOULD ALLOW FOR GUESTS TO STAY AND GRAB A BITE TO EAT OR A DRINK AFTER THEY FINISHED THEIR LAST GAMES AT 10 O'CLOCK.

UM, ALL THE SEATINGS OUTDOORS, UH, WHICH IS BETWEEN THE COURTS AND THE CLUBHOUSE, AS WELL AS KIND OF UNDER A COVER WHERE THE CLUBHOUSE IS LOCATED.

UH, NO LIVE ENTERTAINMENT IS PROPOSED AT THIS TIME.

THE APPLICANT, UH, DISCUSSING WITH THEM, UH, THEY HOPE TO USE THE TEMPORARY USE PERMIT PROCESS TO POTENTIALLY HOLD HOST TOURNAMENTS IN THE FUTURE.

UM, BUT THAT IS NOT PART OF THIS REQUEST RIGHT NOW.

AGAIN, FACILITY HAS NOT STARTED CONSTRUCTION.

UH, IN TALKING TO THE APPLICANT, A B, C ALLOWS, UH, BASICALLY AN INDEFINITE TIME BETWEEN LICENSE APPROVAL AND WHEN IT GETS ENACTED.

UM, SO WE'RE NOT PUTTING THE CART BEFORE THE HORSE, SO TO SPEAK IN THIS INSTANCE.

UM, HERE'S WHAT THE CURRENT SITE PLAN LOOKS LIKE.

UM, SO THE KIND OF THE GRAY HASHED AREAS ARE THE PADDLE TENNIS COURTS.

UM, I GUESS IT, IT, IT'S SOMEWHAT SIMILAR TO LIKE A RACKETBALL TYPE SPORT WITH KINDA LARGE, UM, PANELED EXTERIOR.

AND THEN THE, THE COURT AT THE TOP IN WHITE, THAT'S A STANDARD PICKLEBALL COURT.

UM, THE AREA SURROUNDED BY RED THERE, THAT IS THE KIND OF COMMON AREAS WHERE THE CLUBHOUSE WOULD BE ON THE SOUTH SIDE.

AND THEN THE OUTDOOR OPEN AREAS WHERE SEATING CAN TAKE PLACE, UM, WHERE IT'S KIND THE LIGHT GRAY SHADING.

UM, THE APPLICANT DID STATE THERE WOULD BE JUST KIND OF AMBIENT MUSIC.

UM, NOTHING, NO LIVE MUSIC OR ANYTHING LIKE THAT.

JUST TYPICAL KIND OF LOW VOLUME RESTAURANT STYLE MUSIC IN, UH, THE NATIONAL CITY MUNICIPAL CODE TITLE 1818 30.050.

IT ALLOWS FOR ALCOHOL SALE FOR ONSITE CONSUMPTION WITH AN APPROVAL OF A COP.

UH, THAT WOULD INCLUDE THE ZONE WHICH THIS PROPERTY IS LOCATED.

DEVELOPMENT ZONE ONE B OF THE DOWNTOWN SPECIFIC PLAN.

UM, THERE ARE SOME ADDITIONAL REQUIREMENTS FOR ALCOHOL.

CS ONE IS AN EXTENDED MAILING, SO WE'RE LOOKING AT 660 FEET.

UH, SO 483 OWNERS AND OCCUPANTS IN THE VICINITY WERE MAILED NOTICES FOR THIS PROJECT.

UM, THE APPLICANTS ARE ALSO REQUIRED TO HOLD A COMMUNITY MEETING, WHICH WAS HELD ON AUGUST 19TH, I THINK IT WAS AT NAPOLEON'S RESTAURANT.

UH, THERE WERE NO COMMUNITY MEMBERS IN ATTENDANCE.

UM, AS FAR AS THE CONCENTRATION OF ALCOHOL LICENSES, UM, THIS IS IN CENSUS TRACK TWO 19.

THERE ARE CURRENTLY 17 ON SALE LICENSES WHERE THREE ARE RECOMMENDED BY A, B, C.

SO IT IS CONSIDERED OVER, OVER CONCENTRATED.

I KIND OF LOOKED AT WHAT THOSE LICENSES WERE.

UM, ONE OF THOSE IS A FRATERNAL ORGANIZATION.

UH, 10 OF THE 17 ARE LOCATED IN NATIONAL CITY AND SIX LOCATED IN CHULA VISTA.

UM, MOST OF 'EM ARE PROBABLY RESTAURANTS, BUT THERE ARE A FEW KIND OF OLDER BARS ALSO IN THIS, UM, CENSUS TRACT.

UM, THE NEAREST LIQUOR LICENSE WOULD BE, UH, THE RESTAURANT LOCATED AT THE BOTTOM OF THE RAMADA AT 700 NATIONAL CITY BOULEVARD.

SO THAT'S ON THE NEXT BLOCK.

UM, THERE ARE DISTANCE REQUIREMENTS FOR ALCOHOL RELATED USES.

UH, IN THIS INSTANCE, UM, THE TRIGGERING ONE WOULD BE BEING WITHIN 660 FEET OF PUBLIC SCHOOL.

UM, THERE WOULD, THERE IS A CHARTER SCHOOL REALLY CLOSE, BUT IT'S NOT, UM, PART OF THE POLICY AS FAR AS THE, UH, DISTANCE REQUIREMENTS ARE CONCERNED.

UM, AND THEN THE, THE APPLICATION WOULD HAVE TO ADHERE TO CITY COUNCIL POLICY 7 0 7 ON ALCOHOL SALES, UH, WHICH HAS SOME STANDARD CONDITIONS OF APPROVAL FOR THIS TYPE OF USE.

UH, THAT WOULD HAVE TO BE INCLUDED.

UM, AND THE ONLY WAY THEY WOULD NOT WOULD BE A WAIVER BY CITY COUNCIL.

UM, AS FAR AS HOURS OF OPERATION, PROPOSED HOURS, AS I MENTIONED, UH, FOR THE NEW RESTAURANT, 8:00 AM TO 11:00 PM DAILY, THE PADDLE CENTER, WHICH IS THE FITNESS ACTIVITY, UH, SEVEN TO 10:00 PM DAILY WAS THE ALREADY APPROVED HOURS AS FAR AS THE RESTAURANTS ARE CONCERNED.

UM, SOME OF OUR RECENT APPROVALS, UM, IT KIND OF RANGE FROM 10 TO 11, UH, DAILY.

UM, BUT THE MAJORITY OF THOSE WOULD BE INDOOR USES.

UM, LA BEER, BEER AREA, UH, WHICH HAD A MORE NEIGHBORHOOD SETTING.

UH, IT WAS RESTRICTED TO 9:00 PM OUTSIDE.

SO STAFF IS RECOMMENDING, UH, DEFINING THE PROJECT AS EXEMPT FROM QUA, UH, WHICH SHOULD BE CLASS THREE, NEW CONSTRUCTION AND CONVERSION OF SMALL STRUCTURES.

UH, THE PROPOSED CLUBHOUSE MEETS THE SIZE CRITERIA FOR THAT EXEMPTION.

UH, THE CONSUMPTION OF ALCOHOL WOULD BE ENTIRELY OUTDOORS, UM, BUT PATRONS WOULD NOT BE ABLE TO,

UH, LEAVE THE PREMISES WITH ALCOHOL AND THERE'D BE SIGNAGE FOR THAT.

UM, THE RESTAURANT IS LOCATED WITHIN DEVELOPMENT ZONE ONE B.

UM, THIS PARTICULAR DEVELOPMENT ZONE IN THE DOWNTOWN SPECIFIC PLAN, UM, IS REALLY IN, HAS AN INTENTION TO INCLUDE BOTH VISITOR SERVING COMMERCIAL AND ENTERTAINMENT USES.

UM, SO IT'S NOT JUST YOUR STANDARD RETAIL COMMERCIAL DISTRICT.

IT'S REALLY HOPING TO, UH, ACHIEVE, UM, ACTIVITY AT A, AT A LARGER SCALE.

WE DID RECEIVE COMMENTS AS WE TYPICALLY DO FOR ALCOHOL APPLICATIONS FROM THE POLICE DEPARTMENT AND THE INSTITUTE FOR PUBLIC STRATEGIES.

UM, IT DID GET A MEDIUM RISK ASSESSMENT FROM THE POLICE DEPARTMENT.

UM, ORIGINALLY THE APPLICATION INCLUDED LIVE ENTERTAINMENT AND LONGER HOURS.

UM, SO IT CAME IN WITH 17 POINTS, WHICH IS CONSIDERED MEDIUM.

UH, AFTER THE ALCOHOL, THE APPLICANT'S REVISIONS TO 11:00 PM AND GETTING RID OF THE LIVE ENTERTAINMENT, UM, IT STILL FALLS WITHIN THE MEDIUM RISK AT 14 POINTS.

UM, THESE ARE BASED ON LICENSE CONCENTRATION CALLS OR SERVICE CRIME RATES, THINGS LIKE THAT.

UM, IF YOU LOOK AT THE, UH, POLICE DEPARTMENT COMMENTS, UM, AND THE ATTACHMENT FOR THE RISK ASSESSMENT, UM, THERE IS DEFINITELY SOME CONCERN ABOUT THE CRIME RATE IN THE AREA.

UM, AND THE SITE ALSO DOESN'T HAVE, UM, ONSITE PARKING.

UM, SO PATRONS WOULD HAVE TO, UH, PARK ON THE STREET AND THEY'D BE WALKING TO THE FACILITY.

UM, THOSE THINGS, UH, STAFF HAS KIND OF LOOKED AT AS MAYBE A CONCERN FOR THIS PROPOSED USE.

UM, WITH IPS, UH, THEY HAD A COMMENT FROM THE RESPONSIBLE HOSPI HOSPITALITY COALITION OF SAN DIEGO COUNTY, UM, AND THEY JUST WANTED TO RECOMMEND REFRAINING FROM SELLING ALCOHOL FOR PATRONS THAT PLAN TO PARTICIPATE IN SPORTS ACTIVITIES.

SO BASICALLY, UH, DO YOUR DRINKING AFTER YOU'RE DONE, UH, PLAYING YOUR SPORTS, UH, TO PREVENT INJURIES.

UM, AND THEN STANDARD RBSS TRAINING, UM, AGE VERIFICATION CHECKS, UM, AND THEN KIND OF OUR STANDARD CONDITIONS, UM, RELATED TO FOOD SERVICE WITH THE ALCOHOL.

SO WE HAVE OUR COUNCIL POLICY 7 0 7 FOR CONDITIONS OF APPROVAL.

AND WE ALSO HAVE OUR HOURS OF OPERATION, UH, RESPONSIBLE BEVERAGE SALES AND SERVICE.

UM, ALCOHOL SALES HAVE TO REMAIN ACCESSORY TO THE RESTAURANT, SO WE GET SALES RECEIPTS EVERY YEAR, AND IT HAS TO SHOW THAT FOOD SALES ARE HIGHER THAN ALCOHOL SALES.

UM, CONDITIONS IN THE DRAFT RESOLUTION FOR PLANNING COMMISSION THAT ARE MORE SPECIFIC TO THIS APPLICATION.

UH, AGAIN, UH, NOISE WITH TITLE 12, THE PALE CENTER HAD THAT CONDITION AS WELL.

UH, MAKING SURE PATRONS OUTSIDE ARE NOT EXCEEDING NOISE VOLUMES.

UM, SEF IS RECOMMENDING A CONDITION, UH, FOR THE PROVISION OF THE SECURITY GUARD ON SITE, UM, WITH CONCERNS OVER SAFETY FOR PATRONS.

UM, SO WE CAN PERHAPS TALK ABOUT THAT MORE LATER, UH, AS WELL AS SECURITY CAMERAS, WHICH SHOULD BE CAPABLE OF, UM, TAPING BOTH ONSITE AND THE ADJACENT SIDEWALKS.

UM, AND THEN FOR SAFETY PURPOSES, SOME TYPE OF LANGUAGE THAT IS PLAIN TO SEE DISCOURAGING THE CONSUMPTION OF ALCOHOL PRIOR TO ENGAGEMENT IN SPORTS ACTIVITIES.

IN SUMMARY, UH, THE PROPOSED USE IS CONSISTENT WITH THE GENERAL PLAN.

UM, ALCOHOL SALES ARE CONDITIONALLY ALLOWED IN THE DEVELOPMENT ZONE ONE VIA THE DOWNTOWN SPECIFIC PLAN.

UM, THEY WOULD REMAIN ACCESSORY TO THE BUSINESS IN A PRIMARILY COMMERCIAL AREA, UM, INCLUDING THE CONDITIONS FROM COUNCIL.

POLICY 7 0 7, UM, ARE INTENDED TO ALLEVIATE ALLEVIATE CONCERNS RELATED TO POTENTIAL AREA IMPACTS.

UM, AND STAFF JUST DISCUSSED THE ADDITIONAL CONDITIONS THAT COULD ADDRESS CONCERNS RELATED TO NOISE, SECURITY AND SAFETY.
