UH, IN REGARDS TO CITY MANAGER, THE CITY MANAGER'S POSITION, I BELIEVE WE NEED AN INDEPENDENT AND ACCOUNTABLE CITY MANAGER.

A CONCEPT THAT, UH, RON AND RON'S ASSISTANT BUSH AND COUNCIL MEMBER BELINA HAVE BLATANTLY DISRESPECTED.

COUNCIL MEMBER BUSH AND MOLINA ARE GOING ALONG WITH RON AND NOT ALLOWING THE CITY MANAGER TO RUN THE DAY-TO-DAY OPERATIONS OF THE CITY INDEPENDENTLY.

TIME AND TIME AGAIN, RON, HIS ASSISTANT BUSH AND COUNCIL MEMBER MOLINA, HAVE OBSTRUCTED THE CITY MANAGER FROM PERFORMING THE VERY DUTIES THAT THE CITY MAN MANAGER MUST PERFORM TO MAINTAIN A PROFESSIONAL AND ETHICAL CITY.

HAS RON AND HIS, UH, TWO DISCIPLES OR APOSTLES DISCLOSED TO THE CANDIDATE FOR THE NEW CITY MANAGER? WHY BENJAMIN MARTINEZ LEFT THE CITY.

THE FORMER CITY MANAGER WASN'T THE ONLY THING THAT DISAPPEARED.

BENJAMIN MARTINEZ PHONE BANISHED AFTER PUBLIC RECORDS WERE REQUESTED FOR COMMUNICATIONS FROM BENJAMIN MARTINEZ PHONE RELATED TO THE PUBLIC HEALTH NUISANCE PROJECT.

ALMOST A YEAR AFTER WE REQUESTED THEM, YOU FINALLY PRODUCED THE BILLS, SHOWING MANY OF THE CONVERSATIONS BY THE FORMER CITY MANAGER WHOSE PHONE IS STILL CONVENIENTLY MISSING IN ACTION.

I HAVE RIGHT HERE WHAT WAS PRODUCED.

EVERY CALL HAS BEEN REDACTED.

WHAT YOU, WHAT ARE YOU HIDING? I CAN'T WAIT FOR OTHER CITIES AND OTHER COUNTY SUPERVISORS TO LOOK AT THIS TO SEE HOW UNLAWFUL IS THIS? THAT'S NOT A WAY A PUBLIC RECORDS ACT IS DONE AND EVERYBODY KNOWS IT.

A HIGHLY ATYPICAL RUSH SCHEDULING OF A CLOSED CITY COUNCIL SESSION TO PUBLISH THE MAYOR'S ASSISTANCE.

FALSE FALSE CLAIM.

A CONTRIVED DEFAMATION SHIELD BY THE MAYOR'S ASSISTANT.

THE CITY HAS STILL NOT PRODUCED, REQUESTED PUBLIC RECORDS REQUEST ON HOW THE CITY ABRUPTLY CHANGED ITS PUBLISHED CLAIM FORM AND REMOVED ITS PUBLISHED DIRECTIONS REGARDING CLAIM PROCEDURES.

COINCIDENTALLY, RIGHT AFTER THE PUBLIC RECORDS REQUEST WAS SUBMITTED, THE CITY IS OBSTRUCTING THE CITY MANAGER'S ABILITY TO DISCIPLINE CITY EMPLOYEES LIKE THE MAYOR'S ASSISTANT WHO IMPROPERLY TOUCHED AND COMMENTED ON THE PHYSICAL ATTRIBUTES OF A CITY EMPLOYEE.

THE NEW CITY MANAGER MUST BE STRONG AND HONEST ENOUGH TO RESTORE NATIONAL CITY TO A CITY MANAGER FORM OF GOVERNMENT FREE OF THE MAYOR'S TAMPERING, CORRUPTION, WASTE, FRAUD, AND ABUSE.

THE MAYOR AND HIS ASSISTANT WITH THE SUPPORT OF TWO COUNCIL MEMBERS, HAVE USURPED THE AUTHORITY OF THE CITY MANAGER AND OBSTRUCTED THE CITY MANAGER'S ABILITY TO DISCIPLINE CITY EMPLOYEES LIKE THE MAYOR'S ASSISTANT WHO IMPROPERLY TOUCHED AND COMMENTED ON THE PHYSICAL ATTRIBUTES OF A CITY EMPLOYEE.

THE MAYOR AND HIS ASSISTANT OBSTRUCTED THE ABILITY OF THE CITY MANAGER TO COMPLY WITH THE PUBLIC RECORDS ACT BY FAILING TO PRODUCE PUBLIC RECORDS RELATED TO THE PUBLIC HEALTH NUISANCE PROJECT, WHICH WAS REJECTED BY THE PLANNING COMMISSION ABOUT WHICH THERE IS STILL PUBLIC INTEREST.

WE HAVE NO CONFIDENCE THAT THIS THREE MEMBER COUNCIL HAS THE INTEGRITY TO APPOINT AN INDEPENDENT AND ACCOUNTABLE CITY MANAGER.

ANY CANDIDATE CONSIDERING THIS POST SHOULD CAREFULLY REVIEW THE PATTERN OF MISCONDUCT BY THE MAYOR AND HIS ASSISTANT IN DECIDING WHETHER TO TARNISH THE REPUTATION BY BECOMING THE CITY MANAGER OF NATIONAL CITY.

CITY COUNCIL MEMBERS STAFF.

AS MS. BLANCO, MY COLLEAGUES HAVE ALLUDED TO, THE IDEAL CITY MANAGER REPRESENTS SOMETHING SORELY LACKING IN THE CITY.

A NONPOLITICAL PROFESSIONAL ADMINISTRATOR WHOSE ROLE IS TO ADMINISTER POLICY, NOT INFLUENCE AND NOT CREATED.

CITY MANAGER POSITION EMBODIES ONE OF OUR NATION'S MOST SACRED IDEALS OF GOOD GOVERNANCE.

THE SEPARATION OF POWERS, THE INTERNATIONAL CITY AND COUNTY MANAGEMENT ASSOCIATION EXPLAINS THAT THE VERY CONCEPT OF A CITY MANAGER AROSE FROM THE EARLY 20TH CENTURY, A TIME IN AMERICAN HISTORY WHERE POLITICIANS RAN C UH, RAN CITIES THROUGH WEB OF SANCE, EXCHANGING FAVORS WITH EACH OTHER.

LOCAL GOVERNMENTS WERE PLAGUED BY PARTISAN, PARTISAN BICKERING AND CORRUPTION.

ARGUABLY THEY STILL ARE TODAY.

AN ACTUALLY INDEPENDENT CITY MANAGER IS ONE WHO CAN'T BE BULLIED IN A SUBMISSION BY ANY ELECTED OFFICIAL AND CERTAINLY NOT THE MAYOR.

INSTEAD, THE CITY MANAGER'S OFFICE HAS BEEN A PUPPET OF THE POLITICAL MACHINE IN THIS CITY.

THE LAST CITY MANAGER WAS TURNED INTO A MERE EXTENSION OF THE COUNCIL'S WILL AND WHEN HE WAS NO LONGER USEFUL, HE WAS DRIVEN OUT FROM HIS POSITION AND DISCARDED.

THE CITY MANAGERS AREN'T MEANT TO BE JUST ADVISORS, THEY ARE INDEPENDENT OF YOU AND THEY'RE MEANT TO BE LEADERS IN THEIR OWN RIGHT.

WE HOPE THE CITY HAS A CAPACITY TO DO THINGS DIFFERENTLY THIS TIME.

PEOPLE CERTAINLY EXPECT THAT MUCH.
