THIS COMMISSION HAS VERY LITTLE OVERSIGHT AND LACKS REAL AUTHORITY.
MEETINGS ARE SCHEDULED ONLY FOUR TIMES A YEAR, AND FOR THE PAST TWO, FOR THE PAST TWO YEARS, JUST THREE TIMES.
NO WEBSITE, NO SOCIAL MEDIA, NO CONTACT INFORMATION, NO OUTREACH AT COUNCIL MEETINGS TO INFORM OR ENCOURAGE COMMUNITY PARTICIPATION AS A RESULT.
AS A RESULT, THE PUBLIC DOESN'T EVEN KNOW THIS COMMISSION EVEN EXISTS.
UM, THERE NEEDS TO BE MORE EFFORT TO MAKE THE COMMISSION RELEVANT.

JESUS FLORES VERSUS NATIONAL CITY SETTLED FOR 1.5 MILLION.
ERROL MCNEIL VERSUS NATIONAL CITY SETTLED FOR 300 K.
TONY WILSON VERSUS NATIONAL CITY SETTLED FOR 350 K.
BRIAN LUMAN VERSUS NATIONAL CITY SEWED FOR 1 MILLION.
AND ASHLEY C**S VERSUS NATIONAL CITY WAS AWARDED 10 MILLION.
BRIAN ARROW AND TONY WERE ALL MENTALLY ILL AND GOING THROUGH A MENTAL HEALTH CRISIS, AND ALL THREE WERE KILLED.
FORMER NCPD OFFICER NICK MANES MADE RACIAL SLURS TOWARDS BLACK AND ASIAN PEOPLE PER RESIGNED INSTEAD OF BEING FIRED, OFFICER CORNEJO INVOLVED IN THE C**S CASE RETIRED IN FEBRUARY, 2025, JUST BEFORE THE MARCH JURY VERDICT.
ALL THESE CASES SHOW A CLEAR PATTERN OF MISCONDUCT WITHIN

THE NCPD.NOW, RECORDS PRESENTED BILL 16 AND SENATE BILL 1421 HAVE NOT BEEN UPDATED IN THE NATIONAL CITY PUBLIC RECORDS SINCE 2023.
UM, AND POSTING OFFICER JAVIER CORN'S PHOTOS ON THE NCPD INSTAGRAM PAGE SHOW SUPPORT FOR MISOGYNY, SEXISM, AND HOMOPHOBIA DUE TO THE CASE OF THE ASHLEY CUMMINS VERSUS NATIONAL CITY.
AND I WANT TO ENCOURAGE EVERYONE HERE TO READ THE CUMMINS RISK OF NATIONAL CITY CASE SUMMARY.
THE CITY PLAN PLANS TO APPEAL, AND THERE'S STILL MANY PEOPLE INVOLVED WITH THE CORRUPTION IN THAT CASE THAT ARE STILL EMPLOYED AND HAVE NOT BEEN HELD ACCOUNTABLE.
THIS YEAR, THE CITY OF THE NATIONAL CITY IS PAYING 11 MILLION PLUS BECAUSE THE NCPD ARE GROSS, GROSSLY INEPT, 11 MILLION PLUS ON TWO NCPD CASES AND ATTORNEY FEES.
THE TWO CASES ARE, UM, VERSUS NATIONAL CITY AND C**S VERSUS NATIONAL CITY.
UM, AND I GUESS THE QUESTION I HAVE FOR ALL OF YOU IS WHAT EXACTLY IS THAT ALL OF YOU DO? UM, I JUST, I'M CURIOUS.
I I FEEL LIKE I'M THE ONLY PERSON IN NATIONALITY THAT HAS SPOKEN UP ABOUT THESE ISSUES REGARDING THE NCPD.
I'VE COME OUT IN MULTIPLE NEWS OUTLETS, UM, AND QUITE FRANKLY, NO ONE KNOWS WHO YOU GUYS ARE WITHOUT DUE RESPECT.
SO I JUST WANNA SEE MORE URGENCY AND, AND FIGHTING FOR THE PEOPLE, THE, THE RESIDENTS OF NATIONAL CITY.

UM, IN THE PAST, THE CPRC HAS ATTENDED OR SENT REPRESENTATIVES TO, UH, THE NACO CONFERENCE, UM, LAST YEAR, COMMISSIONER GOMEZ ATTENDED THE CONFERENCE IN TUCSON, ARIZONA.
UM, WALTER, DO WE HAVE ANY ADDITIONAL INFORMATION ABOUT THIS CONFERENCE? UH, THE ESTIMATE IS ABOUT $2,300, BUT, UH, IF ANYBODY DOES WANT TO GO, WE STILL HAVE TO GO THROUGH THE CITY MANAGER'S OFFICE TO GET APPROVAL.
UH, WHAT DO WE HAVE FUNDING WISE ALLOCATED FOR THE COMMISSION? I BELIEVE LAST YEAR WE HAD $3,000, BUT I'M NOT SURE HOW MUCH IS THIS YEAR.
UM, IS THERE ANYBODY ON THE CPRC WHO WOULD BE INTERESTED IN ATTENDING THE N GOAL CONFERENCE? I WOULD BE MISSING FOR A WHOLE MONTH OF OCTOBER.

SO I, I WOULD, I'LL START TO BRAINSTORM ON WAYS WE COULD BRANCH OUT.
I DID ATTEND THE, UH, NATIONAL NIGHT OUT.
UM, SO I DON'T KNOW IF IN THE FUTURE, FUTURE NIGHT NATIONAL NIGHTS OUT WHETHER WE HAVE A TABLE THERE, JUST SO COMMUNITY MEMBERS CAN COME AND SAY, YOU KNOW, WHO ARE YOU, WHAT DO YOU DO? AND WE COULD POTENTIALLY TALK AND EXPLAIN THE PROCESS.
UM, I WON'T NECESSARILY BRING OUR OPERATING MANUAL BECAUSE IT'S REALLY THICK, BUT I, I DO THINK THERE'S OPPORTUNITIES FOR US TO, UM, YOU KNOW, REACH OUT TO THE COMMUNITY, WHICH I THINK WOULD HELP OUR JOB AND THEN HELP THE DEPARTMENT AS WELL, UM, IN KEEPING THAT, KEEPING THE FAITH IN GOVERNMENT.
SO, UM, I DID NOT CATCH THE NAME OF THE GENTLEMAN THAT SPOKE IN, UH, PUBLIC COMMENT.
BUT, UM, ONE THING I WILL THROW OUT THERE IS ALL OF OUR POLICIES ARE ON THE CITY WEBSITE AS WELL AS, UM, MEETINGS ARE POSTED IN ACCORDANCE WITH LAW AND CITY POLICY.
UM, THE REASON WHY WE HAVE ONLY FOUR MEETINGS A A YEAR IS BASED OFF OF HOW WE WERE ESTABLISHED AND WHAT THE CURRENT BYLAWS CALL FOR.
SO, UM, I THINK, UH, WE ARE VERY TRANSPARENT WITH WHAT WE DO AND REPORT BACK OUR FINDINGS ON CASES.
UM, SO I WOULD LOVE TO SEE MORE PUBLIC COME OUT AND SEE WHAT WE'RE DOING HERE AND TAKE MORE OF AN ACTIVE ROLE IN THEIR COMMUNITY.
UM, ON A COMPLETELY DIFFERENT NOTE, UM, JUST BEFORE THE LAST MEETING WE HAD, MY FATHER-IN-LAW PASSED AWAY AND HE PASSED AWAY ON THE OPPOSITE SIDE OF THE COUNTRY.

UM, SO ABOUT 15 MINUTES LATER, I MADE IT BACK TO THE HOUSE.
UM, COMMISSIONER PHILLIPS WAS, UH, WHO LIVES AROUND THE CORNER FOR ME.
HE WAS ABLE TO BE THERE AND BE WITH MY WIFE.
UM, THE OFFICERS THAT I INTERACTED WITH EXPLAINED TO ME WHAT THEY KNEW, GAVE ME CONTACT INFORMATION FOR THE POLICE DEPARTMENT IN VIRGINIA, UM, ASKED US WHAT WE NEEDED, SENT OVER A, HMM, I WANNA FORGET THEIR TITLE, LIKE A TRAUMATIC, UH, INCIDENT VOLUNTEER.
AND, UM, HAD THEM COME OUT AND IT WAS GREAT BECAUSE THEY'RE ABLE TO EXPLAIN TO YOU DIFFERENT THINGS THAT WILL NEED TO OCCUR AND THINGS THAT YOU'RE NOT THINKING OF.
