FOR TODAY.

[00:00:02]

FOR TODAY, I THINK

[Public Arts Committee on July 22, 2025.]

WE STAND FLAG OF THE UNITED STATES OF AMERICA, REPUBLIC ONE NATION AMERICA, INTO THIS LIBERTY ABOUT THAT FLAG.

I THOUGHT IT NON PUBLIC COMMENT.

THE PUBLIC COMMENTS.

UH, I THINK I FORGOT TO DO ROLL CALL.

COULD I? WE'LL JUST GO ROUND AND, UH, WE'LL DO INTRODUCTIONS.

UH, ROLL CLAP, PLEASE.

OKAY.

UH, CITY STAFF.

JOANNE MCGEE, CITY STAFF EXECUTIVE DIRECTOR JOHNSON VISION.

CHARLES UNIFIED SCHOOL DISTRICT.

ERIC.

HI, ERIC CAR? YES.

HI, ERIC CARAL, AND I'M ON THE, UH, CITY ARTS COMMITTEE.

THANK YOU.

A PLEASURE MEETING HERE.

HELLO, WE HAVE A PRESENTATION FROM TOMORROW, MY HEART ACADEMY.

YES.

UH, HI EVERYBODY.

MY NAME IS .

UH, THANK YOU FOR ADDING ME AS PART OF THE AGENDA FOR TODAY.

UH, I'M THE PROJECT RESOURCE TEACHER AT ZEAL FINANCE ACADEMY.

WE ARE A FINANCE BASED ELEMENTARY SCHOOL WITH SAN DIEGO UNIFIED SCHOOL DISTRICT.

WE'RE THE LARGEST ELEMENTARY SCHOOL IN SAN DIEGO UNIFIED, AND WE HAVE A FOCUS ON FINE ARTS.

SO, UM, I'VE MET, I'VE BEEN EMAILING JOANNA TWO WEEKS BACK TO FIGURE OUT IF THERE WAS ANY WAY OUR STUDENTS COULD PARTNER WITH THE COMMUNITY CENTER NEXT DOOR, WITH THE CITY HALL TO BE ABLE TO DISABILITY ARTWORK.

WE'RE VERY BIG ON SHOWING UP OUR STUDENT ARTWORK COMMUNITY.

SO I REACHED OUT TO JOANNE AND SHE INVITED ME TO, UH, TO THE PRESENTATION AND THE MEETING TODAY.

SO, YEAH, WE'RE, I JUST WANTED, GIVE EVERYBODY A QUICK OVERVIEWS TO THE KIND OF THINGS THAT WE DO AT SANTA.

WE'RE VERY HANDS-ON WITH STUDENTS.

I TEACH VISUAL AND MEDIA ART, SO WE DO A LOT OF WEAVING.

THE SECOND PICTURE THAT YOU SEE WAS A PROJECT THAT WE DID WITH 3D PRINTING.

EVERY STUDENT DESIGNED A CHESS PIECE THAT THEY COULD, UH, REMOVE A PIECE AND ADD THEIR OWN.

WHAT WOULD THE PIECE LOOK LIKE? WHAT WOULD THEY CALL IT, AND HOW, BOOM.

SO WE'RE VERY HANDS ON WITH WHAT WE DO.

SO THAT WAS A PROJECT THAT WE DID ON 3D PRINTING.

THE OTHER ONE, THE THIRD ONE YOU SEE IS A LOT OF CLAY.

DO YOU WANNA KEEP, UH, THE FIRST PICTURE HERE YOU SEE IS AN I, UH, SO IPY ART SUPPLIES BUILT OUR THIRD GRADERS PHOTOGRAPH A LOT OF ART SUPPLIES, AND THEY CAME UP WITH WHAT THEY WANTED, THE TRANSITIONAL KINDERGARTEN, KINDERGARTEN AND FIRST GRADE STUDENTS TO LOOK FOR IN ALL THOSE PICTURES.

SO WE MADE THAT INTO A BOOK, AND THE TK AND KINDERGARTNERS USE IT IN THEIR CLASSROOM.

THIS IS CITYSCAPE WITH 2D, ART AND SCULPTURE WITH RECYCLED CARDBOARD.

JUST TO GIVE YOU AN IDEA OF THE KIND OF THINGS THAT OUR STUDENTS DO IN OUR SCHOOL, WE HAVE MULTIPLE OPPORTUNITIES FOR COLLABORATION.

I ALWAYS START THE SCHOOL YEAR OFF WITH, UH, COLLABORATIVE ARTWORK WITH SECOND, THIRD, FOURTH, AND FIFTH GRADERS.

I KNOW IT'S A TINY PICTURE, BUT EVERY STUDENT SECOND THROUGH FIFTH GRADE WORKS ON A LITTLE SQUARE THAT WE PUT TOGETHER IN THE AUDITORIUM, AND IT JUST STAYS FOR, UM, FIRST NINE MONTHS OF SCHOOL UNTIL MAY.

AND THE ONE ON THE BOTTOM LEFT THAT YOU SEE IS A MURAL EVERY WE CREATE IN OUR SCHOOL.

WE CREATE SOMETHING CALLED A LEGACY MURAL.

OUR FIFTH COME TOGETHER BASED ON A BRONX THAT I GIVE, THAT THEY DESIGN AN IMAGE AND I SELECT A COUPLE IMAGES.

THE STUDENTS PUT IT TOGETHER AND THEY COME UP WITH THE FINAL MURAL DESIGN.

SO THIS IS, THEY'RE REALLY POSITIVE MARK BEFORE WE MOVE ON TO MIDDLE SCHOOL.

SO THAT, THAT WAS OUR MURAL FROM, UH, FEBRUARY OF THIS SCHOOL YEAR.

SO THIS IS WHAT THE OUTGOING FIFTH GRADERS PRESENT, UH, PAINTED.

AND EVERY STUDENT GETS TO GO THE PAINTBRUSH AND PAINT IT.

SO THIS WAS PAINTED BY ABOUT 150 STUDENTS OVER THE COURSE OF FIVE DAYS.

UM, AND THE ONE ON THE RIGHT, WE, I RUN AN ART PODCAST IN OUR SCHOOL.

IT'S CALLED THE ELEMENTARY ART TOP PODCAST.

SO WE HAVE ABOUT, UM, FOUR OR FIVE FIFTH GRADERS EVERY OTHER WEDNESDAY AFTER SCHOOL.

IT'S MIDDLE OF THE DAY.

WE LOOK AT ONE ARTWORK AND WE USE SOMETHING CALLED VISUAL PICKING STRATEGIES.

AND WE JUST TALK ABOUT THE ARTWORK.

BUT YOU KNOW THIS, BUT

[00:05:01]

YOU WANT THE BASIC SAY THAT.

SO WE'RE REALLY DIGGING DEEP INTO THE ARTWORK, AND WE USE A LOT OF ART VOCABULARY.

SO IT'S JUST THE STUDENTS.

I JUST FACILITATED WHAT IT'S THE STUDENTS, UM, THAT TALK ABOUT IT.

WE'VE RECORDED ABOUT 30 EPISODES SO FAR, AND THE MICROPHONE THAT WE HAVE, THAT HAS BEEN A HUGE HIT.

THE KIDS LOVE IT.

MAKES IT LOOK VERY PROFESSIONAL FOR THEM.

AND YEAH, UM, WE'VE, WE'RE VERY BIG ON, UM, STUDYING ARTWORKS FOR IN, FOR MAGAZINES AND ART SHOWS.

THE ONE ON THE LEFT IS CALLED THE DAVIS ADVOCACY PLANNER.

MY, OUR FIFTH GRADERS ARTWORK WAS CHOSEN AMONG A LOT OF DIFFERENT SUBS FROM ACROSS THE COUNTRY.

AND 10,000 COPIES OF THOSE WERE PRINTED TO BE DISTRIBUTED AMONGST OUR TEACHERS, UM, IN THE UNITED STATES.

THE ONE IN THE MIDDLE, OUR TWO STUDENTS THIS YEAR, THE WON RISING STAR AWARD WITH RAPPA, WITH SAN DIEGO UNIFIED.

AND THAT'S JUST A, TO GIVE YOU AN EXAMPLE OF SCULPTURE, THAT ONE FIRST PLACE AT THE CALIFORNIA ART EDUCATION ASSOCIATION'S YOUTH MOUT COMPETITION.

WONDERFUL.

YEAH.

AND WE'RE BIG ON, UH, EXHIBITING STUDENT ART COMMUNITY.

THE ONE ON THE LEFT IS AT A COFFEE SHOP.

WE HAVE A PARTNERSHIP WITH IT.

IT STOCK SIX GIRLS SITS ON RIO DRIVE.

SO I REGULARLY TAKE ARTWORK THERE, AND THE OWNER DISPLAYS IT, THE ONE IN THE MIDDLE.

WE, FOR THE FIRST TIME, WE HAD A BIG ART SHOW AT THE SKYLINE.

ITS PUBLIC LIBRARY.

AND WE INVITED PARENTS.

IT WAS, I MEAN, WE HAVE A REALLY GREAT COMMUNITY, AND WE, ALL THE PARENTS SHOWED UP WITH THE KIDS WHOSE ARTWORKS WERE, UM, DISPLAYED THERE.

WE DID A SPEECH AND ALL THE KIDS WHOSE ARTWORKS WERE DISPLAYED GOT CERTIFICATES.

SO WE MADE IT REALLY NICE FOR THEM.

AND THE ONE ON THE RIGHT AGAIN, IS WE HAVE A PARTNERSHIP WITH, UM, THE OTHER, UM, SKYLINES AND THE OTHER ONE, PARADISE, SORRY, PARADISE WITH PUBLIC LIBRARY.

WE REGULARLY DISPLAY ART THERE AS WELL ON A ROTATING BASIS.

SO, WHICH IS WHY, YOU KNOW, EXHIBITING STUDENT ART IN THE COMMUNITY LED ME TO, UM, THE, THE COMMUNITY CENTER NEXT DOOR IN THE CITY HALL HERE TO SEE, YOU KNOW, WE COULD HAVE SEMINAR ART HERE AS WELL.

OH, YEAH.

AND ONE MORE.

WE HAVE A LOT OF COMMUNITY PARTNERSHIP.

THIS IS MY LAST SLIDE ON THE LEFT.

WE HAVE A PARTNERSHIP WITH .

THEY BRING, UH, A PROGRAM TO MY ART CLASS.

IT'S CALLED FISH DIVERSITY.

IT'S FIELD CLASS, AND THEY TALK ABOUT HABITAT AND THE TEETH COLORATION OF FISH.

AND STUDENTS CREATE AN ART ARTWORK BASED ON WHAT THEY'VE LEARNED.

SO IT'S A REALLY NICE SCIENCE AND ART INTEGRATION.

THE ONE, THE MIDDLE WAS AT THE NEW CHILDREN'S MUSEUM.

WE PARTICIPATED IN A PROGRAM BY A GROUP CALLED PROJECT.

THEY WERE BIG ABOUT TWO YEARS BACK AT THE NEW CHILDREN'S MUSEUM.

AND THE ONE ON THE, UH, RIGHT IS, UH, AT A RTS TWO YEARS BACK, THEY HAD AN, AN ART SHOW CALLED POSSIBLE FUTURES, AND ALL OUR STUDENTS, ABOUT, I THINK 12 OR 16 STUDENTS DIGITAL ART WAS DISPLAYED THERE.

YEAH, THAT'S IT.

THANK YOU VERY MUCH.

UM, OF COURSE.

AND WE WERE, WE, WE'VE MET, UM, AND WE'RE JUST TALKING ABOUT POSSIBILITY OF, OF THE OWNERSHIP OF ART.

SO CURRENTLY WE DON'T HAVE A NECESSARILY LIKE A POLICY IN PLACE FOR ART.

SO WE THOUGHT WE WOULD BRING IT HERE SO THAT WAY WE START GETTING PEOPLE TO THINK ABOUT, UH, WHAT ARE THE OPPORTUNITIES FOR A OWNERSHIP TYPE PROGRAM INSTEAD OF AN AN OWNERSHIP.

THAT WAS IT.

ALL RIGHT.

SO WE'LL MOVE ON.

ANY COMMENTS OR REALLY GREAT STUFF.

LOVE ALL .

LOVE THE VISUAL THINKING STRATEGIES.

UH, SUCH GREAT METHODOLOGY.

UM, RECRUIT IN MUSEUM, YOU KNOW, EDUCATION, YOU KNOW, AND, UM, SOMETHING I'VE TALKED ABOUT A LOT, OUR STUFF AS WELL.

AND LOVE TO SEE THAT YOU'RE STILL USING IT, BECAUSE I HAVEN'T SEEN IT AS MUCH IN PUBLIC RECORDS.

I UNDERSTAND WHAT I WAS DOING STUDENT TEACHING AT CRAWFORD HIGH SCHOOL.

MY MENTOR TEACHER WAS THE ONE THAT INTRODUCED ME TO HIM.

AND I JUST FEEL LIKE IT'S SUCH A, SUCH A BRILLIANT WAY TO JUST OPEN UP THE CONVERSATION.

ALWAYS.

THERE ARE NO RIGHT OR WRONG ANSWERS.

YOU ARE JUST GIVING PROOF OF WHAT YOU SEE.

SO IT'S GREAT THAT STUDENTS ARE MORE COMFORTABLE TALKING, USING THE STRATEGY INSTEAD OF PUTTING THEM IN THE SPOT.

YES.

CONVERSATION.

UM, THANK YOU FOR COMING.

MY QUESTION FOR YOU IS, ARE YOU PRIMARILY WANTING TO PUT THE ART IN THIS BUILDING, OR, YES.

OKAY.

AND SO WE NEED TO VOTE ON IT OR WE JUST, THAT'S JUST A PRESENTATION, BASICALLY.

A PRESENTATION.

UH, WHAT COULD HAPPEN IS TO THE CHAIRMAN OF , UH, MOTION TO INVESTIGATE OR TO HAVE, UH, STAFF LOOK INTO POSSIBILITY OF WORKING THE DIFFERENT PLACES TO HAVE A PART DISPLAY WITHIN THE MLK BUILDING OR REC CENTERS AND OR THE TOWN HALL.

SO THAT WOULD BE

[00:10:01]

HOW THIS BODY IS TO INSPIRE WHAT HAPPENS THROUGH STAFF.

THAT STAFF TAKES IT.

THEN IF THERE'S STUFF THAT PASSED AN ACTION ITEM THAT ARE BUDGET WISE OR VOLUNTARILY, IT HAS TO GO TO COUNCIL, THEN THE COUNCIL WILL KNOW THAT THE ARTS ASAR GROUP IS SUPPORTIVE OF IT.

JUST KIND OF MUCH LIKE WE DONE WITH OTHER PROJECTS.

BUT THAT WOULD BE MY RECOMMENDATIONS FOR NEXT STEPS WOULD BE, UH, MOTION TO, UH, INVESTIGATE OR TO WORK CLOSER AND FIGURE OUT, UH, AN AREA FOR ART DISPLAY.

AND KIND OF LIKE JOANNE TALKS ABOUT ART, CREATING POLICY TO ACCEPT ART AS A OWNER, UH, TO GET, YOU KNOW, TO FOR DISPLAY.

SO YOU GOT TWO OPTIONS.

YOU GO THAT ART DISPLAY OR TALK ABOUT SETTING UP A DEDICATED ART DISPLAY CASE AT MLK THAT COULD WORK IN A ROTATE, NOT ONLY THIS SCHOOL, BUT REACH OUT TO THE, UH, SCHOOL DISTRICT OR OURS WHO ALREADY HAS SOME DISPLAYS.

BUT, YOU KNOW, LOOK AT, THAT WOULD BE MY RECORD RECOMMENDATION TO TRY.

WELL THEN I'D LIKE TO ALSO THERE BE AN INVESTIGATION AND I, I THERE'S POSSIBILITY.

YES.

THAT INVESTIGATIONS.

SO JUST TO HOLD FOR A MOMENT, BECAUSE WE CAN GET INTO DISCUSSION ONCE THERE'S A MOTION.

THERE NEEDS TO BE SECOND OF MOTION.

NOW WE CAN OPEN UP FOR DISCUSSION.

SPEAKER.

SORRY ABOUT THAT.

OH, SOMEBODY'S MAKING A MOTION, WHICH IS FINE.

.

SOMEBODY HAS A SECOND.

OR JUST FLOATING THERE.

I DON'T WANNA KEEP, SO WE HAVE A SECOND.

NOW WE CAN OPEN UP DISCUSSIONS.

SO JUST .

THANK YOU.

WE HAVE A MOTION AND A SECOND.

AND THEN BEFORE WE GO TO VOTE, WE SHOULD HAVE DISCUSSION.

SO IT'S TIME FOR THAT.

I GUESS THE QUESTION FOR ME IS OUR SENSE DONE THIS, WE'VE GONE THROUGH THIS DANCE BEFORE.

WHAT WALLS WOULD SPACE ARE YOU, THERE'S A LOT OF PROTOCOL TO THIS, KNOW THE SIZE OF, OF, UH, AND, AND LITERALLY THE, UH, PARTNERSHIP OF WE FIGHT IN THE CITY IS WHO ARE YOU THIS, WE HAD A REAL STRONG PARTNERSHIP.

SO I LIKE TO VIRTUALLY THE ARTS WHO HAVE HAD THIS CONVERSATION ABOUT PLACING ART IN THIS BUILDING AS WELL AS OTHER ONE.

WHAT IS YOUR TAKE ON THIS? I, I, I THINK A GREAT IDEA.

I LIKE, YOU KNOW, HOW DO YOU, HOW DO YOU GO ABOUT OR HOW DID YOU GO ABOUT FINDING SPACES? BECAUSE WE'VE HAD ARC BEFORE DOWNSTAIRS, AND WE'VE HAD ARC AT THE , WE'VE HAD ARC IN CIRCLES.

SO HOW DOES THAT HAPPEN? I THINK FROM AN ART, YOU KNOW, FROM OUR PERSPECTIVE, IT MORE BETTER, RIGHT? AND, AND ERIC WALL, THAT CAN BE A , LIKE KNOW, THAT'S .

UM, YOU KNOW, AND SO THE IDEA OF ACTIVATING OTHER CITY SPACES I THINK IS SOMETHING WE'RE OPEN TO.

I THINK IT'S AN INTERESTING, UH, THAT SAN DIEGO UNIFIED, WE ARE ON BORDER HERE, YOU KNOW, WITH UNIFIED SCHOOL DISTRICT.

AND SO BETWEEN NATIONAL SCHOOL DISTRICT, UM, SAN DIEGO UNIFIED AND SWEETWATER, UM, THAT YOU MENTIONED, I THINK THAT, YOU KNOW, WE'RE, WE'RE, WE'RE KIND OF AN INTERSECTION TOO OF THESE DIFFERENT DISTRICTS.

SO I, I DO THINK THAT WE HAVE A LOT OF YOUNG PEOPLE THAT MIGHT ATTEND UNIFIED THAT ARE VERY ADJACENT TO, TO NATIONAL CITY, UM, AND HAVE GRANDPARENTS THAT LIVE HERE.

YOU KNOW, SO I, I THINK THAT THAT'S A, A GREAT, UH, GREAT THING, YOU KNOW, TO HAVE DIFFERENT DISTRICTS HAVE THAT OPPORTUNITY OR COMMUNITY GROUPS, UM, ARE, ARE PERSPECTIVE.

AND I, AND THEN I ALSO THINK JUST WITH, WITH YOUNG PEOPLE, HAVING THE OPPORTUNITY TO SEE THERE, WORK ON A WHITE WALL GIVES IT GRAVITY, IT GIVES IT GAME.

AND THAT'S, YOU KNOW, I SEE THAT IT, YOUR PHOTOS MIRROR.

I SEE IT IN ART EXHIBITION AND, YOU KNOW, AND YOUNG PEOPLE SEE THEMSELVES IN THEIR WORK ON A WALL AND THEIR A SEE WITH.

SO I MEAN, WE'RE HAPPY TO BE PART OF THAT INVESTIGATION.

YOU KNOW, WE CAN ALSO SUBMIT WORK, UH, THROUGH THE SHIP PROGRAM.

UH, BUT I THINK THERE'S A LOT OF RAIN WALLS SPACE THAT COULD BE ACTIVATED WITH YOUNG PEOPLE IN FRONT POST.

UH, THERE'S THIS ART TRANSCEND FROM KINDERGARTEN TO SIXTH GRADE.

.

WHAT IS THE AGE OF THE ARTIST? USUALLY IN THE ART CLASSES, FOUR TO 11.

SO WE HAVE STUDENTS TRANSITION KINDERGARTEN FROM FIFTH GRADE.

AND, AND THAT ART IS REFLECTED WITHIN THE, UH, PRESENTATION THAT YOU DO? OR IS IT JUST LIKE, THIS IS THE SIXTH GRADE PROJECT? NO, WE DISPLAY ALL, ALL OF THE GRADES, ALL GREAT.

SO IN THE COFFEE SHOWER, IN THE LIBRARY BASIS, JUST TO MAKE SURE THAT THERE IS EQUITY AND THAT I DISPLAYED EVERY GRADES ARE AT LEAST ONCE.

AND, AND WHAT IS THE LIVING LIFE OF,

[00:15:01]

UH, OF, OF A, UH, THIS, HOW LONG DOES IT LAST AND WHAT IS THE PROCESS AND PROTOCOL OF MOUNTAIN? AND, AND OF THIS, WE, UM, I, WE USUALLY MEET THE FOR A COUPLE WEEKS.

SO I WOULD SAY ABOUT FOUR TO SIX WEEKS.

UM, AND THEN I BREAK IT AND I DROP OFF ANOTHER SET FOR THE LIVE PRIORITY COFFEE SHOP DISPLAY.

AND THEN WHAT WE DO IS, UM, RIGHT FROM WEEK ONE, WE STOPPED SAVING ARTWORKS SO THAT WE, AND WE START MAPPING AND LABELING IT SO THAT IT'S READY FOR OUR ART SHOW.

WE HAVE ART SHOW CALLED THE CELEBRATION OF ART, WHICH IS OUR SCHOOL'S BIGGEST EVENT.

SO WE, WE DISPLAY CLOSE TO 1800 ARTWORKS THAT WE, YOU KNOW, START SAVING FROM THE BEGINNING.

SO THEY ALL GO TOWARDS THAT STEAL FROM WORD INTERSECTION.

IT'S A GREAT WORD.

UH, NATIONAL CITY AS IT'S AN INTERSECTION, MANY ULTRA COMMUNITY AND MANY SCHOOLS THAT, UH, YOU CAN LOOK AT MAYBE DOING AN INTERSECTION.

SO YOU'VE ALREADY ACHIEVE MAYBE A SECTION WITHIN THE MLK CALLED THE INTERSECTION OF PLAY WALL.

AND THEN IT CAN BE ROTATING THAT DURING THIS MONTH, IT'S THIS PARTICULAR SCHOOL NEXT MONTH, THIS PART NEXT MONTH, LARS NEXT MONTH, DIFFERENT INTERSECTIONS THAT CO COIST NATIONAL CITY.

SO I WANT WORD, IF THAT'S OKAY.

ANY THAT MAYBE SUGGEST AN IDEA LIKE THAT, SOMETHING GOOD BEAR FRUIT.

I AGREE.

YOU BOLSTER THAT QUESTION.

UH, IT'S JUST, THERE'S STRATEGIC, MOSTLY POSITIVE.

THAT, AND, AND THE TURNOVER IS ABSOLUTELY PRETTY.

YOU'RE, YOU'RE COMMON, YOU'RE DISCIPLINED TOO.

OH.

'CAUSE YOU HAVE KIDS COMBINED SMALLER SUPPLY WORK THAT AT YOUR FACILITY.

VERY VARIABLE.

SO THINK I'D LIKE YOUR WORD PERCEPTION, BECAUSE IT, IT, IT DOESN'T JUST MEAN IT'S, WE'RE NOT JUST NOTHING AGAINST YOUR TALENTED KIDS AND YOUR WONDERFUL SCHOOL.

BUT IF WE'RE GONNA DO SOMETHING, WE SHOULD DO IT SO THAT EVERYONE HAS THE OPPORTUNITY.

AND, UH, AND IT'S STUFF THAT DOESN'T HAPPEN SO MUCH NOW, RIGHT? SO YOU SHOULD BE CHAMPIONS OF EVERYONE HAVING THE OPPORTUNITY.

UH, SOMETHING THAT I'D LIKE TO, TO SUGGEST LOOSELY ANY MICROPHONE OR THINK ABOUT, UH, FROM A NOT TRYING TO DRIVE TO GIVE YOU GUYS SOMETHING TO THINK ABOUT, IT'S A GREAT PRESENTATION.

WONDERFUL.

BUT WE ALSO TO WORK WITH , PEOPLE WHO AREN'T ING.

UM, SO ART IS SO, UH, SO THAT'S JUST ONE.

WELL, THERE'S A MOTION.

OKAY.

YEAH.

UH, PRESUMABLY DEMEANOR CHANGE.

AND THEN WITH THE INSTALLATION OF , ARE THERE EVENTS THAT GATHERED TOGETHER? YES.

WE TALKED ABOUT WHEN ONE OF THE PHOTOS WE HAD OUT, WE HAD AN ART SHOW FOR FOUR WEEKS AT THE SKYLINE.

THIS PUBLIC LIBRARY.

WE HAD POLICY RECEPTION WHERE WE INVITED THE STUDENTS, THEIR GRANDPARENTS, PARENTS, OUR PRINCIPAL CAME, AND WE SORT THEM SPEECH JUST TO, UH, TELL STUDENTS, YOU KNOW, WE WANT 'EM TO FEEL VALIDATED AND, UH, AND WE GAVE THE CERTIFICATE.

SO SOMETHING LIKE THAT WOULD BE, WOULD BE REALLY NICE.

YEAH.

THAT WOULD BE GREAT.

OR YES, CERTAINLY.

ABSOLUTELY.

OTHERWISE, , RIGHT? YEAH.

OKAY.

YOU WANT DISCUSSION? ALL FOR THE QUESTION IN FAVOR? AYE.

AYE.

ERIC, ARE YOU THERE? ERIC, YOU'RE ON MUTE.

AYE.

OKAY.

THANK YOU.

OKAY.

DO WE HAVE A ? OKAY.

SO THANK YOU.

THANK YOU.

THANK YOU VERY MUCH.

THANK YOU.

CONGRATULATIONS ON TEACHER THE YEAR.

THANK YOU VERY MUCH.

OH, THAT'S AWESOME.

THANK

[00:20:02]

WE DIDN'T APPROVE THE MEETINGS FIRST.

SO LET'S TALK TO THE AGENDA JULY 22ND.

YES.

OKAY, THEN, UH, ANY SECOND? YES, I SECOND.

OKAY.

ALL IN FAVOR? AYE.

A ERIC.

AYE.

THANK YOU.

UH, OKAY.

APPROVAL MINUTES OF APRIL 22ND, 23, 5.

A NEW AND UNFINISHED BUSINESS.

CHARLES.

UM, SO CHARLES, I'M .

UH, UH, LAST WEEK, UH, JUST TO GO THROUGH LOGISTICS, HE HAD, UH, SOME HEALTH ISSUES THAT RESOLVED THE CLASS GOING IN, UH, LATE AUGUST, SPRING, SEPTEMBER.

WE'RE VERY EXCITED, UM, ABOUT THAT.

AND THEN, UH, THE GOAL WILL BE TO HAVE A SEPARATE MEETING TO DISCUSS, UM, JUST A BLOCK PARTY EVENT.

SO WE'RE GONNA CULTIVATE RELATIONSHIP WITH JUST LIKE BLOCKS SPECIFICALLY AS WE KIND OF LEAD UP TO, UM, BIGGER BLOCK RUNNING RIBBON CUTTING, UH, TEMPER TBD, UH, IN NOVEMBER, APRIL.

JACK, I'LL, I'LL REACH OUT TO I WOULD LOVE THAT.

GREAT.

WE'RE LOOKING FOR, WE, WE PUT TOGETHER A LIST OF FOLKS, UM, YOU KNOW, BE FANS OF THIS AND PLA AND SO, UH, THERE'S ROUGH OUTLINE IN PLACE.

WE THAT BLOCK PARTY.

UM, AND THEN JOANNE, YOU KNOW, IDEALLY WE MIGHT WANNA BUILD PERMITTING AND DIFFERENT THINGS WITH STAFF AND THE CITY TO REALLY MAKE IT A SPECIAL, UM, EVENT.

WE WANNA KNOW, YOU KNOW, WHO ON THE STREET, YOU KNOW, HOW START CENTER, WHAT SCHOOL DID THE KIDS GO TO, DO SOME ART ACTIVATION THAT THE, THEY CELEBRATE LIVED ALL STARTED WORK AS WELL.

SO, UM, THAT'S THE PLANS AND JUST REALLY, REALLY EXCITED ABOUT IT.

UM, AND THEN FROM AN ARTS PERSPECTIVE, LIKE THIS IS THE KICKOFF IN THE LAUNCH OF ONLY IN THREE FALSE, SORRY, INTO WORK OF THE NSC KIDS TOO.

UM, SO THE GOAL WOULD BE THAT THEN WE HAVE SOME FALL, SORRY, DRAFT STUDIES AND SPECIFIC PROJECTS, UM, REFLECTIVE OF THIS WORK BUILDING ON A MORE DAILY BASIS, UM, LATE FOR MANY YEARS TO COME.

SO, LUCY, WHAT, UH, YOU SAID, UH, THE DATE YOU SAID SOMETIME PROBABLY IN EARLY NOVEMBER.

OKAY.

FALL, WINTERS FALL, YEAH.

WE'RE GONNA MARKET INTO THE OF OUR FALL, UM, PLAN.

OKAY.

UH, FOR EVENTS, WE JUST WANNA GIVE OURSELVES TIME TO REALLY BUILD, CONNECT COMMUNITY.

AND HOW ABOUT TO THESE SPECIAL GATHERING EVENT? UM, MY WIFE YEARS AGO, ESSENTIALLY AN EMISSARY, THE COMMITTEE ASKED JOHN HOW PEOPLE ABOUT HOW FINDING AND, AND THE AND SO LEGAL TO SEE BROUGHT INSIDE PROBABLY ARCHIVES WHO MIGHT .

I CERTAINLY BEEN AT THAT POINT TOO, BUT AT LEAST EVERYBODY KNOWS WHAT'S GOING ON LEARNING.

WE'RE REALLY EXCITED.

THANK YOU.

WE'RE ALL BEEN A LONG .

HEY, I LEARNED A LOT ABOUT ALL.

SORRY.

PROCESS.

WE'RE HERE.

GOOD, GOOD.

LET'S GO.

ANYMORE REASON TO SURVIVE UPDATE? UM, A FEW SMALL UPDATES.

WE JUST RAN, UH, WRAPPED A VERY LARGE ROUND OF SUMMER NATIONAL FRIDAY.

UH, SO THIS IS NOW OUR KIND INTERIM WHERE WE WILL, UH, GET READY TO LAUNCH PROGRAMMING.

UM, SO WE'RE GONNA BE WORKING AGAIN WITH THE NATIONAL SCHOOL DISTRICT.

UM, PLAYED ALL THREE SITES AS WE ALWAYS HAVE, AS WELL AS, UM, OUR COMMUNITY ARTS PROGRAM, WHICH IS ABOUT 80% SWEETWATER HIGH KIDS COMING TO THE ARTS, PULLED OUT LAUNCHES, UH, .

SO GEAR UP FOR A BIG SEASON.

UM, JUST WRAPPED A REALLY GREAT, UM, BOOK ART, UH, FABRICATION PROJECT AND PARTNERSHIP WITH SWEETWATER, UM, AUTHORITY, UH, COMMEMORATING THE SWEETWATER SPIGOT.

THAT RIBBON CUTTING WOOD IS TBD IN SEPTEMBER, SO THAT'S ALSO ANOTHER ONE COMING UP.

UM, BUT THE KIDS, UH, CREATED SOME PRETTY PHENOMENAL, WE HAVE SEVERAL , THE BIG IT DEGREE WATER SOURCE THAT THE WATER AUTHORITY HAS, AND IT'S ADJACENT CELLS GOING PARK, UM, FOR IT LIKE A SILVER CAGE.

AND NOW IF YOU DRIVE BY, THERE'S BEAUTIFUL, COLORFUL, UM, METAL POLES THAT ARE SURROUNDED MURALS, UM, WITHOUT OCEAN AND WATER, UM, CONSERVATION AND ALL OVER THE CEMENT FLOOR AND THROUGHOUT THE PARK, UH, EACH STUDENT THERE WAS FIVE STUDENTS THAT BROUGHT CAGE WORK ON THE PROJECT, AND THERE'S MONUMENTS THROUGHOUT THE PARK,

[00:25:01]

THE QR CODE.

UM, AND SO THEY CAME UP WITH WATER MONTH FACTS.

THEN YOU SCAN THE QR CODE, IT TAKES YOU TO CARD'S, WEBSITE, YOU SEE A STUDENT GALLERY.

UH OH.

SO I DON'T KNOW THE EXACT ADDRESS, BUT IF YOU GOOGLE PARK, YOU CAN'T MISS IT.

PICTURE HUGE, COLORFUL.

YEAH, RIGHT, RIGHT.

AS YOU COME ACROSS THE FREEWAY ON THE LEFT, LEFT BEFORE YOU WOULD'VE MISSED A COMPLAINT, YOU WOULD'VE, BUT YOU DON'T NOW.

YEAH.

SO THAT'S A REALLY EXCITING, UM, UH, PROJECT THAT WILL LAUNCH.

AND THEN ANOTHER SETTING EVENT COMING UP IN THE FALL, BE HOSTING THROUGH AT OF SAN DIEGO AND IMPERIAL COUNTIES.

UM, A REALLY BIG NETWORK OF S AND SOCIAL IMPACT LEADERS THAT ARE CENTERING OUR CONFERENCE HERE IN NATIONAL CITY.

SO IT'LL BE AT THE MLK AND THEN THE ARTS CENTER.

SO WE'RE JUST REALLY HONORED TO BE BALL, BE POST, UM, NATIONAL CITY, AND THAT'S GONNA BE VERY, VERY EXCITING.

SO, UM, THOSE I THINK ARE OUR BIG .

UH, AND THEN I ALSO PUT, WE JUST LAUNCHED OUR ARTS AFTER DARK.

UM, WE HEARING FROM THE COMMUNITY THAT, UH, FOLKS WERE WANTING PAINT AND TYPE EXPERIENCE AT THE ART CENTER EXPERIENCE THAT BASIC KIDS SKI YOU ON A DAILY BASIS, BUT, YOU KNOW, MAYBE A LITTLE ONE.

SO, UM, HERE'S THE SUMMER SCHEDULE.

UM, OUT EACH KIDS THAT THIS HAS BEEN VERY POPULAR.

YOU CAN PROBABLY DO WATERCOLORS FOR MAKE PINATA OR AN OIL PAINTING, UM, WITH OUR TEACHING ARTISTS.

AND SO I, I CAN'T HELP THEY, YOU KNOW, PEOPLE LIKE ME, THESE AMAZING TEACHING ARTISTS JUST LIKE OURS ABOUT THESE METHODOLOGIES AND PRACTICES WE LEARN TO GET TO.

SO I INVITE EVERYONE TO THESE AND THEN, THEN WE WERE PART OF THE PEOPLE AT GIVEN, UM, AND LOOK FORWARD TO CONTINUING SORT OF THAT.

SO IT TAKES 50 AND NOT BETTER.

UM, I KNOW THAT OUR TEAM HAD A REALLY NICE TIME, BUT THANK YOU.

THANK THANKS.

OCTOBER 3RD.

GREAT.

UM, BECAUSE OF OUR PAPER, UH, .

OKAY.

THANK YOU VERY MUCH.

REST WORK.

THANK YOU.

UH, FOR SAN CULTURE DESIGN, NOTHING TO, UH, ON PROJECT.

OKAY.

ERIC, YOU ARE ON.

HI, EVERYONE.

UM, SO I WANTED TO PRESENT THIS IDEA, UM, AND TO CREATE A COMMUNITY ART PROJECT AND TO WORK WITH, UM, SOMEONE ELSE, UH, FROM THIS COMMITTEE TO DEVELOP THIS PROJECT FOR RECOMMENDATION FOR ADOPTION BY THE CITY.

UM, I WANTED TO DO IT IN THROUGH THIS PROCESS FIRST, AND THEN GET EVERYONE'S INPUT AND THEN FIGURE OUT, UM, YOU KNOW, HOW, YOU KNOW, HOW DO WE GET IT, UH, ON THE CITY COUNCIL AGENDA AND ULTIMATELY FUNDED, UH, PASSED AND FUNDED.

UM, I THINK THE IDEA IS TO DO, UH, LIKE A MURAL ARTS PROJECT, UH, THROUGHOUT THE CITY, UH, SPECIFICALLY ON CITY OWNED PROPERTIES WHERE THE CITY, UH, DOESN'T HAVE, HAS FULL JURISDICTION OVER, UH, OVER WHAT CAN BE ON THE WALLS.

AND, YOU KNOW, WHAT CAN BE IN THESE PUBLIC SPACES.

UM, YOU KNOW, IT WOULD LIKELY BE, UH, POSSIBLY BE A MULTI-YEAR PROJECT, UH, DEPENDING ON, YOU KNOW, HOW, HOW IT'S LAID OUT.

UM, BUT DEFINITELY WOULD LIKE TO BEGIN TO WORK WITH SOMEONE FROM THIS, UH, FROM THIS COMMITTEE TO BEGIN TO LAY, LAY THE GROUNDWORK FOR THAT AND, AND BEGIN TO DESIGN, UH, THE PLAN, UH, FOR PRESENTATION HERE.

AND SO THAT'S THE, YOU KNOW, THAT'S, THAT'S, THAT'S MY ITEM, RIGHT? THAT I, I'M, I'M PUTTING FORWARD.

AND, UM, I DON'T KNOW LEGALLY BECAUSE OF THE, THE BROWN ACT, HOW MANY FOLKS CAN WORK WITH ME SPECIFICALLY ON IT.

UM, YOU KNOW, THAT, I THINK THAT'S THE QUESTION FOR CITY STAFF.

BUT, UM, BUT IT'S GONNA BE BEGIN SOMETHING THAT I, I BEGIN WORKING ON.

I'D LIKE, I'D LIKE TO, TO WORK ON, ON IT WITH AS MANY PEOPLE AS LEGALLY POSSIBLE IN THIS COMMITTEE.

UM, AND SO THAT, THAT'S, THAT'S MY ITEM OR MISSION, ERIC, UH, THE MANY COMMISSIONERS TO WORK ON ANY PROJECT TO ANY PUBLIC TIME.

IT'S, UH, IT DEALS MORE WITH THE ELECTEDS AND, AND THAT GOVERNANCE.

AND SINCE THIS COMMISSION DOESN'T REALLY HAVE A FORMAL BUDGET WITHIN THE CITY, YOU GUYS CAN MEET ANYTIME YOU WANT.

'CAUSE YOU STILL HAVE TO GO TO COUNCIL TO GET REQUESTED.

THAT'S WHEN THE BROWN ACT TAKES MORE INTO EFFECT.

SO ANYBODY'S ABLE TO WORK WITH YOU ON THIS.

YOU HAVE AS MANY MEETINGS AND NUMBERS AS YOU LIKE FROM THIS COMMISSION.

AWESOME.

SO THEN

[00:30:01]

IT MIGHT BE, IT MIGHT BE BECOME A, A SUBCOMMITTEE THEN, RIGHT? AND I BELIEVE YOU WOULD BE ABLE TO TALK ABOUT OTHER ITEMS THAT ARE ON, SO LIKE, UH, OTHER ITEMS THAT REQUIRE A VOTE WOULD BE SOMETHING TO BE DISCUSSED DURING THOSE SPEEDY, IT WOULD JUST BE THE TOPIC THAT YOU'RE WORKING ON.

CORRECT.

UNDERSTOOD.

I WASN'T CLEAR ON WHAT, WHAT, WHAT EXACTLY IS THE PROJECT? IT, IT WOULD BE A COMMUNITY MURAL PROJECT.

IT'S BASICALLY TO CREATE A, A, A PROJECT THAT WOULD, UH, FUND MURALS, UH, THROUGHOUT THE CITY OF NATIONAL CITY.

UH, I THINK FIRST PRIMARILY FOCUSING ON, UH, PUBLIC SPACES OWNED BY THE CITY.

UH, SO, YOU KNOW, EXPLORING WHAT THOSE FACILITIES ARE, UM, YOU KNOW, HOW THEY INTERACT WITH THE PUBLIC.

AND THEN, UM, FIGURING OUT, UH, WHICH ONE OF THOSE WE CAN BEGIN TO START ON, WHETHER IT'S THE LIBRARY OR, YOU KNOW, UH, STREET FACING, UH, BUILDING, YOU KNOW, BUILDINGS THAT, THAT FACE THE STREET LIKE BIG PUBLIC STREETS.

UM, YOU KNOW, IT, IT'S, IT'D BE EASIER THIS WAY BECAUSE THEN YOU DON'T HAVE TO DEAL WITH, UH, PRIVATE, UH, PRIVATE OWNERS SINCE YOU'RE BEING ON CITY PROPERTY.

THE CITY HAS JURISDICTION OVER IT.

UH, SO THAT, THAT WOULD BE THE, THE BEGINNING PART OF IT, I THINK.

UH, AND THEN I THINK IF, IF WE CAN GET THERE, THEN I, I THINK AND, AND BE, BE SUCCESSFUL, WE, WE CAN CONSIDER, UH, MOVING BEYOND THAT.

BUT IT, IT WOULD BE A MURAL PROJECT.

AND I WOULD LIKE TO PERSONALLY, I'D LIKE TO, UH, FOCUS PRIMARILY ON FOCUS, PRIMARILY ON, UH, CULTURAL, UH, CULTURAL, CULTURAL THEMED, UH, MURALS, YOU KNOW, KIND OF BRIDGING COMMUNITIES TOGETHER, UH, THE DIFFERENT ETHNIC COMMUNITIES AND NATIONAL CITY TOGETHER.

UM, YOU KNOW, BUT IT COULD BE ANYTHING.

SO I, I THINK THAT THAT'S THE BEAUTY OF, OF STARTING A PROJECT LIKE THIS IS WE CAN TAKE IT IN ANY DIRECTION WE WANT.

UM, ERIC, SO THERE WAS, UH, SO KIND OF THINKING ABOUT ALONG THE LINE MURALS, AND THAT'S COME UP A LOT RECENTLY.

AND THEN, UM, I WAS LOOKING INTO THE CITY OF SANTEE AND THEY HAVE THE, YOU KNOW, LIKE THE SDG E BOXES, WHICH MM-HMM .

I THINK SOME ARE ON PUBLIC PROPERTY AND SOME ARE LIKE EASEMENTS INTO PROPERTY.

WOULD THIS BE SOMETHING THAT YOU'RE THINKING MURALS ON WALLS, MURALS ON ELECTRICAL BOXES? IS THERE, IS THERE, UH, IS IT ONLY CITY FACILITIES FOR THAT INTENDED PURPOSE OR, UH, BECAUSE I THINK WE ALSO, THINGS TO CONSIDER IS LIKE THE, THE MAINTENANCE, UM, THE LIFE OF THE MURALS AND, AND THOSE SORT OF THINGS TOO.

SO, BECAUSE I, I'VE NOTICED SOME OF THE, THE BOXES, THE ELECTRICAL BOXES, UM, THEY'RE DEFINITELY DUE FOR SOME, UH, SOME ARTWORK.

IT'S, THEY'RE GETTING REALLY FADED.

AND SO JUST SOMETHING THAT I WANTED TO THROW OUT THERE TO, TO FIND OUT WHERE, WHAT YOU WERE THINKING IN REGARD TO IF IT WAS ONLY MURALS OR WHAT THE PROJECT KIND OF THE SCOPE WOULD LOOK LIKE.

UH, I WOULD LIKE TO BEGIN WITH ONLY MURALS.

I'M, I'M OPEN TO ELECTRIC BOXES.

I PAINTED A LOT OF THEM IN LA AND, AND WORK WITH THE YOUTH GROUP THAT PAINTED, I DON'T KNOW, I THINK WE PAINTED 40 BOXES IN LA.

UH, THE ISSUE WITH SOME OF THOSE THOUGH, IS IF YOU DON'T USE A REALLY GOOD GRAFFITI GUARD, UM, AND, AND HAVE REGULAR MAINTENANCE ON THEM, UM, THEY'LL EVENTUALLY GET TAKEN OVER, RIGHT? THEY'LL, THEY'LL GET WRITTEN ON AND, AND WHATNOT.

SO, UM, YOU KNOW, THOSE ARE THINGS TO CONSIDER AS WELL.

UH, THAT'S WHY I KIND OF PREFER FOCUSING ON, ON CITY PROPERTY.

BUT, UM, BECAUSE THEN YOU PUT THE CITY IN, IN A PLACE WHERE THEY HAVE TO MAINTAIN IT, UM, AND FUND THAT, UH, FUND THAT PORTION OF IT.

UM, BUT, YOU KNOW, I, I'M UP FOR ANYTHING.

UH, YOU, YOU MAY KNOW THIS, UH, AND THERE MAY BE ONE MUCH CLOSER TO THEM.

THE CITY OF VANCOUVER BRITISH LUCKY THAN THAT TODAY, UH, A MURAL PROGRAM, UM, CITY IS PART OF IT.

ALTHOUGH IT, UM, ALSO EXTENDS, I KNOW TO, UM, FIND THE PROPERTY.

WELL, THERE MAY BE SOME CODIFICATION OF THAT THAT WE CAN FIND ON LINE.

UM, MY EXPERIENCE HAS BEEN CITIES FEEL COMFORTABLE OR GOVERNMENT AGENCIES GENERALLY.

IF SOMEBODY ELSE HAS TEMPLATE THEY DON'T HAVE TO LOOK BACK TO.

AND MAYBE THERE'S SOME HELP THERE.

AND AS I SAY, THEY MAY BE THINGS THOSE, YEAH.

UM, ERIC, SORRY, GO AHEAD ERIC.

YEAH, I KNOW THE CITY OF RIVERSIDE HAS ALSO, UM, STARTED SOME, SOME WORK LIKE THIS AS WELL.

I HAVE A, I HAVE A CO COUPLE OF COLLEAGUES THAT HAVE, THAT HAVE DONE SOME WORK OUT THERE WITH THE, THROUGH THE CITY COUNCIL.

AND SO, YOU KNOW, THERE'S DEFINITELY IDEAS.

YOU KNOW, WE'RE NOT CREATING A NEW WHEEL HERE, AND SO WE CAN TAKE A LOOK AT, UM,

[00:35:01]

YOU KNOW, GETTING ALL OF THAT INFORMATION TO TAKE A LOOK AT HOW ALL OF THESE DIFFERENT PROGRAMS, UH, HAVE BEEN WORKING.

SOUNDS LIKE SIMILAR TO WHAT WE, WHAT WE, UH, PRESENTED LAST, THE LAST MEETING WHERE WE HAVE A ONE BEFORE CITY COUNCIL ON THE FIFTH BELIEVE SOMETHING ALMOST EXACTLY LIKE WHAT YOU'RE TALKING ABOUT.

THAT'S WHAT I THOUGHT.

YOU, THAT'S WHAT I THOUGHT I WAS TALKING.

SO I THINK WHAT I'M YOU ERIC, AND YOU GET TOGETHER, RIGHT? AND SO YEAH, YOUR PROJECT DOES IT.

THAT'S WHAT I WAS SAYING.

WE HAD YOUR PROJECTS MORE EXPANSIVE THAN THE NATIONAL CITY.

YEAH.

UH, BUT I THINK SOME OF THE GOOD POINTS THAT IF YOU LOOKED AT, WE BROUGHT UP LOOKING AT OTHER PEOPLE'S POLICIES, AND CURRENTLY THE CITY DOES NOT HAVE A MURAL POLICY, WHICH TALKS ABOUT IF MURAL HAPPENS, MAINTENANCE, RESPECT TO THE ARTIST, WHAT'S THE RESPONSIBILITY OF AN ARTIST, WHAT'S THE SIGN OFF? WHO WAS RESPONSIBLE FOR MAINTENANCE, THAT THERE'S DIFFERENT POLICY.

I DID A MURAL POLICY .

AND I THINK OUR FIRST STEP BEING THAT, UH, AGAIN, BASED ON SOME OF ERIC'S SIDE THAT THEY WANNA DO THIS PROGRAM WHERE YOU NEED TO START, WELL, YOU BETTER START OFF ARE WHAT'S YOUR, WHAT'S YOUR CANVAS? AND THEN YOUR CANVAS IS GONNA BE CITY'S BUILDINGS AND STRUCTURES AS YOU'RE TALKING ABOUT ERIC.

THEN WHAT'S THE MAINTENANCE? WHAT'S THE LIFE, WHAT'S THE, WHO'S RESPONSIBLE? AND ALL THE DIFFERENT LITTLE STEPS THAT OTHER PEOPLE HAVE THOUGHT OF.

WE JUST NEED TO STEAL FROM OTHER CITIES THAT HAVE MAYBE A POLICIES SUCH AS THE, IN VANCOUVER THAT SEEMS TO HAVE A LOT OF BEAUTIFUL THINGS, BUT THERE'S A MILLION OUT THERE.

BUT, SO WE JUST PICK AND CHOOSE AND GRAB AND SHOW OUR RESPECT FOR WHAT THEY DID BY STEALING ALL THEIR IDEAS AND PUT EM IN OUR OWN TANK.

I THINK TOO, UM, ACTUALLY WE'RE INTO THIS PROCESS WITH ART.

WE'RE, UM, ALMOST A YEAR INTO TWO YEAR PROCESS IN SAN DIEGO.

ART HONOR IS DOING EXACTLY THIS, ALL THE EFFORTS.

UH, BUT WE'RE PART OF A COHORT OF ABOUT 10.

CHULA VISTA IS ONE OF THE CITY OF SAN DIEGO, CMT, UH, , UH, COUNTY, UH, CITIES INCORPORATED, UH, CITY LOCATED WITHIN THE COUNTY.

UH, CITY OF SAN DIEGO IS THERE AS A THOUGHT LEADER.

UM, TRACY TO YOUR POINT, AND I'VE HAD A COUPLE CONSULTS WITH THEM.

UM, BUT THE IDEA IS THAT, UH, COMING INTO EARLY 2026, WE WOULD DO AN ARTS AND CULTURE NEEDS ASSESSMENT.

UM, WE WOULD BE BUILDING OFF THE 86TH THE AMERICAN, UH, THAT FOR THE ARTS DID LOCATE AND WE SHOULD SURVEY NATIONAL CITY SPECIFICALLY.

UM, AND THEN WE ACTUALLY HAVE THE CONSULTANT THAT WE'RE GONNA BE ONBOARDING THROUGH THIS, UH, OTHER NONPROFIT THAT'S LEADING THIS INITIATIVE, UM, WHERE THEY WOULD BE LEADING WITH THE, THE NEEDS ASSESSMENT.

AND THEN THE IDEA FOR 2026 WOULD BE KIND OF INTEGRATING IT MORE HOLISTIC, BE, YOU KNOW, TO EVERYONE'S POINTING TO SOMETHING THAT CAN ACTUALLY GET PLAN THAT CAN BE IMPLEMENTED WITH ALL OF OUR POLICY AND PROCESS AND MORE FORMAL, FORMALLY, UM, DOING THAT WORK.

UM, AND THEN ALSO CONSIDERING THE REV GEN SIDE OF, UH, THE FUNDING FOR, RIGHT.

SO, UH, I THINK WE'RE ABOUT ALMOST INTO OUR FIRST YEAR OF THAT WORK IN SAN DIEGO MATTERS.

UM, AND THEN THE PLAN IS, UH, THAT BE THROUGH YEAR TWO SIX, UM, AND THEN BY 2027 YOU'D BE ABLE TO FULLY STAND UP SOME THINGS LIKE THAT.

UM, AND I'M HAPPY TO LIKE, BECAUSE I THINK THESE EFFORTS ARE ALL KIND INTERSECTING YEAH.

TOGETHER.

UM, BUT THE BEAUTY OF THE WORK WE'RE DOING WITH NCR MATTERS IS LIKE THE CITIES THAT HAVE DONE IT AND DONE IT WELL ARE ON THE TABLE WITH US AND WE'RE ABLE TO ASK QUESTIONS AND GET A LOT OF CREATIVE CONSULT.

SO, UM, HAVING TO LIKE SHARE BE PART OF THAT OR HOWEVER WE WANNA LIKE, INTEGRATE THAT TO PACK, UM, METHOD IMPORTANCE.

WELL, MY SUGGESTION TO BE FRANK IS TO GO TO THE ARTS, ERIC, BECAUSE THAT'S, THAT'S THE CONVERSATION THAT'S ALREADY GOING INTO YOU.

WHAT HAPPENS IS IT, IT SOUNDS LIKE WE'RE ALL THE SAME THING.

ONLY THE BIGGER THING, UH, SHOW ME THE MONEY IS THE QUESTION, BUT SO EVERYTHING COMES DOWN TO THE BOTTOM LINE.

SO, UH, UH, AND, AND I I, I LIKE THE IDEA OF WHAT'S THE CAMERAS, BECAUSE, YOU KNOW, WHERE, WHERE IS IT GONNA BE? RIGHT.

YOU KNOW, ALL THE BEST, BUT WHERE IS THE MOST IMPORTANT PART OF IT? QUESTION.

SO I, I, I THINK WHAT I THINK THERE, I, IF SOMEHOW, UH, YOU'VE GOT BEFORE WE SET THIS BRAINSTORMING TO GET TO THE PEOPLE LIKE OUR, TO HAVE A CONVERSATION WITH COMPETITION WITH YOU, BECAUSE IT'S REALLY IMPORTANT BECAUSE IT'S ALMOST REDUNDANT WHAT WE DOING RIGHT? AND IT'S COUNTERPRODUCTIVE.

[00:40:01]

BUT ESPECIALLY WITH , ALL THIS IDEAS ARE, UH, SO ANYWAY, MY SUGGESTION BEFORE WE START HUNDRED PERCENT AGREE.

I THINK WE'RE JUST SEEING A CRITICAL LAST FORM.

SERIOUSLY.

YEAH.

.

YEAH.

THERE, THERE, YEAH.

IT TERRIFIC.

YES.

THAT IS THAT ALRIGHT, ERIC? UM, THAT SOUNDS FINE.

AND I MEAN, I WANNA SAY THAT I LOVE THE IDEA.

UM, I LIVED IN SAN FRANCISCO, WENT TO SAN FRANCISCO STATE, THERE'S A MURAL WALK THAT IS VERY POPULAR IN THE MISSION.

UH, IT'S BLOCKS OF BLOCKS.

IT'S ABOUT, I DON'T KNOW, ABOUT THREE HOURS WALKING AROUND IN THE MISSION LOOKING AT MURALS.

BUT IT IS A THING AND IT'S BEAUTIFUL AND IT SHOWS THE MULTICULTURAL ASPECT AND DIVERSITY OF SAN FRANCISCO.

AND IF WE COULD BRING THAT TO NATIONAL CITY AND THE REST OF SAN DIEGO LIKE FOR IT.

SO NOT, AND WHOEVER THEY LATER YEAH.

THEY HAVE GREAT FUNDING.

YEAH, FOR SURE.

IS ONE CANVAS, , UH, THE, UH, REALLY QUICK, UH, PROFESSOR S CAN YOU REPEAT WHAT YOU SAID BEFOREHAND? IT WAS WRITTEN WHAT WE SAID BEFORE ABOUT GETTING INTO TOUCH WITH THEM.

YOU MIGHT NOT OH.

TO HAVE A CONVERSATION WITH, I'M SORRY.

HAVE A CONVERSATION WITH ART WITH ARTS.

HELLO.

I THINK Y'ALL ARE MUTED.

CAN YOU HEAR US NOW? YES, I CAN HEAR YOU NOW.

ALL RIGHT.

WHAT WE'VE SUGGESTED IS, UH, JOANNE'S GONNA PUT A GROUP THAT'S, UH, ALREADY WORKING ON SOME MURAL PROJECTS WITHIN NATIONAL CITY TOGETHER WITH YOU.

AND WE'RE GONNA TRY TO DUCKTAIL EVERYBODY TOGETHER, LOOK AT SOME POLICIES THAT MAKE SENSE OR SUGGESTIONS THAT HELPS THE CITY, UH, SET UP SOME GUIDELINES AND, AND CREATE THE CANVAS THAT'S GONNA DUCKTAIL ON MULTIPLE FRONTS WITH INTERSECTIONS ACROSS THE ARTS COMMUNITY.

GOT IT.

OKAY.

THAT'S IT.

YES.

THANK YOU THERE.

THANK YOU ERIC FOR BRINGING THE IDEA.

OKAY.

ANY MORE DISCUSSIONS.

GOT IT.

WE'D LIKE TO THANK YOU ALL, UH, FOR DOING OKAY.

UH, ANY, UH, COMMITTEE, UH, STAFF.

STAFF, UH, COMMITTEE? NO, UH, JUST SO YOU KNOW, THAT, UH, THE THEATER IS LEADING TOGETHER WITH SOME, UH, THEATER COMPANIES, UH, TO PROVIDE A SPACE OR A WAREHOUSE WHERE PEOPLE WILL SHARE PROPS, COSTUMES AND EVERYTHING.

'CAUSE IT CAN, TO BE EXPENSIVE FOR EVERYBODY TO HAVE THEIR OWN STORAGE.

I KNOW THAT WE HAVE A ZILLION COSTUMES.

I'M NOT PAYING FREE STORAGE SPACES THAT I DON'T REALLY NEED.

SO, UH, WE'RE GONNA HAVE THIS DISCUSSION OF SHARING MATERIALS, SHARING PROPS, COSTUMES NOT ONLY FOR THE ARTS COMMUNITY, BUT FOR SOMEBODY TO ARTS BUY, FOR INSTANCE, IF YOU'RE HAVING A HOUSE PEOPLE PARTY OR SOMETHING.

BECAUSE WHAT HAPPENS IS THAT THERE'S SO MUCH STUFF OUT THERE AND WE'RE PAYING TOO MUCH STORIES AND NOBODY'S USING IT.

SO I'LL, I'LL LET YOU KNOW WHAT THE DISCUSSION'S GONNA BE FROM THE OLD LITTLE THEATER DIVERSITY PROGRAM.

UH, I FORGOT HER NAME.

SHE'S, SHE'S IN THAT, UM, THEY HAVE A SPECIAL, UH, DIVERSITY COMMITTEE THAT THEY'RE DOING.

I FORGOT HER NAME, I THINK INDIAN SOMETHING.

BUT ANYWAY, THEY REALLY HAVE THIS INITIATIVE OF DIVERSITY.

YOU KNOW, WE JUST FINISHED THREE A PLACE ABOUT THE CITIZEN THERE.

AND SO, UH, THE DISCUSSION HAS ALWAYS BEEN, YOU KNOW, HOW DO WE CHAIR RESOURCES, UH, MOSTLY BECAUSE OF THE WAREHOUSING ISSUE, .

AND SO THAT'S WHAT WE'RE GOING TO BE DOING.

AND I, I, I THINK IT GOES ACROSS THE BOARD BECAUSE PEOPLE ALWAYS WANNA DO SPECIAL EVENTS, YOU KNOW, AND, UH, HIGH SCHOOLS THAT DID MUSICALS, EVERYTHING.

MY, AND EVEN WE, I EVEN HAVE LIGHTS.

I MEAN, THEY'RE ANCIENT LIGHTS, BUT, YOU KNOW, BUT THEY, THEY WORK.

YEAH.

SO, UH, I, OH, YOU KNOW, IT IS WHAT IT IS.

SO I'LL LET YOU KNOW.

YEAH.

DOES A GLOBE, GLOBE TO BLAKE, UM, SPECIFICALLY D ABOUT BRINGING, UM, SHAKESPEARE THE ROUND IN COMMUNITY ACTIVATION NATIONAL CITY THAT WE WOULD HOST.

UM, WE HOSTED SIGNIFICANT THEATER

[00:45:01]

TWO WEEKS AGO AND THE KIDS WENT WILD.

WE JUST GOT LIKE FEEDBACK THAT WE WERE THE BEST AUDIENCE EVER.

SO LITERALLY THE KIDS ARE GOING UP ASKING FOR SIGNATURES AFTER.

SO I KNOW THERE'S LIKE A WANT FOR THEATER TOO, SO WE CAN ALSO YEAH, IT'D BE GREAT TO, TO TALK TO YEAH.

BLAKE IS, BLAKE IS THE INITIATOR GREAT OF THIS.

AND, UH, THEY HAVE THIS DIVERSE COMMITTEE, WHICH I THINK IS GOOD, REALLY GOOD.

YOU KNOW, LET'S SEE WHAT HAPPENS.

LIKE, BUT NOT THE PROBLEM, YOU KNOW, IS, IS IT LENT, IS IT, YOU KNOW, HOW, HOW DO YOU DO IT? THE, THE DESTRUCTION OF IT ALL, YOU KNOW? BUT I THINK IT'S A GREAT IDEA.

IT'S, IT IS ABSOLUTELY NOT DOING ANYTHING IN WAREHOUSES, YOU KNOW.

OH, COLLECTING DUST.

YEAH.

I LIKE THE COSTUME PARTY IDEA.

I LOVE COSTUME ALL VERY MUCH.

OKAY.

NEXT DATE.

UH, UH, BEFORE WE ADJOURN, OUR NEXT DATE IS OCTOBER 21ST BEFORE HALLOWEEN.

THAT'S MY BIRTHDAY.

HAPPY BIRTHDAY.

20 YEARS.

20 YEARS OLD.

DO I HAVE, UH, I MOTION AURN? YES.

FOR ANY COPY, I'LL MAKE A MOTION AND TELL US WHAT YOUR NEXT, UM, PLAY IS GONNA BE.

OH YEAH.

OUR NEXT PLAY IS GOING TO BE, ACTUALLY, IT'S THE STORY OF NATIONAL CITY.

OH.

UH, WHAT HAPPENS IS THAT THERE WAS A YOUNG LADY BECAME A WORLD CHAMPION BOXER.

OH, .

SHE HAD TO DO THREE OR FOUR DIFFERENT IDENTITIES BECAUSE OF THE IMMIGRATION.

SO SHE'S NOW FIGHTING TWO FRONT ICE AND ON THE RING.

AND SO, UH, IT, SHE, SHE ACTUALLY BOXED HERE, YOU HERE.

SO IT'S CALLED TITLE FIGHT ABOUT SHE'S A DACA STUDENT AND SHE'S FIGHTING ALL THESE THINGS.

SHE HAD TO CHANGE WHEN SHE BECAME WORLD CHAMPION, IT WAS LIKE, OKAY, WHO THE LADY RIGHT NOW ALL THE EYES ARE ON ON.

SO WHEN IS IT OPEN? IN, IN AUGUST, IN SEPTEMBER.

AND THEN WE DO THE ELLA, BY THE WAY, ANNUAL PLAY FOR THE FIRST TIME.

WE'LL BE DOING IT AT SOUTHWESTERN COLLEGE FOR LONG WEEK.

SO, SO LOVE IT.

BUT ANYWAY, I WANNA THANK YOU ALL AND THEN THANK YOU FOR COMING AND THANK YOU FOR EXPERTISE AND YOU, MY DEAR, FOR EVERYTHING AND THE COMMITTEE, YOU'RE GREAT.

AND OUR KEEP ON SURVIVING.

SECOND.

YES.
