HELLO MAYOR, VICE MAYOR AND COUNCIL.
I'M WITH THE COMMUNITY SERVICES DEPARTMENT.

I AM HERE REPRESENTING SCIU MEMBERS AND I AM MOSTLY HERE TO ASK YOU TO PLEASE CONSIDER, UH, THE PROPOSAL THAT WE SUBMITTED THE NEGOTIATION TEAM SUBMITTED ON OCTOBER 24TH OF THIS YEAR, UH, TO THE CITY TEAM TEAM AND TO REALLY CONSIDER, UH, INCREASING, UH, COMPETITIVE PAY FOR ALL CITY EMPLOYEES.
AND IN ORDER FOR US TO CONSIDER THE EXTENSION, UH, THAT THE CITY IS REQUESTING FROM US TO, UH, TO EXPAND OUR CONTRACT TO JUNE.
ALRIGHT, NEXT WE HAVE, UH, ANO DELGADO, FOLLOWED BY JEREMY DAY AND FOLLOWED BY NITA UH,
HI EVERYBODY, MY NAME'S ELIANA DELGADO.
I AM A NATIONAL CITY RESIDENT AND I GREW UP IN NATIONAL CITY AND I'M A RECREATION SUPERVISOR FOR THE COMMUNITY SERVICES DEPARTMENT, ALSO SEVEN YEARS IN DECEMBER.
AND I AM HERE TO ASK YOU TO CONSIDER SUPPORTING THE HARDWORKING MEA EMPLOYEES WITH GETTING US COMPETITIVE PAY SO THAT WE CAN AFFORD TO STAY AND SERVE THE NATIONAL CITY COMMUNITY.
THE CITY IS VERY LUCKY TO HAVE A TEAM OF PASSIONATE EMPLOYEES THAT CARE ABOUT THE RESIDENTS OF NATIONAL CITY.
UH, JEREMY DAY FOLLOWED BY SADA, UH, FOLLOWED BY CARLA, FOLLOWED BY SUE.
I DIDN'T, UH, WRITE THIS ONE OUT.
JEREMY DAY, UH, NATIONAL CITY FIREFIGHTERS PRESIDENT, UH, THANK YOU MAYOR, VICE MAYOR, COUNCIL MEMBERS AND RESIDENTS.
UH, I COME BEFORE YOU TONIGHT TO BEGIN THE CONVERSATION ABOUT, UH, OUR NEGOTIATIONS PROCESS.
UH, WE HAVE 43 MEMBERS, 14 OF WHICH ARE, UM, OPERATIONAL PERSONNEL WHO ARE IN THE CITY EVERY DAY FOR 24 HOURS.
OUR REGULARLY SCHEDULED SHIFTS EQUALED 2,912 HOURS A YEAR.
A NORMAL 40 HOUR JOB IS 2040, SO WE ALREADY WORK ONE AND A HALF JOBS EVERY YEAR JUST IN OUR REGULAR SCHEDULED HOURS.
WHEN YOU ADD IN THE HOURS OF MANDATORY, UH, STAFFING THAT ACROSS THE BOARD, MOST OF OUR MEMBERS, UH, REACH, WE WORK THE EQUIVALENT OF TWO FULL-TIME JOBS EVERY YEAR.
WHEN YOU'RE LOOKING AT THE, THE ASK BEFORE YOU, WHEN YOU'RE SEEING THE NUMBERS AND, AND PAY, I WOULD LIKE YOU TO, TO REALIZE THIS, THAT WHEN YOU DIVIDE UP THOSE SHIFTS, WE WORK 24 HOURS, WE SLEEP HERE, IT EQUALS FOUR MONTHS OF OUR LIFE, FOUR MONTHS OF OUR LIFE, EVERY YEAR WE SLEEP IN THIS CITY.
WE'RE AWAY FROM OUR FAMILY MEMBERS.
WE ARE THE ONLY EMPLOYEES WHO DO THAT, AND
[00:05:01]
WE DO IT WILLINGLY.I'M NOT COMPLAINING,
I'M NOT SURE WHAT, UH, WHAT QUALIFIES TO BE A, A SECOND HOME OR TO BE A RESIDENT.
I THINK IF I GOT MY MAIL HERE, I VERY WELL COULD BE A RESIDENT IN NATIONAL CITY AND SO COULD MOST OF THE MEMBERS IN OUR DEPARTMENT.
NOW, NONE OF THIS IS COMPLAINING.
THIS IS JUST MEANT TO PUT IN CONTEXT, UH, THE NUMBERS THAT ARE BEFORE YOU.
I'VE BEEN HERE 22 AND A HALF YEARS, AND, UH, ALMOST EVERY YEAR WE START SOMEWHERE RANKED BETWEEN 15 AND 18 OUT OF THE 18 CITIES IN THE COUNTY.
AND WE STRUGGLE TO GET TO THE AVERAGE.
AND THROUGH OUR CONTRACT, WE SLIDE DOWN AND WE COME BACK TO YOU AGAIN 17TH THIS YEAR, 17TH OUT OF 18TH.
AND WE'RE STRUGGLING TO GET TO THE AVERAGE.
I, I DON'T KNOW WHO LIKE THE AVERAGE IS, OUR PEAK
BUT IT IS A STRUGGLE TO GET THERE.
THERE ARE A LOT OF NEW PEOPLE UP HERE.
THERE ARE A LOT OF NEW PEOPLE SITTING ACROSS THE BOARD FROM US, ACROSS THE TABLE FROM US.
THIS IS OUR CHANCE TO BE DIFFERENT.
WE HAVE A CHANCE TO MAKE A DIFFERENT CONTRACT TO, TO, UH, REWARD OUR MEMBERS FOR THEIR DEDICATION TO THIS COMMUNITY.
WE ARE INVESTED IN THIS COMMUNITY.
WE INVEST OUR TIME, OUR FAMILIES INVEST THEIR TIME IN US SO WE CAN BE HERE AND WE'RE LOOKING FOR YOU TO INVEST IN US.
FOLLOWED BY CARLA, FOLLOWED BY SUE.
MY NAME IS ADE JURADO PRONOUNS SHEA, AND I AM A RECREATION SUPERVISOR WITH THE COMMUNITY SERVICES DEPARTMENT.
AND I AM, I'VE BEEN WITH THE CITY FOR ABOUT A YEAR AND A HALF NOW, AND I AM HERE TO SUPPORT AND TO ASK FOR YOUR SUPPORT WITH THE MEA CONTRACT.
FOLLOWED BY SUE, FOLLOWED BY CARL.
RESPECT AND MAYOR, VICE MAYOR COUNCIL MEMBERS, WE WOULD LIKE TO TAKE THIS OPPORTUNITY.
YOU GUYS ARE LEADERS THAT TAKE PRIDE OF OUR EMPLOYEES AND REALLY CARE ABOUT OUR FUTURE.
WE ACKNOWLEDGE THE CITY HAS BEEN GOING THROUGH MANY CHANGES IN OPERATIONS AND IS REQUESTING AN EXTENSION TO OUR MOU.
EVEN THOUGH WE MEA ARE READY TO NEGOTIATE, WE CAN ACCOMMODATE THIS EXTENSION THE CITY IS REQUESTING, BUT WE ARE SEEKING FOR YOUR SUPPORT TO BRING THE MEMBERSHIP TO THE MEDIAN WHILE THE CITY PREPARES TO NEGOTIATE A CONTRACT WITH US.
OUR NUMBER IS BASED ON AVERAGE FROM A SURVEY PRESENTED TO US BY OUR HUMAN RESOURCES DEPARTMENT.
OUR GOAL AS MUNICIPAL EMPLOYEES IS FOR FUTURE NEGOTIATIONS TO FOCUS ON COST OF LIVING.
HOWEVER, WE CAN ONLY ACHIEVE THAT GOAL IF WE HAVE A SOLID FOUNDATION TO START WITH.
OUR EMPLOYEES LOVE WORKING FOR THE CITY.
SPEAKING FOR MYSELF, I'VE BEEN HERE 22 YEARS.
PROUDLY, OUR EMPLOYEES WILL LOVE TO RETIRE FROM THE CITY.
OUR EMPLOYEES WILL LIKE TO BE ABLE TO AFFORD TO WORK FOR THIS AMAZING CITY.
GOOD AFTERNOON, HONORABLE MAYOR, CITY COUNCIL, CITY MANAGER.
MY NAME IS SUE PFEIFFER AND I'VE BEEN A PROUD AND HONORED EMPLOYEE FOR OVER 20 YEARS.
I MAY NOT LIVE IN NATIONAL CITY, BUT I SHOP HERE MOST OF MY ITEMS FOR HOME.
I HAVE BEEN ON THE BARGAINING TABLE FOR AS LONG AS I'VE BEEN WORKING HERE IN NATIONAL CITY.
CITY COUNCIL PROMISED TO GET US TO THE MEDIAN INCOME.
UM, WE'RE AT THE THIRD CONTRACT SINCE WE'VE HAD SALARY SURVEYS AND WE'RE STILL NOT THERE.
WE'RE ASKING FOR YOUR SUPPORT TO GET US TO EQUAL PAY WHAT EVERYBODY ELSE IN SAN DIEGO PAYS.
I JUST STARTED, UH, A MONTH AGO AND I'M HERE TO ADVOCATE FOR MY COLLEAGUES AND FOR ALSO FOR THE PART-TIMERS.
THEY, UM, THEY WORK REALLY HARD.
THEY'RE VERY TALENTED PEOPLE AND UH, I'M OVER THERE IN SPECIAL COLLECTIONS TAKING CARE OF ALL YOUR BLUEPRINTS, ALL YOUR PHOTOS, GOING BACK 200 YEARS, ALL YOUR HISTORICAL DOCUMENTS.
[00:10:01]
SURE YOUR, UH, CATALOGS RECORDS ARE UP TO DATE, RETRIEVABLE, MARKETABLE AND ALL THAT.EVERYONE I WORK WITH ARE KILLER.
THEY'RE JUST GREAT PEOPLE AND, UH, WE WANT, WE WERE ADVOCATING FOR, FOR FAIR BAY, COMMENSURATE WITH CITY OF SAN DIEGO OR SOME OF THE OTHER, UH, SOME OF THE OTHER EQUIVALENTS.
AND UM, AND ALSO FOR MY PART-TIMERS, UH, THEY PUT IN A LOT OF WORK AND WE'RE MENTORING 'EM, BUT THEY DON'T HAVE ANY INSURANCE.
SO I'D LIKE TO ADVOCATE FOR THAT TOO.
UM, IN ADDITION TO ALL THE PAY RAISE STUFF THAT WE TALKED ABOUT AND PUT IT IN OUR PROPOSAL.
BUT, UM, MY COLLEAGUES COULDN'T BE HERE, IN FACT, 'CAUSE THEY'RE, A LOT OF 'EM ARE TEACHING RIGHT NOW.
AND UM, BUT UM, I JUST GOT THE NOTIFICATION, I WAS BACKING THE VAULTS.
I THOUGHT I'D SHOOT OVER, HE'D SAY SOMETHING FOR HIM FOR ALL OF US.
ALRIGHT, ARE THERE, ARE THERE ANY OTHER WRITTEN ITEMS? THANK YOU.
[5. CLOSED SESSION]
HAVE ONE ITEM FOR CLOSED SESSION THIS AFTERNOON.UH, WE'LL NOW CONVENE INTO THE MEETING INTO CLOSED SESSION AND THERE'LL BE A VIRTUAL PAUSE THE MEETING, UH, ON THE RECORDING AND WE WILL RECONVENE FOLLOWING THE SESSION.
AND, UH, WITH THAT I'LL TURN IT OVER TO OUR CITY ATTORNEY.
UM, AS INDICATED, WE HAVE ONE ITEM FOR CLOSED SESSION.
IT INVOLVES LABOR NEGOTIATIONS AND IT INVOLVES THE FOLLOWING EMPLOYEE ORGANIZATIONS, THE MUNICIPAL EMPLOYEES ASSOCIATION, NATIONAL FIREFIGHTERS ASSOCIATION, AND THE POLICE OFFICERS ASSOCIATION.
OKAY, WITH THAT WE ARE IN A CLOSED SESSION.
ALRIGHT, I'D LIKE TO CALL THE MEETING BACK TO ORDER WITH ALL ALL MEMBERS PRESENT AT THE DIOCESE SILENT ROLL CALL.
UM, WE ARE OUT OF CLOSED SESSION.
NOTHING TO REPORT AT THIS POINT.
YES, SO AT THIS POINT, UH, THE CLOSED SESSION INVOLVED THE LABOR NEGOTIATIONS.
UM, THEY DID DISCUSS THE STATUS OF THOSE NEGOTIATIONS AND THERE'S NOTHING TO REPORT OUT AT THIS POINT IN TIME WITH.
OKAY, WITH THAT, WE ARE ADJOURNED.
