UH, MY NAME IS ANGELITA PALMA WITH THE NATIONAL CITY HOUSING AUTHORITY AT COMMUNITY DEVELOPMENT DEPARTMENT.

THIS EVENING I'LL BE PRESENTING ON OUR HEAD FIVE YEAR CONSOLIDATED PLAN AND 25 26 ANNUAL ACTION PLAN.

WE'RE GONNA NEED, UH, JUST A SECOND HERE.

UM, SINCE WE DON'T HAVE OUR POWERPOINT AVAILABLE, I CAN KIND OF TALK THROUGH WHAT OUR HEAD FIVE YEAR CONSOLIDATED PLAN IS.

UM, JUST SO I AM KNOW, DO YOU HAVE IT IN YOUR PACKETS? THE POWERPOINT? UM, SO THE AUDIENCE KNOWS THERE IS A SURVEY OUT IN THE LOBBY THAT I'LL BE REFERENCING.

UM, WE DO, UM, HAVE THIS SURVEY AVAILABLE IN ENGLISH, SPANISH, AND TAGAL.

WE HAVE IT FOR OUR HEAD FIVE YEAR CONSOLIDATED PLAN.

SO THE CITY RECEIVES, UH, FUNDING FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UH, FOR TWO BLOCK GRANTS THAT WE RECEIVE.

ONE FOR OUR COMMUNITY COMMUNITY DEVELOPMENT BLOCK GRANT, AND, UH, SECOND FOR OUR HOME INVESTMENT PARTNERSHIPS BLOCK GRANT.

SO, UM, THERE ARE TWO PLANNING DOCUMENTS THAT THE CITY IS REQUIRED TO DO TO RECEIVE THESE ENTITLEMENT FUNDS.

UH, SO ONE WOULD BE THE FIVE-YEAR CONSOLIDATED PLAN, WHICH THE SURVEY IS FOR.

AND THEN THE SECOND IS FOR ANNUAL ACTION PLAN.

SO THE FIVE YEAR CONSOLIDATED PLAN, UM, WILL, UM, ESTABLISH HOW THE CITY'S HOUSING AND COMMUNITY DEVELOPMENT NEEDS FOR OUR CDBG AND HOME FUNDS WILL BE USED OVER A FIVE YEAR PERIOD.

AND THEN EACH YEAR WITH, UM, OUR ENTITLEMENT FUNDS THAT WE WERE RECEIVE FROM HUD IN THE FORM OF OUR CDBG AND HOME GRANTS.

UM, THE, UH, STAFF MAKES RECOMMENDATIONS BASED OFF OF THE APPLICATIONS WE RECEIVE FOR FUNDING TO THE COUNCIL.

AND, UM, THEN WE, UH, THOSE RECOMMENDATIONS ARE, ARE VOTED ON BY THE COUNCIL AND WE CAN THEN ADMINISTER THE PROGRAMS. SO A BIG PART OF THIS IS COMMUNITY INPUT.

UM, WE ALSO HAVE A VERY TRANSPARENT PROCESS.

WE HAVE A COMMUNITY, UM, AND CITIZEN PARTICIPATION PLANS.

SO WE, UH, A VERY, UH, THOROUGH, UM, PUBLIC PARTICIPATION PLAN PROCESS, AND WE DO WANNA GET FEEDBACK.

UM, SO ONE WAY THAT

WE'RE DOING THAT IS WITH TONIGHT'S INPUT SESSION, BUT ALSO THE SURVEY THAT WE LAUNCHED, UH, BACK IN SEPTEMBER.

WE ALSO HAVE HARD COPIES AVAILABLE AT CITY HALL, THE LIBRARY AND, UM, OUR COMMUNITY SERVICE BUILDINGS, UH, TO INCLUDE, UH, THE MLK JUNIOR COMMUNITY CENTER.

WE HAD OUR, WE HAVE TWO PUBLIC HEARINGS AS A PART OF THIS PROCESS FOR THE FIVE FIVE-YEAR CONSOLIDATED PLAN.

WE HAD OUR FIRST PUBLIC HEARING IN DEC IN SEPTEMBER, AND THEN WE HAVE A SECOND PUBLIC HEARING IN, UH, THE SPRING OF 2025.

SO, UM, IT IS A PROCESS TO DEVELOP THIS PLAN.

AND, UM, I WILL SAY THAT THE SURVEY DOES CLOSE IN, UM, MID-NOVEMBER, AND WE ARE RELEASING APPLICATIONS IN, UM, JANUARY OF 2025 FOR THIS FUNDING THAT I MENTIONED FOR THE CDBG AND HOME PROGRAMS. SO, UH, JUST MORE ABOUT THE SURVEY, UM, THE SURVEY ALLOWS COMMUNITY MEMBERS AND STAKEHOLDERS, UH, TO IDENTIFY NEEDS RELATED TO HOUSING OPTIONS, UH, HOUSING SERVICES, PUBLIC FACILITIES, INFRASTRUCTURE, AND SOCIAL .

SO, UM, AGAIN, WE HAVE A SURVEY LINK AVAILABLE ON OUR PROGRAMS PAGE THAT'S NATIONAL CITY CA GOV SLASH CBG DASH HOME.

UM, SO IT'S FUNDING THAT'S USED FOR THE COMMUNITY DUE TO LIKE THE LIMITED FUNDING AVAILABILITY THAT'S, UM, ACTUALLY AVAILABLE FOR, UM, COM QUALIFIED NONPROFITS.

UH, WE HAVE CITY DEPARTMENTS SPONSOR, UM, APPLICATIONS FROM NONPROFITS SO THAT IT'S ALIGNED WITH THE CITY'S STRATEGIC PLAN AND GOALS, UM, AND OTHER VARIOUS PLANS THAT WE ALREADY HAVE IN PLACE.

UM, SO A CITY DEPARTMENT CAN SPONSOR AN APPLICATION FROM A NONPROFIT, SO DIRECTED TO NONPROFITS.

UM, YES, IT, IT DOES.

UM, IT WOULD HAVE TO BE A NONPROFIT THAT, THAT WOULD RECEIVE THIS FUNDING.

AND, UM, THEY NEED TO, UH, BE AN ESTABLISHED NONPROFIT.

SO, UM, THEY HAVE TO HAVE, YOU KNOW, KIND OF ALL OF THEIR, UM, EVERYTHING IN PLACE.

UH, SO WE, WE KINDA HAVE LIKE A CHECKLIST AND, UM, WE WOULD OFFER TECHNICAL ASSISTANCE IF NEEDED.

WE'VE DONE VERY IMPORTANT, UH, COMMUNITY PROGRAM WITH THESE FUNDS IN THE PAST, INCLUDING THE PAYING FOR THE FIRE STATION 34, THAT WAS A SECTION 1 0 8 PROGRAM THROUGH CDBG FUNDING.

UH, WE'VE DONE A PLETHORA OF COMMUNITY SERVICES IN THE PAST.

WE'VE, UH, FUNDED TINY TOTS, UM,

AND, UH, THE DV, UM, PREVENTION PROGRAMS, ET CETERA.

THERE'S A NUMBER OF, OF PROGRAMS THAT WE'VE DONE HISTORICALLY, UM, BUT IT'S A REALLY IMPORTANT, UH, FUNDING SOURCE SPECIFICALLY FOR, UH, CITY PROJECTS.

AND, UH, WE FUNDED THE ALTOON, UM, FOOTBALL MULTIPURPOSE, UH, FACILITY.

SO, POINT BEING, IT'S, IT'S VERY IMPORTANT FOR THE, THE PUBLIC TO PARTICIPATE IN THE SURVEY BECAUSE FROM THE SURVEY, UH, WE DEVELOPED A PLAN AND THEN OUTREACH TO THE NONPROFITS THAT CAN FULFILL THAT.

SO, A COUPLE OF YEARS BACK, FOR INSTANCE, UH, WE WERE LOOKING AT A, UH, PROGRAM THAT WOULD, UH, AT A TENANT-BASED RENTAL ASSISTANCE PROGRAM, UH, BASED ON THE SURVEY THAT WOULD, UM, ASSIST PEOPLE AT RISK OF HOMELESSNESS OR HOMELESSNESS.

AND WE HAVE PARTNERED UP WITH THE SOUTH BAY COMMUNITY SERVICES AND, UH, HAVE THIS AS AN ANNUAL ROLLING PROGRAM WHERE WE ASSIST A NUMBER OF FAMILIES, UH, IN HOMELESSNESS PREVENTION.

SO JUST A VERY IMPORTANT FUNDING SOURCE OVERALL FOR COMMUNITY PROGRAMS AND CAPITAL IMPROVEMENT PROJECTS.

IF WE SEE THAT THERE'S A POLICY ITEM THAT IT'S NECESSARY TO BRING TO YOU, WE COULD ALWAYS HAVE A SPECIAL MEETING AND, AND BRING UP THE HOUSING COMMITTEE.

IT'S A VERY IMPORTANT ROLE.

SO, AS I MENTIONED, TUCK FRANK IS, IS ON THE EAST SIDE NEAR THE BROKEN YOKE AND REPLACES A PREVIOUS BUSINESS.

THE PREVIOUS BUSINESS WAS ABOUT 1,739 SQUARE FEET IN SIZE AND ALSO HAD A PATIO OF 1,766, UH, SQUARE FEET.

SO, UH, THE, THE NEW RESTAURANT TACOS OF FRANK HAS TAKEN OVER THAT AREA AS WELL AS EXPANDING INTO AN ADJACENT RETAIL SUITE, WHICH OPENS ONTO THE INSIDE OF THE MALL, WHICH IS WILL, UH, THE RESTAURANT INTERIOR WILL THEN BE ABOUT THIRTY SEVEN HUNDRED AND SEVENTY ONE SQUARE FEET.

SO IT TOOK OVER ABOUT ANOTHER 2000.

THERE ARE NO CHANGE TO THE OUTDOOR PATIO THAT WOULD STILL FUNCTION AS IT CURRENTLY DOES.

SO BECAUSE THERE IS AN EXISTING CUP AND WE'RE EXPANDING INTO AN ADJACENT SUITE, THERE IS THE REQUIREMENT FOR, UH, TO MODIFY THE CONDITIONAL USE PERMIT.

SO IT'S A LITTLE SMALLER THAN USUAL, BUT A LOT OF THE AREA AROUND HERE IS FREEWAY RIGHT AWAY AND DEALING WITH LARGER PROPERTIES.

BUT THAT WAS BOTH, UH, PROPERTY OWNERS AND OCCUPANTS WITHIN 660 FEET OF THE PROPERTY.

THERE ARE 11 ON SALE LICENSES IN THIS CENSUS TRACT WHERE THE MALL IS CENSUS TRACT 32 0 4, WHICH IS THE VERY SOUTHEAST CORNER OF THE CITY LEADING UP TO BONITA, UH, WHERE FIVE ARE RECOMMENDED.

HOWEVER, THIS IS, THERE'S ALREADY AN, THERE WAS AN EXISTING LICENSE AT THIS LOCATION.

THIS WOULD JUST BE, UH, PRACTICALLY REPLACING THAT.

AND TWO OF THOSE LICENSES ARE, ALTHOUGH THEY'RE IN THE AREA, THEY ARE TECHNICALLY IN THE CITY OF CHULA VISTA.
