TOO MANY HAVE DIED FROM FENTANYL POISONING, INCLUDING YOUTH AS YOUNG AS 12 AND SOME 77,000.
CALIFORNIANS DIED FROM FENTANYL OVERDOSE LAST YEAR.
SAN DIEGO IS THE NUMBER ONE US BORDER CROSSING FOR FENTANYL.
IF WE'RE SERIOUS ABOUT STOPPING FENTANYL DEATHS, WE SHOULD ACT BY TAKING STEPS OUTLINED IN PROP 36, SUCH AS INCREASING PENALTIES, INCLUDING INCARCERATION FOR PEOPLE SELLING LARGE QUANTITIES OF DRUGS CONTAINING FENTANYL, AND THOSE CONVICTED OF UNLAWFULLY POSSESSING FENTANYL WHILE ARMED WITH A LOADED GUN.
SOME SAY THIS IS HARSH, THOSE WHO'VE LOST LIVES OR FAMILY MEMBERS TO FENTANYL DISAGREE.

PRESIDENT STATES, I QUOTE, AMERICA'S YOUNG PEOPLE ARE THE FUTURE OF OUR NATION.
EACH OF THEM DESERVES THE OPPORTUNITY TO THRIVE AND REACH THEIR FULL POTENTIAL.
THE NATIONAL YOUTH SUBSTANCE USE PREVENTION MONTH, WE RECOMMIT TO PROVIDING ALL YOUTH WITH THE RESOURCES AND SUPPORT THEY NEED TO LEAD HEALTHY LIVES.

AS MANY ARE AWARE, OUR COMMUNITY IS SEEING AN ALARMING INCREASE IN MENTAL HEALTH ISSUES AMONG YOUNG PEOPLE.
AND RESEARCH SHOWS A DIRECT CORRELATION BETWEEN THIS RISE AND INCREASED DRUG AND MARIJUANA USE.
THE STATISTICS ARE UNDENIABLE.
FIRST TIME MARIJUANA USE BEFORE THE AGE OF 18 IS THE SINGLE GREATEST PREDICTOR OF FUTURE OPIOID USE DISORDER, WHICH AS WE KNOW, IS ALSO AN INCREASING PROBLEM.
ALONG WITH THAT HIGH POTENCY THC PRODUCTS, WHICH ARE NOW VERY COMMONLY AVAILABLE, INCREASE THE RISK OF PSYCHOSIS BY THREE TIMES WHILE DAILY USE SHOWS AN EVEN MORE SHOCKING FIVEFOLD INCREASE.

THE FEELING OF PANIC WHEN YOU CAN'T CATCH YOUR BREATH IS A FILM YOU'LL NEVER FORGET.
SO THEY ALWAYS HAVE TO KEEP THEIR MEDICINE NEARBY BECAUSE IF THEY DON'T KNOW WHEN, WHAT COULD TRIGGER A BREATHING EPISODE.
I'VE ALSO WORKED AT SEVERAL SCHOOLS IN THE AREA AND IT IS TRULY AWFUL.
HOW MANY STUDENTS MISS SCHOOL FOR VARIOUS REASONS.
ONE OF THE REASONS IS BECAUSE THEY HAVE MANY HEALTH ELEMENTS SUCH AS ASTHMA.
THE ABSENTEE RATE AT SCHOOLS IN OUR COMMUNITY ARE SOME OF THE HIGHEST IN SAN DIEGO COUNTY.
AND THERE'S A HIGH CORRELATION BETWEEN

STUDENTS' ABSENTEE RATES AND THEIR ACHIEVEMENT.I SPECIFICALLY REMEMBER WORKING AT ONE SCHOOL NEAR HERE WHERE WE HAD A DIESEL TRUCK PARKED IN FRONT OF OUR SCHOOL WITH THE ENGINE RUNNING.
THE TRUCK MUST HAVE BEEN PARKED THERE FOR OVER 40 MINUTES BEFORE OUR PRINCIPAL FINALLY CAME OUT TO ASK HIM TO TURN OFF THEIR ENGINE.
SOME REASON THE DRIVER REFUSED TO TURN OFF HIS ENGINE AND JUST STOOD THERE.
I DON'T KNOW FOR HOW MUCH LONGER.
THE POINT IS IS THAT THIS IS THE KIND OF BEHAVIOR WE CAN EXPECT FROM USDG.
UM, WE TO, TO THEIR FUEL DEPOT WILL BE LOCATED LESS THAN HALF A MILE FROM KIMBALL ELEMENTARY, AND IT'LL BE OPERATING 24 HOURS A DAY, SEVEN DAYS A WEEK, POTENTIALLY 250 DIESEL TRUCKS A DAY DRIVING THROUGH NATIONAL CITY, LOADING UP ON FUEL AND THEN DRIVING, YOU KNOW, UH, DRIVING AROUND THE CITY WHO'S GONNA TURN, TELL THEM TO TURN OFF THEIR ENGINE.
THOSE DIESEL TRUCKS EMIT SMALL PARTICLE POLLUTION, WHICH IS NOW CONSIDERED ONE OF THE MOST DANGEROUS TYPES OF POLLUTION TO OUR HEALTH.
THE FACT THAT WE ALLOWED OUR AIR HERE TO BECOME SO POLLUTED IN OUR COMMUNITY IS UNCONSCIONABLE TO ALLOW USDG TO OPERATE A FUEL DEPOT 24 7 WITH DIESEL TRUCKS RUNNING NONSTOP THROUGH OUR COMMUNITY NEEDS TO BE DENIED.

I'M THE CHAIRMAN OF THE PLANNING COMMISSION AND THE HOUSING ADVISORY COMMITTEE.
I'M HERE TONIGHT TO GIVE THE ANNUAL REPORT OF THESE TWO BODIES FOR THE FISCAL YEAR 2023.
AS YOU CAN SEE, THE PLANNING COMMISSION MET FIVE TIMES FROM JULY 1ST, 2023 TO DECEMBER 31ST, 2023.
WHILE WE MET FIVE TIMES, UH, FROM JANUARY 1ST TO JUNE 30TH, 2024, THE HOUSING ADVISORY COMMITTEE MET ONCE DURING 2023.
BETWEEN JUNE, UH, JULY AND DECEMBER DURING FISCAL YEAR 2023 AND 2024, THE PLANNING COMMISSION TOOK A NUMBER OF ACTIONS ON A RANGE OF MUNICIPAL CODE REQUIRED ENTITLEMENTS.
UH, FOR EXAMPLE, UH, WE PA WE CONSIDERED SEVEN CONDITIONAL USE PERMITS, UH, PRIMARILY FOR GROCERY AND RESTAURANT, UH, ALCOHOL SALES.

UH, THE PADDLE CLUB SPORTS COMPLEX WAS ALSO CONSIDERED.WE CONSIDERED THREE SUBDIVISIONS, A NINE LOT SUBDIVISION AT GROVE STREET.
TWO LOT SUBDIVISION FOR THE SAN DIEGO RESCUE MISSION AND A TWO LOT SUBDIVISION FOR F AVENUE OR ON F AVENUE.
UH, WE ALSO CONSIDERED ONE AT ANNEXATION AT VALLEY VIEW.
ONE VARIANCE FOR A NEW SINGLE FAMILY RESIDENCE ON A PARCEL THAT WAS PARTLY TAKEN BY CALTRANS WHEN 8 0 5 WENT THROUGH VERY DIFFICULT PROPERTY TO DEVELOP.
UH, THERE WERE SOME CODE AMENDMENTS, UH, THE ZONING MAP TO CONFORM WITH THE UPDATED ZONING ORDINANCE, THE FOCUS GENERAL PLAN UPDATE, AND A STREET VACATION, UH, ON PARADISE AVENUE, UH, JUST INSIDE NATIONAL CITY AT THE EAST END OF THE CITY.
JUST BEFORE GOING INTO THE CITY OF SAN DIEGO, THE MOST IMPACTFUL ACTIONS THE PLANNING COMMISSION TOOK WERE TO RECOMMEND TO THE CITY COUNCIL.
THESE ACTIONS RIGHT HERE, UH, THESE ARE THE HIGHLIGHTS REALLY OF OUR ACTIONS.
UH, THE FOCUS GENERAL PLAN UPDATE THE UPDATED ZONING ORDINANCE, THE UPDATED ZONING MAP TO COMPLY WITH THE UPDATED ZONING ORDINANCE, THE HOUSE NATIONAL CITY PROGRAM, THE DOWNTOWN, DOWNTOWN SPECIFIC PLAN, THE WEST SIDE SPECIFIC PLAN AS WELL.
IN ALL THE INDIVIDUAL MEMBERS OF THE PLANNING COMMISSION AND HOUSING ADVISORY COMMITTEE SPENT MANY HOURS STUDYING STAFF REPORTS, CONSIDERING AMENDMENTS TO VARIOUS, UH, IMPORTANT DOCUMENTS SUCH AS THE GENERAL PLAN AND THE ZONING ORDINANCE, AND CAREFULLY REFLECTED ON DIVISION OF NATIONAL CITY'S FUTURE AND HOW WE AS A CITY WILL CHANGE OVER TIME.
THESE RECOMMENDATIONS TO YOU WERE CONSIDERED IN ALL SERIOUSNESS, AND WE GAVE OUR BEST EFFORTS TOWARD ADVISING YOU ON WHAT WE THINK IS THE BEST WAY FORWARD FOR THE CITY OF NATIONAL CITY.
I WANT TO COMMEND THE MEMBERS OF THE PLANNING COMMISSION AND THE HOUSING ADVISORY COMMITTEE FOR THEIR DEDICATED WORK TOWARD IMPROVING THE LIVES OF THE RESIDENTS OF THE CITY, OF NATIONAL CITY.

WE ALSO DID TALK, UH, CONTINUOUS CONVERSATIONS ON THE REGIONAL TRANSPORTATION PLAN.
AND WE DID SPEND, UH, A GOOD AMOUNT OF TIME COVERING UPDATES TO, UM, THE RENA POLICY.
RENA IS, UM, UH, REGIONAL HOUSING NEEDS ASSESSMENT.
UH, THIS IS A, UH, STATUTE BY THE STATE OF CALIFORNIA THAT ALL CITIES NEED TO BUILD A CERTAIN AMOUNT OF HOUSING.
UH, AND IT'S VERY CONTROVERSIAL AS TO HOW THE FORMULA HAPPENS.
SO SANDAG IS PREPARING A LETTER, UM, TO INFORM THE, UM, THE STATE AGENCIES ABOUT WHAT NEEDS TO BE FIXED WITH RENA, UH, AS FAR AS THE METHODOLOGY IS CONCERNED.

AND, AND THIS ONE IS A, UH, THIS IS FOR INTRODUCTION, HUH? UH, GOOD EVENING, MAYOR, VICE MAYOR, COUNCIL STAFF, AND THE PUBLIC MARTIN READER, ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT.
UH, AS YOU KNOW, YOU, UH, THE CITY COUNCIL DID INITIATE THIS PROCESS, UH, PER STAFF'S REQUEST BACK IN AUGUST OF THIS YEAR.
AND THIS IS TO DO WITH THE MIXED USE OVERLAY, WHICH I HAVE PROVIDED A UPDATED PICTURE FOR YOU.
ANOTHER ONE THAT WAS INCLUDED IN YOUR STAFF REPORT WAS A LITTLE BIT.
UM, I'LL GO OVER THIS IN A SECOND, BUT, UH, THIS IS, UH, A DEPICTION OF THE ACTUAL MIXED USE OVERLAY BOUNDARY IN BLUE.
IT'S TWO SEPARATE AREAS, BUT IT'S THE SAME OVERLAY.
UH, AGAIN, THE UNDERLYING ZONING WILL REMAIN.
THIS HAS BEEN ADOPTED AS PART OF THE ZONING MAP.

UH, UNFORTUNATELY THE CORRESPONDING SECTION IN THE CODE IN THE MUNICIPAL CODE, THAT BEING THE DESIGN REGULATIONS AFFECTING THIS, UH, MIXED USE OVERLAY WAS NOT ADOPTED IN THE FINAL DOCUMENT.
IT WAS VETTED THROUGH THE WHOLE PROCESS.
THE PLANNING COMMISSION SAW IT, THE CITY COUNCIL SAW IT, THE PUBLIC SAW IT ALL ON MULTIPLE OCCASIONS.
UH, UNFORTUNATELY DUE TO SOME FORM OF TYPOGRAPHICAL AREA OR ERROR OR, UM, BUNDLING OF THE INFORMATION THAT DID NOT MAKE IT A FINAL PRODUCT THAT WAS ADOPTED.
SO IN ORDER TO BE CONSISTENT, WE NEED TO, UH, TO ADOPT THAT SECTION OF THE CODE AND THAT WOULD CORRESPOND TO THIS AREA HERE.
