PUBLIC COMMENT] WE'LL NOW HEAR PUBLIC COMMENTS ON ITEMS THAT ARE SPECIFIC TO THE AGENDA, AND WE DO HAVE ONE INDIVIDUAL, DUKE VALDERRAMA. THANK YOU, MAYOR AND CITY COUNCIL AND STAFF. I WAS GOING TO COME AT SIX O'CLOCK AND MAKE A COMMENT UNDER THE PUBLIC, UH, COMMENT SECTION, BUT I HAVE A GRANDSON WHO HAS A BIRTHDAY TODAY AND, UH, THAT HAD A LITTLE BIT MORE PRIORITY THAN BEING HERE AT SIX O'CLOCK . BUT, UH, I WANTED TO, UH, ADDRESS TWO THINGS. NUMBER ONE, UM, HERE REPRESENTING THE OT AND C FOUNDATION. JUST WANTED TO GIVE YOU A QUICK UPDATE. WE HAD A CANCER WALK AT PEPPER PARK, UH, EARLIER IN THE YEAR. MM-HMM. , UH, I'M VERY HAPPY TO REPORT TODAY. WE JUST GAVE OUT OUR 30TH CHECK FOR A THOUSAND DOLLARS TO CANCER PATIENTS. MM-HMM. . SO, WE'RE VERY EXCITED THAT WE'RE ABLE TO HELP CANCER PATIENTS, UH, BY RAISING MONEY. WE PROPOSE TO DO THAT AGAIN NEXT YEAR. UNFORTUNATELY, WE'RE GONNA HAVE TO RELOCATE THE EVENT TO J STREET BECAUSE PEPPER PARK WILL NOT BE AVAILABLE. SO, ANYWAY, THAT'S ON A GOOD, ON THE, ON A GOOD NOTE OF, UH, WHAT WE'RE DOING FROM A FOUNDATION. WANTED TO BRING ADDRESS ANOTHER ISSUE FROM THE FOUNDATION. WE HAD A BOARD, BOARD MEETING, UH, TUESDAY NIGHT. AND MY BOARD VOTED UNANIMOUSLY TO HAVE THE MURALS THAT WE, UH, DONATED TO THE CITY TO BE RETURNED BACK TO THE, UH, THE, THE, THE ORIGINAL PERSON THAT PAINTED THE, UH, THE MURALS. AND I'D LIKE TO GIVE YOU A LITTLE CHRONOLOGICAL HISTORY OF WHY THE, MY BOARD IS REQUESTING THAT THE, THE MURALS BE RETURNED. I STARTED WORKING WITH CITY STAFF MORE SPECIFICALLY WITH, UH, UH, JOYCE RYAN BACK IN 2023, UH, TO FIND OUT THE PROCESS ABOUT DOING THE MURALS AND DONATING THEM TO THE CITY. SHE HAD INFORMED ME THAT WE NEEDED TO GO IN FRONT OF THE PARK AND REC COMMITTEE, THAT IT WOULD NOT REQUIRE CITY COUNCIL APPROVAL. SO WE WENT AHEAD AND SAID, OKAY, WHATEVER WE GOTTA DO, WE'LL DO. SO SHE SAID, I'LL PUT YOU ON THE AGENDA AND YOU MAKE A PRESENTATION IN FRONT OF THE PUBLIC ART. SO THE NEXT PUBLIC ART MEETING WAS JULY 23RD. I SHOWED UP TO MAKE A PRESENTATION WITH THE MURALS, THE THREE MURALS. AND WE WERE NOT, STAFF FORGOT TO PUT US ON THE AGENDA. SO I SAID, THAT'S FINE. WE MADE A PRESENTATION. ANYWAY, ALL OF THE PUBLIC ART MEMBERS WERE EXCITED ABOUT THE MURALS. SO THEN WE WERE PUT ON THE NEXT COUNCIL, I MEAN, THE NEXT PUBLIC ART MEETING, WHICH WAS ON, UH, 10 24, 3 MONTHS LATER. 'CAUSE THEY ONLY MEET EVERY THREE MONTHS. RIGHT. AT THAT MEETING, WE MADE ANOTHER PRESENTATION. THE, UH, PUBLIC ART COMMITTEE ACCEPTED THEM UNANIMOUSLY. AND THE MURALS OBVIOUSLY WERE THERE TO HIGHLIGHT THE HISTORY OF WHAT O TOWN NATIONAL CITY'S ALL ABOUT. SO THEN, UH, WE, ONCE WE GOT THE APPROVAL FROM PUBLIC ART, WE WENT AHEAD AND, UH, I APPLIED FOR A TUP TO UTILIZE THE CASA DE LOU TO HAVE THE EVENT HELD THERE. UH, YOU WERE ALL INVITED. YOU ALL SHOWED UP. THANK YOU VERY MUCH FOR BEING AT, AT THE UNVEILING AND SUPERVISOR NORA VARGAS WAS THERE. UH, WE WERE ABLE TO GET A GRANT FROM THE COUNTY OF SAN DIEGO TO BE ABLE TO PUT ON THE EVENT. SO IT WAS A SUCCESSFUL EVENT AND EVERYBODY ENJOYED IT. THE, UH, NEXT ITEM THAT CAME UP WAS, UM, I RE I RECEIVED, UH, A NOTICE THAT THE CITY STAFF WANTED TO MEET WITH ME REGARDING THE MURALS. [00:05:01] 'CAUSE WE HAVE THE OTNC REUNION JUST ABOUT A MONTH AGO. MM-HMM. . THE, UH, I WOULD, I MET WITH, UH, UH, BEN MARTINEZ, UH, UH, SEE, AND ALSO, UH, JOANNE MCGEE AT THE CASA DE SALU INDICATING THAT THERE WAS SOME PROBLEMS WITH THE MURALS. AND I SAID, WELL, IT'S THE FIRST TIME I'VE HEARD THAT THERE WAS A PROBLEM WITH THE MURAL. SINCE EVERYBODY HAD ALREADY APPROVED THEM. THEY INDICATED THAT THERE WAS, OUT OF THE THREE MURALS THAT WERE PRESENTED, THAT WE HAD DONATED, TWO OF THEM, THERE WAS AN ISSUE. ONE OF THEM WAS BECAUSE ON ONE OF THE MURALS ON THE LICENSE PLATES FOR THE VEHICLE, IT SAID O, T AND C. AND THAT HAD GANG CONNOTATIONS. AND THEY ASKED ME TO, TO HAVE THE OT AND C ELIMINATED FROM THE, FROM THE MURAL. AND I SAID, I AM NOT ABOUT TO CHANGE ANY MURAL FROM AN ARTIST THAT DID IT. I WOULD HAVE TO GET HIS APPROVAL, BUT I DON'T THINK THAT PERSON WOULD BE VERY HAPPY WITH IT. FOR THE SIMPLE REASON, AS THIS IS DEPICTED, WHAT THE HISTORY OF OTNC WAS. THE THIRD MURAL HAD THE PICTURE OF THE ST. ANTHONY'S CHURCH AND A RELIGIOUS MONUMENT. AND THEY SAID THAT, THAT, THAT HAS SOME PROBLEMS. SO I SAID, THEY SAID, YOU'RE GONNA NEED TO GO IN FRONT OF THE COUNCIL AND ASKED FOR THEIR APPROVAL TO BE ABLE TO PLACE THE MURALS IN AT THE CASA. I SAID, WELL, I'VE ALREADY GONE THROUGH ALL THE LEGAL PROCESSES THAT YOU TOLD ME TO. NOW YOU'RE CHANGING THE PROCESS ON ME. BUT IF THAT'S WHAT YOU WANT ME TO DO, I'LL GLADLY DO IT. TWO DAYS LATER, I RECEIVED A CALL FROM JOSIE, YOUR EXECUTIVE ASSISTANT, INDICATING THAT THEY WANTED TO HAVE A MEETING. UH, SO I MET WITH, UH, BEN MARTINEZ. I MET WITH BARRY SCHULTZ AND JOSIE REPRESENTING YOU. AND THEY INDICATED THAT OF THE TWO MURALS THAT WERE IN QUESTION, THE ONE WITH OT AND C, THERE WAS, THAT WAS, OKAY. UH, SO THE ONLY ONE THAT, THAT HAD AN ISSUE WAS THE ONE WITH THE RELIGIOUS CONNOTATIONS. AND I SAYS, OKAY. I SAID, WE HAVE AN EVENT COMING UP IN A COUPLE OF WEEKS. WHAT ABOUT THE TWO THAT ARE BEING APPROVED? WILL WE HAVE THEM PLACED AT THE, UH, DEDICATION? THEY SAID, SURE, WE WILL DEFINITELY HAVE THEM THERE. I SAYS, IF, BECAUSE IF THE MULES ARE NOT UP, I'M GONNA HAVE THE COMMUNITY, THE O, OT, AND C COMMUNITY UPSET. I'M GONNA HAVE TO ASK YOU. OKAY. WE GOT SOME BIG ITEMS. ONE, I'M, I'M READY TO FINISH. OKAY. WE, WE HAD A OT AND C REUNION. THE MULES WERE NOT SHOWN. I ASKED STAFF WHERE THE MURALS, THEY DID NOT KNOW. SO MY BOARD HAS SAID, I'M GOING THROUGH HURDLES OF TRYING TO GET THESE, THESE MURALS PUT UP AND GOING AND, AND FINDING OUT I HAVE PROBLEMS. AND THEN I'M BEING ASSURED THAT THEY'RE GONNA BE AT THE OT C REUNION. THEY WERE NOT. MM-HMM. , MY BOARD SAID RETURN 'EM. OBVIOUSLY THERE'S SOME ISSUES GOING ON WITHIN THIS ORGANIZATION. WE'D RATHER HAVE THEM GO, COME BACK TO THE, TO THE ARTIST. MM-HMM. . AND, AND TAKE IT FROM THERE. THAT'S MY REQUEST. OKAY. OKAY. THANK YOU VERY MUCH. THANK, THANK YOU DOUGIE. ALRIGHT, [5. CLOSED SESSION] WITH THAT WE DO HAVE, UH, THREE ITEMS FOR CLOSED SESSION. I'M GONNA TURN IT OVER TO OUR, UH, ATTORNEY. THANK YOU, MAYOR. UH, THE THREE ITEMS ARE, UH, ONE PUBLIC, PUBLIC EMPLOYEE PERFORMANCE EVALUATION. THE POSITION TO BE REVIEWED IS THE CITY MANAGER. THE SECOND ITEM INVOLVES CONFERENCE WITH LEGAL COUNSEL CONCERNING EXISTING LITIGATION. THE NAME OF THE CASE IS ROBERTO UMANA VERSUS THE CITY OF NATIONAL CITY. AND THEN FINALLY, THERE IS A CONFERENCE WITH REAL PROPERTY NEGOTIATIONS. THE, UH, PROPERTIES ARE IDENTIFIED ON THE AGENDA. THE A PN NUMBERS ARE ON THE AGENDA. THEY ARE PROPERTIES WE REFER TO AS THE BAY PUN, BAYFRONT PROPERTIES. OKAY. WITH THAT, WE ARE GOING INTO CLOSED SESSION. MR. MAY, MR. I HAVE A QUESTION. THAT MEETING THAT, UH, MR. DKE VALDERRAMA WAS SAYING CALLED BY YOUR SECRETARY, WHY IS SHE CALLING THE MEETING? IS THAT YOU ARE UP IN YOUR DIRECTION. IF YOU'RE NOT HERE AND I'M NOT HERE, THE OTHER COUNCIL MEMBER SHOULD BE THERE AT, AT PLEASE THE MEMBER WHO'S REPRESENTING DISTRICT ONE. SO LET ME JUST KIND OF INTERRUPT. UH, I THINK WE, WE WERE PRETTY LENIENT WITH THAT, THAT PUBLIC COMMENT BECAUSE THEY, IT WAS NOT REGARDING ANYTHING ON OUR AGENDA, WHICH IS WHAT IT'S SUPPOSED TO BE. BUT I THINK WE GAVE HIM, UH, A LITTLE RELIEF FROM THAT. BUT I DON'T THINK IT WOULD BE APPROPRIATE TO HAVE ANY FURTHER DISCUSSION REGARDING THAT PARTICULAR, WE, WE CAN GET TO THAT LATER. ALRIGHT. IF WE COULD, UH, ALL RIGHT. I'M GONNA CALL THE MEETING BACK TO ORDER. COULD WE INCLUDING STAFF? COULD WE BE QUIET? THANK YOU. [00:10:02] UH, ALRIGHT. UH, WE'VE COME OUT OF CLOSED SESSION. UH, WE WILL BE REPORTING OUT OF CLOSED SESSION AT THE END OF THE, UH, UH, THE COUNCIL MEETING. AND, UH, SO WITH THAT, THE, THE UH, CLOSED SESSION IS ADJOURNED. WE'RE GONNA TAKE ABOUT A FIVE MINUTE BREAK 'CAUSE WE'VE BEEN MEETING IN THERE FOR SEVERAL HOURS. TAKE A, GET OUR STUFF TOGETHER, WE'LL BE RIGHT BACK. AND THEN WE'LL GET THE COUNCIL MEETING ITSELF GOING. SO YOU CAN GO BACK TO CHATTERING NOW. OKAY. OKAY. * This transcript was created by voice-to-text technology.
