UH, IT'S ABOUT A 38,000 SQUARE FOOT PROPERTY. IT'S CURRENTLY THREE DIFFERENT LOTS, ALTHOUGH IT IS DEVELOPED WITH ONE, UH, WITH ONE BIG BUILDING, AS YOU CAN SEE, UH, PARTITIONED IN A DIFFERENT SUITE. THIS AREA IS WITHIN OUR DOWNTOWN SPECIFIC PLAN, WHICH IS ROUGHLY THE AREA FROM DIVISION STREET DOWN TO, UH, TO 18TH, OR ACTUALLY 16TH STREET RATHER. THERE ARE 120 STUDENTS CURRENTLY IN THAT LOCATION. AND THEN GRADES THREE THROUGH EIGHT ARE ON THE NATIONAL CITY BOULEVARD LOCATION, WHERE THERE ARE APPROXIMATELY 250 STUDENTS. SO THIS PROJECT WOULD REPLACE BOTH OF THOSE, UH, FACILITIES, ALTHOUGH THE INTEGRITY CHARTER SCHOOL WILL CONTINUE TO OWN THE BUILDING AT EIGHTH STREET IN NATIONAL CITY BOULEVARD AND WOULD STILL HAVE ACCESS TO THAT PARKING AREA. EXCUSE ME. SO THE SCHOOL IS LOOKING TO EXPAND BEYOND THEIR CURRENT ACADEMIC PROGRAM, WHICH WOULD, UH, NECESSITATE A LARGER SPACE. SO THIS WOULD BE, UH, THE SAME CHARTER, BUT A NEW SCHOOL BUILDING. SO THAT DARKER AREA ON THE TOP, THE CUTOUT, THAT BUILDING IS GOING TO REMAIN, BUT WILL BE REMODELED TO BE, UH, THE MULTI-PURPOSE BUILDING. AND THE REMAINDER OF THE PROPERTY WILL BE DEMOLISHED AND REDEVELOPED WITH THE NEW CLASSROOMS AND NEW CAMPUS. THERE'S NO GUARANTEE HOW LONG THAT WILL BE, BUT THAT IS, UH, PROPOSED, UH, TO BE PROVIDED. AND THE APPLICANT IS ALSO REQUESTING SOME RESTRICTED PARKING AREAS AROUND THE SITE, PARTICULARLY ON NATIONAL CITY BOULEVARD, EAST THIRD STREET, AND A AVENUE. MOST OF THESE WOULD BE TO DO WITH THE PICKUP AND DROP OFF AREAS, WHICH I'LL TALK ABOUT. UH, BUT THAT ALSO INCLUDES, UH, TIMED PARKING. SO THOSE TIME PARKING AREAS, COLOR CURBS, GREEN, YELLOW, WHITE, ET CETERA, WOULD BE ADDRESSED THROUGH THE CONDITIONS. THOSE WOULD NEED TO GO TO THE TRAFFIC SAFETY COMMITTEE, UH, IF APPROVED. SO THE MAJORITY OF THE WORK THAT, UH, STAFF WAS INVOLVED WITH WAS A TRAFFIC IMPACT ANALYSIS THAT WAS PROVIDED BY THE APPLICANT, UH, UNDER THE SUPERVISION AND DIRECTION OF OUR CITY ENGINEER, WHO BY THE WAY, IS ALSO HERE THIS EVENING. AND IT, UH, ANALYZED SEVERAL DIFFERENT AREAS, INCLUDING CIRCULATION AND PARKING, TRAFFIC IN GENERAL, UH, PEDESTRIAN IMPROVEMENTS. AND, UM, YEAH, ALREADY TALKED ABOUT PARKING. BUT, UH, OVERALL, ONE OF THE MAIN ISSUES THAT THE TRAFFIC IMPACT ANALYSIS LOOKS AT ARE VEHICLE MILES TRAVELED, OR VMT. THAT IS, THAT TENDS TO BE THE MOST IMPORTANT THING WITH ANY USE TO MAKE SURE THAT IT'S NOT GOING TO CREATE, UH, UH, AN ISSUE WITH, UH, CQA. SO SQUA LOOKS AT VMT. UH, SO WE ALSO LOOKED AT PARKING, PICKUP AND DROP OFF AREAS FOR STUDENTS, ANY PEDESTRIAN IMPROVEMENTS SUCH AS BULB OUTS OR, UH, OR, UM, CHANGING IN THE DIRECTION OF CERTAIN STREETS, WHICH I'LL TALK ABOUT. BUT BASICALLY, THE ANALYSIS CONCLUDED THAT NO PROJECT IMPACTS WOULD OCCUR AS THE PROJECT WAS DESIGNED. THE PRIMARY REASON BEING THAT UNDER CWA, IF A PROPOSED USE IS A LOCAL SERVING PUBLIC FACILITY, WHICH A SCHOOL WOULD BE CONSIDERED, THAT IS WITHIN HALF A MILE OF A MAJOR TRANSIT STOP, WHICH IS, UH, THE INTERSECTION OF TWO BUS STOPS WITH AT LEAST 15 MINUTE FREQUENCY, WHICH IS WITHIN OR TWO WITHIN THIS LOCATION OR WITHIN A HALF A MILE OF THIS LOCATION, THEN THE PROJECT WOULD BE PRESUMED TO HAVE A LESSER SIGNIFICANT IMPACT ON VMT AND WOULD NOT BE, IT WOULD BASICALLY BE SCREENED OUT, UH, OF CQA. UH, AS FAR AS TRAFFIC IS CONCERNED, WE DID WELL. THE TRAFFIC IMPACT ANALYSIS DID LOOK AT THE EFFECT ON, UH, INTERSECTIONS AROUND THE AREA. THERE WAS ONE, WHICH WAS THE MAIN FOUR-WAY OVER ALLWAY STOP AT OSBORNE STREET AND DIVISION STREET, THE NORTH END OF TOWN. THAT WOULD BE CONSIDERED, UH, TO HAVE, UH, A SUBSTANTIAL EFFECT. IT WOULD REDUCE THE LEVEL OF SERVICE TO A, WHAT WOULD OTHERWISE BE A FAILING GRADE. UH, HOWEVER, THE TRAFFIC IMPACT ANALYSIS DID SAY THAT WITH THE REPLACEMENT OF THAT, ALWAYS START WITH THE TRAFFIC AND WITH A TRAFFIC LIGHT, THAT IT WOULD RETURN TO NORMAL OPERATIONS AND BE AT AN ACCEPTABLE LEVEL OF SERVICE. NOW, BECAUSE THEY ALWAYS STOP, BECAUSE THREE OF THOSE STREETS COMING INTO THAT INTERSECTION ARE CITY OF SAN DIEGO STREETS. THE CITY OF SAN DIEGO WOULD BE, UH, THE ONE THAT WOULD BE IN CHARGE OF THAT PROJECT. SO THIS, UH, A LIGHT IN THIS LOCATION IS FULLY FUNDED IN CITY OF SAN DIEGO, CIP OR CAPITAL IMPROVEMENT PROGRAM, AND ACTUALLY HAS A, A, A DATE OF 2026 WHEN IT WOULD BE COMPLETED. SO, WITH THE ADDITION OF THAT, WHICH SHOULD COINCIDE ROUGHLY WITH THE OPENING OF THE SCHOOL, WE'RE NOT ANTICIPATING ANY IMPACTS BECAUSE OF THAT. ALL, UH, TRAFFIC AT THAT ALWAYS STOP STUDENT PICK UP A DROPOFF IS SOMETHING THAT STAFF BROUGHT UP WITH THE APPLICANT, UM, WITH BOTH OF THE PREVIOUS INTEGRITY CHARTER SCHOOL CAMPUSES. AND, UH, THEY DID PROVIDE PLENTY OF INFORMATION AND DIRECTION ON HOW THAT WOULD HAPPEN. SO THERE WOULD BE TWO PICK UP AND DROP OFF AREAS, ONE ALONG A AVENUE BEHIND THE SCHOOL TO THE EAST, WHICH WOULD BE ABOUT NINE FEET WIDE AND A HUNDRED FEET LONG. AND THAT WOULD BE ANTICIPATED TO ACCOMMODATE APPROXIMATELY FOUR VEHICLES AT A TIME. AND THEN ALONG EAST THIRD STREET SOUTH OF THE PROPERTY. AND I'LL SHOW YOU THIS IN A MOMENT WHERE IT WOULD BE ABOUT 12 FEET WIDE AND 200 FEET LONG ANTICIPATED TO BE ABLE TO ACCOMMODATE, UH, EIGHT VEHICLES. UH, THAT IS NOT SOMETHING THAT IS APPROVED BY THE PLANNING COMMISSION, BUT THAT WOULD BE, UM, RECOMMENDED BY THE TRAFFIC SAFETY COMMISSION COMMITTEE, EXCUSE ME. AND, UH, THAT WOULD ULTIMATELY GO TO THE CITY COUNCIL FOR APPROVAL. SO WE WOULD BE AT, TO HASH OUT DETAILS SUCH AS DURING WHAT HOURS WOULD THOSE CURBS BE RESTRICTED. SO GOING INTO PARKING, THAT'S ALSO OBVIOUSLY A BIG POINT OF DISCUSSION FOR MOST PROJECTS OVERALL, UM, AS YOU MAY OR MAY NOT BE AWARE, ASSEMBLY BILL 2 0 9 7, WHICH WAS APPROVED, UH, LAST YEAR, DOES NOT REQUIRE PARKING FOR ANY NEW USE. THAT'S IN AN AREA THAT IS CONSIDERED, UH, CLOSE TO HIGH QUALITY TRANSIT. AND THAT HIGH QUALITY TRANSIT IS WITHIN HALF A MILE OF A INTERSECTING BUS STOP IN THIS CASE, THAT IS AT LEAST 15 MINUTE FREQUENCY, WHICH AGAIN, THE PROJECT DOES FALL INTO, 'CAUSE THERE'S ONE ON THAT BLOCK ON BOTH SIDES OF THE STREET IN THIS LOCATION. BUT WHEN WE'RE LOOKING AT THE DOWNTOWN SPECIFIC PLAN PARKING REQUIREMENTS, IT DOES REQUIRE TWO AND A HALF SPACES FOR EVERY THOUSAND SUITE OF SQUARE FEET. I ALWAYS SAY SUITE, I THINK I SHOULD TRADEMARK THAT, THAT NAME. SO WITHIN A THOUSAND SQUARE FEET OF FLOOR AREA. SO THAT WOULD BE 79 PARKING SPACES IF YOU LOOKED AT THAT. BUT OBVIOUSLY THAT DOESN'T REALLY PENCIL OUT IN THAT MOST OF THE RESIDENTS OF THE CAMPUS WILL BE NOT OF DRIVING AGE. UH, ALTHOUGH WE ARE TALKING ABOUT 60 TO 65 STAFF, ALTHOUGH NOT ALL AT ONCE. THERE ARE 27 PARKING SPACES THAT WERE CONDITIONED TO BE PART OF THE ORIGINAL APPROVAL, SO THAT, AGAIN, THOSE WOULD BE STILL AVAILABLE AT THE FORMER, UH, INTEGRITY CHARTER SCHOOL LOCATION. UH, NOT TO MENTION DURING THE DAY MOST OF THE SURFACE PARKING AREA OR A LOT OF THE SURFACE PARKING AREA MAY BE VACANT DUE TO FOLKS GOING TO WORK. SO THERE MAY BE ADDITIONAL PARKING AVAILABLE DURING SCHOOL HOURS. THE TRAFFIC IMPACT ANALYSIS DID DO A SIGNIFICANT, UH, PARKING SUPPLY, PARKING DEMAND SUPPLY, UH, STUDY WHERE TO SEE HOW MANY SPACES WERE AVAILABLE ON STREET UNDER THE CURRENT SITUATION, PARTICULARLY IN THE AREA FROM NASHVILLE CITY BOULEVARD TO D AVENUE BETWEEN SECOND AND THIRD STREETS. UH, THERE WERE 250 PARKING SPACES WITHIN THAT FOUR BLOCK AREA, 60 OF WHICH WOULD ACTUALLY WITHIN, UH, 800 FEET OF THE, WHERE THE PROPOSED SCHOOL LOCATION IS. AND THERE WERE MULTIPLE, UH, A DA SPACES INCLUDED THERE AS WELL. UH, BLUE CURBS, FOR EXAMPLE. SO AS A RESULT OF THE, THE, UH, TRAFFIC IMPACT ANALYSIS AND THE RECOMMENDED PARKING CONVERSIONS, SO CONVERTING THE PARALLEL PARKING IN THE AREA TO ANGLE PARKING, THERE WOULD ACTUALLY BE A GAIN OF 30 PARKING SPACES, WHICH IS, UH, INCLUDED AS A CONDITION OF APPROVAL. SO THAT WOULD BE REQUIRED TO BE IN PLACE PRIOR TO THE SCHOOL OPENING, AND THEN AN ADDITIONAL 12 SPACES, UH, IN THE PICKUP AND DROP OFF AREA AFTER OR BETWEEN PICKUP AND DROP OFF TIMES OR ON WEEKENDS, OUTSIDE OF SCHOOL HOURS. SO THERE ARE BELTS AT THIRD STREET AND NATIONAL CITY BOULEVARD, AND ALSO AT A AVENUE THERE WOULD BE ADDITIONAL STOP SIGNS AT, UH, ON EAST SECOND STREET AND THIRD STREET AT A AVENUE, AND THE HIGH VISIBILITY CROSS WARS ON THOSE LOCATIONS THERE. SO NATIONAL CITY BOULEVARD AND SECOND NATIONAL CITY BOULEVARD, AND THIRD, AND THEN A AND THIRD. SO THIS IS, UH, I THINK THIS IS THE SAME PICTURE YOU SAW BEFORE WITHOUT THE PICKUP AND DROP OFF AREAS, BUT YOU CAN SEE THE DARK, UH, THE DARK AREAS. THOSE ARE THE, THE, THE BALL BOUTS. SO AS YOU CAN SEE, THAT SIGNIFICANTLY REDUCES [00:35:01] THE, THE LENGTH OF THAT CROSSWALK, WHICH IS, UH, WHICH WILL IMPROVE PEDESTRIAN SAFETY ALSO ON THE CORNER OF, UH, A AND THIRD THERE, AND ALSO A SMALLER ONE UP TOWARDS THE TOP OF THE PROPERTY. UH, SO THE, THE TRAFFIC LIGHTS WILL BE AT SECOND, WHICH IS FURTHER UP HERE. AND THIRD, AND AGAIN, THE, THIS IS THE AREA OF THIRD STREET, WHICH WILL BE CONVERTED TO ONE WAY. UH, LOOKING AT THE GENERAL PLAN WE DO, THIS PROJECT WOULD BE CONSIDERED TO BE CONSISTENT WITH THE GENERAL PLAN, AND THAT THIS TYPE OF USE IS CONDITIONALLY ALLOWED WITHIN THE DOWNTOWN SPECIFIC PLAN, UH, DEVELOPMENT ZONE TO, AND OTHERWISE, THERE IS A LAND USE POLICY THAT ENCOURAGES DEVELOPMENT AND EXPANSION OF SCHOOL FACILITIES, UH, TO MEET FUTURE NEEDS. WHILE, UH, THIS IS A REPLACEMENT OF A PREVIOUS SCHOOL, IT WOULD ALLOW THEM TO EXPAND AND PROVIDE MORE, UH, ROOM FOR STUDENTS OR MORE STUDENT POPULATION, WHICH WOULD BE CONSISTENT WITH THAT POLICY. WE DID LOOK AT THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. THIS WOULD BE CONSIDERED AN INFIELD DEVELOPMENT PROJECT, BEING THAT IT IS AN EXISTING BUILDING THAT WOULD BE DEMOLISHED TO REPLACE WITH A NEW ONE IN A PREVIOUSLY DISTURBED AREA. THERE'S NO HABITAT, UH, IN THE AREA EITHER. AT THE BEGINNING OF THE PROCESS, WHICH STARTED LAST YEAR, WE DID, UH, WE DID SEND OUT FOR COMMENT TO ALL OF OUR INTERNAL DEPARTMENTS AS WELL AS THE UTILITIES AROUND. SO THE ENGINEER DEPARTMENT AND FIRE DEPARTMENT BOTH PROVIDED SIGNIFICANT COMMENTS, ALL OF WHICH ARE CONS, UH, INCLUDED AS CONDITIONS OF APPROVAL, WHICH ARE CODE REQUIREMENTS, FIRE CODE, UM, UH, FOR EXAMPLE, CONSTRUCTION REQUIREMENTS. THE ENGINEERING CONDITIONS ARE MOSTLY RELATED TO DRAINAGE GRADING, UH, PUBLIC, UH, UH, IMPROVEMENTS, PUBLIC IMPROVEMENTS IN THE RIGHT OF WAY, ET CETERA. UH, THE POLICE DEPARTMENT DID HAVE SOME, UH, SOME COMMENTS WITH SOME CONCERNS RELATED TO PARKING TRAFFIC, AND THEN LIGHTING AND SECURITY, PARKING AND TRAFFIC WERE ANALYZED IN THE TRAFFIC IMPACT ANALYSIS AND WERE DETERMINED NOT TO BE A A, A FACTOR PLUS AB 2097 NOT REQUIRING PARKING, UH, SUPERSEDES A LOT OF WHAT WE'RE ABLE TO, TO DO AT THE CITY LEVEL. HOWEVER, WITH DEVELOPMENT OF THIS PRO OF THIS PROJECT, AS YOU KNOW, THE BUILDING IS IN DISREPAIR. IT'S VACANT, UH, THE, THE BROKEN WINDOW THEORY, IT'S CREATING NUISANCE ISSUES. UNFORTUNATELY, UH, WITH NEW DEVELOPMENT IN THE AREA, IT'S GONNA BRING MORE ACTIVITY TO THE AREA, WHICH WOULD BE, UH, THERE'S AN OLD TERM IN PLANNING CALLED EYES ON THE STREET, WHERE MORE ACTIVITY, UH, TENDS TO DRIVE AWAY BAD ACTIVITY. UH, THERE IS THE REQUIREMENT FOR A LIGHTING PLAN AND A, AND A SECURITY PLAN THAT ARE CONDITIONS OF APPROVAL. UH, THE APPLICANT HAS SAID THAT THEY ARE GOING TO DO THAT, AND THAT WILL TO MAKE SURE THAT THERE IS PLENTY OF LIGHTING AND, UH, OBSERVATIONS SUCH AS VIDEO CAMERAS ARE, OR, UH, SECURITY TO ENSURE THAT PEOPLE AREN'T LOITERING ON SITE OR DOING ANY, ANY, UH, DAMAGE. SO WITH THE CONDITIONS OF APPROVAL, WE OBVIOUSLY HAVE OUR STANDARD CONDITIONS AS NORMAL. WE DO HAVE ONES RELATED TO THE WIRELESS FACILITY. FOR EXAMPLE, THE, UH, T-MOBILE DOESN'T WANT ANY INTERRUPTION IN SERVICE, SO THEY'RE LOOKING FOR A TEMPORARY FACILITY TO BE PARKED IN A, ON THE STREET IN A, UH, A CELL ON WHEELS OR A A MOBILE WIRELESS FACILITY. WE HAVE TOLD THEM AND PUT A CONDITION IN TO RE, UH, REQUIRE A, UH, ENCROACHMENT REMOVAL AGREEMENT FOR OPERATION WITHIN THE, THE PUBLIC RIGHT OF WAY, AND ALSO A TEMPORARY USE PERMIT SO THAT WE'RE ABLE TO HAVE A, UH, A TIMELINE, UH, TEMPORARY EVENTS OUTSIDE OF THE FRIDAY NIGHT, UH, FAMILY EVENTS AND THE BACK TO SCHOOL EVENTS WOULD NEED TO GET A TEMPORARY USE PERMIT THROUGH THE CITY, UH, DEPENDING ON WHAT TYPE OF USE IT IS, JUST TO MAKE SURE THAT THERE AREN'T ANY UNDUE IMPACTS THAT HAVEN'T BEEN ANALYZED, UH, UH, TO MAKE SURE THERE'S NO IMPACT ON THE SURROUNDING COMMUNITY. ALL OF THE RECOMMENDATIONS OF THE TRAFFIC IMPACT ANALYSIS, SO THE STREET CONVERSION TO ONE WAY, THE PARKING CONVERSION OF PARALLEL TO ANGLED PARKING AND THE PEDESTRIAN BULB OUTS AND HIGH VISIBILITY CROSSWALKS, ALL OF THOSE ARE IMPORTANT IN THE TRAFFIC IMPACT ANALYSIS AND ITS ABILITY TO DETERMINE THAT THERE WAS NO IMPACT AS DESIGNED. SO THOSE ARE ALL REQUIRED IN CONDITIONS OF APPROVAL. AND THE NOISE REDUCTION, UH, I DIDN'T GO INTO IT NECESSARILY, BUT THERE IS A, A WALL, A CONCRETE WALL ON THE NORTH SIDE OF THE PROPERTY ADJACENT TO THE UPPER PLAY AREA THAT'S CURRENTLY SHOWN AS FOUR FEET WITH TWO FEET OF WR IRON ON TOP. STAFF IS RECOMMENDING AND PUT A CONDITION REQUIRING THAT TO BE SIX FEET HIGH. THAT IS TYPICAL OF NOISE, UH, NOISE REDUCING WALLS IN OTHER USES THROUGHOUT THE CITY. AND WITH ALL OF THE RECOMMENDED APPROVAL OR OPERATION IMPROVEMENT MEASURES, WE ARE CONFIDENT THAT THE SCHOOL WILL BE ABLE TO OPERATE EFFECTIVELY AND WITH MINIMAL IMPACT. SO IT REALLY GOES TO SHOW THAT THIS CAN BE A COMMUNITY THAT, UM, HAS, YOU KNOW, WALKING ACCESSIBILITY TO THEIR SCHOOLS AND, UH, HOPE THAT WE, YOU KNOW, REALLY BUILD AROUND THAT. YOU MENTIONED SOME IMPROVEMENTS TO THE PEDESTRIAN LANDSCAPE, WHICH I WOULD IMAGINE COULD WARRANT A 25 MILE PER HOUR SPEED LIMIT, BUT THAT, BECAUSE THE DIFFERENCE BETWEEN 30 AND 25 IS VERY DRASTIC WHEN IT COMES TO COLLISIONS. UM, SO YEAH, IF THIS COULD JUST BE AN EXAMPLE OF A SCHOOL THAT REALLY WANTS TO WARRANT MORE WALKABILITY FROM THEIR STUDENTS, AND YOU'RE SAYING IT'S THERE, IT WOULD BE, UM, YOU KNOW, I THINK OF ALL OUR, TO SEE THAT THE , THE SAFETY IS REALLY A PRIORITY. SO THAT WOULD, WHAT IS THAT RECOMMENDATION BASED ON? IS IT LIKE THEIR FRONT DOOR OR WHAT? AND THEN I ALSO INCLUDED LANGUAGE THAT STATES THAT PLANNING COMMISSION [01:10:01] MEMBERS ARE TO BE RESIDENTS OF NATIONAL CITY. AND THEN FOUR, THIS COVERS THE HOUSING ADVISORY COMMITTEE AS WELL. THE TWO EX-OFFICIO MEMBERS DO ARE NOT REQUIRED TO BE NATIONAL CITY RESIDENTS, BUT THEY NEED TO HAVE SUBJECT MATTER EXPERTISE. SO I INCLUDED THAT SPECIFICITY IN THIS AS WELL.
