OKAY.

[5. PUBLIC COMMENT]

WITH THAT, WE'RE GONNA GET INTO PUBLIC COMMENTS.

UM, THIS EVENING WE DO HAVE SUPPOSED TO BE A VERY FAST MEETING SO WE CAN GET INTO THE, UH, UH, NATIONAL NIGHT OUT.

UH, SO I'M GONNA BE LIMITING, UH, ALL COMMENTS TO ONE MINUTE.

I BELIEVE THE NUMBER OF SPEAKERS WE GOT ON EVERYTHING IS CONSENT CALENDAR.

[00:05:01]

BUT ANYWAY, SO FIRST OF ALL, WE ARE GOING WITH OUR, UH, PUBLIC COMMENTS.

UH, STARTING OFF WITH SHERRY GOGI, BE FOLLOWED BY, UH, ROB ANA AND TO BE FOLLOWED THEM BY TRUTH.

GOOD EVENING, MAYOR, VICE MAYOR, CITY COUNCIL, STAFF, EVERYBODY.

I'M HERE TO THANK YOU.

YOUR AGENDA MEANS THE WORLD TO ME AND MY NEIGHBORS TODAY THAT YOU ARE HOPEFULLY GONNA APPROVE THE PARADISE CREEK THING.

I'M JUST HERE TO THANK YOU AND ASK YOU ONE MORE TIME.

JUST TAKE THE GRADE OUT.

IT WASN'T IN THE SCOPE OF THINGS, BUT REMEMBER THAT NEEDS TO BE TAKEN OUT.

BUT WHAT YOU'RE DOING, I APPRECIATE IT.

YOU'VE SEEN ME FOR THE LAST YEAR AND A HALF.

HOPEFULLY YOU'RE GONNA NOT BE SEEING ME SO MUCH 'CAUSE WELL, UNLESS YOU COME OVER TO THE, THE NATIONAL NIGHT OUT TONIGHT, I HAVE THREE BOOTHS, SO STOP BY AND SAY HI.

THANK YOU GUYS VERY MUCH.

THANK YOU.

THANK YOU.

UH, ROB UMANA IN NATIONAL CITY.

POLICE MISCONDUCT AND POLICE BRUTALITY ARE SERIOUS PROBLEMS. NONE OF YOU HAD ADD, NONE OF YOU HAVE ADEQUATELY ADDRESSED.

RECENTLY.

THERE HAVE BEEN SEVERAL LAWSUITS ON THIS SUBJECT.

RAYMOND SANDOVAL VERSUS NATIONAL CITY BAND VERSUS NATIONAL CITY CUMMINGS VERSUS THE CITY OF NATIONAL CITY AND THE STATE OF RAM VERMONT VERSUS NATIONAL CITY.

ANY LAWSUITS TO NATIONAL CITY POLICE DEPARTMENT REPEATEDLY VIOLATES ITS AUTHORITY.

SEVERAL YEARS AGO, JESUS FLORES SUED NATIONAL CITY AND SETTLED BY ACCEPTING 1.5 MILLION BECAUSE HE WAS SHOT BY A POLICE OFFICER.

ANOTHER 300,000 WAS PAID TO THE FAMILY OF ERIC MCNEIL FOR BRAIN DAMAGE CAUSED BY NCPD.

NOT TO MENTION A 2020 INTERNAL AFFAIRS DOCUMENT, WHICH LISTS NICK MATTHEWS AND LIST, EXCUSE ME, LISTS NICK MATTHEWS.

AND IT SAYS HE GOT DRUNK IN A BAR AND GOT INTO AN ALTERCATION WHERE HIS CONCEALED WEAPON WAS EXPOSED TO THE PUBLIC.

DESPITE NOT REPORTING THE INCIDENT TO THE POLICE DEPARTMENT AND ONLY RECEIVING A 10 HOUR SUSPENSION, HE LATER DROVE HIS DEPARTMENT ASSIGNED VEHICLE WHILE INTOXICATED.

THANK YOU FOR YOUR COMMENT.

THANK YOU.

OKAY, NEXT WE HAVE TRUTH BEFORE I BEGIN.

HAVE A POINT OF ORDER.

AND THAT IS, I JUST WANT TO TELL YOU THAT, UH, ALL THOSE SLIPS, THAT'S ME.

I'M JUST GONNA SPEAK ON CONSENT, BUT I'M NOT GONNA ACTUALLY USE THREE MINUTES EACH ITEM IN CASE YOU WANTED TO CHANGE YOUR OPINION ABOUT ONE MINUTE FOR EVERYBODY.

OKAY.

ALRIGHT.

HERE'S WHY I'M BACK.

SO, WHAT'S OUR PROBLEM? WHAT'S OUR PROBLEM? IT'S CALLED POLITICS.

THAT'S RIGHT NOW, YOUNG MAN MARCUS AT A PAST, MEANING YOU BLAME THE GREEDY CAPITALIST SYSTEM FOR HOMELESSNESS.

LET ME EDUCATE YOU ON CAPITALISM.

IT'S A TERM THAT WAS COINED BY A COMMUNIST.

KARL MARX.

AMERICA'S SUPPOSED TO HAVE A FREE MARKET SYSTEM AND WE HAVEN'T HAD THAT FOR DECADES.

THAT'S THE REAL SYSTEMIC ISSUE.

WHAT WE HAVE IS FASCISM GOVERNMENT WORKING HAND IN HAND WITH CORPORATIONS.

THE EUPHEMISTIC PHRASE, PUBLIC PRIVATE PARTNERSHIPS AS YOU'RE WELL AWARE OF.

AND AS FAR AS THE $100,000 SLUSH FUND SCANDALS, JOSE CONSULTING SERVICES ARE SOMETHING A WHOLE CITY SHOULD CONSENT TO.

THE WHOLE CORRUPT BY NATURE SYSTEM IS EXACTLY LIKE THE COUNTIES WHERE EACH SUPERVISOR WASTES TAXPAYER MONEY ON THEIR POLITICAL FRIENDS.

UH, YOU GUYS DIDN'T EVEN HAVE A FULL POLICY BEFORE PROVING YOURS.

I DON'T WANT NATIONAL CITY TO BECOME LIKE CHULA VISTA OR THE COUNTY FULL OF CORRUPTION.

AND JOSE, YOU SAID THAT COUNCIL MEMBERS CAN'T DO THIS JOB ON THEIR OWN WITHOUT EACH MEMBER HAVING PERSONAL STAFF.

WELL, IT'S FUNNY 'CAUSE EVERY OTHER SMALLER CITY DOES EXACTLY THAT.

AND WHEN BAD, FINANCIALLY, UNETHICAL ACTIONS HAVE BY, BY ONE COUNCIL MEMBER, IT RUINS THE WHOLE CITY'S REPUTATION.

THANK YOU.

THANK YOU.

THANK YOU.

ALRIGHT.

WITH THAT WE GO INTO OUR, UH, PROCLAMATIONS AND RECOGNITIONS.

AND WE DO HAVE INTER, HUH? OH, I'M SORRY.

DO WE HAVE SOME ON ZOOM? WE DO.

I THINK WE DO.

THAT'S RIGHT.

WE DO.

WE DO.

THANK YOU.

AND THEY HAVE THE ONE MINUTE ALSO.

THANK YOU TERRY ANN SKELLY.

GOOD AFTERNOON, CITY COUNCIL MAYOR MORRISON.

MY NAME IS TERRY ANN SKELLY.

I'M A COMMUNITY VOLUNTEER WITH YOUTH MENTORING PROGRAMS. I CAME HERE TODAY BECAUSE OUR HIGH SCHOOL STUDENTS HAVE GONE BACK TO SCHOOL, AND OUR YOUTH MENTORING PROGRAMS HAVE BEGUN FOR THE 20 24 20 25 SCHOOL YEAR ON OUR SCHOOL CAMPUSES.

LAST YEAR, WE DEALT WITH INDICATIONS OF MENTAL HEALTH, STRUGGLES OF ITS STUDENTS, INCLUDING THREATS OF VIOLENCE AND BULLYING BY STUDENTS TO EACH OTHER.

AND RECENTLY, THE MOST SEVERE FORM OF MENTAL HEALTH STRUGGLE, STUDENT SUICIDES, INCLUDING THE SUMMER AS A PRINCIPAL, WROTE TO THE HIGH SCHOOL FAMILIES.

AND A QUOTE, THIS IS A TRAGEDY FOR A FAMILY AND A COMMUNITY.

MENTAL HEALTH.

PERSONAL MENTAL HEALTH PERSONNEL ARE AVAILABLE AT THE SCHOOL SITES.

THIS SCHOOL DISTRICT IS

[00:10:01]

UPDATING THEIR COMPREHENSIVE PLAN TO ADDRESS THE MENTAL HEALTH CHALLENGES THAT OUR STUDENTS ARE FACING.

IT'S A COMPREHENSIVE PLAN THAT WILL TAKE TIME, DEDICATED RESOURCES, AND A COMMITMENT FROM EVERYONE.

PARENTS HOPE THAT THIS CITY COUNCIL WILL MAKE A COMMITMENT TO YOUTH AS WELL.

THANK YOU FOR YOUR COMMENT.

BECKY RAPP.

BECKY RAPP.

YOU HAVE ONE MINUTE? YES.

GOOD EVENING, MAYOR MORRISON AND COUNCIL MEMBERS.

MY NAME IS BECKY WRAP AND I'M HERE TO SHARE AN ARTICLE PUBLISHED IN FOX NEWS TITLED CANNABIS HYPEREMESIS SYNDROME, ALSO KNOWN AS CHS OR SCRUMMING, IS ON THE RISE.

IT'S AN OFTEN DEBILITATING CONDITION WITH SYMPTOMS RAGING FROM UNCONTROLLED VOMITING TO HAVING TO CALL 9 1 1 'CAUSE OF SEVERE ABDOMINAL PAIN.

DR.

RANEE LEVIN EMERGENCY AND ADDICTION PHYSICIAN AT SCRIPPS MERCY MERCY HOSPITAL STATED THAT IT IS NOT UNCOMMON AND IN FACT, A DAILY DIAGNOSIS HERE IN SAN DIEGO COUNTY.

DAILY MARIJUANA USERS SURPASS THE NUMBER OF DAILY ALCOHOL USERS IN OUR EMERGENCY DEPARTMENTS ARE FEELING IT.

IT'S ESTIMATED THAT UP TO 20% OF CHRONIC MARIJUANA USERS WILL EXPERIENCE CHS AS A CITY THAT HAS CHOSEN TO PERMIT POP PRODUCTS.

FACTUAL MEDICAL DATA MUST BE SHARED WITH THE PUBLIC.

JUST BECAUSE A PRODUCT IS PERMITTED TO SELL DOES NOT MEAN IT IS SAFE TO CONSUME.

AND I URGE YOU TO INVITE DR.

LEV TO COME AND PRESENT TO THIS COUNCIL, GIVING FIRSTHAND MEDICAL EXPERIENCE FROM TREATING PATIENTS WITH CHS AND THE IMPACT IT'S HAVING ON AN ALREADY OVERLOADED EMERGENCY DEPARTMENT.

THANK YOU FOR YOUR COMMENT, THIS INFORMATION.

THANK YOU MADISON WRAP JOHN.

HI.

I WANTED TO ADDRESS THE SERIOUS SAFETY PROBLEM OF HAVING IMPAIRED DRIVERS ON THE ROADS.

IN ORDER TO TRULY KEEP OUR LOCAL ROADWAYS SAFE, IT IS IMPORTANT TO REMEMBER THE POTENTIAL HARMS THAT COME FROM IMPAIRED DRIVING, ESPECIALLY BY ADOLESCENTS.

STUDIES HAVE CONSISTENTLY SHOWN THAT MARIJUANA IS AMONG THE PRIMARY SUBSTANCE THAT ADOLESCENTS EXPERIMENT WITH.

MARIJUANA USE HAS BEEN STUDIED IN YOUTH AND SHOWN TO HAVE NEGATIVE IMPACTS ON COGNITION AND ATTENTION.

OBVIOUSLY, COGNITION AND ATTENTION ARE BOTH CRUCIAL TO SAFE DRIVING, ESPECIALLY FOR YOUNG PEOPLE STILL LEARNING TO DRIVE AS A COMMUNITY.

IT IS OUR DUTY TO PROTECT OUR YOUTH FROM THESE RISKS.

THIS INCLUDES DISCOURAGING UNDERAGE MARIJUANA USE, EDUCATING PARENTS AND CAREGIVERS ABOUT THE DANGERS, AND PROVIDING SUPPORT AND RESOURCES FOR YOUNG PEOPLE WHO MAY BE STRUGGLING WITH SUBSTANCE USE.

IT IS IMPORTANT TO REMEMBER YOUNG PEOPLE AND PROMOTE HEALTHY CHOICES WHEN CONSIDERING ROADWAY SAFETY.

THANK YOU FOR THE CHANCE TO SPEAK.

THANK YOU.

ERNESTO RODRIGUEZ.

ERNESTO RODRIGUEZ, PLEASE UNMUTE.

YOU HAVE ONE MINUTE.

ERNESTO RODRIGUEZ.

OKAY.

THAT'S OUR FINAL SPEAKER.

OKAY.

WITH THAT, UM,

[6.1 Introduction of New City Employees]

WE CAN GO INTO OUR, UH, NEW EMPLOYEE PRESENTATION.

THANK YOU, MAYOR.

UM, WOULD LIKE TO START WITH THE POLICE DEPARTMENT MAYOR AND COUNCIL CHIEF ALEX HERNANDEZ.

TODAY I HAVE THE HONOR OF INTRODUCING JOTA CIRO, WHO IS OUR NEWEST, WELL, SHE'S NOT NEW BECAUSE SHE'S BEEN WITH OUR DEPARTMENT FOR A LITTLE WHILE, SO I'LL, I'LL I'LL GIVE YOU A LITTLE BACKGROUND ON HER.

SO SHE GREW UP IN SOUTH SAN DIEGO.

SHE'S THE YOUNGEST OF TWO OTHER SIBLINGS, AND SHE LIVES WITH HER PARENTS.

SO SHE WENT TO SAN DIEGO STATE, GOT A DEGREE IN POLITICAL SCIENCE, AND THEN WE GOT THE, UH, WE WERE FORTUNATE ENOUGH TO GET HER AFTER SHE GRADUATED FROM SAN DIEGO STATE, SHE STARTED OFF AS A PART-TIME RECORDS CLERK.

AND SHE MADE A A VERY GOOD IMPRESSION ON THE DEPARTMENT.

WE ACTUALLY PUT HER IN THE BACKGROUNDS UNIT AND SHE PROCESSED ABOUT 17 DIFFERENT PEOPLE.

AMONG THOSE A FEW FIREFIGHTERS, I GOT BRIAN'S ATTENTION, .

UM, SO SHE'S BEEN A, A REALLY DI DI DIGI, DILIGENT.

DILIGENT.

IT'S EASY FOR ME TO SAY WORKER.

AND NOW SHE'S WORKING AS A SENIOR OFFICE ASSISTANT WORKING IN THE INVESTIGATIONS DIVISION.

SHE TOOK OVER AFTER B RETIRED AFTER 35 YEARS WITH OUR DEPARTMENT.

[00:15:01]

UM, I ASKED HER A LITTLE BIT AGO, WHAT DO YOU ASPIRE TO? WHAT'S YOUR NEXT STEP? AND SHE'S JUST WILLING TO LEARN AND GROW IN OUR POLICE DEPARTMENT.

SO WE'RE VERY PROUD AND WE'RE VERY HAPPY TO HAVE YOU LETTA WITH US.

THAT'S .

I JUST WANNA THANK THE THANK YOU.

I JUST WANNA THANK, UH, THE COUNCIL FOR HAVING ME.

I WANNA THANK CHIEF AND CAPTAIN FOR GIVING ME THE OPPORTUNITY AND I'M EXCITED TO, UH, CONTINUE MY CAREER WITH THE CITY OF NASHVILLE CITY.

THANK YOU.

THANK YOU, .

HEY, NEXT WE HAVE PUBLIC WORKS IN ENGINEERING.

YES, GOOD EVENING.

UH, MAYOR, VICE MAYOR, COUNCIL MEMBERS, CITY MANAGER, MEMBERS OF THE COMMUNITY.

MY NAME IS MARTA JUAREZ.

I'M THE ASSISTANT DIRECTOR FOR THE ENGINEERING AND PUBLIC WORKS DEPARTMENT, REPRESENTING OUR DEPARTMENT TODAY.

AND I AM, OOPS, SORRY FOR THAT BACKGROUND NOISE.

VERY, VERY HAPPY TO ANNOUNCE THAT.

UH, WE WELCOMED TWO NEW TEAM MEMBERS IN THE PAST COUPLE OF MONTHS.

UM, BOTH OF THEM JOINED OUR FACILITIES MAINTENANCE DIVISION.

AND I'LL START WITH, UH, NEITHER OF THEM ARE HERE TODAY.

THEY DO WORK, UH, EARLIER SHIFTS FOR, FOR OUR DEPARTMENT, BUT I'LL, I'LL JUST GIVE YOU A LITTLE BIT OF BACKGROUND ON THEM SO THAT WE CAN STILL ACKNOWLEDGE AND WELCOME THEM HERE.

UM, FIRST WE HAVE, UH, BLANCA RINCON OLMOS, WHO'S ONE OF OUR NEW CUSTODIANS.

UH, YOU MAY HAVE SEEN HER IN CITY HALL SINCE THIS IS HER ASSIGNED BUILDING AND SHE'S DOING A GREAT JOB.

UH, SHE'S BEEN WITH FACILITY SINCE EARLY JULY, BUT REALLY SHE'S BEEN A NATIONAL CITY EMPLOYEE SINCE, UH, MAY OF 2022 AS SHE WAS A FOOD SERVICE WORKER, UH, PART-TIME WITH OUR NUTRITION CENTER PREVIOUSLY.

SO WE WERE ABLE TO, TO BRING HER OVER.

AND SHE'S NOW FULL-TIME WITH US.

AND PRIOR TO TO JOINING THE CITY, SHE HAD WORKED IN VARIOUS, UM, FOOD SERVICE ORGANIZATIONS AS WELL.

SO SHE COMES WITH A LITTLE BIT OF BACKGROUND AND SHE'S A LOCAL, SO WE'RE VERY HAPPY TO HAVE BLANCA.

UM, AND THEN THE SECOND TEAM MEMBER THAT WE WELCOMED RECENTLY, UH, BACK IN MAY IS FRANCISCO, OR HE IS ONE OF OUR BUILDING TRADES PEOPLE.

AND, UM, HE'S BEEN REALLY DOING A GREAT JOB, UH, COMPLETING OUR, OUR FACILITIES TEAM HERE AND DOING A LOT OF THE, UH, THE WORK ORDERS AND REPAIRS AND, AND ALL OF OUR, OUR TRADES WORK FOR THE VARIOUS FACILITIES THROUGHOUT THE CITY.

HE CAME TO US WITH SOME BACKGROUND EXPERIENCE IN LANDSCAPING AND CONSTRUCTION LABOR, AS WELL AS WORKING IN FACILITIES IN THE HOSPITALITY INDUSTRY, UM, AND THE RESTAURANT INDUSTRY AS WELL.

SO IT'S BEEN GREAT TO HAVE HIM JUST WANNA PUBLICLY WELCOME HIM HERE AS WELL.

THANK YOU SO MUCH.

THANK YOU, MAYOR.

OKAY, WE WERE, ARE WE GONNA DO THE TWO? OKAY.

DID WE DO IT THREE? THE THIRD ONE.

ALRIGHT.

UM,

[7. REGIONAL BOARDS AND COMMITTEE REPORTS]

WITH THAT WE GO INTO, UH, OUR REGIONAL COMMITTEE REPORTS.

I'M GONNA START DOWN HERE ON THE LEFT.

ANYTHING, I KNOW THIS LAST YEAR WAS DARK FOR A LOT OF US ON A NUMBER OF COMMITTEES, BUT, UH, NOTHING TO REPORT MR. MAYOR.

THANK YOU.

OKAY.

ALRIGHT.

I'LL GO OVER HERE TO MEMBER MOLINA.

YES.

THANK YOU, MAYOR.

I DO HAVE A REPORT ON SANDAG.

SANDAG IS, UM, NOT MEETING FOR THE MONTH OF AUGUST.

THEY DID, THEY DID MEET THROUGHOUT JULY.

THERE WAS TWO MEETINGS FOR THE BOARD OF DIRECTORS.

UM, I DO WANNA, UM, JUST REPORT THAT, OH, I CAN'T FIND MY NOTES.

UM, MR. MARIO ORSO, WHO IS NOW THE, UM, CEO HAS, UM, TAKEN POSITION AND IS, UH, RUNNING THE SHIP NOW.

HE HAS, UM, UNDERGONE QUITE, UM, IMPORTANT STAFF CHANGES.

UM, HE CALLS IT FLATTENING THE ORGANIZATION.

AND, UM, HE'S, I THINK, WHAT, THREE MONTHS IN AND, UH, THERE'S BEEN SIGNIFICANT CHANGES AT SANDAG, ONE OF WHICH IS WE HAVE A NEW CFO, HER NAME IS DAWN, UH, VAHE FOR, UM, I CAN'T FIND, OH, UH, VAIS, DAWN VAIS, CFO.

AND, UM, UH, WE'RE EXCITED TO HAVE HER.

SHE HAS REPORTED ALREADY TO THE BOARD AND, UM, SHE COMES TO US WITH A LOT OF EXPERTISE.

SO THAT'S A VERY GOOD CHANGE.

ANOTHER CHANGE AT THE STAFF LEVEL IS THE, UM, UH, ATTORNEY, UM, MR. JOHN KIRK HAS, UH, TENDERED HIS, UH, RETIREMENT NOTICE AND, AND WILL BE LEAVING SANDAG.

AND ALSO THE, UM, UH, DEPUTY CEO, UM, WHO'S

[00:20:01]

ALSO THE CHIEF ECONOMIST AT SANDAG.

MR. RAY MAJOR WILL BE LEAVING SANDAG AS WELL.

SO LOTS OF CHANGES UP AT THE TOP LEVEL, BUT THERE ARE, UM, GOOD THINGS HAPPENING.

AND THEN THE, THE ONE OTHER THING TO NOTE, UM, THAT IS RATHER SIGNIFICANT IS WE HAD A PERFORMANCE AUDIT, UM, THAT WAS, UH, REPORTED TO THE BOARD OF DIRECTORS AT THE LAST MEETING.

THIS WAS JUNE 26TH.

THERE WERE SIGNIFICANT SUGGESTIONS AND, UM, FINDINGS ON THIS REPORT.

IT WAS AN ANNUAL COMPREHENSIVE REPORT ON, UM, THE FINANCES, THE FINANCIAL REPORTING, AND OTHER FINANCIAL MATTERS.

UM, THE, UH, THE, UM, OPINION OF THE AUDITORS IS A QUALIFIED AUDIT OPINION.

UM, AND THERE ARE MANY SUGGESTIONS FOR INTERNAL CONTROLS.

UM, SO, UH, A LOT OF WORK TO BE DONE.

UH, WE DO HAVE OUR, UH, OPA, WHICH IS OFFICE OF THE INDEPENDENT PERFORMANCE AUDITOR.

UM, SHE IS NO LONGER NEW.

SHE STARTED LAST OCTOBER, UH, BUT HER NAME IS COURTNEY RUBY.

AND, UH, THIS REPORT CAME FROM HER OFFICE.

UH, SO I'M EXCITED TO SEE CHANGE AT SANDAG.

I THINK, UH, IT'LL BRING GOOD THINGS AND WILL GET US MOVING FORWARD ON THE RIGHT FOOT.

THANK YOU, MAYOR.

THANK YOU MAYOR.

UM, THANK YOU MAYOR.

UM, FOR, UH, SAN DIEGO COUNTY WATER AUTHORITY MAYOR.

AT THE LAST MEETING ON JULY 25TH, UM, BOARD OF DIRECTORS HAS SET A WATER RATE AT 14% INCREASE.

UM, AND, AND THE BOARD ALSO DIRECTED OUR GENERAL MANAGER TO FIND 2 MILLION, UM, TO CUT FROM ITS BUDGET AND DELAY SOME ANTI EARTHQUAKE RELATED UPGRADES.

UM, THOSE CUT SAVE RATE BEARS AND ANTICIPATED 18%.

UM, THAT'S, UH, AFFECTED JANUARY 1ST FOR, UM, SWEETWATER AUTHORITY MAYOR.

UM, WE HAVE SOME, UM, CHANGES THAT WE ALSO HAVE TO MAKE.

THIS IS A PARTNERSHIP WITH, UH, WITH A PROCUREMENT, UH, TO EN TO ENHANCE EFFICIENCY, FOSTER ENVIRONMENTAL RESPONSIBILITY, AND DRIVE COST SAVINGS.

UM, BY PARTNERING WITH, WITH THIS AGENCY, UM, SWEETWATER AUTHORITY, UM, WILL HAVE THAT IMPROVED EFFICIENCY, ENVIRONMENTAL RESPONSIBILITY AND COST SAVINGS FOR RATE PAYERS.

UM, I THINK, UM, A, AS A BOARD OF DIRECTORS, MR. CHAIRMAN, UH, MR. MAYOR, UM, I THINK THIS IS SOMETHING THAT, UM, THE BOARD HAD DIRECTED OUR, OUR GENERAL MANAGER TO LOOK INTO MORE EFFICIENT, MORE EFFICIENT WAYS TO, UH, PARTNERS WITH, UH, PROCURE PROCUREMENT, UM, AGENCIES FOR METROPOLITAN WATER.

UM, JPA MAYOR, I, THERE'S NO REPORT.

IT'S JUST THE LAST MEETING WAS JUST, UM, UM, REVIEWING AND, UM, UPDATING OUR, UM, OUR, UM, WHAT DO YOU CALL THIS? OUR, OUR MANUALS.

THANK YOU, MAYOR.

THAT, THAT ENDS MY REPORT.

OKAY.

UH, MEMBER BUSH, YOU HAD SOMETHING ELSE? OH, YEAH, SORRY.

I DID, UH, FORGET TO REPORT THAT, UH, LAST MONTH DURING OUR MTS BOARD MEETING, WANTED TO THANK OUR CITY MANAGER, BEN MARTINEZ, UH, FOR JOINING OUR MEETING AND, UM, OFFERING AND ASKING TO COOPERATE WITH MTS STAFF ON THE GRAFFITI ISSUES THAT WE CONSTANTLY HAVE ON, UH, 24TH STREET, NORTH OF THE, UH, TROLLEY STATION ON SOME OF THE PRIVATE BUILDINGS IN OUR BUILDINGS.

AND SO, UH, WE DO WASTE A LOT OF, YOU KNOW, PAINT AND OUR CITY TIME AND RESOURCES, UM, ON CONTINUING TO, TO PAINT OVER THAT.

AND SOMETIMES A COUPLE DAYS LATER, IT'S, IT'S RIGHT BACK.

SO HE'S WORKING ON, UM, A POTENTIAL, UH, WITH MTS STAFF ON, UH, AND OUR LOCAL NONPROFIT VISION CULTURE FOUNDATION ON A POTENTIAL PHASED, UH, MURAL PROJECT AND SOME OTHER APPROACHES, UH, THEY'RE ALL WORKING ON, UM, TO, UH, LIMIT THE GRAFFITI.

UM, BUT I REALLY WANT TO THANK, UH, OUR M-T-S-C-E-O, SHARON COONEY BECAUSE SHE IMMEDIATELY DIRECTED, UH, HER MTS STAFF TO WORK WITH BEN AND OUR STAFF AND, UM, AND SET UP A MEETING AND DO ALL THAT.

AND OBVIOUSLY IT'S GONNA TAKE A FEW MONTHS TO, YOU KNOW, NOTHING LIKE THAT'S GONNA HAPPEN OVERNIGHT.

BUT I JUST REALLY APPRECIATE, BEN, YOU AND, UH, RONNIE SORIANO AND, UH, JAMES KIM, OUR STAFF FOR ALL THE WORK ON, UH, GRAFFITI ABATEMENT.

AND SO IT'S JUST LOOKING AT WAYS THAT WE CAN ULTIMATELY SAVE THE CITY MONEY AND, UH, POTENTIALLY PARTNERED.

SO I DON'T KNOW, CITY MANAGER IF HAD ANYTHING TO ADD TO THAT, BUT I JUST WANTED TO TELL YOU, I APPRECIATE YOUR WORK AND YOUR, YOUR DILIGENCE ON THAT.

N NOTHING TO ADD, BUT THANK YOU COUNCIL MEMBER.

WE'LL DEFINITELY BE WORKING ON THAT.

AND WE'LL ALSO, UH, WORK WITH OUR DISTRICT ONE MEMBER, COUNCIL MEMBER ON THAT ISSUE AS WELL.

ALRIGHT.

UH, I GOT A COUPLE QUICK ITEMS. ONE, I DID ATTEND THE, UH, UH, THE NARC, UH, CONFERENCE THAT WAS IN ATLANTA.

UH, IT WAS ABOVE A HUNDRED DEGREES.

I IT WAS FOUR DAYS, AND I DON'T THINK I LEFT THE HOTEL ONCE IN THOSE FOUR DAYS.

HOTEL WAS WELL AIR CONDITIONED.

UM, THE, UH, WE COVERED JUST ABOUT EVERYTHING FROM OUR CLI CLIMATE, PRODUC,

[00:25:01]

UH, POLLUTION REDUCTION GRANTS.

UH, WE WENT THROUGH DIFFERENT AREAS ON THAT, HOW WE CAN DEAL WITH THAT.

OUR TRANSPORTATION, WE HAD A NUMBER OF, UH, UH, PEOPLE THAT WERE INVOLVED FROM THE ADMINISTRATION THAT WERE THERE DEALING WITH DIFFERENT, UH, UH, FUNDING SOURCES FOR TRANSPORTATION AND DIFFERENT IDEAS THAT THEY HAVE, UH, ARE ALSO, WE DID THE SAME THING ON ENERGY TRANSITIONS.

UH, WAS OTHER, THIS WAS FOUR PAC DAYS ON ECONOMIC DEVELOPMENT ALSO.

AND WE HAD THAT, UH, ONCE AGAIN FROM THE ADMINISTRATION.

WE HAD A NUMBER OF, OF SPEAKERS ON THAT, ON PUBLIC SAFETY AND EMERGENCY MANAGEMENT, THE ONE THAT, AND IT WAS VERY APROPOS.

UH, CITIES AND REGIONS ARE HAVING TO DEAL WITH THE EXTREME HEAT AND FROM A PUBLIC SAFETY AND, AND, UH, MANAGEMENT AND EMERGENCY MANAGEMENT.

UH, SO WE HAD WHOLE SESSIONS ON HOW TO DEAL WITH THE, THE CHANGING CLIMATES THAT WE'RE DEALING WITH, PARTICULARLY THESE SUMMER HEAT WAVES.

UM, AS I'M LOOKING THROUGH, WE HAD OUR HOUSING WORKING GROUPS, UH, THAT WE MET WITH AND HAD ADMINISTRATORS, UH, FROM THE, UH, NATIONAL ADMINISTRATION ALSO WITH FREIGHT, UH, DISCRETIONARY FUNDINGS AND ALSO THE IMPLEMENTATION OF JUSTICE 40 AND HOW THAT'S GONNA BE IMPLEMENTED AND, AND THE CHALLENGES INVOLVED WITH THAT.

UM, THE REGIONAL ROLES IN HOUSING AND OUR STRATEGIES AND SOLUTIONS AND IN DIFFERENT MODES OF, FOR WHAT WE CALL DIFFERENT FOLKS.

AND THAT'S DEALING WITH TRANSPORTATION, THAT THERE'S, THERE'S NOT ONE TRANSPORTATION SYSTEM.

THERE HAS TO BE, UH, DIFFERENT IDEAS FOR DIFFERENT AREAS.

ONE SIZE DOESN'T FIT ALL.

AND THEN OF COURSE WE HAD OUR EXECUTIVE, UH, BOARD MEETING, UH, WHICH I, I SIT ON ALSO.

SO THAT WAS, UH, FOUR DAYS, UM, IN THE ATLANTA HEAT FOR THAT ALSO.

THEN I'M ALSO, UH, ON THE SANDAG, THE I TALK, UM, SELECTION COMMITTEE FOR THE MEMBERS.

AND WE DID MEET AND ADDED, UH, TWO MORE PEOPLE ONTO THE, UH, PROFESSIONALS ONTO THEIR, UH, THE I TALK BOARD.

UM, ONLY ONE OTHER THING IS, UH, WITH SWEETWATER AUTHORITY, WE DID HAVE A, A VISIT TO OUR, UM, OH, A STEIN FARM WHERE THEY'RE DOING DRILLING, IN CASE YOU HAVEN'T NOTICED THAT BIG DRILL RIG OVER THERE.

AND THAT'S FOR AN EXPLORATORY, WELL, UH, FOR BRINE WATER TO POSSIBLY GO OVER TO OUR, UH, DESALINIZATION PLANT.

THAT'S ALL THAT I HAVE TO REPORT ON THAT.

WITH THAT.

THEN WE MOVE ON INTO OUR, I'M MISSING PAGES THERE.

[8. CONSENT CALENDAR]

IT'S INTO OUR CONSENT CALENDAR.

UM, DOES ANYONE HAVE ANY ITEM TO PULL? I HAVE A NUMBER OF PULLED ITEMS HERE, BUT MAYOR, I WOULD LIKE TO PULL ITEM EIGHT POINT 15.

EIGHT POINT 15.

UM, NO, THAT ONE WASN'T BEING PULLED BEFORE.

NOW IT WILL BE MM-HMM, .

OKAY.

AND I DON'T HAVE A NEED TO PULL THE WARRANTS, BUT I DO WANNA MAKE A COMMENT ON THIS.

OKAY.

WELL, WE, WE'VE GOT WARRANTS BEING PULLED, SO, UM, OKAY.

SO I AM GOING TO ASK FOR, IF WE CAN HAVE, WE CAN VOTE ON THE ONES THAT ARE NOT BEING PULLED.

NOW LISTEN ON THIS ONE, 8.4, 8.5, 8.6, 8.7, EIGHT POINT 11, EIGHT POINT 12, EIGHT POINT 13, EIGHT POINT 14, 8.1 8, 21, 23, 24, AND 25, THOSE ARE THE ONES THAT ARE NOT BEING PULLED.

MR. MAYOR? YES.

MOVED TO, UH, APPROVE, UM, CONSENT, CONSENT ITEMS AS MENTIONED.

UM, OKAY, I SECOND.

OKAY, WE HAVE A MOTION AND A SECOND AND THERE AS THE VOTE COMES UP HERE.

THERE WE GO.

PLEASE VOTE.

MOTION PASSES.

OH, AND I'M GONNA HAVE TO TAKE ONE DEAL BACK 'CAUSE I SEE WE ALSO HAD A SLIP ON THE REGIONAL BOARDS AND COMMITTEE, SO WE WILL CONCLUDE THAT IN WITH THESE, THE SPEAKERS.

UH, SO FOR ITEM SEVEN, WHICH WAS THE REGIONAL BOARDS AND COMMITTEES, UH, TRUTH, THANKS.

I DIDN'T HAVE TO DO ANOTHER POINT OF ORDER.

UH, LET'S SEE.

I'M GONNA START WITH YOU RON.

YOU TALKED ABOUT, UM, ONE SIZE DOESN'T FIT ALL ON THE, UH, PUBLIC TRANSIT.

THAT'S TRUE.

BUT BULLET TRAINS WOULD DEFINITELY BE AN IMPROVEMENT INSTEAD OF JUST WHAT WE HAVE NOW.

AND ALSO, I'LL SAY IT PUBLICLY, HE WAS AT, I TALK, I SAW HIM WITH UH, LEMON GROVE MERRIL AND I DID NOT GO INTO THAT ROOM.

SO SAD.

.

UM, LET'S SEE, MARCUS, YOU TALKED ABOUT MTS AND UH, I'M JUST DONE WITH THAT BOARD.

I'M REALLY SICK AND TIRED OF IT, BUT I WANT EVERYBODY TO KNOW THAT CEO SHARON GETS PAID $378,000 A YEAR TO RUN

[00:30:01]

A SYSTEM INTO THE GROUND AND DETEST THE WATER AUTHORITY.

40% INCREASE.

DID YOU OPPOSE? 40, 20 14.

ONE 14.

OKAY.

14.

UH, DID ANYONE OPPOSE? I GUESS I'VE ALSO HEARD 20% ON OCEANSIDE.

UM, RUNNING OUT OF TIME.

LET'S JUST SKIP TO SANDAG.

THE SINKING SHIP IS WHAT I CALL IT.

UH, FLATTENING THE ORGANIZATION.

IS THAT WHAT MARIO'S CALLING HIS, UH, GETTING HIS PEOPLE IN? BUT I WILL SAY I THINK THE CITY'S LUCKY TO HAVE LUS ON THE BOARD.

THANK YOU.

WELL, TRUTH, JUST STAY UP THERE.

ALRIGHT.

UH, 8.1, WHICH IS OUR APPROVAL OF READING BY TITLE ONLY WAIVER OF READING IN FULL ON THE, ON THE OR ORDINANCES, WHICH WE HAVE NONE TONIGHT.

OKAY.

UH, RATHER THAN JUST HAVE THE ENTIRE READING OF AN ORDINANCE OR RESOLUTION BE COMPLETELY WAIVED, I PREFER TO HEAR A ONE LINE SUMMARY OF THEM READ ALOUD SO THE WHOLE CLASS CAN KNOW WHAT WE'RE ALL TALKING ABOUT.

FOR TRANSPARENCY SAKE.

THANK YOU.

OKAY, NOW STAY RIGHT THERE FOR 8.2.

THIS IS APPROVAL OF OUR CITY COUNCIL MINUTES.

UH, THE MINUTES SAY LOU WAS LATE TO THE JUNE 4TH MEETING.

HOW DARE HER FAMILY TAKE PRECEDENCE THEN SHE HAD TO LEAVE AGAIN FOR TWO UH, HOURS BECAUSE ON AN ITEM THAT AFFECTED HER RESIDENTIAL AREA.

AND THEN RON CALLED A RECESS, AND THEN LOU WAS LATE BY ONE MINUTE.

WHAT A MEETING MARCUS WAS LATE BY 10 MINUTES FOR THE CLOSED SESSION.

NO DISCLOSED REASON WHY, BUT THE MINUTES DID NOT KNOW RON'S STORY ABOUT HAVING DRAG QUEENS SIT ON HIS LAP.

I FEEL THAT'S IMPORTANT.

AND UNDER JUNE 18TH, THERE'S AN UNNECESSARY EXTRA PARENTHESES AFTER THE WORD ZOOM ON PAGE 32.

SORRY, I DID NOT TAKE A BREATH, BREATH FOR THE JOKE.

WE NEED TO LET JOKES BREATHE.

SORRY, BUT I THINK EVERYONE CAUGHT IT, UH, IN THE AUDIENCE.

OKAY, NEXT WAS, UM, 8.3.

WE HAVE YOU AND WE HAVE ALSO TED GOTCH, BUT WELL SINCE YOU'RE UP THERE.

UH, 8.3, THIS ADOPTION OF THE NATIONAL CITY SYSTEMATIC SAFETY ANALYSIS REPORT PROGRAM.

OKAY.

NOTHING WRONG WITH BETTER STREET SIGNALS AND PEDESTRIAN CROSSINGS, BUT ROADS DON'T NEED DIETS.

PEOPLE DO.

THAT'S MY ARGUMENT.

REDUCING CAR LANE DOWN TO TWO ON PLAZA BOULEVARD WILL INCREASE TRAFFIC, NOT MAKE ANYBODY SAFER.

ALTHOUGH IF THE PEDESTRIAN COLLISION VIOLATION CODE CHART SAYS THAT THE SECOND HIGHEST INJURY COUNT COMES FOR PEDESTRIANS INTENTIONALLY WALKING INTO TRAFFIC, HOW WILL ANY OF THESE MEASURES WORK? WHITE LINES AND GREEN PAINT CAN'T SAVE PEOPLE FROM THEIR OWN STUPIDITY.

IT ALSO SAYS ON PAGE ONE 18 THAT THERE WERE NO COLLISIONS SINCE ROAD DIET AND CROSSWALK REMOVAL ON HIGHLAND AVENUE AND THIRD AND FOURTH STREETS.

ISN'T THAT INTERESTING? THANK YOU.

ALRIGHT.

UH, TED GOTCHU, HE ALSO GONNA SPEAK ON THIS ITEM AND THEN WE'LL CALL YOU BACK UP TRUCE.

DON'T WORRY.

WE HAVE ONE ON ZOOM.

I'M GONNA PASS THIS PHOTO OUT SO YOU CAN SEE IT.

I EMAILED IT.

RAISE YOUR HAND IF YOU SEE MY EMAIL.

THAT'LL HELP US GET THROUGH.

ONE MINUTE.

YEP.

THANK YOU.

THANK YOU GENTLEMEN.

HAVE YOU SEEN IT? THANK YOU.

SO I'M HERE TO TALK ABOUT THE LOCAL ROADWAY SAFETY PLAN.

I BELIEVE CITY OF NATIONAL CITY NEEDS TO DO MORE STUDY OF THE UNSAFE ROADWAY AND TRAFFIC CONDITIONS ON CLEVELAND AVENUE AND THEN INCLUDE THIS BUSY AND UNSAFE STREET ON THE LIST OF HIGH COLLISION CORRIDORS AND THE LIST OF PRIORITY SAFETY PROJECTS.

THE PHOTOS ARE GONNA SHOW YOU ACCIDENTS THAT HAVE HAPPENED VERY RECENTLY.

FRANKLY, ALL ACCIDENTS IN THOSE PHOTOS ARE SICKENING.

ONE IN PARTICULAR WAS THE THIRD PHOTO, WHICH SHOWED A CAR STABBED BY A FORKLIFT DOWN THE SIDE.

FORKLIFT COMES OUT OF A BUILDING STREET CARS GOING DOWN THE STREET.

UH, YOU'RE USING OLD DATA IN THIS STUDY.

IT'S FROM 2021 AND IT SHOWS ACCIDENT DATA COLLECTED FROM 2013 TO 2017.

THIS IS UNACCEPTABLE.

YOU CAN DO MORE IF YOU JUST USE THE CPSM.

I TALKED TO YOU ABOUT THAT.

AND THE NEED FOR TRAFFIC SAFETY FOR TRAFFIC ENFORCEMENT PATROLS.

WE CANNOT WAIT ANOTHER FOR ANOTHER STUDY IN FIVE YEARS OR 10 YEARS LIKE THIS ONE.

THE CURRENT LIST OF DANGEROUS STREETS INCLUDES ALL THE USUAL SUSPECTS.

HIGHLAND EUCLID PLAZA, EIGHTH HARBISON, NATIONAL CITY BOULEVARD 1816.

BUT I HAVE PHOTOGRAPHIC EVIDENCE THAT SHOWS CLEVELAND AVENUE IS ALSO DANGEROUS AND WARRANTS BEING PRIORITIZED.

THANK YOU FOR NEW SAFETY, TED SAFETY COUNTERMEASURES.

THANK YOU.

THANK YOU VERY MUCH.

YOU VERY MORE SENTENCE.

ALRIGHT.

BEFORE ADOPTING THIS RESOLUTION AND REPORT.

OKAY.

YOU CAN START THE PROCESS.

ALRIGHT.

THANK YOU TED TO CONTINUE TO APPLY FOR THANK YOU TED.

MORE TOPIC RELATED GRANTS.

OKAY.

YOU COULD ALSO TABLE THIS MOTION, TED.

THANK YOU VERY MUCH.

OKAY.

AND I THINK ONE, ONE MINUTE IS NOT DOING THIS JUSTICE.

OKAY.

ALRIGHT.

NEXT WE GO ON TO MAYOR.

WE DO HAVE ONE, UM, OH, UH, ON ZOOM FOR THAT ONE.

OKAY.

SWITCH.

PEGGY WALKER.

THANK YOU.

I'M A PUBLIC HEALTH EDUCATOR FOCUSED ON YOUTH HEALTH AND SAFETY.

AND IN REFERENCE TO THIS ITEM ON ROAD SAFETY, I WANNA CALL ATTENTION TO THE FACT THE NATIONAL TRANSPORTATION SAFETY BOARD JUST ISSUED A SAFETY ALERT URGING PARENTS TO PROTECT TEEN DRIVERS DUE TO RISING DUI CRASHES.

ANOTHER STUDY JUST PUBLISHED IN JAMA CONCLUDED, BEING STONED BEHIND THE WHEEL

[00:35:01]

CAN BE MORE DI DANGEROUS THAN DRUNK DRIVING, RESULTING IN HIGHER LEVELS OF INJURY.

DUE TO THE WAY CANNABIS IMPACTS DRIVING PERFORMANCE, IT CAUSES FASTER DRIVING, REDUCES REACTION TIME AND FOCUS.

FAILURE TO NOTICE HAZARDS AND SLOWER DEAC ACCELERATE ACCELERATION.

UM, WITH THE CITY PERMITTING CONSUMPTION LOUNGES, PLEASE CONSIDER AN EDUCATION CAMPAIGN TO NEVER DRIVE HIGH.

THANK YOU.

THANK YOU.

THANK YOU.

THAT CONCLUDES THE ZOOM COMMENTS.

ALRIGHT, NEXT WE GO TO 8.8, WHICH IS THE, UH, EIGHTH STREET BICYCLE PEDESTRIAN RAIL CROSSING ENHANCEMENT TRUTH.

OH, OKAY.

DO YOU WANT TO TALK ON THAT ONE? OKAY.

ONE SECOND.

WE'RE GONNA HOLD OFF ON YOU.

JUST, YOU CAN STAY THERE FOR THE MOMENT.

THANK YOU.

THANK YOU.

OKAY.

THANK YOU MR. MAYOR.

UM, 8.3, UM, LISTENING TO, UM, READING THE, THE INFORMATION THAT WAS EMAILED TO US BY OUR CONSTITUENT AND, UM, LISTENING TO THE OLD DATA THAT WAS, UH, REFLECTED IN THE BACKGROUND, UM, I TOO HAVE A CONCERN ABOUT THAT.

UM, AND SO I, I WOULD LIKE TO, UM, IF YOU WOULD, UH, BE KIND TO TABLE THIS AGENDA ITEM, MR. MAYOR, SO THEN WE CAN, UH, GET PROPER DATA, UM, FROM, UM, FROM THE, UM, THE STAFF AND, UM, AND, UM, SATISFY, YOU KNOW, THE QUESTIONS THAT HAS BEEN, UM, UH, UH, UH, THAT HAS BEEN BROUGHT FORWARD BY, UM, VERY, VERY CONCERNED, UM, CONSTITUENT MR. MAYOR.

OKAY.

LET ME ASK, LET ME ASK STAFF, IS THERE A, UH, A TIME CONCERN OR ANYTHING ON THIS ISSUE? YES.

THANK YOU, MAYOR.

THANK YOU VICE MAYOR FOR THE QUESTION.

UH, FOR THE RECORD, MARTA JUAREZ, ASSISTANT DIRECTOR OF ENGINEERING AND PUBLIC WORKS.

UM, THE, THERE IS A, A TIMING CONSTRAINT HERE.

UM, AS, AS STATED IN THE REPORT, AND, YOU KNOW, I CAN ELABORATE A LITTLE BIT MORE.

THE LS, SORRY, LRSP IS REALLY A LIVING DOCUMENT, RIGHT? SO IT, IT WAS INITIALLY PREPARED IN 2021.

WE RECENTLY, UM, ADAPTED IT THROUGH THE ADDENDUM TO ENSURE THAT IT HAS SOME ADDITIONAL PIECES THAT ARE REQUIRED BY SOME OF THE GRANTING AGENCIES.

UM, THIS IS NOT MEANT TO BE A STATIC, YOU KNOW, WE DID IT FOUR YEARS AGO AND THAT'S IT.

IT'S, IT IS ACTUALLY A, A DOCUMENT THAT WE REFERENCED AND WE WILL CONTINUE TO UPDATE.

UM, WE HAVE SOME GRANT APPLICATION DEADLINES COMING UP IN SEPTEMBER AND OCTOBER, INCLUDING FOR THE HCI, THE HIGHWAY SAFETY IMPROVEMENT PROGRAM.

THAT REQUIRES US TO HAVE, OR IT GIVES US A PREFERENCE IF WE HAVE AN ADOPTED LRSP.

UM, AND ALSO I DO WANNA ADD THAT, THAT UPDATING THAT DATA IS NOT SOMETHING THAT WE COULD DO IN A MATTER OF A COUPLE OF WEEKS OR EVEN A COUPLE OF MONTHS.

IT WILL BE A PROCESS.

RIGHT.

AND WE HAVE, UH, RECEIVED A DIFFERENT GRANT FROM THAT CALTRANS IS ADMINISTERING, AND THAT'S A SUSTAINABLE COMMUNITIES PLANNING GRANT.

THROUGH THAT GRANT, WHICH WILL KICK OFF IN OCTOBER, WE WILL ACTUALLY BE CONDUCTING, UM, ANOTHER CITYWIDE TRAFFIC ANALYSIS THAT WILL, AND WE WILL ALSO LOOK AT THE, THE, THE MORE RECENT TRAFFIC COLLISION DATA.

AND SO IT'LL BE A COMPREHENSIVE LOOK AGAIN.

AND WITH THAT, WE WILL BE UPDATING THE LRSP SOMETIME IN 2025.

SO, UM, NOT ADOPTING IT TONIGHT, WE COULD BRING IT BACK IN A COUPLE OF WEEKS, BUT WE'RE NOT REALLY GONNA BE ABLE TO GET TO NEW DATA IN THAT TIMEFRAME.

AND IT WILL LIMIT OUR ABILITY TO, TO ACCESS ADDITIONAL GRANT FUNDING THIS YEAR.

UM, THANK YOU MR. MAYOR, AND THANK YOU FOR THAT CLARIFICATION.

MM-HMM.

, UH, MS. JUAREZ, I, UH, I, UH, UM, I DIGRESS.

I WANTED TO MAKE SURE THOUGH THAT, UM, THE, UM, THE ISSUES AND CONCERNS THAT WERE STATED IN THIS, UM, IN THIS LETTER, BECAUSE IT'S A LIVING DOCUMENT, WE HAVE TO AT LEAST LOOK INTO IT.

AND, AND I DON'T WANT US TO LOSE THE GRANT.

SO, UM, I, I WOULD, UH, I WOULD VOTE, UH, DO YOU WANT ME TO PUT THE MOTION FOR THIS OR NOT YET? NO, WE'LL COME BACK LATER.

THANK YOU, MAYOR.

BUT YOU'RE JUST WITH WITHDRAWING YOUR REQUEST.

I WOULD, I WITHDRAW REALIZING WE WE'LL BE ABLE TO SATISFY WHAT YOUR CONCERNS ARE.

YES.

YES, MAYOR, I WOULD WITHDRAW.

THANK YOU.

ALRIGHT.

OKAY.

SO, MR. MAYOR? YEAH.

OH, YES.

YEAH, JUST A QUICK COMMENT ON THAT BECAUSE I ACTUALLY THOUGHT IT WAS A VERY INSIGHTFUL PRESENTATION AND, UH, WE HAD A REALLY GOOD AND ROBUST DISCUSSION ON IT.

I WOULD LOVE FOR A STAFF PRESENTATION TO COME AND, UH, IN A FUTURE MEETING, UM, UH, WOULD LOVE TO, UH, HAVE THE PUBLIC, UM, UH, YOU KNOW, JUST BE PROVIDED A, A, A VERY, UH, CONCISE PRESENTATION OF ALL OF THE DATA THAT'S IN THERE, BECAUSE IT'S A LOT OF REALLY GOOD AND USEFUL INFORMATION.

AND I KNOW THERE ARE ALREADY EXISTING, UH, ENHANCEMENT PROJECTS THAT

[00:40:01]

ARE OCCURRING NOW TO HELP MITIGATE SOME OF THOSE SITUATIONS.

BUT, UM, IT WOULD BE GOOD TO PROVIDE THAT INFORMATION TO THE PUBLIC IN A FORM OF A, OF A PRESENTATION.

SO, UM, SURE.

IS THAT SOMETHING THAT IS POSSIBLE? YES.

SO WE, WE HAD PLANNED TO, UH, BRING THAT BACK.

THANK YOU.

THANK YOU.

AND THANK YOU AGAIN.

IT WAS VERY INSIGHTFUL.

THANKS.

THANK YOU.

THANK YOU.

ALRIGHT.

UH, NEXT WE MOVE TO 8.8.

THIS IS THE EIGHTH STREET BICYCLE AND PEDESTRIAN RAIL CROSSING ENHANCEMENTS.

THIS IS DOWN BY THE, UH, TROLLEY STATION.

ALL RIGHT.

THANK YOU FOR THAT ROBUST DIGRESSION.

THE STATES DOLING OUT 2.2 MILLION OF THE PEOPLE'S TAX SELLER TO PUT OUT BIKE LANES.

ONLY 1% OF THE POPULATION USES, WELL, THE 97 7 90 7% SUFFER WITH CRUMBLING ROADS, WHICH ALSO NEGATIVELY AFFECTS PEOPLE WHO WALK.

UH, THERE WAS A NAVY REPRESENTATIVE AT THE LAST SANDAG MEETING THAT CLAIMED A WHOLE BUNCH OF SERVICE MEMBERS NEED TO BIKE.

BUT THE NUMBERS FROM CALTRANS DON'T ADD UP AND NEITHER DO THE VISUALS FROM EIGHTH STREET AND HARBOR DRIVE.

I KNOW THIS IS SUPPOSED TO FILL IN THE BAY SHORE BIKE WAY, UH, BORDER BIAS PROJECT, BUT IT'S SAD WHEN RARELY USED BIKE LANES ARE PRIORITIZED OVER THE SAFETY OF PUBLIC TRANSIT USERS WHO CURRENTLY DO NOT HAVE SAFE ACCESS TO THE EIGHTH STREET TRANSIT STATION.

THIS TYPE OF LACK OF, LACK OF SAFETY CONCERN BY SANTA IS YET ANOTHER REASON WHY THEY DO NOT DESERVE ONE HALF CENT SALES TAX.

MORE, UH, FROM VOTERS ON THE UPCOMING BALLOT.

THANK YOU.

ALRIGHT.

ALRIGHT, NEXT WE GO TO 8.9.

THIS IS THE, UH, 2023 OSE CALIFORNIA CERT SUPPORT GRANT.

ALL RIGHT.

I ACTUALLY THINK THIS IS SOMETHING GOOD WITH THE TAX MONEY .

UH, IT'S 18,000, UH, FOR DOLLARS FROM THE STATE FOR A BUNCH OF EMERGENCY RESPONSE PROGRAMS AVAILABLE IN SPANISH.

I CAN'T COMPLAIN ABOUT THAT.

I JUST HAVE A QUESTION.

UH, THE RAIN PONCHOS, MYER BLANKETS, HYGIENE KITS, SANITATION KITS, AND DOME TENTS, ARE THOSE FOR ACTUAL EMERGENCIES THAT GONNA BE SAVED OR ARE WE GONNA END UP USING 'EM FOR THE HOMELESS? THANK YOU, .

OKAY.

ALRIGHT.

WE GO TO EIGHT POINT 10.

THIS IS THE AGREEMENT BETWEEN THE CITY OF NASHVILLE CITY AND LIEBER CASSIDY WHITMORE FOR LEGAL SERVICES IN THE SPECIALIZED AREA OF LABOR LAW.

OH, OKAY.

UH, I JUST THOUGHT THERE WAS NO REASON THAT THE FINANCIAL STATEMENT COULDN'T BE MORE TRANSPARENT THAN TO REFER PEOPLE TO READ THE BUDGET.

THANK YOU.

OKAY.

UM, NEXT WE GO TO, LET'S SEE, NEXT WE GO TO EIGHT 15, WHICH WAS PULLED BY MEMBER MOLINA.

COVER THAT ONE RIGHT NOW.

YEAH.

I'M TAKING, I'M JUST TAKING THEM IN ORDERS WE GO THROUGH.

WELL, THERE WAS A BUNCH OF OTHER ONES YOU DIDN'T COVER.

UH, THOSE WERE THE ONES WE VOTED ON ALREADY.

OH, OKAY.

OKAY.

YEAH, I'M JUST HITTING THE ONES THAT GOT PULLED.

RIGHT.

UH, BUT WE DON'T HAVE PUBLIC COMMENT ON ALL OF THE OTHER ONES, HUH? NO.

OKAY.

OH, YEAH.

OKAY.

YEAH.

YEAH.

WELL, I'M HAPPY TO TALK ABOUT EIGHT 15.

THIS IS FOR, UH, CALIFORNIA LITERACY OR LIBRARY LITERACY SERVICES, ESL GRANT FUNDS ACCEPTANCE.

RIGHT.

UM, SO I LOOKED AT THIS ONE VERY CAREFULLY THERE.

IT'S A LITTLE CONCERNING BECAUSE, UM, IT IS IN CONSENT.

HOWEVER, THERE'S, UH, QUITE A FEW RED FLAGS FOR ME.

ONE IS, UM, THIS IS A GRANT THAT CAME TO NATIONAL CITY ABOUT A YEAR AGO.

AND AT THE VERY START OF THE REPORT, IT STATES, YOU KNOW, SOMEHOW IT GOT MISSED AND DIDN'T COME BEFORE CITY COUNCIL.

AND, UH, MS. GUILLO, I WAS WONDERING IF YOU CAN MAYBE SHED A LITTLE BIT OF LIGHT.

I SORT OF HAVE AN IDEA OF WHAT YOU'RE GONNA SAY, BUT I DO WANT TO BEGIN THE CONVERSATION THERE BECAUSE I HAVE OTHER POINTS TO MAKE.

OF COURSE.

THANK YOU FOR YOUR QUESTION.

UM, SO MY PREDECESSOR LEFT VERY ABRUPTLY AND WE HAD, UH, ORIGINALLY THOUGHT THIS GRANT WAS ON CONSENT AND APPROVED BY CITY COUNCIL.

UM, IT WAS ONLY WHEN WE WENT TO EXPEND THE FUNDS THAT WE DISCOVERED THAT THE GRANT HAD NOT BEEN APPROVED BY CITY COUNCIL.

SO THAT'S WHY WE BROUGHT IT BACK TO YOU TO HAVE IT REAPPROVED SO THAT WE CAN EXPEND THE FUNDS FOR THIS FISCAL YEAR.

AND THEN AT THE NEXT MEETING WE'LL BRING OUR 20 25, 20 26.

OKAY.

THANK YOU.

UH, LET ME BACK UP AND FIRST SAY THIS IS A GOOD THING.

UH, I'M GLAD THAT WE ARE GOING TO HAVE FUNDS THAT DO HELP US CONTINUE OUR ESL PROGRAM THAT HELPS FOLKS THAT COME TO THE LIBRARY AND WANNA PRACTICE ENGLISH AS A SECOND LANGUAGE.

CORRECT.

UH, I WANT TO JUST TOUCH UPON A, UM, BIT OF A DISCREPANCY.

I'M NOT SURE IF IT IS A DISCREPANCY ON THE AGENDA REPORT.

THE FINANCIAL STATEMENT SHOWS, UH, PART-TIME SALARIES AT 10 K AND MATERIALS AND SUPPLIES AT 10 K MM-HMM.

.

HOWEVER, THE GRANT ITSELF SHOWS, UH, DIFFERENT NUMBERS.

IT'S FOR STAFF, IT'S 10 K, AND THEN OPERATIONS AND MATERIALS MAKE UP THE SECOND HALF.

HERE YOU HAVE MATERIALS AT 10 K, BUT THE GRANT REQUEST WAS JUST SIX K.

UH, SOME OF THE GRANT WAS, UH, USED FOR DATABASES.

WE ENDED UP USING IT FOR DATABASES AND READJUSTING THE GRANT BASED ON, UM, APPROVAL FROM THE CALIFORNIA STATE LIBRARY.

OKAY.

UM, ANOTHER QUESTION IS THE, THE TERMS OF THE

[00:45:01]

GRANT SAY THAT THERE HAS TO BE A, UH, MID-YEAR REPORT.

WAS THAT REPORT SUBMITTED AND COMPLETED? UH, SO ALL THE REPORTS HAVE BEEN SUBMITTED TO FULFILL THE GRANT CORRECT.

FOR THIS YEAR.

OKAY.

YEAH, BECAUSE THE FINAL REPORT WAS ALSO DUE.

YES.

WE'RE, I MEAN, WE'RE ALREADY WAY OVER ON THIS.

UM, THEN, UM, LET'S SEE, STATUS ON THE, OKAY, SO WE, WE TALKED ABOUT THE REPORTING.

UM, THE WHAT, SO THIS IS THE OTHER THING IS I WAS HOPING TO SEE THOSE REPORTS OR, OR MORE IN THIS ITEM BECAUSE SINCE IT IS ALREADY DONE, UM, I MEAN, IT'S NOT EVEN, YOU KNOW, THE, THE, THE FORMS THAT WERE SIGNED AND THIS AND THAT.

I WAS LOOKING FOR THAT JUST TO SEE WHERE WAS THERE A MISS IN THE, UM, THE FUNCTION OF THIS GROUP? I KNOW THAT THERE WAS TURNOVER AND IT WAS VERY ABRUPT.

MY CONCERN HAS TO DO WITH, ASIDE FROM THIS IS WOULD THERE BE OTHER THINGS THAT, UM, THIS DEPARTMENT OR THE LIBRARY, UM, WHERE THERE ARE OTHER INSTANCES THAT BECAUSE OF THIS ABRUPT CHANGE, UH, WERE MISSED OR OVERLOOKED, UM, THAT'S CONCERNING.

AND ESPECIALLY SINCE THAT CHANGE HAPPENED OVER SIX MONTHS AGO AND, AND NOW WE'RE DISCOVERING THESE THINGS.

I'M CURIOUS, IS THERE OTHER THINGS THAT, UM, THIS DEPARTMENT IS NOT AWARE OF THAT, YOU KNOW, I DON'T KNOW.

IF YOU'RE NOT AWARE OF IT, YOU'RE NOT GONNA KNOW, BUT I, I JUST WANT TO GET A SENSE OF, UM, I DON'T, WHAT WOULD YOU CALL IT? GET A SENSE OF CONFIDENCE THAT THINGS ARE OKAY WITH THE LIBRARY.

AND EVEN THOUGH THIS IS A EXAMPLE OF SOMETHING THAT GOT MISSED AND IT IS RATHER EGREGIOUS IN MY POINT OF VIEW, UM, BECAUSE IT IS A GRANT THAT WE HAD TO FULFILL THINGS WITH.

AND, AND THEN, UM, YOU KNOW, A YEAR LATER IT'S, IT'S COMING UP.

UM, I I WANT TO KNOW, UM, THAT THE LIBRARY IS ORGANIZED.

IT IS.

I KNOW THAT YOU'RE THE ACTING CITY LIBRARIAN.

I ALSO WANNA GET AN UPDATE ON THE PERMANENT HIRE FOR THIS POSITION.

I DON'T KNOW.

I I KNOW I, I ASKED A QUESTION VIA EMAIL TO MR. MARTINEZ AND, UH, MS. HERNANDEZ, BUT, UM, IT, SO MUCH TIME HAS PASSED AND IT DOESN'T SEEM LIKE, UM, WE'RE GETTING CLOSER TO SOME PERMANENCY.

SO IF YOU CAN ADDRESS THAT, BOTH MS. GUO AND MS. HERNANDEZ.

UM, FOR, FOR MYSELF, FOR THINGS THAT ARE BEING MISSED, WE HAVE DISCOVERED MANY INSTANCES AND WE HAVE RECTIFIED MANY OF THOSE PROBLEMS. THIS WAS SOMETHING THAT THE GRANT FUNDS WERE GIVEN TO US.

THEY SEND US THE CHECK IN AT THE BEGINNING OF THE YEAR AND WE DEPOSIT INTO A PRE-EXISTING ACCOUNT WITH FINANCE BECAUSE IT'S AN ONGOING GRANT.

AND SO THAT'S WHY IT WAS MISSED SPECIFICALLY.

NORMALLY FINANCE DOES HAVE A PROCESS THAT WE FOLLOW IN TERMS OF NEW GRANTS AND, UM, MAKING SURE WE TURN IN PAPERWORK APPROPRIATELY.

UM, AS FOR THE CITY LIBRARIAN POSITION, I KNOW THE POSITION IS OPEN CURRENTLY AND THEY'RE ACCEPTING APPLICATIONS, BUT I'M SURE, UM, MS. HERNANDEZ CAN SPEAK MORE ON THAT.

UM, YES, THAT IS, THAT IS CORRECT.

UM, WE ARE CURRENTLY ACCEPTING APPLICATIONS.

THE FIRST REVIEW WILL BE ON THE 15TH OF THIS MONTH.

AT THIS TIME, WE CURRENTLY HAVE 20 APPLICANTS.

OKAY.

THANK YOU.

THANK YOU FOR THAT UPDATE.

AND THANK YOU MS. GI FOR, UH, YOUR, UM, WILLINGNESS TO, TO, UH, YOU KNOW, ACCEPT THAT THERE ARE THINGS THAT WERE FOUND AND YOU ARE FIXING THEM.

AND, AND THANK YOU FOR STEPPING INTO THAT ROLE.

UH, I AM SURE IT WAS NOT AN EASY THING TO DO, ESPECIALLY GIVEN THE TRANSITION.

UM, I THINK THAT'S ALL THAT I HAVE FOR THIS.

SO I MOVE TO APPROVE.

OKAY, WE'RE, WE'RE GONNA TAKE ALL THE CONSENT ITEMS APPROVED, WE'RE GONNA APPROVE 'EM.

WE ALREADY APPROVED THE ONES THAT WEREN'T PULLED.

WE'LL DO ALL THE PULLED ONES AT THE END UNLESS THERE'S ACTION NEED TO BE ON ONE.

WITH THAT, WE GO TO ITEM, UH, 16, WHICH INSTALLATION OF A BLUE CURB DIS DISABLED PERSON'S PARKING SPACE.

AND THIS IS A TRUTH.

OKAY.

I AM IN APPROVAL OF GIVING KYOKO HER $300 BLUE CURB.

SHE NEEDS THAT ACCESSIBILITY.

AND I JUST KIND OF WANTED TO TELL A LITTLE BIT FOR THE PUBLIC.

AND THAT IS, SHE'S GOT A HOUSE ON A HILL, A LITTLE BIT OF A INCLINE I SHOULD SAY.

AND SHE NEEDS A SPACE.

SHE CAN'T PARK AT THE, IN HER OWN DRIVEWAY.

AND OTHER PEOPLE ARE TAKING THE SPOTS OUT FRONT AND WHY NOT HELP HER OUT? THANK YOU.

OKAY.

AND THEN WE GO TO ITEM 17, WHICH IS A SAN DIEGO COUNTY POWER GRANT FOR THE CLIMATE ACTION PLAN IMPLEMENTATION PLAN.

OKAY.

50,000 GRANT FROM THE SAN DIEGO COMMUNITY POWER CORPORATION VIA USD TO OVERWHELM THE GRID WITH EXPENSIVE FIRE HAZARD ELECTRIC VEHICLES AND FOR BUYING ELECTRIC BUSES THAT CAN'T EVEN COME CLOSE TO COMPETING WITH NATURAL GAS CARS ACCORDING TO THE LATEST INFORMATION FROM MTS AND MARCUS DOESN'T CARRY SUPPORTS IT ANYWAYS.

AND THEY ALSO HAVE THE POTENTIAL OF LITHIUM BATTERIES THAT MAY BURST INTO CANCER CAUSING FIRES.

NOBODY CARES ABOUT THAT.

OH, AND I SHOULD ADD, THEY ALSO WEIGH DOWN THE ROADS, DESTROY THE ROADS, AND NO ONE HAS ANY SOLUTION FOR THAT COMING PROBLEM.

[00:50:01]

UH, MY QUESTION IS, IS USD GONNA COVER ANY DAMAGES WHEN FIRES HAPPEN? 'CAUSE THAT SHOULD BE IN THE AGREEMENT.

UH, ALTHOUGH I WILL SAY, MARCUS, I APPRECIATED THAT ON APRIL 16TH YOU DID MENTION THE DANGER OF LITHIUM BATTERY FIRES.

MM-HMM.

THANK YOU.

ALRIGHT, NEXT WE GO TO ITEM, UH, 19, WHICH IS THE WARRANT REGISTRY.

AND THAT'S FOR FIVE 17 THROUGH 5 23.

OKAY.

UH, I'M JUST GONNA COMBINE 19, 20 AND 22.

IS THAT POSSIBLE? OKAY, THAT'S FINE.

OKAY, THANK YOU.

UH, MARCUS HAD TWO DIFFERENT VACATIONS, AND I'M BEING SOMEWHAT FACE FACETIOUS.

FIRST COST $1,112 AND THE SECOND COST 1,617 AND INCLUDED A FLIGHT SCHEDULE CHANGE FEE.

FOR WHAT REASON COULD THAT FEE NOT BE AVOIDED? AND LET'S SEE, UM, SKIP KIMLEY HORN'S BEEN MAKING MILLIONS OFF TAXPAYERS VIA SANDAG, THE CITY OF SAN DIEGO AND HERE WITH ABOUT $110,000.

AND THE LITHIUM GOLF CART RAN BY CIRCUIT KNOWN LOCALLY AS FRANK COST TAXPAYERS THAT WERE $50,000.

YOU COULD HAVE INSTEAD EASILY GIVEN PEOPLE FREE TRANSIT PASSES AND HAD MONEY LEFT OVER FOR THAT PRICE.

SOMEBODY WENT TO TERIYAKI SUN FOR A CALTRANS EVENT AND ATE $301 WORTH OF SUSHI AND RAMEN LUCKY THEM.

AND THERE WAS $200 ON RON'S BIRTHDAY CAKE AND BALLOONS.

BUT THAT'S NOT REALLY A GIFT IF THE WHOLE CITY PAID FOR IT.

ALTHOUGH HAPPY BLADED BIRTHDAY ANYWAYS, LOSE MEETING SNACKS INCREASED BY $30 BETWEEN TWO DIFFERENT WEEKS.

IT MUST MEAN MORE PEOPLE WENT THE SECOND TIME.

UH, CITY EMPLOYEES HAD AN APPRECIATION LUNCH WITH ALMOST $4,000 WORTH OF TACOS.

AND I APPRECIATE THE WELL ORGANIZED SPENDING.

THANK YOU.

ALRIGHT, WHEN WE'RE ON WARRANTS, I THINK, UH, MEMBER MOLINA HAD A COMMENT OR, YES, THANK YOU.

UH, I DON'T HAVE SPECIFIC QUESTIONS ON THE WARRANTS.

I JUST WANT TO, UH, SHOW, OR I, I WANNA BRING, UH, ATTENTION TO THE FACT THAT THERE WAS A WHOLE LOT MORE DETAIL IN THESE WARRANTS THIS TIME AROUND.

UM, AND IT WAS HELPFUL TO ME TO UNDERSTAND A LITTLE BIT BETTER ABOUT, YOU KNOW, WHAT ALL ARE, ALL THESE EXPENSES.

AND, AND I DO HAVE QUESTIONS ON SOME OF THOSE EXPENSES, BUT I CAN TALK WITH THE CITY MANAGER ABOUT THAT SEPARATELY.

UM, HOWEVER, I JUST WANT TO BRING LIGHT TO THE FACT THAT, UH, THAT THERE IS GREATER TRANSPARENCY THIS TIME AROUND ON ALL OF THESE.

I DON'T KNOW HOW MANY, THERE ARE SIX OR SEVEN WARRANTS AND I APPRECIATE THAT FACT.

I HOPE THAT CONTINUES.

IT IS.

UM, THOSE ARE DETAILS, THAT'S INFORMATION, THAT'S THE TYPE OF TRANSPARENCY THAT WE OWE TO INDIVIDUALS THAT WANT TO KNOW THIS INFORMATION.

UM, AND AT THE VERY LEAST, TO THE DECISION MAKERS HERE THAT ARE APPROVING THESE THINGS.

SO THANK YOU FOR THAT AND I HOPE IT KEEPS, KEEPS GOING.

THANK YOU.

ALRIGHT.

OKAY.

[Items 8.1 - 8.3, 8.8 - 8.10, 8.15 - 8.17, 8.19 - 8.20 & 8.22]

WE HAVE ITEMS 8 1 2 3 8 9, 10 15, 16, 17, 19, 20, AND 22 ON CONSENT CALENDAR.

DO I HAVE A MOTION I MOVE TO APPROVE.

SECOND.

WE HAVE A MOTION AND A SECOND.

SEEING NO DISCUSSION, PLEASE VOTE.

MOTION CARRIES.

ALRIGHT, THAT GETS US THROUGH CONSENT.

NOW,

[9.1 Discussion of Letter in Opposition of Legislation – Protecting Energy Efficiency Funding in Public Purpose Programs]

UNDER STAFF REPORTS, WE HAVE DISCUSSION OF A LETTER IN OPPOSITION OF LEGISLATION.

THIS IS PROTECTING ENERGY EFFICIENCY FUNDING IN PUBLIC PURPOSE PROGRAMS, UM, AND HAVE A SPEAKER TRUTH.

ALL RIGHT.

IF THEEN DIEGO COMMUNITY POWER CORPORATION WORKS WITH THE CALIFORNIA PUBLIC UTILITIES COMMISSION, THE RESULTS WILL BE EVENTUALLY THE SAME AS THEY'RE CURRENTLY WITH SDG AND E.

THE CPUC IS THE ENTITY THAT KEEPS APPROVING EVERY RATE INCREASE.

AND I KNOW SOME PEOPLE LIKE TO DEBATE THAT OR MAKE EXCUSES, IS PROBABLY WHAT I REALLY MEAN.

UH, THE SAN DIEGO REGIONAL ENERGY NETWORK, THIS ITEM SAYS SAN DIEGO IS THE ONLY REMAINING REGION OF THE STATE ELIGIBLE FOR RIN THAT DOES NOT HAVE ONE.

AS IN THEY'RE BUILDING A PARALLEL MONOPOLY.

THAT'S A MAJOR REASON WHY THE LOCAL ORGANIC MOVEMENT TO HAVE CITIES CREATE THEIR OWN PUBLIC UTILITIES CONTINUES TO FACE OPPOSITION FROM THOSE IN GOVERNMENT.

IT'S A BIG CLUB THAT REGULAR RATE PAYERS AREN'T IN.

HENCE THE ITEM SAYING, RINS, WERE AUTHORIZED BY THE CPUC TO PROVIDE CENTRALIZED REGIONAL PROGRAM MANAGEMENT AND ADMINISTRATION BY LOCAL GOVERNMENTS.

CENTRALIZED, BUT LOCAL IS A CONTRADICTORY IDEA.

AND, UH, THEY'RE ACTUALLY USING THE PUBLIC PURPOSE FUNDS, WHICH IS ANOTHER, UH, TAX ESSENTIALLY.

SO INSTEAD OF PAYING LESS, OUR MONEY'S BEING REDIRECTED WITHOUT RATE PAYERS CONSENT UP TO 2.4% MORE OF A CHARGE.

UH, WELL I'M DONE.

THANK YOU.

ALRIGHT, THANK YOU.

OKAY.

UH, WHAT IS YOUR PLEASURE? THANK YOU, MR. MAYOR.

I HAVE REQUESTED, UM, OUR CITY ATTORNEY TO, UH, LOOK INTO THIS, UM, ITEM THAT WAS, UM, REQUESTED BY SAN DIEGO COMMUNITY POWER.

UM, OUR

[00:55:01]

GOVERNMENT AFFAIRS DIRECTOR, MS. LAURAS HERE, IF THERE ARE ANY QUESTIONS FROM THE DA.

SHE'S GONNA BE HERE TO ANSWER THIS.

UH, ANY QUESTION.

THIS IS A, UH, AN INITIATIVE THAT, UM, WILL OFFER 10 ENERGY EFFICIENCY BUILDING DECARBONIZATION AND DEMAND RESPONSE PROGRAMS THROUGHOUT THE ENTIRE COUNTY OF SAN DIEGO.

SO, UM, YOU KNOW, I MEAN THE BACKGROUNDS ARE HERE, THE LETTERS ARE HERE.

ALSO, MR. MAYOR, UM, PRESENTED TO OUR CITY ATTORNEY AND OUR CITY MANAGER.

SO, SO THEN WE CAN GET THE, UH, THE, UM, UH, SUPPORT OF, OF THE ACCOUNT OF THE WHOLE CITY.

OKAY.

MEMBER MOLINA.

THANK YOU MAYOR.

UH, THANK YOU FOR BRINGING THIS FORWARD.

MS. YAMANI, I HAVE A QUESTION ABOUT, UH, THE REQUEST IS TO, UM, SUBMIT A LETTER WHERE OF NO SUPPORT.

RIGHT.

UM, IS THAT BECAUSE THE LEGISLATION THAT IS BEING PROPOSED IS GOING TO CAUSE A LACK OF FUNDING? AND AND THAT'S THE POINT OF ALL OF THIS LANGUAGE HERE.

THANK YOU FOR THE QUESTION.

SO THERE IS NOT YET LEGISLATION THAT IS IN PRINT, BUT WE BELIEVE THAT THERE WILL BE LEGISLATION POTENTIALLY INTRODUCED BEFORE THE END OF THE LEGISLATIVE SESSION THAT WOULD COMPROMISE THE PUBLIC PURPOSE PROGRAM CHARGE FUNDING THAT WILL FUND THE REGIONAL ENERGY NETWORK.

DID THAT ANSWER YOUR QUESTION? YES.

UH, FOLLOW UP.

HOW WILL IT COMPROMISE THE PPP? CAN YOU TELL ME WHAT THOSE PS ARE AGAIN? YES.

THE PUBLIC PURPOSE PROGRAM CHARGE.

SO THERE WAS SOME LANGUAGE IN PRINT THAT DID NOT GET PUT INTO A BILL EARLIER THIS SESSION THAT WOULD HAVE REQUIRED ALL ENERGY EFFICIENCY PROGRAMS THAT ARE FUNDED THROUGH THE PUBLIC PURPOSE PROGRAM CHARGE TO BE, UM, SUNSETTED UNLESS A COMMITTEE OF THE LEGISLATURE DETERMINED THAT THAT PROGRAM WAS COST EFFECTIVE.

GOT IT.

SO THIS LETTER IS IN EFFECT LETTING THE LEGISLATURE KNOW THAT YES, IT IS COST EFFECTIVE.

THIS IS ONE OF THE PROGRAMS THAT GETS FUNDED THROUGH THAT.

PLEASE DON'T SUNSET THOSE FUNDS.

YES, THIS LETTER WOULD SEND A MESSAGE TO THE LEGISLATURE THAT THE CITY OF NATIONAL CITY SUPPORTS THE FUNDING THAT WILL SUPPORT THE REGIONAL ENERGY NETWORK THAT WILL DELIVER PROGRAMS TO THIS REGION.

OKAY.

DO YOU HAVE LETTERS OF SUPPORT FROM OTHER CITIES IN THE COUNTY? NOT YET, BUT WE HAVE, WE SENT THE REQUEST TO ALL OF OUR MEMBERS MEMBER AGENCIES, AND THE CITY OF NATIONAL CITY IS THE FIRST TO PUT IT ON THE DOCKET.

SO, MM-HMM.

.

AND I KNOW OTHER CITIES IN THE COUNTY ARE PART OF, UH, COMMUNITY POWER SEVEN.

CORRECT.

WHICH ONES ARE THEY? SEVEN.

SEVEN OTHER CITIES IN THE, OF THE 18 AND IN THE COUNTY.

OKAY.

UM, A FEW MORE QUESTIONS HERE.

OH, UH, THE AMOUNT OF THE FUND.

DO YOU KNOW, DO YOU HAVE AN IDEA OF HOW BIG IS THIS PPP FUND AND, AND IF IT WAS TO BE CUT OR SUNSETTED, DOES THAT MEAN IT COMPLETELY GOES AWAY OR SLASHED BY HALF? OFF THE TOP OF MY HEAD, I DON'T HAVE THE TOTAL AMOUNT OF PUBLIC PURPOSE PROGRAM CHARGE FUNDING.

THE PPP CHARGED FUNDS A LOT OF THINGS INCLUDING CARE AND FER DISCOUNTS FOR, UH, LOWER INCOME CUSTOMERS.

IT ALSO FUNDS ENERGY EFFICIENCY PROGRAMS. THE AMOUNT OF FUNDING FOR THE REGIONAL ENERGY NETWORK IS AROUND $124 MILLION OVER THREE YEARS.

AND, UM, AS WAS PUT IN THE STAFF REPORT, THE, UM, IT'S ABOUT 1.6% OF AN AVERAGE CUSTOMER'S BILL.

HMM.

AND, AND THE FUNDS COME FROM, UM, OUR ELECTRIC BILLS, RIGHT? CORRECT.

YES.

IT'S FUNDED THROUGH.

SO WHERE WOULD THEN, THAT MEANS CUSTOMERS WOULD NO LONGER BE CHARGED, THAT CORRECT.

NOMINAL AMOUNT, CORRECT.

EVERY MONTH, YES.

UM, THANK YOU FOR ANSWERING MY QUESTIONS.

OF COURSE.

NO MORE QUESTIONS.

THANK YOU.

OKAY, MR. MAYOR, CAN SHE IDENTIFY HERSELF IN HER POSITION? SORRY.

OH, OKAY.

SORRY.

UH, LAURA FERNANDEZ, DIRECTOR OF REGULATORY AND LEGISLATIVE AFFAIRS FOR SAN DIEGO COMMUNITY POWER.

ALRIGHT, THANK YOU VERY MUCH.

ALRIGHT, COUNSEL, WHAT IS YOUR PLEASURE, PLEASE? I SECOND WE HAVE A MOTION AND A SECOND THERE.

NO OTHER DISCUSSION.

CAN I, CAN I JUST MAKE A QUICK COMMENT? THANK YOU SO MUCH.

UH, VICE MAYOR YAMANI FOR BEING PROACTIVE IN THIS MEASURE.

THIS IS SOMETHING THAT WOULD IMPACT OUR COMMUNITY AT LARGE AND, UM, WE DECIDED YEARS AGO TO GO INTO THIS PROGRAM BECAUSE WE DO BELIEVE IN CLEAN ENERGY AND PURCHASING CLEAN ENERGY, BUT IT ALSO NEEDS TO BE SUBSIDIZED BY, UH, BY THE STATE, BY OURSELVES AS TAXPAYERS.

SO THANK YOU FOR BRINGING THIS ISSUE UP AND BEING SO PROACTIVE.

I APPRECIATE IT.

THANK YOU.

SO OUR MOTIONS AND OUR SECONDS IN THERE.

THERE THEY ARE.

AND PLEASE VOTE.

MOTION PASSES.

OKAY, NEXT WE HAVE, UH, 9.2.

LET'S SEE.

TRUTH.

DID I HAVE YOU SPEAK ON THAT ONE? OH, WHY DON'T YOU COME ON UP.

AND YOU MIGHT AS WELL.

I, I'M, I'M LOST WITH ALL MY TRUTH, TRUTH SLIPS HERE PLEASE.

IS WE DON'T HAVE A

[01:00:01]

9.2.

NO, YOU'RE ON 9.1.

YEAH.

YEAH.

YOU, YOU WANNA SPEAK ON 9.1? YOU DIDN'T KNOW ABOUT 9.20 YEAH, THAT'S RIGHT.

WHAT IS 9.2? IT'S NOT IN, IT'S NOT IN THE AGENDA.

THAT'S WHEN WE ADDED ON ONTO THE AGENDA.

COULD YOU TELL ME WHAT IT IS? ? WELL TALK ABOUT 9.1.

THAT'S THE ONE YOU, THAT'S THE ONE YOU WANTED TO SPEAK ON.

OH, WELL WHAT DID I DO WITH THAT? WHAT'D I DO WITH IT? I DON'T KNOW WHAT I DID WITH IT.

SORRY.

I'M HOLDING UP THE MEETING WITH A BUNCH OF PAPERS.

PEEPING.

EVERYBODY ENTERTAINED WITH A BUNCH OF PAPERS.

OKAY.

THANK YOU.

SO MY POSITION ON THAT, I DIDN'T GET TO SAY MY POSITION, THAT WAS THE MOST IMPORTANT PART.

I WAS AGAINST IT.

AND I'LL SAY WHY ONE, THE TAX, I DON'T LIKE EXTRA TAXES.

SUBSIDIZED IS A NICE WORD FOR TAX.

UH, BUT I'M, I'M MOSTLY AGAINST IT BECAUSE WE DON'T NEED ANYBODY IN GOVERNMENT.

NOT ONE COUNCIL MEMBER, NOT A WHOLE COUNCIL TELLING ANYBODY HOW THEY SHOULD FEEL OR, UH, VOTE ON ANY PROPOSED LEGISLATION.

I SAY MAKE YOUR POLITICAL OPINIONS ON YOUR OWN TIME AND DIME.

THAT'S, UH, MY POSITION ON THAT.

AND UH, IT ALSO, THAT ITEM SAID, SD REN WILL IMPROVE PUBLIC HEALTH, UH, CREATE INCREASED COMFORT AT HOME AND IN THE WORKPLACE, INCREASE PROPERTY VALUES, INCREASE PRODUCTIVITY IN THE WORKPLACE, AND ENHANCE COMMUNITY RESILIENCE AND ADAPTATION TO CLIMATE CHANGE.

SO CAN WE GET SOME DATA EVIDENCE FOR ANY OF THOSE CLAIMS? HOW DO, WE DON'T, YOU'RE SAYING WE DON'T HAVE THAT NOW, BUT IF THIS NEW CORPORATION EXISTS, WE ABSOLUTELY WILL HAVE THESE THINGS.

I THINK THAT'S UNREALISTIC.

AND THEY ALSO TALK ABOUT THEIR GOAL IS TO IMPLEMENT LOAD SHIFTING AND PEAK DEMAND REDUCTION.

HOW WOULD THAT DIFFER FROM SDG E'S BROWNOUTS AND BLACKOUTS? THANK YOU.

IT'LL ALSO CURE BUNIONS AND DRY EYE.

I JUST WANNA LET YOU KNOW.

OKAY.

ALRIGHT.

[Additional item]

OKAY.

NOW WE GO TO 9.2 AND THEN WE CAN ACTUALLY SAY WHAT IS WHAT 9.2 IS, AND I WANT TO TURN THAT OVER TO OUR CITY MANAGER.

THANK YOU, MAYOR.

UM, ITEM 9.2 WAS ADDED ON THE AGENDA TONIGHT.

IT IS A, THE MATTER IS REGARDING A TEMPORARY USE PERMIT, UH, APPLICATION, UH, FROM VETERANS VILLAGE OF SAN DIEGO.

IT'S THE STAND DOWN 2024 EVENT.

UM, AND, UM, STAFF IS, UH, SEEKING, UH, DIRECTION FROM THE CITY COUNCIL, UH, TO EXPEDITE THIS PROCESS.

UH, AS THE EVENT IS, UH, SET TO START THIS FRIDAY AT 6:00 AM AND END ON SUNDAY, UM, UH, AT 12:00 PM UM, AND, UH, SO, UH, AT THE, UH, UM, AT THE, UH, DIRECTION OF CITY COUNCIL STAFF WOULD EXPEDITE THE, UH, TEMPORARY USE PERMIT APPLICATION PROCESS.

WE WOULD MEET TOMORROW WITH ALL THE RELEVANT DEPARTMENTS AND, AND GATHER THE SPECIFICS ON THE PROJECT AT THE SITE.

UM, AND WE WOULD ASK FOR YOU TO, UM, DELEGATE YOUR DISCRETION FOR US TO REVIEW THE ENTIRE MATTER, THE ENTIRE PROJECT AND APPROVE THE EVENT IF, IF WE DEEM IT, UH, APPROVABLE.

UM, AND AGAIN, THIS WOULD BE A THREE DAY ENCAMPMENT AND EVENT AT, UH, THE, UM, SAN DIEGO RESCUE MISSION PROPERTY LOCATED AT, UM, 2,400 EUCLID AVENUE.

SO THAT IS OUR REQUEST.

UM, ARE THERE ANY QUESTIONS? I HAVE A QUESTION, MAYOR.

UH, THANK YOU, MR. CITY MANAGER.

WHAT IS THE DIFFERENCE BETWEEN THE TWO TYPES OF PERMITS AND FOR THE CP, IF, IF I CAN? UH, THEY HAD DISCUSSED WITH STAFF ON THIS ONE AND WHETHER IF THERE WAS A MISCOMMUNICATION ON THE LEVEL OF THE EVENT OR WHATEVER, THEY WERE ORIGINALLY TOLD THIS WAS A LEVEL C AND WHICH COULD BE DONE BY STAFF AND ONLY NEEDS, UH, WITHIN, LONG AS THE PERMIT'S IN WITHIN FIVE DAYS BEFORE THE EVENT.

MM-HMM.

, UH, THERE, THE PERMIT WAS RECEIVED YESTERDAY MORNING AND WHEN THEY LOOKED IT OVER AND THEY SAID, NO, THIS DOES NOT GO THE LEVEL OF A C AT THAT POINT, THEY LOOKED AT IT AND SAID, THIS NEEDS TO GO TO AN A, WHICH WOULD INVOLVE COUNCIL APPROVAL AMONG OTHER THINGS.

WELL, WE DON'T HAVE ALL THE INFORMATION ON IT YET.

STAFF HAS NOT MET WITH THEM YET.

AND SO THAT'S THE DIFFERENCE.

UH, UM, AND SO THAT'S THE REASON WE'VE HAD TO BRING IT ON HERE NOW, UH, BECAUSE OTHERWISE WE'D HAVE TO TELL 'EM TO CANCEL.

I MEAN, THIS IS, THIS IS THEIR, THIS IS THE ANNUAL STAND DOWN EVENT THAT'S DONE.

AND UH, SO THIS WILL BE THE FIRST TIME IT'S BEEN HELD IN NATIONAL CITY.

OH, I SEE.

IT HASN'T BEEN HELD IN NATIONAL CITY.

HUH? IT HAS NOT BEEN HELD.

NO, IT HAS NOT BEEN.

THIS, THIS IS BE, ITS FIRST TIME.

OKAY.

AND, UH, IT'S NORMALLY HELD IN DIFFERENT PARTS OF THE COUNTY AND IT'S BASICALLY FOR HOMELESS VETERANS IS WHAT THE WHOLE PROCESS IS FOR.

AND, UH, THE, UH, UM, BUT AS SAFE.

SO THERE WAS SOME MISCOMMUNICATION ONE WAY OR ANOTHER.

WE DON'T KNOW.

WE JUST, JUST LITERALLY

[01:05:01]

FOUND OUT ABOUT THIS A COUPLE HOURS AGO AND, UH, UM, SO, UM, AND SO IT'S ALREADY READY TO BE PUT ON.

IT'S A WEEKEND LONG EVENT, RIGHT? ALL THE INFORMATION'S OUT ON EVERYTHING ELSE, BUT WE WOULD NEED FOR THE OPPORTUNITY FOR OUR STAFF TO MEET WITH THEM LIKE TOMORROW MORNING, GO THROUGH EVERYTHING AND, AND SEE, MAKE SURE WE CAN AGREE ON CONDITIONS, ON, YOU KNOW, THEIR TRAFFIC PLAN, BLAH, SECURITY PLAN, BLAH, BLAH, BLAH, ALL THE DIFFERENT STUFF.

AND IF THEY CAN, THEN WE WOULD BE DELEGATING OUR AUTHORITY TO STAFF TO APPROVE IT OR TO SAY IT DOESN'T MAKE IT AND DENY IT.

THANK YOU FOR THAT ADDITIONAL, AM I SUMMING THAT UPRIGHT, MR. YES, SIR.

MR. MAYOR.

OKAY.

THANK YOU, .

THANK YOU.

I DO APPRECIATE THE, UM, ADDITIONAL DETAIL THERE, MR. MAYOR, ESPECIALLY SINCE, UM, WE KNOW NOTHING ABOUT THIS UNTIL JUST AN HOUR AGO.

YEP.

UH, AND THANK YOU.

I DO UNDERSTAND, YOU KNOW, THE IMPORTANCE OF THIS EVENT.

AND THEN OF COURSE, THE, THE URGENCY BECAUSE OF THE TIMING.

UM, MAYBE JUST I WOULD SUGGEST MR. CITY ATTORNEY OR CITY MANAGER, PLEASE LET THEM KNOW, YOU KNOW, IN THE, IN YOU'VE, YOUR PLANNING SO MUCH FOR THIS EVENT, PLEASE PLAN TO ALSO GET YOUR PERMITS IN ORDER IN AN ORDERLY MATTER.

BUT YEAH, I'M IN FAVOR OF THIS.

THANK YOU.

OKAY.

ANY OTHER QUESTIONS OR COMMENTS OR, UM, SO I, UH, AND THANK YOU ACTUALLY, COUNCIL MEMBER RODRIGUEZ FOR BRINGING THIS TO ATTENTION.

SO SINCE IT'S, UM, AT THE RESCUE MISSION CENTER, I LIVE NEXT DOOR, WOULD THERE BE A DISTANCE REQUIREMENT, BUT, WHICH I WOULD THINK NO, BECAUSE AN EVENT LIKE THIS DOESN'T HAVE A DIRECT FINANCIAL IMPACT, BUT I DID.

I DON'T KNOW.

'CAUSE THIS IS AN ITEM THAT JUST CAME UP, SO WE DIDN'T OBVIOUSLY HAVE TIME TO EVALUATE IT.

WELL, THAT'S A GOOD POINT.

UM, YEAH, SO THIS IS, UH, A LAST MINUTE THING.

UM, MY, MY ADVICE WOULD BE TO, UH, RECUSE, UM, JUST AS A, UM, UH, TO BE CAUTIOUS.

UM, I, I, IT DOESN'T APPEAR TO ME THAT YOU ACTUALLY WOULD HAVE A FINANCIAL IMPACT, BUT WE HAVEN'T HAD A CHANCE TO REVIEW IT AND WE DON'T KNOW MUCH ABOUT THE, THE NATURE OF THE EVENT TO DO THAT ANALYSIS.

SO GIVEN THAT, I WOULD SAY RECUSE YEAH.

AND JUST FOR THE PUBLIC RECORD, YEAH, I'M FINE WITH THAT.

I'LL ABSTAIN.

OKAY.

JUST FOR PUBLIC RECORD, HE DOES LIVE NEXT DOOR TO THIS LOCATION, SO.

ALRIGHT.

UH, IS THERE NO OTHER QUESTIONS? DO I HAVE A MOTION? I MAKE A MOTION TO APPROVE.

OKAY.

WE HAVE A MOTION AND A SECOND, PLEASE.

VOTE.

MOTION CARRIES WITH COUNCIL MEMBER BUSH ABSTAINING.

ALRIGHT, NEXT WE GO.

ANY, UH, CITY MANAGER'S REPORT? I HAVE NONE, SIR.

THANK YOU.

OKAY.

UH,

[11. ELECTED OFFICIALS REPORT]

WE'LL GO WITH OUR ELECTED OFFICIALS REPORT.

START, START RIGHT ON HERE.

THANK YOU, MR. MAYOR.

UM, UH, EARLIER I, I, UM, UH, FORGOT TO SAY THANK YOU TO COMMUNITY POWER STAFF FOR BEING HERE AND BEING VERY DILIGENT, DILIGENT AND ATTENTIVE TO OUR RATE PAYERS AND OUR RESIDENTS.

THANK YOU SO MUCH.

UM, AND ALSO WANT TO, UM, UM, MENTION THAT, SO SORRY.

UH, THIS PAST WEEK OUR, UH, FAMILY HERE IN NATIONAL CITY LOST, UH, BRIDGET GREGORY, WHICH IS AN EMPLOYEE AT OUR CITY FOR A LONG TIME, MANY INDIVIDUALS KNEW HER VERY WELL AND I'M JUST TERRIBLY SORRY FOR HER LOSS.

THANK YOU.

OKAY.

NOTHING TO REPORT, BUT MY HEART GOES OUT TO BRIDGET GREGORY, HER FAMILY, AND, UH, EMPLOYEES HERE AS WELL.

ABSOLUTELY.

UM, MEMBER MOLINA.

THANK YOU, MAYOR.

UM, UH, I JUST WANNA GIVE A SHOUT OUT TO A COUPLE OF CITY EMPLOYEES THAT HAVE BEEN SO HELPFUL TO ME, UH, IN THE, IN THE RECENT MONTHS.

THIS IS MS. ESTHER CLEMENTE AND MS. EMILY PORTES.

MM-HMM.

.

THEY ARE ALWAYS JUST JOYFUL AND WILLING AND, UM, YOU KNOW, THEY ARE VERY HELPFUL.

SO, UH, I DO WANNA GIVE THEM A SHOUT OUT AND LET THEM KNOW THAT I APPRECIATE THEM AND MANY OTHERS I'M SURE DO AS WELL.

AND I DO WANT TO INVITE THE COMMUNITY TO A, UH, IMPORTANT COMMUNITY MEETING THAT IS BEING HELD WEDNESDAY, AUGUST 14TH.

THIS IS A, UM, LET'S SEE.

THIS IS A USD.

CLEAN FUELS IS THE SPONSOR OF THIS MEETING.

IT'S NOT A CITY MEETING.

IT'S, IT'S, UH, THROUGH THIS COMPANY.

THEY ARE HOSTING A COMMUNITY OPEN HOUSE, UH, TO INTRODUCE THEIR PROJECT.

AND THEIR PROJECT IS TO, UH, BRING A LARGE OPERATION THAT WILL TRANSPORT FUEL TO AND FROM NATIONAL CITY.

SO, UH, PLEASE COME OUT AND, UM, HEAR THE DETAILS ABOUT THIS PROJECT.

UM, I WANT TO PARTICIPATE, HOWEVER, BECAUSE IT WILL BE COMING, IT WILL BE COMING FOR A DECISION BEFORE THE COUNCIL.

WE HAVE TO BE, OR, YOU KNOW, WE HAVE TO BE VERY CAREFUL AND, AND BE SORT OF REMOVED FROM MM-HMM.

A LOT OF THAT.

BUT, UH, IT IS WEDNESDAY, AUGUST 14TH, UH, BEGINNING

[01:10:01]

AT 6:00 PM AND IT IS AT THE RAMADA HOTEL ON EIGHTH STREET.

UM, I KNOW MANY MEMBERS OF THE COMMUNITY HAVE BEEN ANTICIPATING THIS MEETING.

UH, THEY DO WANT TO VOICE THEIR OPINION ABOUT, YOU KNOW, HOW, UH, THIS MAY IMPACT THEIR LIVES.

AND SO I WANNA MAKE SURE THAT IT IS ANNOUNCED AS MANY TIMES AS POSSIBLE SO THAT FOLKS THAT ARE INTERESTED, UM, DO MAKE THE TIME TO COME OUT.

SO AGAIN, WEDNESDAY, AUGUST 14TH.

THANK YOU.

OKAY.

VICE MAYOR.

THANK YOU MR. CHAIRMAN.

UM, JUST WANTED TO, UM, THANK, UM, OUR DIRECTOR FOR COMMUNITY DEVELOPMENT, UM, MR. CARLOS AGUIRE, UM, FOR FOLLOWING THROUGH WITH THE AFFORDABLE HOUSING UPDATE ON THE, THOSE APPLICANTS, UM, BECAUSE WE WERE BOMBARDED BY QUESTIONS AND SOCIAL MEDIA AND TELEPHONE CALLS.

AND I APPRECIATE YOU, UM, TAKING THE LEAD OF MAKING SURE THAT THAT ORGANIZATION REACH OUT TO THOSE PEOPLE WHO WERE, WHO WERE NOT, WHO WERE LEFT IN THE DARK.

AND, AND, UM, THANK YOU FOR THAT.

UM, CARLOS, UM, ALSO WE HAVE, UM, COMMUNITY OPEN HOUSE FOR, UH, SWEETWATER AUTHORITY AUGUST 10TH, UM, 2024 FROM EIGHT TO 10:00 AM.

UM, THIS WILL BE AT THE, UH, PURDUE PLANT, UM, UM, IN SPRING VALLEY.

UM, THIS WILL BE AN OPPORTUNITY FOR, UH, THE RATE PAYERS TO, UH, TO, UH, SEE THIS, UH, THIS PLANT FOR, UH, SWEETWATER AUTHORITY.

UM, I WAS EMAILED.

I RECEIVED AN EMAIL FROM COMMUNITY SERVICES RECREATION SUPERVISOR JUANITA CASTANERA TO HELP HIM PROMOTE, UH, THE NATIONAL CITY MOVIE NIGHTS ON FRIDAY, AUGUST 9TH AT KIMBALL PARK.

PLEASE.

UM, UM, YOU KNOW, I'M IN SUPPORT THE, THE MOVIE AND ELEMENTAL AT KIMBA KIMBA PARK BALL AREA.

SO, UM, ALSO I WOULD LIKE TO, UM, YOU KNOW, I MEAN, UM, INFORM EVERYONE THAT, UM, I HAVE AN OPEN HOUSE HERE EVERY SECOND AND FOURTH TUESDAY FROM ONE TO THREE.

ANYBODY CAN COME.

I SIT THERE AT THE, AT THE LOBBY, UM, RECEPTION, AND I TALK TO ANYONE AND EVERYONE WHO HAVE ISSUES, CONCERNS, QUESTIONS, AND, UH, YOU KNOW, I DON'T KNOW THE ANSWER AND MY CITY MANAGER AND OUR CITY ATTORNEY ARE AVAILABLE.

I JUST BARGE IN THERE AND ASK THE QUESTION AND GET THE ANSWERS.

UM, I ALSO WANTED, UM, YOU KNOW, I'M IN MY DEEPEST CONDOLENCES, UH, CHIEF FOR A MEMBER OF A FAMILY.

I KNOW THAT YOUR DEPARTMENT ARE GRIEVING AND, UM, AND, UM, I WANTED TO EXTEND THAT, UM, THAT CONDOLENCES.

UM, THANK YOU MR. MAYOR.

OKAY.

OKAY.

THANK YOU, MR. MAYOR.

UM, I'M NOT SURE HOW THIS SLIPPED MY MIND, BUT THANK YOU SO MUCH, UH, FOR HOUSING STAFF.

UH, FOR ALL OF OUR STAFF, BUT HOUSING IN PARTICULAR THAT HELPED, UH, THE FLOOD VICTIMS, UM, FROM THIS PAST JANUARY GET THROUGH A VERY DIFFICULT TUMULTUOUS TIME IN THEIR LIFE.

AND MANY OF THE RESIDENTS HAVE NOW RETURNED, UM, AT LEAST ONCE IN A COUPLE OF APARTMENTS.

AND, UH, THE ONES IN MOBILE HOMES STILL CONTINUE TO GET HELP AND A LOT OF RESIDENTS STILL NEED HELP.

BUT THANK YOU ALL FOR THE, UH, HERCULEAN EFFORT YOU PUT TOGETHER TO MAKE SURE THAT NOBODY SLEEPS ON THE STREET.

THANK YOU.

ALRIGHT, UH, I HAVE A COUPLE QUICK ITEMS. UM, YOU ALSO HAVE ONE MINUTE .

UH, YOU, YOU TOOK TWO AND A HALF MINUTES, .

OKAY.

UH, THE, UM, UM, OUR PORT COMMISSIONER, OF COURSE, IS NOT HERE TONIGHT.

WE HAVE ASKED HIM TO REPORT TO US AT LEAST ONCE A QUARTER OR AS NEEDED.

MM-HMM.

, IT DOESN'T NECESSARILY HAVE TO BE FOR EVERY MEETING, BUT HE IS NOT HERE TONIGHT BECAUSE HE'S SUFFERING.

HE'S AT THE OLYMPICS.

SO ANYWAY, ROUGH, ROUGH LIFE, BUT HE'S THERE ON HIS OWN DIME, SO DON'T ANYONE GET UPSET ABOUT THAT.

UH, BUT, UH, ANYWAY, UM, THE, UH, OTHER THING IS I REALLY WANT TO THANK THE, NOT ONLY OUR POLICE DEPARTMENT, OUR PUBLIC WORKS, OUR, I MEAN, YOU KNOW, NAME A NUMBER OF OUR DIFFERENT DEPARTMENTS, UH, WHO HAVE REALLY PUT IN SOME EXTRA EFFORT ON THE, UH, UH, THE PROSTITUTION ISSUE.

AND IT HAS REALLY BEEN PAYING OFF.

AND, UH, I THINK RIGHT NOW WE'RE KIND OF PUSHING 'EM BACK OVER TO ALBERGA, BUT, UH, THAT'S OKAY.

WELL, THEY CAN STAY OVER THERE AND, UH, BUT IT HAS BEEN PAYING OFF.

WE'RE SEEING MUCH LESS ACTIVITY.

UH, AND, BUT IT'S, BUT THERE'S A COST TO IT.

I MEAN, THERE'S A LOT OF OVERTIME BEING INVOLVED, UH, A LOT OF THINGS ALONG THAT LINE.

SO, UH, IT IS NOT A VICTIMLESS CRIME.

IT IS VICTIMIZING OUR TAXPAYER'S POCKETBOOKS AND, UH, AND, UH, TIME WE COULD BE SPENDING IN OTHER THINGS WITHIN OUR CITY.

UM, SO IT, UH, AS IS HAPPENING, I DID HAVE A MEETING ALSO WITH THE GOVERNOR'S OFFICE AND THEY'VE ASKED FOR, UH, MORE INFORMATION.

I GAVE HIM A BUNCH OF PICTURES, EVERYTHING ELSE THAT THEY CAN ADD TO THEIR COLLECTION.

AND UH, UH, THE GOVERNOR SAYS HE WANTS TO HEAR ABOUT THIS, THAT HE IS, UH, UH, WANTS TO BE SERIOUS ABOUT, UH, UH, SB UH, UH, 3 57

[01:15:01]

AND ALSO THE BILL THAT THEY HAVE UP BEFORE RIGHT NOW, SB 1414, WHICH WOULD MAKE EITHER THE SELLING OR THE BUYING OF A MINOR FOR SEX WOULD MAKE IT A FELONY.

AND THAT'S ANOTHER ONE THAT THEY'RE, THEY'RE LOOKING AT VERY INTERESTINGLY.

SO THERE'S THAT TWO THINGS.

UH, THE OTHER THING IS TOMORROW MORNING CITY MANAGER AND MYSELF WILL BE HEADING UP TO BEAUTIFUL DOWNTOWN CALABASAS, UH, AND FOR THE CALIFORNIA COASTAL COMMISSION AND WHERE WE WILL BE HAVING OUR BALANCE PLAN WILL BE GOING BEFORE THE COASTAL COMMISSION AT THEIR MEETING UP THERE.

AND, UH, ORIGINALLY THEY WERE LOOKING, ACTUALLY WERE ACTUALLY, WE THOUGHT WE WERE GONNA GET IT ON CONSENT CALENDAR, WHICH IS ALMOST UNHEARD OF, BUT SOME OF THEIR COMMISSIONERS HAVE GOT SOME QUESTIONS.

SO IT WILL HAVE TO BE IN THE FORM OF A PRESENTATION.

AND, UH, SO WE WILL BE THERE.

THERE'S BEEN A HUGE AMOUNT OF WORK BETWEEN OUR STAFF, OUR CONSULTANTS, AND THE COASTAL COMMISSION STAFF.

AND BECAUSE NORMALLY THEY ARE, ONCE THEY SET A RULE, IT'S THE SAME STATEWIDE.

IT DOESN'T MAKE ANY DIFFERENCE.

IT'S THIS BROAD BRUSH THING.

AND THEY DON'T REALIZE WE'RE NOT RHODE ISLAND, WE'RE NOT A LITTLE TINY STATE WITH THIS HUGE STATE AND THINGS ARE DIFFERENT IN DIFFERENT AREAS AND IT'S MUCH DIFFERENT FOR US THAN IT IS CHULA VISTA OR IT IS THE MARKET.

YOU CAN'T CONSIDER US THE SAME.

AND THEIR STAFF IS RECOGNIZED THAT.

AND SO WE'RE HOPEFUL THAT THE RECOMMENDATIONS THAT THE STAFF IS BROUGHT FORWARD IN CON THAT ARE DIFFERENT THAN THEIR NORMAL RECOMMENDATIONS ARE GONNA BE ACCEPTED AND WE'LL COME BACK VICTORIOUS ON THAT.

30 SECONDS.

30 SECONDS.

30 SECONDS.

OKAY.

ALRIGHT.

THANK YOU.

MR. MAY, I JUST WANTED, UH, UM, YOU KNOW, NOT TO MISS OUR CITY MANAGER.

IT'S HIS ONE YEAR ANNIVERSARY THIS MONTH OF AUGUST.

AND, UM, MR. CITY MANAGER, THANK YOU FOR THE EFFORT.

THE, THE, UM, YOU KNOW, I MEAN THE WORK THAT YOU PUT IN, I KNOW YOU CAME IN AS A PEPPER HAIR, NOW IT'S WHITE.

UM, THANK YOU SO MUCH.

UH, CITY MANAGER FOR THE CHANGES.

UM, THAT AND THE LEADERSHIP THAT YOU HAVE, UM, YOU KNOW, I MEAN LED OUR DIRECTORS HERE, WE HAVE SEEN CHANGES FROM THE REPORTS THAT WE RECEIVE.

THANK YOU SO MUCH, UM, FOR LISTENING AND FOR, UM, MAKING SURE THAT DIRECTIONS ARE BEING EXECUTED.

THANK YOU MR. CITY MANAGER.

OKAY.

UH, ALL THAT ON UNDER THE ELECTED OFFICIALS REPORT.

TRUTH.

YOU GET ONE LAST SHOT HERE, ONE LAST ROUND OF FUN.

AND YOU KNOW WHAT THE, ALL THESE MEETINGS GIVE EVERYBODY WHITE HAIR.

THAT'S WHY I HAVE THE HAT.

THAT'S THE ONLY REASON.

OKAY.

UH, RON, IS IT OKAY IF THE PIMPS HAVE A DIFFERENT LOCATION THAN JAIL? I DON'T THINK SO.

OR PRISON ACTUALLY PRISON WE NEED THAT.

AB 14.

14, RIGHT, RIGHT.

YEP.

UH, I'M GONNA SKIP BACK.

DITAS, I APPRECIATE THAT YOU, UH, MARCH IN AND YOU GET ANSWERS.

THAT'S GREAT.

WE NEED THAT.

AND I ALSO APPRECIATE THAT YOU SEND, YOU'RE WILLING TO SEND EMAILS OUT AT 2:00 AM OR 4:00 AM THAT'S CRAZY.

THAT'S THE TYPE OF THING I DO.

YOU GOTTA DO WHAT'S NECESSARY THOUGH.

AND, UH, RON, I GOTTA A QUESTION MEETING WITH THE GOVERNOR'S OFFICE, IS THAT MORE SUFFERING OR LESS SUFFERING THAN THE OLYMPICS? I DON'T KNOW.

THAT'S QUESTIONABLE.

AND WELL, I DIDN'T GET A BRONZE AND, UH, LAST ONE, EVEN THOUGH ONE MINUTE TO SPEAK IS CRAZY.

I DO APPRECIATE YOUR PATIENCE, YOUR CIVILITY AND YOUR RESPECTFULNESS THAT YOU SHOWED UP.

EVERY SINGLE PERSON WHO SPEAKS IN EVERY SINGLE PERSON ON THIS COUNCIL, NO MATTER HOW TENSE AND DYSFUNCTIONAL THINGS SEEM, YOU KEEP IT ALL TOGETHER.

THANK YOU FOR THAT.

ALRIGHT.

THANK YOU.

WITH THAT CITY MANAGER REPORT.

YOU CAN LONG REPORT ON OUR CLOSED SESSION.

NO REPORT.

HUH? I SAID NO REPORT.

NO REPORT.

NO REPORT.

OKAY.

YEAH.

UH, WITH THAT WE DO HAVE ADJOURNMENT.

THANK YOU, MAYOR, TO OUR NEXT REGULAR SCHEDULED MEETING, WHICH WILL BE ON THE 20TH.

THANK YOU MR. MAYOR.

THANK YOU.

YOU.
