I'M HERE ON BEHALF OF THE COUNTY OF SAN DIEGO'S PARKS AND RECREATION DEPARTMENT TO, UM, SHARE SOME REALLY EXCITING DEVELOPMENT THAT WE HAVE IN THE OTTI VALLEY REGIONAL PARK.
UM, TWO OF THE PROJECTS WE HAVE GOING ON IS THE ACTIVE RECREATION AREA THREE AND THE HERITAGE STAGING AREA AND TRAILS PROJECT.
SO THE OTTA VALLEY REGIONAL PARK, OVRP FOR SHORT, UM, AS MANY OF YOU MAY KNOW, IS A MULTI-JURISDICTIONAL PLANNING EFFORT BY THE COUNTY AND THE CITIES OF SAN DIEGO AND CHULA VISTA.
THE, THE O THE OVRP, UM, SITS IN SOUTHERN SAN DIEGO COUNTY, AND IT'S ABOUT FOUR MILES NORTH OF THE INTERNATIONAL BORDER.
IT SPANS 11 MILES FROM THE SAN DIEGO, SAN DIEGO BAY SALT PONDS, ALL THE WAY EAST TO THE LOWER AND UPPER OTTA RESERVOIRS.
SEE IF I CAN POINT RESERVOIRS.
UM, AND SO THE LONG-TERM VISION FOR THE OVRP PLAN IS TO DEVELOP AND CREATE RECREATIONAL PARK AND LA PARK AND LAND SPACES FROM PLAYING FIELDS AND PICNIC AREAS TO HIKING, BIKING, AND HORSE TRAILS.
THE PARK WILL PROVIDE VISITORS WITH A VARIETY OF RECREATIONAL OPPORTUNITIES AND DEVELOPMENT WILL BE BALANCED BY EFFORTS TO PROTECT AND PRESERVE NATIVE HABITATS, LOCAL WILDLIFE, AND CULTURAL RESOURCES.
UM, AS THE PARK STANDS TODAY, THE ONLY ACTIVE RECREATION AREA IS JUST BY THE OTAI RESERVOIRS.
SO IF WE MOVE JUST A LITTLE BIT SOUTH TO THE SOUTH BAY AREA BY THE POND, BY THE BAY, UM, WE REALLY DON'T HAVE IN THIS REGIONAL PARK ANY ACTIVE RECREATIONAL SPACE.
SO THAT BRINGS US TO, UM, ONE OF OUR LARGER DEVELOPMENT PROJECTS, THE, THE ACTIVE RECREATION AREA THREE PARK.
SO IT SITS, UM, BETWEEN THE SEGMENT OF THE OVRP PARK OF, UH, OF THE FIVE AND THE 8 0 5, UM, RIGHT AT HOLSTER STREET AND BYER BOULEVARD.
IT SITS SOUTH OF THE OTAY RIVER AND, AND NORTH OF PALM AVENUE.
IT'S SURROUNDED BY HILLS TO THE SOUTH AND SOUTHEAST.
AND THE SITE CURRENTLY INCLUDES UNDEVELOPED AREAS, A TREE NURSERY AND, UH, NEIGHBORHOODS AND SURROUNDED BY NEIGHBORHOODS OF LOW DENSITY RESIDENTIAL USE.
THE SOUTH AND AN INDUSTRIAL PLANT TO THE NORTH, IT'S 45 ACRES.
UH, THE FUTURE PARK IS, WILL MOST LIKELY BE ACCESSED PRIMARILY FROM PALM AVENUE NEAR THE TROLLEY STATION.

SIGNIFICANT SLOPES ARE PRESENT GUIDING THE LAYER OF AMENITIES ACROSS, UM, THE DIFFERENT ELEVATION PADS.
CULTURAL RESOURCES ARE NOT CURRENTLY DEPICTED ON THIS MAP, BUT THEY HAVE BEEN NOTED IN PREVIOUS STUDIES.
AND WHAT YOU CAN SEE IN THIS PRELIMINARY SITE ANALYSIS MAP IS, UM, THE MHPA MULTIPLE HABITAT, A SPECIES AREA, THE COASTAL OVERLAY ZONE.
YOU CAN SEE THE FLOOD, THE FLOODWAY, AND SOME OF THE EXISTING TRAILS, AND SOME JURISDICTIONAL WATERWAY WATERWAYS.

AND THAT'S EQUIVALENT TO ABOUT HALF OF THE SITE WOULD BE SUITABLE FOR, UM, PARK DEVELOPMENT.
SO, UM, I'M HERE TODAY TO, UM, YOU KNOW, ASK LOCAL STAKEHOLDERS, UM, DIFFERENT COUNCIL AND COMMUNITY GROUPS TO HELP SPREAD THE WORD.
UM, ON THIS PARK PROJECT, WE DO HAVE A SURVEY ONLINE, AND WE'VE DONE SEVERAL MORE, UM, LENGTHY PRESENTATIONS THAT ARE RECORDED.

SO THIS IS ABOUT THE STAGING AREA WILL CONSIST OF A TWO AND A HALF ACRE, UH, STAGING SPACE RIGHT ON HERITAGE ROAD, AND THEN CON, AND THEN DEVELOPING THE REST OF THE TRAILS BETWEEN THE, THE 8 0 5 AND HERITAGE ROAD.
CURRENTLY FROM THE FIVE AND THE 8 0 5, WE HAVE EXISTING OVRP BRANDED TRAILS.
THIS PROJECT IS LOOKING TO ADD ONTO THOSE TRAILS IN WHAT'S KNOWN AS ZONE A, WHICH IS REALLY THE FIVE ALL THE WAY TO HERITAGE ROAD.
SO THE STAGING AREA AND THE TRAILS, UM, WILL BE ABLE TO ACCOMMODATE HIKERS, BIKERS, AND EQUESTRIANS AND IMPROVE ACCESS AND TRAIL CONNECTIONS FROM HERITAGE ROAD TO INTERSTATE 8 0 5, SEVERAL EXISTING AND FORTHCOMING EASEMENTS WITHIN THE PROJECT AREA OWNED BY THE COUNTY AND THE CITIES OF SAN DIEGO AND CHULA VISTA WILL ENABLE A FULL TRAIL LOOP SYSTEM.
THE SYSTEM WILL CONNECT TO EXISTING TRAILS WEST OF 8 0 5 AND EXTEND EAST TO THE PROPOSED HERITAGE STAGING AREA.
SO HERE ON THIS MAP, YOU CAN SEE THE FULL LENGTH OF THE SECTION, THE SEGMENT OF THE OVRP THAT I'M TALKING ABOUT.
AGAIN, THAT'S, UM, 8 0 5 TO HERITAGE ROAD.

BUT I THINK THAT MIGHT BE SOMETHING YOU WANNA PUT IN THERE, BECAUSE I KNOW IT'S BEEN DECADES IN THE MAKING, QUITE LITERALLY DECADES IN THE MAKING, UH, THIS WHOLE REGIONAL TRAIL PLAN THAT IS MUCH MORE MASSIVE THAN JUST THE OTAI, UH, REGIONAL PARK SYSTEM.
UH, AND THAT YOU MIGHT WANNA INSERT A SLIDE, JUST ONE SLIDE TO SHOW THE EXTENT, UH, AND THE WORK THAT THE CITIES IN THIS REGION HAVE PUT INTO THIS, THIS WHOLE BIG SYSTEM FOR BIKING FROM IMPERIAL BEACH, UH, SOUTH SAN DIEGO, CHULA VISTA, NATIONAL CITY, THE COUNTY OF SAN DIEGO, ALL OF THESE JURISDICTIONS HAVE BEEN WORKING ON THIS FOR DECADES.
I USED TO WORK FOR CHULA VISTA PLANNING AND KNEW THE PLANTERS WHO WORKED ON A LOT OF THAT STUFF.
I THINK, UH, SOME OF THIS CURRENTLY CONNECTS TO THE CHULA VISTA GREEN BELT, YOU KNOW? MM-HMM.

THEY WERE, UM, BUYING IT THEMSELVES.
BUT THAT'S COSTING THEM A LOT OF MONEY.
SO RATHER THAN DO IT THAT WAY, THEY WANT TO HAVE, BE ABLE TO BUY THAT ALCOHOL WHOLESALE.
WHILE THEY DON'T DO A LOT OF BUSINESS WITH THAT, IT DOES MAKE A BIG DIFFERENCE, UH, WITH THEIR PARTICULAR MARGINS, WHICH THE APPLICANT WILL BE ABLE TO TALK ABOUT IN A LITTLE BIT.

AND THE, THE NEW COMMISSION TRAINING, UM, BESIDES THE BYLAWS, UH, IN MY OPINION SHOULD ALSO INCLUDE, UH, A COUPLE OF PAGES ON THE GENERAL PLAN AND THE ZONING ORDINANCE AND HOW THE, THE COMMISSION FOR NEW MEMBERS COMING ON BOARD.
UH, JUST A BRIEF OVERVIEW OF THOSE DOCUMENTS.
UM, AND IT'S, UH, THERE'S A LOT TO TAKE IN THERE, BUT I THINK AS PART OF, UH, NEW MEMBERS, UH, TRAINING, UH, HAVING, BESIDES THE BYLAWS, THE ZONING ORDINANCE AND THE GENERAL PLAN, JUST A BRIEF DESCRIPTION OF THEM WOULD, UH, BE HANDY AS WELL.
WE DO HAVE AN EXISTING PACKET, CARLOS GARY, DIRECTOR OF COMMUNITY DEVELOPMENT, THAT INCLUDES INFORMATION ON THE GENERAL PLAN WITH CITATIONS ONLINE, ET CETERA.
SO, UH, WHEN WE DO OUR ONBOARDING, WE DO HAVE, UH, A PACKET THAT'S GIVEN WITH ALL THAT INFORMATION, BUT WE'LL MAKE SURE IT'S UP TO DATE, ESPECIALLY WITH ALL THE NEW PLANNING DOCUMENTS THAT WE APPROVE THIS YEAR.
