PUBLIC COMMENTS? NO PUBLIC COMMENT. OKAY. NONE PRESENTATIONS. NONE. OH, THIS IS, OKAY. UH, UH, CONSENT. UH, AGENDA OF APPROVAL OF AGENDA. IS THERE ANY, UH, FOR APPROVAL OF JULY 23RD, 28, 20 20 24? MENTION ANY CORRECTIONS? UH, THAT'S FOR, UH, MAY 28TH, RIGHT? YEAH. MAY 20. IT SAYS JULY 23RD, 28TH. SO THEN THAT THE MEETINGS THERE ARE NOT CORRECT, SO I THINK WE PROBABLY SHOULD HOLD OFF ON, YEAH, I, WE DON'T HAVE A FORUM, SO, OH, I THOUGHT WE DID HAVE A, AS LONG AS WE HAVE HALF THE MAJORITY. OKAY, GOOD. OKAY. OKAY. SO, I'M SORRY. UH, CONSENT AGENDA FOR APPROVAL OF THE MINUTES. THAT'S FOR THE WRONG DATE. JULY 24TH, 2024. THAT'S, WE COULD MAKE A MOTION TO, UH, APPROVE THEM WITH THE AMENDMENT AND SPECIFY, OR, I, I JUST HAVE SOME, WE WERE LOOKING AT, HAVE SOME EDITS I'D LIKE TO MAKE. I WONDERING IF YOU CAN HOLD IT OFF FOR, FOR NEXT MEETING. ABSOLUTELY. SURE. THAT'D BE GREAT. OKAY. SO WE'LL, UH, HOLD IT OFF TO APPROVE THE MEETING. UH, WHAT ABOUT THE, UH, MINUTES OF, UH, UM, MAY 28TH, UH, UH, APPROVAL OF PUBLIC ARTS COMMITTEE AGENDA FOR SPECIAL MEETING 28TH? IS THAT, THAT'S THE SAME THING, RIGHT? ALL THOSE IN FAVOR? ALL OPPOSED? ALL SAME. THANK YOU. IT IS UNANIMOUS. THANK YOU. OKAY. PUBLIC ART COMMITTEE MEETINGS FOR MEETING. WE DID THAT. OKAY. UH, NOW WE ARE NEW AND UNFINISHED BUSINESS. NATIONAL CITY LIBRARY. NEW INPUT. WHO'S GONNA DO THAT? WHO WAS LAST TIME? RIGHT? AWESOME. OKAY, NOW NEW NOW. AND UPDATED THAT. UH, YES. OKAY. YOU, I HAVE A POWERPOINT. OH, OKAY. I BE FORCED TO WATCH IT. ARE IT POWERED? NOT YOUR POINT. I, UM, IT'S GONNA BE MORE THAN YOU EVER WANTED TO KNOW ABOUT PLAQUES, BUT I HOPE WE CAN GET IT OFF THE TAPE. OKAY. WELL, SORRY, ONE MINUTE. THIS IS, EVERYBODY KNOWS THAT THIS WAS IN CASE SOMEBODY CAN, YOU CAN THROUGH THOSE. OKAY. WELL, SORRY. PLA , UM, UH, WE DISCOVERED WE WERE WRONG. WAS I, I WASN'T BACK IN 2006 AND SEVEN. PLAQUE WAS FIRST SUGGESTED IN 2008. WE APPROVED DOING IT IN THE PAC IN JANUARY OF 2021. AND WE HAD THE MONEY TO DO IT BY JULY IS REALLY THREE. AND I HOPE [00:05:01] WE CAN APPROVE MOVING FORWARD TODAY. NEXT, LAST TIME WE APPROVED RECTANGULAR SHAPE MATERIAL, BRONZE, LITTERING, DEBOSSED, OR RECESS AND LOCATION IN THE SIDEWALK. SO I SET OUT TO RETURN WITH A QUOTE, ACTION, ACTIONABLE RECOMMENDATION. NEXT. MY, YEAH, THESE ARE OTHER IMPORTANT CONCERNS. GENERAL SAFETY, YOU KNOW, WON'T KILL THE TREE. AND I MADE A BIG POINT ABOUT THAT. WE'LL GET TO THAT HERE. UH, NOT AN ATTRACTIVE NUISANCE MAINTENANCE TREE. RELATIVELY NOTHING'S MAINTENANCE. NOT A DISRUPTIVE TOURIST ATTRACTION. WE WANT TO BE THE NEIGHBORHOOD, BE IN THE NEIGHBORHOOD. IT LOOKS LIKE A SORT MARKET MARKER, NOT A . OKAY, NEXT, THIS IS THE HOUSE. I DON'T EVEN, OR THE STREET. I DON'T KNOW HOW MANY PEOPLE HAVE BEEN ON THE STREET. UM, EXTRACTION THE HOUSE WERE, UM, THE FOLKS WHERE WAS OUT IS BACK THERE. THAT SORT OF, AND TO, OKAY, FACTS REQUEST FOR THE DESIGN PLAQUE. THIS IS A TORTUOUS STORY, . SO I GO TO THE VENDORS, UM, WHO MAKE PLAQUES AND THEY ALL ADVISE AGAINST THE SIDEWALKS INSTALLATION FOR METAL PLAQUE. WHY? WELL, THEY SAID TO GET BEAT UP TIME SKATEBOARDS AND SO ON. UM, SO, AND THEN WE WERE LOOKING FOR BRONZE AND I WANTED DEBOSS LETTER LETTERING. AND WHAT I GOT BACK WAS, YOU'D HAVE TO HAVE LETTERS AT LEAST AN INCH HIGH TO DO IT, WHICH WOULD BE WAY LARGER THAN WE HAVE OR MAKE THE PLAN. HUGE. SO THAT WAS , UM, EVERYBODY ADVISING AGAINST A QR CODE. I THINK WE MADE THAT DECISION WITH . AND SO, UH, YOU KNOW, THAT'S A COMPLETE STRIKE OUT. SO WHAT DO I DO NEXT? NEXT? I REMEMBERED THAT AT ONE POINT, UM, JOSE CARD IS THE OWNER OF THE HOUSE SAID, YOU KNOW, I COULD, COULD PUT IT ON THE WALL. AND I ADVISED AGAINST IT 'CAUSE I THOUGHT, YOU KNOW, HE MIGHT HAVE PROBLEMS OR WHATEVER. UM, BUT THEN I THOUGHT, WELL, MAYBE THE WALL IS THE SOLUTION BECAUSE IT CAN GET AROUND ALL THOSE OTHER THINGS. SO I'VE BEEN DOWN THERE TO SEE IT. UM, AND YOU MIGHT AS WELL JUMP TO, BUT TAKE A NOTE THAT SOME NEW BRONZES PLAQUE THAT'S, UH, UH, A BRONZE PLAQUE THAT IS LIKE MOST BRONZES PLAQUES YOU WILL SEE THAT ARE JUST NOT TENDED. SO, OKAY, NEXT. UM, SO I'M, I'M LAYING DOWN THERE. HERE'S THE SET UP. THE TREE IS OVER HERE. NOW THAT'S THE PROPERTY LINE. SO I WAS STRUCK OUT ON THIS TUBE BECAUSE HE HAS NO WALL. PUT IT ON WALL TO HIS NEIGHBOR. OKAY, NEXT. LUCY, ARE YOU EXCITED? I'M SO EXCITED. OKAY, SO THE FIRST THING WAS TO PROTECT THE TREE. SO I LOOKED AT CONCRETE STAMPING AND SANDBLASTING. I SAY JUST PUT THE WORDS INTO THE SIDEWALK. NEXT. THIS IS SORT OF CONCRETE STAMP. UH, YOU GENERALLY SEE IT IN SMALL AREAS, YOU KNOW, ON SCRIPT, LIKE THE ONE ON THE BOTTOM THAT SAYS TRAFFIC SIGNAL AND IT, AND BACKWARDS. THERE ARE MANY LIKE THAT IN MY MY NEIGHBORHOOD. IT MUST COME OUT, BUT PARTICULAR, OKAY, NEXT. UM, I WAS TOLD IN TALKING TO SOMEBODY WHO'S A CONCRETE CONSULTANT, THAT IT WOULD BE TECHNICALLY DIFFICULT AT OUR SIZE. I DON'T PRETEND TO KNOW THE INS AND OUTS OF THAT, BUT I'VE DONE A LITTLE BIT OF CONCRETE WORK. AND I THINK YOU HAVE TO, YOU CAN'T SORT OF PUSH, YOU MAKE A, LIKE A, WHAT DO YOU CALL IT? A STYLUS WITH THE LETTERING IN IT. AND YOU PUSH IT IN, AND IF YOU PUSH IT INTO REAL, WE CONCRETE WHEN IT FILL. SO YOU WAIT. AND THEN HE SAID, ALSO OUR SPACE, OUR THING WAS BIG ENOUGH, THEY PROBABLY HAVE TO MAKE TWO DIFFERENT STICKS. AND THEN, SO THAT INVOLVED REGISTRATION, GETTING IT RIGHT. AND HE SAID YOU THOUGHT SUCCESS WAS DUBIOUS, SO, OH YEAH. AND THEN YOU, YOU, YOU WOULD GET THINGS AT THE BEGINNING. EARLY ON PEOPLE DID SKATEBOARDS, YOU KNOW, THE MIDDLE OF SPACE IN THE MIDDLE OF AN A OR THE TWO SPACES IN THE B AND SO ON, THEY WOULD GET KNOCKED OUT. AND HE SAID, EXPENSIVE. I TRIED TO PIN HIM DOWN ON THAT. HE WASN'T, WASN'T COMMITTING. NEXT SANDBLASTING. [00:10:01] I GOT A QUOTE ON IT. THEY INCLUDE MAKING A STENCIL. IT'S BASICALLY THE REVERSE, A PROCESS OF THIS. THEY MAKE A STENCIL WITH THE HOLES AND THEY SANDBLAST, THEY USE SOME DIFFERENT SALTS, WALNUT SHELLS SOMETIMES. UM, UH, BUT THAT WAS TWO GRAND. AND UH, THAT, THAT'S TWICE AS MUCH AS THE PLAQUE. AND THE NEIGHBORS PROBABLY WOULDN'T BE FRIENDLY. SO THE NEXT, UM, AND THEN, YOU KNOW, THE NET RESULT OF BOTH OF THEM WOULD PROBABLY BE SOMETHING LOOKING LIKE A TOMBSTONE IN A BLACK. AND THE OTHER THING IS IT WOULD READ ONLY ONE WAY ON THE SIDEWALK. YOU WALKING THE OTHER WAY READ. OKAY, SO WHAT I DO NEXT? SO THE NEXT SLIDE. SO YEAH, THEY'RE ON THE WALL ON THE PROBLEM SIDE, UM, AND SANDBOXING, THEY BACK TO . IT LOOKS LIKE NEXT. MR. CAR WENT DOWN WHEN I WENT DOWN TO LOOK AT THE WALL, WHILE MR. CARLOS WAS THERE. VERY NICE. AND HE SUGGESTED THE GREEN CHAIR. UM, AND, UH, I WAS HESITANT. YOU MIGHT REMEMBER I MADE A BIG DEAL ABOUT IT IN THE COMMITTEE THAT WE MIGHT KILL THE TREE. WELL, HE SAID, YOU KNOW, PALM TREES ARE NO PROBLEM. THE ROOTS GO STRAIGHT DOWN. UM, AND UH, SO HE REASSURED ME. AND NEXT I WANTED TO GET SOME ADDITIONAL PIN OPINIONS. SO I TALKED OR ACTUALLY EMAILED WITH ANDY SPERLOCK, WHO'S A MAIN PARTNER OF A VERY GOOD LANDSCAPE ARCHITECTURE, FIRMLY IN TOWN. THEY DID WORK AT THE TY GARDEN WITH ROBERT IRWIN. THEY DID . THEY WORK IN, HE KNOWS HIS STUFF. UM, AND ALSO A FRIEND, LIEUTENANT ALEXANDER, WHO'S A OF CULTURALIST AND WAS A BOTANY MAJOR. THESE GUYS TALK ABOUT PLANTS WITH TWO LATIN NAMES. SO I TAKE THEIR WORDS FOR THEM. IT'S A QUEEN PALM AND THE REAL NAME IS RIS RAM. SOMEBODY ELSE PRONOUNCE IT . OKAY, NEXT. UM, SO THEN WOULD IT WORK? SO I WAS DOWN THERE AND GO, THAT'S THE ACTUAL SPACE. THERE'S THE TREE, TREE. HERE IS THE BOUNDARY MARKER THAT PUT IT ON. UM, OKAY, NEXT. AND THAT'S DIAGRAM GRAND. THAT'S WHAT IT LOOKS LIKE. AND THE MEASUREMENTS ARE ON THAT NEXT SLIDE. AND THE PLAQUE WOULD SIT IN THERE SOMEWHERE. AND I REALIZED WHEN I DREW IT ON THERE, THAT ONE ADVANTAGE THAT COMES RIGHT AWAY IS THAT ANYBODY CAN READ IT REGARDLESS OF WHICH WAY NEXT. SO I THOUGHT THAT WAS KIND OF AN ELEGANT SOLUTION. UM, NEXT, UH, ANCHOR IN THE BLACK. THIS WAS FOR THE PUBLIC WORKS PEOPLE. UM, I DON'T KNOW WHAT WE NEED TO GO OVER THIS. IF, IF YOU HAVE A QUICKLY, IF YOU HAVE A CUBIC FOOT OF CONCRETE THAT BY THAT, BY, THAT WEIGHS ABOUT 150 POUNDS, PROBABLY ENOUGH NOT TO BE WALKED AWAY WITH. ALTHOUGH IT'S NOT THAT DEEP AT THE SIZE THAT WE NEED. SO WE MAY NEED TO DO IT DEEPER SO SOMEBODY JUST CAN'T TAKE A SHOVEL OR LEVERING IT UP NEXT. THAT'S, THAT'S, THAT'S MY, THAT'S MY ARTISTIC SIDE OF IT. THE SHUTTLE. NOW, YOU KNOW, . UM, SO THE, THE ACTIONABLE RECOMMENDATION I'M MAKING IS TO GO TO INTERNATIONAL BONDS, A FAMILY OWNED BUSINESS. IT'S BEEN THERE SINCE 1936. OUR CONTACT THERE, LUCY'S CONTACTED HIM, NOT CONTACTED, WAS A GUY NAMED JOE. GAVE ME, HE PRONOUNCES IT. HE GAVE A QUOTE, UH, RECENTLY, A RE QUOTE OF, OF 8 25, WHICH IS A LOT BETTER THAN TWO GRAND. SO I WOULD RECOMMEND THAT THE COMMITTEE ASK ARTS TO PROCEED WITH THE PURCHASE NEXT, DURING NEXT HOME. JUST, OKAY. RECAP, FORSIGHT. UM, I THINK GO AHEAD. WE HAVE A LOT. WE DID THIS. WE WERE, WE RAISED THE MONEY OURSELVES. I THINK THAT'S PROBABLY A FIRST, AT LEAST OF ANY SUCH GOVERNMENT COMMITTEES THAT, THAT I [00:15:01] KNOW WE DECIDED EARLY ON TO RESPECT THE HOMEOWNER. UH, THAT WAS A NATIONAL CITY WAY. IT TOOK US A WHILE, BUT, UH, IT'S GOING NOW. I THINK THAT WE HAD TERRIFIC COLLABORATION WITHIN THE COMMITTEE BECAUSE THERE WERE LOTS OF STOPS AND STARTS. I RAISED MY HAND ON THAT AS BEING RECALL OF A FEW. UM, AND ALSO I THINK THE WAY HAD AND PARTS IN THE CITY AND THE HOMEOWNER HAVE FOUND COMMON GROUND IS, IS, UM, IS WONDERFUL. SO WE SHOULD THANK EACH OTHER. AND NEXT, SOME AMENDS WHO MADE, UH, THAT ENDED UP IN POETIC JUSTICE. UH, A COUPLE OF FAULTY ASSUMPTIONS. I DON'T KNOW WHETHER PEOPLE EVEN MEMBER IT, BUT I GOT THE WRONG HOUSE TO START. , THE HOUSE IN THE PICTURE IS NOT THE ONE THAT OWNS THE TREE. THAT'S WHY THE PROPERTY LINE IS IMPORTANT. UM, BUT WE, WE FIGURED THAT OUT AS WE WENT ALONG. AND MY INSISTENCE ON, UM, ON THE SIDEWALK SOLUTION TO PROTECT THE TREE, UH, WAS THE MOST UNINFORMED OPINION I'VE MADE, I THINK THAT I CAN RECALL. UH, AND SO THAT COST US TIME TO WHICH I APOLOGIZED. UM, BUT I WAS THE ONE WHO ENDED UP HAVING TO PLOW THROUGH IT. AND I THINK THAT JUSTICE. UH, AND ANOTHER REASON TO GO AHEAD. WE'RE WORKING A REALLY LOVELY HERE AND THAT'S A EVOLVED, STARTED, UH, PIECE AT THE UCSD LIBRARY. AND I TOOK THAT ONE WHEN THEY CAME OUT. UM, MY WIFE AND I TOOK ANOTHER TOUR LAST, UH, LABOR DAY WEEKEND. SO, AND, AND YOU KNOW, THEY'RE MOVING ALONG. WE HAVE TO REMEMBER, IT'S JUST US AT THE TABLE. THERE'S A PROJECT HE'S TRYING TO BE, UH, GOOD. THAT'S IT. YEAH, I LEARNED. I'VE LEARNED A LOT. I LEARNED A LOT. THANK YOU. THAT WAS VERY GOOD INFORMATION. JOSH, IS IT OKAY IF I SHARE THIS WITH THE PUBLIC WORKS? OF COURSE. UH, THAT KIND OF A, A REMINDER AS WELL TO YEAH. FOLLOW BACK UP THIS, I MIGHT HAVE SOME NOTIONS. I I IF THEY WERE HERE, THEY WOULD DO THAT. SO, BUT I'LL BE HAPPY TO MEET WITH THEM IF YOU WANT. THAT WOULD BE GREAT. OKAY. WELL, I'D LIKE TO, UH, THANK YOU FOR ALL YOUR DILIGENT WORK. IT'S BEEN A COUPLE OF YEARS SINCE WE STARTED TALKING ABOUT THE PROJECT AND, AND IT'S GONE THROUGH ALL KINDS OF, YOU KNOW, UH, TRAJECTORIES AND NARRATIVES, YOU KNOW, UH, UH, BEFORE I SAY ANYTHING THAT, ANY QUESTIONS, ANY SUGGESTIONS, ANY, UH, I DO HAVE SOME QUESTIONS. UH, I JUST WANTED TO MAKE SURE THAT I UNDERSTAND WHERE WE'RE AT RIGHT NOW. UM, SO IT WOULD BE ON THE RIGHT OF WAY IS THAT, DO YOU KNOW THE ALSO CITY OR TO THE PROPERTY OWNER? IT'S, IT'S CITY. IT'S CITY, YEP. AND THEN AS, AS IS THE SIDEWALK. YEAH. YEAH. YEAH. AND SO PUBLIC WORKS IS AWARE. PUBLIC WORKS IS AWARE. UM, WE WOULD NEED TO SEND IN, ONCE WE HAVE THE, THE, UM, EXACT, UH, DIMENSIONS, WE WOULD SEND THAT INTO PUBLIC WORKS AND THEY WOULD DETERMINE IF THE PERMIT IS NECESSARY. SO THAT I THINK COULD BE OUR ONE, UM, ONE PART OF THE PROCESS IN DETERMINING THE LOCATION. UM, I TALKED TO THE ASSISTANT DIRECTOR OF, UH, PUBLIC WORKS, UH, MARTHA, AND SHE DID ADVISE ME THAT IF IT IS ON THE PARKWAY, IN PARKWAY, IT MAY NOT REQUIRE PERMIT, BUT IF IT IS, UH, A LITTLE STRANGE, BUT IF IT'S ON, I BELIEVE AS I UNDERSTAND THAT GRASSY PORTION, IT MAY REQUIRE PERMIT. UH, I, I, I UNDERSTOOD THE GRASSY PORTION TO BE THE PARKWAY. OKAY. MAY, MAYBE THAT'S MY MISUNDERSTANDING. I'LL CLARIFY. IT MAY, IT MAY CHANGE FROM CITY TO CITY. THEY MAY HAVE DIFFERENT DAYS, BUT THAT'S WHAT WE SEE. AND THAT WAS IN MORE OF A, UH, INFORMAL CONVERSATION, CASIE. SO YEAH, I THINK FOLLOW UP QUESTION TO THAT, TO ME WOULD BE IF IT REQUIRES A PERMIT, IS THAT SOMETHING THAT CITY CAN WAIVE OR DO WE HAVE TO PAY FOR THAT OR ? I WISH I HAD THE ANSWER FOR THAT. READILY AVAILABLE. I'LL FIND OUT JOANNE. AND I THINK THE OTHER QUESTION, FOLLOW UP QUESTION, WE'RE DOING ANOTHER ONE, UM, IS AN ARROW, UM, ACCESSING THE RIGHT AWAY PROGRAM. IT'S KIND OF LIKE AN OVER THE COUNTER PERMIT FOR THESE, YOU KNOW, ACTIVATING SOME OF THESE FLIP SPACES. WE BE HAPPY ACTUALLY GOING UP TO ENGINEERING RIGHT NOW TO HAND ANOTHER ONE IN. SO I CAN, UM, GET A BLANK FORM. WE CAN FILL ANOTHER ONE OUT IF THAT'S BECAUSE IT, I THINK IT MIGHT FALL UNDER THAT PROGRAM, BUT WE CAN CHECK WITH THEM. IT WOULD BE EXTREMELY HELPFUL. YEAH. IF THAT'S, EXCUSE [00:20:01] ME, IF THAT IS, UH, AGREEABLE. MM-HMM. , UH, IT IS ABOUT $1,200 LESS THAN YOU THINK. YES. OKAY. SO, AND, AND ORIGINALLY THE CITY SAID IT WOULD PAY FOR THE UNDER, YOU KNOW, THE FOOTING, UM, UH, THAT PART OF THE CITY IS NO, IS NO LONGER HERE. SO I DON'T KNOW IF THE CITY STILL WOULD, BUT, UM, WE, WE HAD, I HAD COME UP WITH THE $2,000 FIGURE BASED ON WHAT THE STEWARD COLLECTION AT UC, SAN DIEGO HAS PAID TO GET ONE IN THE GROUND. AND THAT'S WHERE THAT CAME FROM. HOW, HOW MUCH DID WE RAISED? TWO GRAND. YEAH. RIGHT. SO WE HAVE $1,200, COULD BE A COUPLE HUNDRED. SO WHAT'S GONNA HAPPEN TO THE $1,200? IS THAT BY FOR THE PERMITS OR WHAT IS IT? WHAT'S HAPPENING WITH THE $1,200 THAT WE, WE, IT, IT IS PUT INTO A BONUS. SORRY, FUND IS WHAT I UNDERSTAND, LUCY, YOU PROBABLY KNOWS UP UPKEEP PAYMENTS. IS THAT , RIGHT? IS WHAT YEAH, I MEAN, WE CAN, ONCE WE FIGURE OUT, YOU KNOW, TAXES, YOU KNOW, IF, UM, IF THE BANK'S WANTING SOME SUPPORT WITH, ALLOCATE SOME MATERIAL FOR, YOU KNOW, TO SUPPORT WITH THE PUDDING OR WHATEVER'S NEEDED THERE OR PERMIT COSTS, UM, AND I CAN CROSS CHECK AND I'LL RUN THE NUMBERS TO, I GET AN EXACT FIGURE, UM, JUST FOR, YOU KNOW, TRANSPARENCY PURPOSES. SO WE HAVE THAT NUMBER, AND THEN WE CAN BE ABLE SUPPORT. AND THEN WE'RE ACTUALLY, AND I'LL GET TO THIS UPDATE, BUT WE ARE DOING, UM, UH, UH, ROLLING OUT, UM, ANY, A FEW GRANTS, UM, SOME ARY CURRICULUM. AND SO WE CAN STILL, YOU KNOW, WE CAN CROSS OVER INTO THAT. SO, BUT WE'LL GET TO THAT AS WELL. THAT WOULD BE AN OPTION. BUT WE WANT TO ENSURE THAT IT GOES TOWARD ARY LEGACY, WHATEVER. OKAY. SO, UH, SO THE QUESTION WAS IF YOU RAISE MONEY FOR A SPECIFIC THING, CAN THE MONEY BE USED FOR OTHER THINGS? AND, AND SO IF IT'S JUST A, IF THE MONEY WAS RAISED FOR A VALARI PROJECT, THEN IT WOULD HAVE A BROADER UMBRELLA IF IT IS RAISED JUST FOR THE PLAQUE, RIGHT? I MEAN, IT'S JUST FOR THE PUBLIC, RIGHT? MM-HMM, THEN, THEN HOW, SO IT'S UP TO YOU GUYS, I GUESS IF IT WAS RIGHT. I THINK IT'S A CONVERSATION HERE. I MEAN, WE WANT TO ENSURE THAT THE FUNDS ARE USED, YOU KNOW, IN FOR, RIGHT. AND THEN THAT'S WHAT'S MOST IMPORTANT. SO ONCE WE KIND OF LET OUT THE SUM OF EXPENSE FOR THIS RIGHT, WE CAN FIGURE OUT THAT THAT FIGURE ISN'T HAPPY TO YEAH. HAVE A CONVERSATION AND COME TO WHAT IS RIGHT AND AGREEABLE, YOU KNOW, TO ALL, UM, IN CONTINUING AS YOU, AND, AND WE, I MEAN, THIS IS AN IMPORTANT QUESTION IN FUNDRAISING. YEAH. UM, IN, IN WORST CASE, I THINK WE'D GO TO EACH DONOR AND SAY, ARE YOU COMFORTABLE? WE BROUGHT THE THING IN FOR LESS. YEAH. MM-HMM. UM, YOU KNOW, IT'S, WE'RE NOT DEALING WITH $2 BILLION CAPITAL CAMPAIGN. SO, OKAY. AND, AND I WOULD CERTAINLY BE, UH, UH, THERE WAS A PICTURE OF THE SIZE THAT IT SEEMED RATHER SMALL. COULD YOU GO BACK? THAT'S WHAT I THOUGHT TOO. I MEAN, THAT, THAT LOOKS LIKE DINKY , YOU KNOW, HAVE LOT TEXT TOO. A LOT TEXT. AND IT SEEMS VERY SMALL. YOU SEE, I FORGOT WHAT IT WAS. MAYBE IT WAS A LONG DRAWING, BUT THERE WAS A DRAWING YEAH. THAT THERE WAS ANOTHER DRAWING THAT WAS ON. YES. THAT DRAWING. YES. IS THAT THE SIZE OF THE PLAQUE IN, IN THAT SPACE IS MY CALCULATION. WHICH I HAD THE SAME REACTION TO YOU YEAH. AS YOU DID. UM, AND I DID IT A COUPLE OF TIMES. I MIGHT MAY EVEN HAVE DONE IT THREE TIMES. HANG ON JUST A SECOND. 'CAUSE THAT MIGHT BE, I APOLOGIZE. 12 BY 16. THAT MAKES SENSE. THEN PROPORTION, THE PARKWAY IS SIX FEET, EIGHT INCHES, WHICH IS JUST A SHADE TALLER THAN I ARE. SO THAT'S FROM EY TO HERE. AND, AND THE SIZE. WHAT, WHY IS THE SIZE SO SMALL? BECAUSE WE MADE THE SIZE, I THINK JUST TO GET, WE STARTED WITH THE TEXT, WHICH THE PRETTY COMMITTEE APPROVED. RIGHT? AND THEN, UM, SO THIS IS THE TEXT. [00:25:01] THAT'S THE TEXT, RIGHT? EXACTLY. THAT'S, THAT'S BEEN APPROVED LONG, RIGHT? FOR A LONG TIME. YEAH. UM, AND SO I WENT OUT AND STOOD, I PUT A BUNCH OF TYPE ON PAPER AND I FIGURED BALDISARI IS ABOUT MY HEIGHT. RIGHT? SO THE WORST THING WE COULD DO IS PUT A TEXT DOWN THAT ONLY BALDISARI COULD READ. RIGHT? RIGHT. SO IF IT WAS OKAY WITH ME, IT WOULD BE OKAY WITH EVERYBODY ELSE. THAT'S HOW WE CAME UP WITH THE PLAIN SIZE OF IT. AND FROM THERE WE PUT THAT, UH, YOU KNOW, I, I PUT THAT ON, ON PAPER AND, AND THEN LOOKED AT THE DIMENSIONS THAT WE WOULD NEED. THE, THE FOOTING WILL BE PROBABLY A LITTLE BIT BIGGER 'CAUSE THE, UM, THE METAL GETS SET DOWN INTO THE PRESS COUNTY, SIMILAR SIZE BRONZE PLAQUE FOR A DIFFERENT PROJECT THAT HASN'T BEEN MOUNTED. I COULD HAVE SOMEONE RUN IT OVER, BECAUSE I WILL SAY WITH MATERIAL IT HAS GRAVITY AT THAT SIZE ON IN PAPER, DOESN'T DO THE JUSTICE. WOULD THAT BE HELPFUL JUST FOR A VISUAL AID? WELL, I UNDERSTAND THIS. YEAH. UH, THE QUESTION FOR ME IS, YOU KNOW, THE HEIGHT, THE WIDTH, THE, YOU KNOW, AND THE POINT OF VIEW OF THE PLAQUE. TOTALLY. SO WHEN YOU'RE WALKING BY AND YOU SEE A ROOF ON THE GROUND, WHICH IS NOT VERY EXCITING TO ME, RIGHT? BECAUSE IT DEPENDS ON IF IT'S IN THE MIDDLE OR CLOSER TO THE SIDE. HOW AM I GONNA READ IT? IT DEPENDS ON THE, WHERE IT STAYS ON MY WALKWAY. IF IT'S ONE FOOT, TWO FEET, IT MAKES A LOT OF DIFFERENCE IN THE NARRATIVE OF THE PLAQUE THAT'S OUT ON THE GROUND. SO YOU UNDERSTAND WHAT I'M SAYING? YES. SO, SO WHAT HAPPENS IS, VISUALLY I'M WALKING, YOU KNOW, I'M WALKING, AND IF I'M WALKING HERE, I DON'T REALLY SEE THAT, RIGHT? SO WHAT HAPPENS IS THE IDEA IS TO DRAW ATTENTION TO THIS PLACE. DOES THAT MAKE ANY SENSE WHAT I'M SAYING? MM-HMM. . AND AFTER A WHILE, PEOPLE WILL JUST WALK . THERE'S A LOT OF NARRATIVE. THERE'S A, I MEAN, THIS IS IMPROVEMENT. THERE'S A LOT OF WORK. YOU KNOW, SOMEBODY SIT THERE GOING, BLAH, BLAH, BLAH, BLAH, BLAH. THE QUESTION IS CAPTURING, CAPTURING THE EYE. SO SOMEBODY GOES, OH, OH MY GOD, HERE IT IS. SO THE QUESTION FOR ME IS ALWAYS SIZE ONE OF THE SIZE OF THE . WHAT CATCHES MY WI EYE IS WRONG, IS THE WRONG WRONG SHOULD BE BIGGER. IT CATCHES ME. RIGHT? AND SO I, I DON'T KNOW IF, IF IT WAS A LITTLE BIGGER ABOUT, BECAUSE IN PERSPECTIVE IT'LL PAID OUT. THAT'S WALK UP AND DOWN BECAUSE THERE'S NOTHING DRAWING ATTENTION TO THE PLAQUE WHERE IT IS LOCATED AND SITE. IF IT WAS BIGGER, THEN, YOU KNOW, THERE'S SOMETHING BIGGER IN HERE. YOU KNOW, I JUST WENT SAY, WAS IT THE COST? WAS IT THE FOOTING? WAS IT ALL OF THAT GIVE UP? WAS IT THE ROOTS? OBVIOUSLY NOT THE ROOTS, BECAUSE THAT WAS ONE OF THE THINGS THAT WE'VE DISCUSSING. UH, I'LL GIVE YOU THE, UM, THE TACTICAL ANSWER IS THAT THE, THE PLAQUE WAS DONE TO BE LEGIBLE. THE REASON WE PUT THE PLAQUE DOWN HAS NOTHING TO DO WITH THAT. UH, IT HAS TO DO WITH THE POSSIBILITY OF INVOLVING THE AZAR FAMILY, UM, WHO WOULD BE IN A POSITION TO HELP ARTISTS SUBSTANTIAL. UM, IF IT SERVES THAT PURPOSE, IT WOULD BE WONDERFUL IF IT DOES NOT SERVE THAT PURPOSE. IT DOESN'T, IN MY MIND, DOESN'T HAVE TO BE A PLAQUE THAT ANNOUNCES ITSELF. UM, BUT ONE THAT SOMEBODY AVERAGE PERSON TAKING A WALK THROUGH THE NEIGHBORHOOD AND , I NOTICE IT. BUT REALLY THE, THE REASON TO DO IT IS BECAUSE IT'S A STEP THAT COULD OPEN A DOOR TO THE VOLUNTARY. WELL, THAT, THAT, THAT MAKES A LOT OF SENSE. I MEAN, IN TERMS OF, OF PROJECT'S PURPOSE. YEAH. YOU KNOW, AS I'M WALKING INSIDE MY CITIZEN, THAT PURPOSE IS NOT STATE. IT IS UNDERSTATE. RIGHT? NO, I DON'T KNOW IT FROM ADAM. I WALKING ACROSS THE SIDEWALK. I SEE IT. AND THE PURPOSE IS NOT INTENDED TO ME. RIGHT. ALL I SEE EXTENDING BEYOND THAT PURPOSE, OR SO MANY OTHER IS COMMEMORATING ALL, SORRY, I'LL SAY I THINK THERE'S TWO PEOPLE THAT ARE GONNA SEE THIS, FOLKS THAT ARE GOING DOWN THE ROAD AND STUMBLING LINE. AND THEN I TALKED TO A LOT OF OUR TEACHERS FROM OTHER PARTS OF THE COUNTY WHO PLAN TO TAKE STUDENTS ON FIELD TRIPS HERE, UM, TO COMMEMORATE THIS. AND I THINK THIS IS A DESTINATION. I THINK THERE'S GONNA BE A FAIR AMOUNT OF PEOPLE COMING HERE WITH THE INTENTION OF, FOR THIS PURPOSE. UM, AND I THINK THAT INTENTIONALITY IS ALSO GONNA SERVE, UM, IN ITS PURPOSE. NO. WELL, I THINK THAT'S GREAT. I THINK THAT'S, I THINK EDUCATION'S EVERYTHING. , RIGHT? YOU'RE IN EDUCATION. I MEAN, THAT'S WHAT IT'S ALL ABOUT. BECAUSE AFTER A WHILE, IT'S JUST APPLIED ON IN A SMALL FILE, YOU KNOW? SO, UH, IF I'M JUST A JOE BLOW [00:30:01] THAT, THAT I'M NOT INVOLVED WITH ON ANY OF THIS, THIS IS WHAT I SEE. SEE A SMALL PLAQUE WITH A LOT OF WOOD ON IT. WHAT IT IS. YOU KNOW? OKAY, WHAT IS THIS? BECAUSE THE INTENDED PURPOSE, YOU KNOW, I KNOW IF THEY KNOW JOE BLOW, YOU KNOW, SO THE CONSEQUENCE, YOU, YOU CAN PUT ANYTHING IN , ANYTHING NOW, NOW THAT WE KNOW IT WON'T . NOW, I, I I, LET ME SAY, I'M NOT ABOUT POSING THIS AT ALL. THOSE ARE THE QUESTIONS THAT THE SIZE AND THE INTENT ON MY INTENT AS A PUBLIC PERSON, THAT AS AN NOT PERSON, BECAUSE I KNOW ALL THAT STUFF WITH, UH, YEAH. THE AGENDAS WORK. WE'VE BEEN IN IT FOR TWO AND A HALF YEARS. AND FOR MY, FOR MY QUESTION WAS THE SIZE OF IT, AND ITS INTENT IT AS A PLACE IN A MARKET, YOU KNOW? AND I JUST WAS WONDERING WHY, WHY WOULDN'T IT BE A LITTLE BIGGER? WOULD COST MORE MONEY TO BE A LITTLE BIGGER? AND THE SECOND QUESTION FOR ME WAS, UH, UH, IN, IN TERMS OF GROWTH IN THE GRASS AREA, RIGHT? YEAH. THERE'S A, THERE'S A PLAQUE FROM THE STEWARD COLLECTION. NO, I, IT'S LARGER THAN THAT. MUCH LARGER THAN THAT. THAT'S, UH, I'M PRETTY AVID WALKER AND I WALK AROUND NEIGHBORHOODS QUITE A BIT THAT SIZE I WOULD NOTICE. OH, GOOD. I THINK THAT IS SOMETHING, IF IT WERE THE INITIAL, UM, MEDALLION STYLE IN THE GROUND, I PROBABLY WOULD NOTICE AS WELL. BUT I THINK I WOULD STOP TO LOOK AND READ THAT AND, YOU KNOW, AFTER MULTIPLE TIMES WALKING IN THE NEIGHBORHOOD. I MEAN, NOT EVERY TIME LOOK AT, BUT I, I FIND IT INTERESTING TO MR. CARD HAS, WELL, WELL, MAYBE WE PUT IT DOWN. I'LL PUT SOME TILE, ALL SORTS HERE. BUT I, I DON'T THINK THAT WE DO OURSELVES WELL AS A COMMITTEE TO, TO GET INTO THIS AREA OF, OF, UM, WHAT, WHAT'S GONNA HAPPEN. UM, I THINK WE OUGHT TO JUMP OFF THE SPRINGBOARD HERE. NO, I UNDERSTAND. UH, LET ME ASK YOU THIS. NOW, THIS IS A GRASS AROUND IT. YEAH. YEAH. AND SO WHO CUTS THE GRASS? WELL, I ASSUME THE HOMEOWNER, HOMEOWNER'S RESPONSE. YEAH. MM-HMM. THE HOME, THE HOMEOWNER. MM-HMM. SURE. OKAY. UH, THE REASON I'M SAYING IS BECAUSE I HAVE A GARDENER THAT CARE LESS WHAT'S ON THE FACE WITH A WEED, YOU KNOW? AND I, I'M WONDERING IF THERE'S A BORDER, IF THERE'S A BORDER, YOU KNOW, THERE'S A LITTLE BORDER BETWEEN THE PLAQUE AND THE GRASS. WELL, THAT, THAT'S POSSIBLE BECAUSE I, I I, I, I GOTTA TELL YOU, BECAUSE THOSE WEED WHACKERS DIDN'T DO REALLY A LOT OF DAMAGE. YEAH. THERE, THERE NEEDS TO BE SOME CONCRETE AROUND IT. RIGHT. JUST BECAUSE, JUST BECAUSE THE PLAQUE HAS TO BE RECESSED INTO THE CONCRETE FLUSH. YEAH. UM, IF MR. CARTER WANTS TO THE TILE AROUND IT, THAT'S, THAT, THAT, THAT WOULD DO. AND IT WOULD ADD VISIBILITY TOO. UH, WAIT, I, I BELIEVE, BUT IS IT IN A PUBLIC PROPERTY OR IS IT IT'S ON HIS PROPERTY, OR IT IT IS ON PUBLIC PROPERTY SO THAT HE, BUT IT TECHNICALLY, CAN HE PUT STUFF AROUND IT? HE CAN. IT'S THE RESPONSIBILITY OF THE HOMEOWNERS, UH, FOR THE UP. SO IT'S TECHNICALLY PUBLIC PROPERTY, THE SIDEWALK TO THE, UH, TO THE GRASS BUSHES, YEAH. RESPONSIBILITY. THINK ABOUT IT. I'M JUST WONDERING WHETHER, I MEAN, BECAUSE IT HAS A, A PUBLIC PURPOSE. UH, YEAH. LEMME JUST, AGAIN, I GUESS IF I CAN, UM, WHAT I'M THINKING IS, IS SO, SO WHAT IS HE, HE'S WORKING ON SOMETHING THAT REQUIRES US TO ACT NOW, OR IS IT JUST BECAUSE IT'S BEING NO, HE'S, HE'S MOVING IT ALONG EVERY TIME I GO THERE. YEAH. YOU KNOW, THEY'RE WORKING ON THE INSIDE OF THE HOUSE NOW, BUT IT'S GONNA BE IN, WELL, PROBABLY LIKE PROPERTIES. SO IN A, IN A BIT, I MEAN, IS HE, IS HE PLANNING ANYTHING AROUND THAT AREA THAT HE, THAT WE'RE, THAT WE'RE MEETING? NO, NOT AS FAR AS I KNOW. BECAUSE MY, MY THOUGHT IS, IS I THINK IT IS A LITTLE PREMATURE TO, TO COMMIT TO A BRONZE PLAQUE IF WE DON'T HAVE THE COST OF A BASE. AND WE DO HAVE, I'M SURE WE DO HAVE THE COST OF A BASE. WE HAVE THE COST OF BASE. SURE. YOU MEAN THE FOOTING? THE FOOTING, YEAH. YEAH. I, UH, I DON'T HAVE ANY DOUBT THAT WE HAVE, LIKE RIGHT NOW WHERE WE COULDN'T SAY THAT. I WOULD, I WOULD THINK IN THAT FUND. I MEAN, IT'S A, IT'S A COUPLE OF BANKS OF HAVE A CONVERSATION WITH HIM BECAUSE HE'S THE LICENSED CONTRACTOR, GAVE WORK AND THEN COME TO AN AGREEMENT ON A NUMBER WITHIN, I'M JUST NOT COMFORTABLE APPROVING AN AMOUNT WITH A VARIABLE OF THAT DATE. MM-HMM. AND THAT'S FINE. AND I'M WONDERING IF WE ACTUALLY DO NEED TO GET THAT INFORMATION. I MEAN, TO ME, I, I THINK WE WOULD NEED THAT INFORM. I THINK ADDING ON TO THE, THE VARIABLE, THE, THE, I DON'T, THE COST OF THE FOOTING WOULDN'T GO THROUGH NECESSARILY SAY LIKE THE CITY'S PROCESS, [00:35:01] BUT THE COST OF FOOTING, UH, I THINK IT'S THE MORE PERMITTING SIDE, KIND OF FIGURING OUT THAT ASPECT WOULD BE THAT. WELL, I MEAN, I JUST DON'T KNOW WHAT THE, WHAT THE CITY'S PROCESS IS AND POINT YOU HAVE TO USE, LIKE GROUP VENDORS OR A PROJECT. THERE HAS TO BE SOME SORT OF, CITY DOESN'T HAVE TO BE INVOLVED. NO. CORRECT. MR. S I'M SURE IS HAPPY TO POUR THAT WHEN HE POURS THE SIDEWALK. YEAH. I, INSURANCE REQUIREMENTS, UM, YOU KNOW, IF THROUGH, UH, AND DOING ANY MORE COMPLETE PROPERTY, UM, THAT WE AS OUR HAVE OR, OR SURE. IS THIS SORT OF LIKE, I, I JUST KNOW IN AN UNRELATED MANUAL EQUIPMENT MM-HMM. , IF YOU'RE TRYING TO GO INTO THE SIDEWALK, THERE MIGHT BE A, A CITY REQUIREMENTS TO GET A SPECIAL TYPE OF PERMIT. YEAH. WHICH ACTUALLY IS RUNNING THE TENS OF THOUSANDS OF DOLLARS. IF THE SEWER LINE, IF IT GOES INTO THAT, WE DON'T KNOW IF THAT GOES INTO SEWER LINE. SO WHAT I'M, THAT'S WHY I'M SORT OF A LITTLE BIT HESITANT TO, TO COMMIT TO USING THAT MONEY. 'CAUSE WE DON'T KNOW YET. AND NOT THAT I DON'T THINK THAT THAT, THAT WE NEED TO, I THINK WE CAN FIGURE IT OUT. WE GO RIGHT THERE. I JUST THINK THAT MAYBE WE DO NEED TO GET MORE INFORMATION, UH, WHAT ARE THE CONTINGENCIES AGAIN? UH, I GUESS TO SEE WHETHER WE NEED A PERMIT OR NOT. OKAY. AND TO SEE WHAT KIND OF INSURANCE AND, AND, AND, AND I, IT'S JUST, SO, IT'S, IT'S NOT, THE CITY ATTORNEY DOESN'T NEED TO GO THROUGH THIS, RIGHT? NO, NO. BECAUSE THE PROGRAM IS OVER THE COUNTER PROGRAM. OVER THE COUNTER. YEAH. THIS IS, AND THIS IS SORT OF THE OTHER THOUGHT THAT I HAVE BASED ON ALSO ON THE VISIBILITY OF IT AND HOW BIG IT IS. LIKE AT WHAT POINT, YOU KNOW, WE HAVE LIKE THE, THE STRONG, THE BUTTERFLIES OR IT'S ON A POST AND IT'S BIGGER. IS THAT A POSSIBILITY POST OR WITH SOMETHING MORE VISIBLE? I THINK SOME, SOMETHING TO KEEP IN MIND THAT MR. CARDENAS IS, HE'S ALREADY, UH, HE'S ALREADY WILLING TO, UH, HAVE THIS ON HIS, YOU KNOW, RIGHT. AT HIS HOME. YEAH. RIGHT. AND HE'S BEEN VERY, VERY, VERY, UM, 5%. YEAH. SO THAT, I THINK THAT'S SOMETHING THAT WE, I MEAN, IT'S NOT OUT OF LINE THAT THAT COULD BE PRESENTED TO HIM. I'M JUST WONDERING AT, AT WHAT, UM, AT WHAT POINT WILL HE WONDER WHEN THE PROJECT WILL ACTUALLY MOVE FORWARD. SO I THINK RIGHT NOW WHAT I'M, WHAT I'M HEARING IS, UM, IF THERE'S A COST OF PERMIT, IT SOUNDS LIKE THERE MAY NOT BE BASED ON THE, UH, PROGRAM. I'M, I'M LITERALLY HEADED UP TO CHARLES' OFFICE AFTER THIS, I CAN, UM, TAKE SOME OF THESE RENDERING AND SAY, HEY, IS THIS PROGRAM? YES, NO, MAYBE SO, AND THEN I CAN BRING THAT INFORMATION BACK. UM, AND THEN I'M HAPPY TO TALK TO HOMEOWNER AND KIND OF COME UP WITH A ROUGH NUMBER, UM, OF WHAT HE NEEDS FOR THE FOOTING. UM, AND JUST WHAT HE WANTS. AND THESE OUR ON STUPID WORK. SO LET ME UNDERSTAND. WE HAVE $1,200 THAT WE CAN PUT IT FOR ALL THIS OTHER STUFF IN THAT, RIGHT? YES. THE QUESTION IS IF IT COSTS MORE THAN 1200, IS THAT THE QUESTION? WHAT THEN? BECAUSE I DON'T THINK IT WILL, I DON'T THINK IT ALL, I DON'T THINK IT'LL, I DON'T THINK THAT'LL BE A PROBLEM. OKAY. OKAY. I THINK THAT WAS BREAK. YEAH. IF IT, IF IT'S MUCH LESS, UM, MY PREFERENCE WOULD BE THAT IT GOES INTO THE ARI THING THAT, UM, LUCY'S WORKING ON. WELL, CONGRATULATIONS. EIGHT $50 IS A PRETTY GOOD PRICE FOR EIGHT $50 IS A PRETTY GOOD PRICE FOR YEAH, NO, I THINK IT'S A GREAT DEAL. BUT I, I, I AGREE WITH YOU. YOU KNOW, IF IT COMES MORE THAN THAT, WHAT MM-HMM. SO THAT, THAT'S THE CONCERN. OKAY. SO HOW DO WE, UH, SO DO WE HOLD OUT THE AMENDMENT LETTER? UH, WOULD THAT YOU CAN CONTINGENCY OR, THAT'S THAT'S WHAT I WOULD LIKE TO SEE THAT, YEAH. TO MAKE A MOTION AND WHATEVER THAT MOTION IS, AND TO AMEND IT TO, TO SAY THAT IT WON'T COST MONEY TO 12TH, WHAT WON'T COST MORE THAN 1200, UH, WHATEVER NEEDS TO BE DONE THAT PERMITS BLAH, BLAH, BLAH. THE CONCERN IS IF IT COSTS MORE THAN 1200 WORTH OF MONEY, WHAT'S, WE KNOW THE PLAQUE'S GONNA BE ABOUT 800. WHAT'S THE 12? NO, HE, HE, AND RIGHT. I MEAN, YEAH'S COST, WE DON'T KNOW, BUT RIGHT. A MOTION WITH THE NOT TO EXCEED OR A MOTION TO COME BACK. SO IT'S NOT TO EXCEED. THEY GO IN, THEY CAN AT ONE POINT, AS SOON AS WE GET THE, UH, THE COST AND IT'S WITHIN IT GETS INSTALLED, IS THAT IT WOULD GET INSTALLED THEN AND THERE IF WE WELL, THAT WOULD HAVE TO BE THROUGH, UH, MR. CARDENAS. YES. SO THERE WOULD BE NO FORMAL APPROVAL [00:40:01] OTHER THAN, AND WHAT WE'RE, WE'RE FINDING OUT FROM HOW IT WORKS. ERROR. YEAH. SO THIS IS JUST THE, JUST TO SHOW YOU, IT'S LIKE A SAMPLE APPLICATION, PROVIDE RENDERINGS, UM, INSURANCE INFORMATION, ALL THAT, AND THEN ET AND TO MY UNDERSTANDING, THE CITY WOULD NOT BE DOING THE WORK. IT WOULD BE MR. CARDENAS. AND THAT'S WHY WE'RE TAKING ADVANTAGE OF, HE IS OFFERED TOO. BUT THE FACT THAT HE'S LICENSED AND THEN HE'S ALREADY DOING, HE JUST READ, YOU KNOW, SCULPTURE. THIS KIND OF SOUNDS LIKE WE FALL IN ONE OF THE CATEGORIES. SO, UM, I'M HAPPY TO DO WHATEVER LABOR THAT WE NEED. UM, AND I'M ALSO HAPPY TO TALK TO THE, AND KIND OF GET A BALLPARK NUMBER TO ENSURE THAT WE STAY WITHIN THE AUDIT BUDGET. SO, CHARLES, WHAT WOULD IT LIKE? I WOULD LIKE A MOTION TO APPROVE, UM, PARTS MOVING FORWARD WITH THE PLAQUE, SUBJECT TO CONFIRMATION THAT, UM, THERE NEEDS NO FURTHER APPROVAL FROM THE CITY AND THAT THE PLA CAN BE ACCOMPLISHED WITHIN $2,000. AND IS IT A TIMELINE? THE ONLY TIMELINE I HAVE IS TO PROVE IT, SO, OKAY. NO, A TIMELINE FOR THE OWNER. SHE SAID, LIKE YOU SAID, YOU KNOW, SHE, THAT I DON'T KNOW. OKAY. LOOKING AT THE PROPERTY, UM, YOU KNOW, HE IS PROBABLY GOT ANOTHER THREE MONTHS WORTH. OKAY. THAT'S WHAT, THAT'S WHAT, YEAH. OKAY. SO YOU WANT, YOU WANNA MAKE THAT MOTION? YES. I MOTION IS AS DID YOU. OKAY. DID YOU LIKE IT? OKAY. UM, FOR CLEAR CLARIFICATION, MOTION TO APPROVE ARTS MOVING FORWARD WITH THE PLAQUE IN CONFIRMATION WITH NO FURTHER APPROVALS BY THE CITY NOT TO EXCEED. I, I DIDN'T QUITE GET THE, NOT THE, THE LAST PORTION NOT TO EXCEED THE $2,000 PRE-APPROVED. OKAY. DOES THAT MAKE SENSE? OKAY. ANY ADDITIONS OR QUESTIONS? OKAY. WE'LL CALL, VOTE, VOTE. ALL THOSE IN FAVOR? WE HAVE A SECOND. OKAY. IS THERE A SECOND? OKAY. SECOND. OKAY. THANK YOU. ALL THOSE FAVOR, ALL THOSE OPPOSED, ALL THOSE SAME. SHE SAID, I'M, SHE SAID, MAY I HELP? WHO GAVE THE SECOND WHAT TALKING. I DON'T LIKE TO VOTE MY OWN. WELL, THANK YOU FOR ALL THE DILIGENT WORK. YOU KNOW, SHOULD GIVE YOU AND WE, FOR THE PURSUING OF THE WORK. I HOPE I YOU DID IT RIGHT. OKAY. THANK YOU VERY MUCH. OKAY. NOW, THANK YOU. UM, LOTS OF GREAT UPDATES. UM, WE, UH, GREAT SPRING EVENT. UM, HAD A REALLY GREAT STRENGTH IN THE CITY AT OUR GREAT LIGHTS EVENTS. I EXCITED TO INVITE EVERYONE AGAIN NEXT YEAR. WE HAVE A FABULOUS LINE FOR CALL EVENTS WITH LONGER RUNWAYS FOR PLANNING. UM, SO WE'LL BE SENDING THOSE DATES OUT. UH, WE VERY, VERY PROUD THAT WE GOT OUR CONTRACT CREW WITH THE NATIONAL SCHOOL DISTRICT. SO WE WILL ONCE AGAIN, AGAIN, BE WORKING IN ALL 10 SCHOOLS, UM, AND GRADES SECOND THROUGH SIX. UM, AND WE'RE VERY, VERY BEYOND EXCITED ABOUT THAT WORK. UM, OUR COMMUNITY ARTS PROGRAM, WHICH IS IN THE FALL, UM, AND WE'LL BE DOING SEWING, MUSIC, VISUAL ART ON THE ARTS. UM, AND SO THAT WILL BE OUR AFTER SCHOOL PROGRAM, UM, FOR SOUTH BAY AND PRIMARILY NATIONAL CITY, UH, SPACE. UM, THE TEAM IS DOING REALLY WELL. WE'RE AT ABOUT 40 TEAM MEMBERS, UM, WITH SOME OF THESE EXPANSIONS WITH THE SCHOOL DISTRICTS. UM, WE HAVE A LOT OF OUTREACH GOING ON TO SCHOOL SITES WITH KIND OF THE GOAL OF, UH, YOUNG PEOPLE KNOWING ABOUT ARTS AND COMING BACK TO THE WORKSHOPS, EVENTS AND, UM, AFTERSCHOOL PROGRAMING. UM, SO THAT'S ALL REALLY EXCITING STUFF THAT'S GOING ON, UH, CURRENTLY, UH, IN TERMS OF THE ARI, UM, WITH THE SUPPORT OF CHARLES AND CHARLES, THANK YOU FOR ALL YOUR LEG WORK ON THIS. REALLY EXCITED TO SEE THIS COME TO LIFE AS PART OF KIND, A BIGGER INITIATIVE AT ARTS TO REALLY CELEBRATE SARI. UM, WE HAVE SUBMITTED A FEW GRANT APPLICATIONS FOR SOMETHING CALLED PURE VALARI. AND SO WHAT THAT WILL LOOK LIKE IF AWARDED IF, BUT WHEN AWARDED , UM, WE'LL HOPEFULLY BE, UH, WHAT'S CALLED VALARI TALKS. SO, UM, WE'LL BE CURATING, UM, YOU KNOW, EXPERTS ON BALDISARI, UH, CONTEMPORARY SUCH AS RERO, UM, FOLKS. UH, HUGH DAVIES IS IN THE LINEUP. HE ACTUALLY WROTE, LITERALLY WROTE UP ARI. UM, AND HOPEFULLY KIND OF EDUCATING FOLKS IN COMMUNITY [00:45:01] ABOUT ARI, UM, AT ARTS. AND SO THOSE WILL BE, UH, EVENTS THAT WE'RE GONNA BE PROGRAMMING. AND THEN WE'D LIKE TO HAVE A ARI DEDICATED GALLERY, UM, WITHIN OUR SPACE. AND SO WE WILL BE ROLLING OUT ARI CURRICULUM AT ALL OF OUR NFD SITES, SO NATIONAL CITY YOUTH UNDERSTAND ARI, AND THEN THAT WORK LIVES IN A SPACE, UM, PERMANENTLY ON DISPLAY AND IN ROTATION IN OUR, THE REALLY EXCITING STUFF THERE. UM, AND YEAH, UM, THAT'S PRETTY MUCH IT FOR US. UM, IT'S GOING REALLY WELL. WE HAVE A LOT OF, UM, WE'RE DOING A FEW, UM, PUBLIC ART PROJECTS. UM, SO YOU'LL SEE OUR STUDENTS, UM, THROUGH A PAID APPRENTICESHIP PROGRAM, UM, DOING WORK HERE, UH, IN COMMUNITY, WHICH IS REALLY, REALLY EXCITING. UM, A LOT OF METAL WORK COMING UP, UM, IN TERMS OF SOME PUBLIC WORK THAT WE'RE DOING. SO OUR WELDING STUDENTS ARE, ARE GETTING TO IT, UM, WHICH IS REALLY EXCITING. SWEETWATER HIGH STUDENTS IN THE CTE, UH, WELDING ENGINEERING PROGRAM PRIMARILY. UM, AND THEN, UH, MEETING, I JUST CAME OUT THIS, OUR JUVENILE COURT COMMUNITY SCHOOLS LOCATED RIGHT NEXT DOOR TO SOUTHWESTERN COLLEGE. UM, AND THEY'RE LOOKING TO DO, UH, EXPANSION OF PROGRAMMING WITH US, UH, AND DOING DIFFERENT ART FORMS. SO THAT'S A REALLY EXCITING TRAJECTORY FOR US AS WELL. UM, THOUGHTS? QUESTIONS. CONGRATULATIONS ON EVERYTHING. THANK YOU. DO APPRECIATE. BUT ALSO GOING ON WITH PLAQUES. I THINK ULTIMATELY AS PART OF THE COMMUNITY YEAH. THAT PROBABLY SHOULD BE ULTIMATE GOAL TO THE COMMUNITY AND TO BENEFIT COMMUNITY AND, AND HAVE OUR OUR CIVIC PROJECT. THAT'S RIGHT. THE OTHER ONE NICE TO HAVE SOME SORT OF, UH, UH, WINDFALL, BUT I THINK THIS IS, YEAH. AND THIS IS SOMETHING WE WANNA CREATE SUSTAINABLE COLLECTIVE FUNDING AROUND. UM, YOU KNOW, IT REALLY STRUCK ME. I WAS AT MCA IN LA AND I SAW, WELL, SORRY, CHASE THERE. AND I THOUGHT, WOW, ALL CREDIBLE. AND I LUCKY I AM THAT I GET TO SEE THIS HERE. WE SHOULD BE CELEBRATING THIS HERE IN THE COMMUNITY. SO THAT WAS A HUGE CATALYST, UM, FOR REALLY PROSPECTING BRANDS THAT, UM, ARE INTERESTED IN THAT KIND OF WORK AND BRINGING TOGETHER INTERGENERATIONAL AUDIENCES AROUND THE WORK. SO, UM, I THINK THIS IS REALLY EXCITING AND I THINK THIS IS PART OF KIND OF THAT BIGGER, UM, VISION THAT WE HAVE AT ARTS TO SELL GREAT , NOT ONLY TODAY, BUT EVERY DAY. UM, AND SO, YEAH, VERY EXCITING. AND WE'LL KEEP EVERYONE KIND OF ABREAST OF HOW THAT'S GOING, UM, AND HOW THAT EVOLVES, FINGERS CROSSED ON SOME OF THOSE BRAND ISSUES. CAN I ADD A LITTLE BIT TO THAT? UM, YOU, DAVIES WROTE THE BOOK ON VOLUNTARY. HE WROTE THE BOOK ABOUT ARI'S NATIONAL CITY WORK. SO THAT'S KIND OF . HE'S AN ADVISOR ON THE PROJECT AND THE FORMER EXECUTIVE DIRECTOR OF THE MUSEUM, CONTEMPORARY ART, AND SORT OF A, A LONGSTANDING EXECUTIVE DIRECTOR WHO VAGUELY CHANGED THE TRAJECTORY OF THESE. SO VERY PROUD TO HAVE HIM INVOLVED. THANKS TO CHARLES ON, UM, AND ANY, ANYTHING, WHENEVER YOU NEED ME TO FIGURE OUT HOW WE CAN WORK THAT STUFF IN AND WHEN WE CAN START THAT, APPRECIATE. WELL, THANK YOU VERY MUCH. UH, BOARD OF SAN DIEGO IS THERE. DO WE HAVE A, A MEMBER? NO. DO WE HAVE ENTRY FROM THE, UH, WHO IS OUR, OUR GUY OR LADY? SAN DIEGO, THE GENTLEMAN I RECALL. HE CAME IN ONCE ON HIS YEAH, I REMEMBER. THAT'S HE'S DON'T, 'CAUSE HE'S IMPORTANT BECAUSE OF THE FUNDING RIGHT. FOR PROJECTS AS PART OF ROLL CALL. YEAH. YOU HAVE YOURSELF, UH, WILLIAM, KATRINA, RYAN, JACQUELINE, CHARLES AND JOSE. IS THERE A, UH, ATTENDANCE DEPARTMENT, DEPARTMENT FOR, IS THERE ATTENDANCE REQUIREMENT? BELIEVE SO. MM-HMM. PLEASE, SIR. UH, UM, YEAH, THERE IS, I THINK IT IS ONCE WE GET TO THREE, UM, IT'S, YOU KNOW WHAT? THAT, THAT'S A GOOD QUESTION BECAUSE, UH, THE OTHER COMMITTEES, UH, THAT I WORK, WORK WITH, THEY MEET MONTHLY, SO IT MAY BE A LITTLE DIFFERENT. I'LL CHECK WITH SHELLY, OUR CITY CLERK, JUST TO VERIFY. YEAH. WE MIGHT HAVE TO, I THINK THERE'S THREE, UH, UNEXCUSED AND THEN, UH, YOU HAVE TO CALL IF THERE'S SICK OR MM-HMM. . BUT I THINK WE DO HAVE A POLICY AND WE'LL CHECK IT OUT. RIGHT. AND THAT, THAT ALSO JUST KIND OF BRINGS BACK TO IF YOU MISS THREE IN A YEAR, THAT'S FOUR, THERE'S FOUR TOTAL. RIGHT, EXACTLY. SO THAT'S A LOT. RIGHT? YEP. SO THAT, I THINK THAT WHEN WE WERE MEETING EVERY TWO MONTHS OR SOME MM-HMM. , THAT WOULD BE EVERY THREE MONTHS OR, RIGHT. OKAY. EXACTLY. OKAY. BUT I DON'T EVEN, I DON'T SEE AN ANOTHER NAME ON HERE THAT WOULD RIGHT. WHO WAS THE LAST PERSON THAT HELD COURT? UM, [00:50:01] I THINK I LOST. OKAY. OKAY. YEAH. AND, AND MAYOR MORRISON WAS DISTRESS, AS I RECALL. I, I THINK I HEARD THIS FROM THE, THE NATIONAL CITY WAS NEVER SEEMED TO GET, ITS GET ITS SHARE. UH, AND SO, YOU KNOW, BECAUSE THAT'S AN IMPORTANT CHOICE FOR THE CITY BECAUSE IT'S PORK, IT'S A LOT OF MONEY. A LOT OF MONEY. THERE'S A LOT OF MONEY SITTING ON A GIGANTIC COURT, YOU KNOW, LANDSCAPE. YEAH. AND IT'S ACTUALLY FUNDING NOT ONLY FOR ARTS RIGHT. BUT FOR PUBLIC ARTS THAT WE'RE YES. AND, AND, UM, EVENTS. AND, AND YEAH. WE DON'T HAVE THE VOICE, YOU KNOW, LIKE BIG SUPPORTERS IN MARIACHI I RECALL. SO MAYBE WE SHOULD LOOK AT SOMEBODY LIKE, YOU KNOW, THAT HAS OUR INTEREST IN, IN NATIONAL CITY. WE ALSO HAVE, I MEAN, THE UPDATE TO PEPPER PARK I THINK IS HAPPENING, RIGHT? SO, RIGHT. WE NEED THAT VOICE OR AT LEAST TO KNOW WHAT'S GOING ON. ABSOLUTELY. OKAY. I DON'T THINK WE TALK ABOUT THAT. I DON'T THINK WE TALK ABOUT THAT THIS MEETING. IT'S NOT CULTURAL ARTS PLAN. YES. SO, UM, I HAVE PASSED AROUND. LET ME KNOW IF YOU DO NOT HAVE A COPY OF CULTURAL ARTS PLAN THAT WE HAVE, UM, ON FILE. SEE, UH, YEAH. AND, UH, WE DON'T NECESSARILY HAVE TO READ LINE BY LINE THROUGH THIS TODAY. RIGHT. BUT I WANTED TO MAKE SURE THAT EVERYONE WAS AWARE IF WE DO HAVE A CULTURAL ARTS PLAN, AND THIS IS SOMETHING THAT, YOU KNOW, IT REALLY IS THE, THE ROLE OF THIS COMMITTEE TO UPDATE AND KEEP CURRENT. UM, THIS WAS, UH, LAST REVISED IN 2022. UH, AND I WILL SHARE THE LINK WHERE THIS IS ACCESSIBLE, BUT I JUST WANTED TO PUT THIS ON AS, AS, UH, NEW AND UNFINISHED BUSINESS BECAUSE IT'S SOMETHING THAT REALLY SHOULD BE, UH, ONGOING. AND, UM, YOU KNOW, ONCE IT, IT GETS UPDATED, THEN WE JUST HAVE TO UPDATE IT AGAIN. SO SOMETHING TO KEEP IN MIND THAT IT'S SOMETHING THAT WE SHOULD, WE SHOULD KEEP FRESH. I, I TOOK SOME TIME TO, THROUGH A CULTURAL ART PLAN FOR THE CITY OF SAN DIEGO AND A FEW OTHER AGENT MUNICIPALITIES THAT I'LL SHARE. UM, CARLSBAD HAS QUITE A, A ROBUST CULTURAL ARTS PLAN, UM, THAT THEIR, THEIR CULTURAL ARTS COMMITTEE, UH, IS HEAVILY INVOLVED IN THE, UM, IMPLEMENT IMPLEMENTATION OF THE PLAN ITSELF. AND, UH, I BELIEVE THIS, I DON'T WANNA JUMP, BUT, UH, GOING TOWARDS OUR NEXT ITEM WITH THE GOAL SETTING, I THINK THAT THIS FITS IN, TIES IN NICELY WITH, UM, SOME OF OUR GOALS. AND IT, IT WOULD BRING US, UH, YOU KNOW, REALLY TO THE PURPOSE OF WHAT THIS COMMITTEE, UH, REPRESENTS FOR THE CITY OF NATIONAL CITY. MAYBE ONE DAY WE COULD ALL GET SATURDAY OR SOMETHING, BUT A PLAN IS NOT A PLAN UNLESS IT'S PUT AWAY. RIGHT? MM-HMM. . AND THERE'S A LOT OF STUFF, A LOT OF GOALS AND OBJECTIVES HERE THAT WE NEED TO SAY, OKAY, WE'RE NOT DOING THIS. WE HAVEN'T DONE THIS. WE, YOU KNOW, HOW DO WE, HOW DO WE SUSTAIN A SUSTAINABILITY PLAN? 'CAUSE IT'S ALL WORSE UNLESS WE REACT UPON IT. RIGHT. AND WHAT IS THE FLAW AND WHAT IS, WE COULD SET UP THAT, RIGHT? MM-HMM. YOU COULD SET UP JUST TO MAKE SURE THAT WE, WE FOLLOW WITH THE BROWN, UM, BROWN ACT WOULD MAKE SURE THAT WE WOULD SET IT UP A SPECIAL MEETING AND MAKE A WORKING MEETING WITH THE ONE AGENDA ITEM AS YEAH. BECAUSE I WOULD THINK THAT THERE'S A LOT OF NEW PEOPLE HERE AND GIVEN IN THE CITY THAT WE NEED TO MAKE SURE THAT WE GO ALONG. SAY, OKAY, WHAT HAVE WE DONE? WHAT HAVEN'T WE DONE? WHAT, WHAT'S THE GOAL FOR THE NEXT FIVE YEARS FOR PEOPLE THAT ARE FOLLOWING US? RIGHT. ESPECIALLY WITH THE PARTNERS OF OUR WE, THIS, THIS IS HAND IN HAND WITH THAT. AND SO I THINK IT, IT, THIS SHOULD ALWAYS, THAT THE QUESTION I HAD, AND WE HAD THIS QUESTION FOREVER, BUT I DON'T SEE IT HERE. WHAT WE GONNA CHANGE OUR TITLE FROM? THAT WAS PART OF THE PUBLIC ARTS PLAN. IT'S NOT HERE. AND WE'VE BEEN FIGHTING THAT FOR 10 YEARS OR MORE THAN I FOR POINTING IT. I'VE BEEN HONOR AND, AND, AND IT IS STILL NOT HERE. YOU KNOW, THE, THE, THE, UH, THE TITLE OF US. YEAH. WE, WE WANTED IT TO BE MORE INCLUSIVE. UH, 'CAUSE CLARK, TO SOME PEOPLE, IT'S A, IT'S A CERTAIN CHANNEL, BUT THERE ARE THEATER ARTS, UH, THERE ARE MUSICAL ARTS. LUCY COULD TELL THE STORY MUCH BETTER THAN COULD. YEAH. I ALSO WAS JUST THINKING TOO, YOU KNOW, AS WE EXPAND TO SOME OF OUR APPRENTICESHIPS, HOW GREAT WE HAD A ALUMNI, UM, OF ARTS PROGRAMS HERE WHO'S IN COLLEGE STUDYING ART, YOU KNOW, WELL OUT OF THE PROGRAM AND ON THEIR PATH. BUT THAT WOULD BE REALLY BEYOND PIECES, THE TABLE, I THINK, UM, YOU KNOW, YOUNG NATIONAL CITY [00:55:01] HERE, . YEAH. SO I, I WOULD LIKE TO REVISIT THAT BECAUSE WE'VE TALKED ABOUT IT FOREVER. AND THAT, YOU KNOW, THE TITLE DOES NOT REFLECT WHO WE ARE AND WHO WE ARE. AND ESPECIALLY THE PLAN, I THINK PUBLIC ARTS AND CULTURE WHEN WE WERE GOING RIGHT TO, TO GET THAT, I WOULD ADD THIS POINT IN THAT HERITAGE. YES. SO I THINK MAYBE WE SHOULD REVISIT THAT AT THAT TIME, BECAUSE THAT ALSO HAS TO DO WITH GRANTS. YOU KNOW, WHAT, WHAT, WHAT THE NARRATIVE IS OF WHAT WE DO. THE, BECAUSE PUBLIC ARTS IS VERY NARROW, AND THAT'S THE IMPORTANT THING ABOUT THE PORCH. SO, OKAY. UH, THANK YOU. UH, GOAL SETTING. OKAY. SO MOVING RIGHT INTO GOAL SETTING. UM, OFTENTIMES WE'LL COME THESE MEANS, AND, AND WE WANNA MAKE SURE THAT WE'RE USING OUR TIME WISELY. AND I DO APPRECIATE EVERYONE THAT'S HERE. UM, AND THE INVESTMENT THAT YOU HAVE, UH, PERSONALLY IN, IN NATIONAL CITY, AND MAKING SURE THAT OUR RESIDENTS AND OUR FAMILIES ARE, UM, BEING SERVED TO THE BEST OF THEIR ABILITY. SO WITH THE PARK AND RECREATION SENIOR CITIZEN ADVISORY COMMITTEE, WE RECENTLY WENT THROUGH A GOAL SETTING PROCESS, AND IT WAS A WORKING MEETING. WE SCHEDULED A SPECIAL MEETING AND THERE WAS SOME HOMEWORK. SO EVERY INDIVIDUAL, UH, WENT HOME WITH, UH, THE THOUGHT PROCESS TO, UH, REALLY THINK ABOUT WHAT IS THEIR PURPOSE FOR BEING HERE. AND THEN THEY WERE TO BRING BACK TO THE NEXT MEETING, OUR SPECIAL MEETING, UM, THEIR INTENTIONS AS, AS THEY, UH, PERTAIN TO THE COMMITTEE. SO I WOULD ASK THAT IF WE WANTED TO DO SOMETHING LIKE A GOAL SETTING, WE WOULD DO THAT. AND AT THE SPECIAL MEETING, WE WOULD INVITE OUR, UH, CITY CLERK WHO ALSO WOULD HELP US STREAMLINE OUR IDEAS, UM, INTO SOMETHING THAT, UH, WE WOULD EACH HAVE A SEGMENT OR A PIECE OF THE COMMITTEE THAT WE'RE RESPONSIBLE FOR, UM, WITH THE, THE PARK AND RECREATION SENIOR CITIZEN ADVISORY COMMITTEE. WE HAVE SOME FOLKS THAT, UM, ARE ACTIVELY INVOLVED IN THE SENIORS, UH, PROGRAMS. AND THEN WE HAVE OTHER, UH, AREAS, SPECIAL EVENTS OR YOUTH. SO SOMETHING THAT WOULD FALL ALONG THE LINES OF PERHAPS YOUR INTEREST OR WHAT YOU WOULD LIKE TO SEE FOR THE RESIDENTS. AND THEN WE WOULD HAVE OUR CITY CLERK HERE TO HELP US, UH, STREAMLINE, MAKE SURE THAT WE'RE FOLLOWING, FOLLOWING IN, UH, LINE WITH THE BROWN ACT AND WITH, UH, ANY OTHER VARIABLES THAT COULD, COULD COME UP. AND IT WOULD ALSO BE A REFRESHER FOR US, UM, IN, IN REGARDS TO HOW WE'RE SUPPOSED TO RUN A MEETING. AND, UM, IT WOULD BE KIND OF A TWOFOLD WHERE WE WOULD HAVE, WE WOULD HAVE THAT LITTLE BIT OF AN EDUCATIONAL SEMINAR FROM OUR CLERK, AND THEN, UH, WE WOULD GO INTO OUR GOALS. THIS WOULD BE A MEETING WITH, WITH THE LIBRARY OR, OR JUST, NOT JUST US WITH THE LIBRARY. NO, JUST US. BUT THE CITY CLERK WOULD BE THERE AS AN ADVISORY. UM, AND THEN IT'S, IT'S GOOD TOO. WE AT, AT OUR, OUR PARKS AND REC, SENIOR CITIZEN ADVISORY COMMITTEE. THAT TOO MOUTHFUL. UH, THERE, THERE'S IN INTERIM IN THE ARTS. AND SO THAT WAS ALSO MY OPPORTUNITY TO SAY, WELL, WE ACTUALLY HAVE AN ARTS PUBLIC ARTS COMMITTEE, SO WE HAD TO KIND OF TAILOR THAT, UM, THAT PERSON'S INTEREST AND FIND THEIR DIRECTION. SO IT'S A WORKING MEETING. UH, BUT IF THAT IS SOMETHING THAT THIS COMMITTEE WOULD LIKE, LIKE TO DO, I CAN FACILITATE IT. I WOULD JUST NEED TO KNOW IF THAT'S SOMETHING WE WOULD LIKE TO KEEP AS NEW BUSINESS OR UNFINISHED BUSINESS, OR IF IT'S SOMETHING THAT'S NOT, NOT OF INTEREST AND HAPPY TO DO. YEAH. I LIKE SOMETHING TO DO LIKE A WORKSHOP. IT IS, YEAH. IT'S, YEAH. AND I'VE DONE QUITE A FEW OF THESE, AND SOMETIMES THEY, AS YOU'RE WORKING THROUGH IT, IT'S NOT TANGIBLE. YOU DON'T, YOU DON'T HAVE, UM, YOU DON'T HAVE STATISTICAL DATA THAT YOU'RE PRODUCING AT THAT MOMENT, BUT YOU'RE WORKING TOWARDS IT AND YOU'RE CREATING THIS PLAN. SO, UM, IF YOU CAN, IF, IF YOU'RE INTERESTED IN THIS, I, I WOULD ADVISE IT. WE HAVE HAD A LOT OF SUCCESS AT OUR OTHER COMMITTEES WITH DOING THIS GOAL SETTING. IS, IS THE PUBLIC INVOLVED IN THE OTHER ONES? THE PUBLIC STAKEHOLDERS THAT COME IN? PEOPLE ARE WELCOME TO, UM, WELL, FOR THE, THE PARK AND REC SENIOR CITIZEN ADVISORY COMMITTEE, IT IS RUN, IT'S, IT'S, UH, IT'S RUN THROUGH THE COMMUNITY SERVICES DEPARTMENT. UH, WE BRANCHED OFF FROM THE LIBRARY, SO WE HAD THE LIBRARY COMMUNITY SERVICES, AND WE ARE TWO SEPARATE DEPARTMENTS. UM, THE PUBLIC IS WELCOME TO COME TO ANY OF OUR MEETINGS, UH, BUT WE'RE NOT NECESSARILY TRYING TO ENGAGE THE PUBLIC BECAUSE YOU ARE HERE TO, UM, SPEAK ON BEHALF OF THOSE INTERESTS AS WELL. AND WHAT WE CAN DO IS ONE PERSON CAN ASSIST WITH SURVEYING THE PUBLIC. UM, AND THEN THAT'S HOW WE CAN FOSTER AND GATHER OUR, UH, WELL, I'M, I'M JUST WONDERING WHETHER THIS WOULD BE SOMETHING THAT WE CAN ACTUALLY, I KNOW WE DON'T HAVE TO, BUT WHETHER WE WOULD ACTUALLY BENEFIT FROM TRYING TO HOLD SOMETHING LIKE SATURDAY IF WE WERE, AND INVITE THE COMMUNITY, INVITE OUR COMMUNITY, AND THAT WAY WE CAN JUST HAVE MORE PEOPLE ON OUR RADAR TOO, AND JUST [01:00:01] MAKE IT INFORMATIONAL AS WELL. YEAH, THAT'S A COOL IDEA. UM, WE, WE WOULD HAVE TO MAKE IT A FORMAL MEETING IF WE ARE ALL HERE AND, AND, AND DISCUSSING BUSINESS AS IT RELATES TO PATH. YEAH. I THINK WE CAN DO THAT. AND THEN PEOPLE, WHEN THEY'RE GIVEN THE ADVANCED NOTICE FOR THE MEETING, THEY WOULD HAVE THOSE THREE MINUTES OF PUBLIC COMMENT, OR WE COULD, WE COULD GET THE ADVICE FROM THE CITY CLERK ON HOW TO APPROACH KIND OF THAT INFORMATION SESSION. KINDA LIKE WHAT YOU'RE TALKING ABOUT, LIKE THIS MORE DISCUSSION FORM THAN ADDRESSING THE COMMITTEE. YEAH. I MEAN, I, I DO THINK WE COULD, WE PROBABLY GET SOMETHING COMPREHENSIVE, BUT WE MIGHT BE LISTING THINGS, ESPECIALLY SINCE WE IDENTIFIED THE ARTS COMMUNITIES FROM THAT SURVEY. MM-HMM. . SO WE KNOW WE CAN START WITH 'EM AT LEAST. UM, ONE THING, I THINK I REMEMBER THE FORMAT THAT I WAS IN PASADENA. I WAS IN SOME PUBLIC ARTS COMMITTEE THAT THE CITY DID, AND WE PULLED AS MUCH AS WE COULD TOGETHER AS THE COMMITTEE, AND THEN OPENED IT UP TO AS MANY PEOPLE WHO WANTED AND ACTUALLY SOLICITED PEOPLE THAT WE COULD IDENTIFY THE ARTS COMMUNITY. SO WE HAD SOME GROUNDWORK DONE AND PEOPLE WERE FREE TO EXPAND ON IT, UH, YOU KNOW, MAKE TRADE OFFS OR, YEAH. THERE, THERE, THERE ARE TWO, UH, UH, DIFFERENT THOUGHTS, RIGHT? ONE IS A WORKING COMMITTEE TO WORK INTO THE PLAN TO SET UP GOALS OF WHAT WE HAVE DONE AND WHAT WE HAVEN'T DONE, RIGHT? MM-HMM. . AND, AND WHY THE WHAT, WHY, WHY? AND, AND THEN THE PUBLIC IS INVITED AFTER THE, THE, THERE'S THE PRIVATE KIND OF CONVERSATION WITHIN THE COMMITTEE THAT HAS WORKED ON THE PLAN, AND THEN THE PUBLIC'S INVITED TO DO THE CITY OVERALL PICTURE IT ALL, BECAUSE WHAT HAPPENS IS YOU SIT THERE AND START DEBATING ON, YOU KNOW, WHAT IS, YOU GO, WHAT DO I HAVE? UNLESS THEY ADD, THERE'S AN INPUT, RIGHT? SO THERE'S A, THERE'S A TWO PROBLEM WORKSHOP, RIGHT? ONE WITHIN THE GROUP LOOKING AT THE PLAN, WHAT HAVE WE DONE, WHAT, WHAT IS OUR GOALS AND SO FORTH AND SO ON. AND THEN HAVE THAT PUBLIC INVITED AT A CERTAIN TIME WITHIN THAT FRAMEWORK OF OUR RETREAT. MM-HMM. , YOU KNOW, AND SAY, OKAY, PUBLIC'S INVITED ONE. BUT ONCE WE GET OUR BUSINESS IN ORDER, AND THEN MAYBE WE, WE CAN DISCUSS WHAT THE PUBLIC NEEDS TO KNOW IN HERE AND WHAT THEY RIGHT. AND SOME OF US, RIGHT. AND ANY, ALL OF THEM MEETING WOULD BE OPEN TO THE PUBLIC. RIGHT? THEY'RE ALL, THEY'RE ALL ONE MORE FORMAL. THE OTHER ONES MORE LIKE, RIGHT. I'M WONDERING ACTUALLY IF IT MIGHT BE THE OTHER WAY AROUND. IT COULD BE YOU GETTING THE INPUT FIRST AND THEN YOU COME BACK AND MAKES SENSE. I THINK I REMEMBER, AND AS THIS GOING BACK YEARS AGO, UM, THE FIRST GROUP GOT OUR WORKSHOP TOGETHER AS A GROUP AND PRETTY MUCH REDUCED ALL OF THE GOALS TO A SINGLE DECLARATIVE SENTENCE. AND THEN I THINK WE INVITED THE COMMUNITY IN EACH OF THOSE DECLARATIVE SENTENCES OR PROGRAMS OR WHATEVER THEY WERE GOT PUT ON A PIECE OF, UH, BUTCHER PAPER ON THE WALLS. AND THEN PEOPLE COULD GO IN AND CHECK AND SAY, I LIKE THIS. OR ADD SOMETHING TO IT. THAT GAVE SOME TEXTURE AND STRUCTURE TO IT. AND THEN SORT OF, WE, WE DISCUSSED THAT WENT THROUGH IT. SO THERE WAS PARTICIPATION, BUT THERE WAS ALSO A CERTAIN AMOUNT OF, OF STRUCTURE. UM, AND WE, YOU KNOW, SOME THINGS COMMUNITY DIDN'T SEEM TO BE INTERESTED IN OTHERS. WE GOT LOTS OF REALLY GOOD IDEAS ABOUT, OH, YOU WANNA DO THIS, YOU KNOW, HERE'S SOME PEOPLE YOU WANNA KNOW, OR THESE PROGRAMS TIE IN SO ON. GOOD IDEA. BECAUSE WHAT HAPPENS IF YOU, IF HE'S COME INTO THE, UH, FOR INSTANCE, CIVIC ENGAGEMENT, RIGHT? LIKE THE ECONOMIC IMPACT IS, THERE'S THIS BUSINESS, YOU KNOW, HOW HOW IS THE BUSINESS, YOU KNOW, THE BUSINESS PERSON, YOU KNOW, AND WE TALK ABOUT THAT TOO. REMEMBER THAT SOME RESTAURANTS COULD BE GALLIES ON. I MEAN, YOU KNOW, THERE, WHEREVER THERE'S A WALL THAT CAN BE UP THAT SIMPLE, RIGHT? EVERY ROOM THAT CAN BE A MUSEUM OR A GUITAR. SO YEAH. RIGHT. SO THE QUESTION IS, UH, UH, HOW DO WE ENGAGE THE, UH, THIS COMMUNITY AS A VIBRANT ARTIST? 'CAUSE THEY KNOW THE HEARTS, RIGHT? BUT HOW DO WE GET, GET THEM ENGAGED IN THE CITIES OVERALL CLIMATE, EVEN THE HISTORICAL SOCIETY, ARTISTIC WITH THEIR COSTUMES AND STUFF. SO, UH, UH, MAYBE, MAYBE, AND YOU'RE RIGHT, MAYBE INVITING PEOPLE LIKE THE PARKS AND RECORDS AND THE ONE PERSON THAT REPRESENTS THE GOVERNANCE [01:05:01] OF THIS, YOU KNOW, WHAT, WHAT DO THEY, IT IS LIKE, YOU KNOW, COLLEGE THAT HAS VERY DIFFERENT, DIFFERENT COLLEGES AND NOBODY CAN SPEAK TO WHAT INTERNET. IT'S THE WEIRDEST THING. IT'S A FUEL SYSTEM HERE. AND SO WHAT HAPPENS IS, YOU KNOW, HOW, HOW DOES A PUBLIC LIBRARY CONNECT WITH THIS? HOW DOES THE PARK AND RECREATION DEPARTMENT CONNECT WITH THIS? HOW DOES A FIRE STATION COME WITH THIS? WELL, I MEAN, IT'S, IT IS, IT IS A, IT, IT IS A CITY THING. AND WHAT HAPPENS IS, YOU KNOW, WHEN WE TALK TO YOU, THE CITY COUNCIL, THEY'RE, THEY'RE IN THEIR OWN FOG SOMETIMES. AND SO WHAT HAPPENS IS THAT IT IS MORE ENGAGEMENT IN THE PUBLIC POLICY MAKING PROCESS. THE MORE STRENGTH IT'S, I THINK BECAUSE THEY ALSO HAVE MORE, RIGHT? I MEAN, WE USE THOSE . SO MAYBE THAT'S WHAT THE DISCUSSION, BUT THAT'S THE BROADER, THAT'S THE BROADER VIEW OF THIS THING, YOU KNOW? SO I, I, I THINK AND, AND MAYBE WE GONNA BE THE FACILITATOR OR, SO THAT WILL BE GOOD. MAYBE YOU, YOU CAN FACILITATE THAT. SO I THINK, UH, SO WHAT I'M HEARING IS THAT WE WOULD LIKE TO MOVE AHEAD WITH THE GOAL SETTING. UH, WHAT WE NEED TO DETERMINE, ARE WE HAVING THE WORKSHOP FIRST? ARE WE, ARE WE HAVING CHICKEN OR THE EGG FIRST? SO, UH, LET'S HAVE THAT DISCUSSION. ARE WE, ARE WE HAVING A, IS THAT SOMETHING THAT YOU COULD BRING BACK EXAMPLES ON ANOTHER MEETING? SURE, SURE. IS THAT, IS THAT GOOD? THAT WOULD BE GOOD. ALEXA FORMAT, OPTION. SURE, SURE. CERTAINLY I'LL BE THAT FAR. I THINK THAT'S A FANTASTIC IDEA WHAT THAT LOOKS LIKE. YEAH. I WOULDN'T HAVE THOUGHT ABOUT GIVING THEM BACKWARDS AND WHEN, AS SOON AS YOU SAID THAT. OH WOW. YOU KNOW, THAT REALLY MAKES SENSE. WHO ARE WE SERVING THE PUBLIC? SO, UM, THANK YOU FOR THAT. OKAY. ALRIGHT. OKAY. ANY CITY STAFF COMMENTS? YES, THANK NOW PUT ON THE SPOT THAT I WOULD LIKE YOU TO MENTION, UM, ABOUT THE CHE THE IDEA YOU HAVE THAT YOU'RE TALKING WITH YOUR TEAM. HELLO EVERYONE. MY NAME IS . UH, I'M A RECREATION SUPERVISOR, UM, OVERSEE C PROGRAMMING. AND, UM, ONE OF OUR PROGRAMS IS THE MORNING SOCIAL, WHICH SERVES INDIVIDUALS END UP. AND A COMPONENT OF THIS IS A CROCHET GROUP. UM, IT HAS BEEN INCREASING. THERE'S SOME PEOPLE WHO LEARNED CROCHET IN THIS PROGRAM. THERE'S OTHERS WHO ARE HELPING TEACH THOSE INDIVIDUALS. UM, BUT THERE WAS A WANT FROM THE INDIVIDUALS WHO ARE RESPONSIBLE FOR THAT SECTION, UM, TO HOPEFULLY CREATE A COMMUNITY, UM, CROCHETED BOMBING PROJECT. SO IF YOU'RE NOT FAMILIAR, THIS WOULD BE CREATING CROCHETED BLOCKS. THEY WOULD BE PLACED TOGETHER AND HOPEFULLY WRAPPING AROUND MAYBE A TREE OR BIKE, UM, BIKE HOLDER GRASS, BIKERACK, , UM, OR THINGS LIKE THAT. AND, UH, THERE WAS A INTEREST IN INVOLVING THE COMMUNITY AS A WHOLE. SO WE KNOW THAT NOW YOUTH IS CROCHETING MM-HMM, . UM, SO IT'D BE REALLY FUN TO GET THE SENIORS INVOLVED, GET THE YOUTH INVOLVED, AND GET SOME OTHER COMMUNITY MEMBERS AS WELL. UM, SO THERE IS A CONVERSATION THAT HAS TO HAPPEN WITH THE PARKS DIVISION JUST BECAUSE THEY MAINTAIN THE TREES. SO WE WANNA MAKE SURE THAT THAT'S OKAY. UM, BUT IT'S JUST SOMETHING THAT CAME ABOUT WITH OUR PARTICIPANTS. WE DO HAVE ONE STAFF MEMBER WHO IS, UM, THE PERSON WHO LEADS THE CROCHET, UM, INITIATIVES WITHIN OUR PROGRAM. UM, WHO IS DEFINITELY DOING THE RESEARCH AND TRYING TO FIND OUT TOO, IF THIS IS SOMETHING THAT WE CAN DO. UM, BUT JUST THROWING THAT OUT THERE, THAT IS SOMETHING THAT IS, IS WANTED TO HAPPEN FROM OUR PARTICIPANTS. GREAT. FABULOUS IDEA. ABSOLUTELY FABULOUS. YEAH, THAT'S GREAT. AND JUST LET US KNOW HOW WE CAN BE SUPPORT. WE HAVE A SEW PROGRAM, UM, IN OUR COMMUNITY ARTS PROGRAM. I'M SURE SOME OF THOSE YOUTH WOULD LOVE THAT. A LOT OF THEM HAVE ASKED THE PARENTS TO GO HOME AND BUY THEM NEW SEW MACHINE SO THEY CAN CONTINUE TO WORK AT HOME. SO THAT'S AWESOME. AND THEY DO RECEIVE COMMUNITY SERVICE, UM, CREDIT FOR THEIR SCHOOL AS PART OF THE PROGRAM AND I CAN SEE THAT ALIGN REALLY NICELY, UM, TO SEE THAT WORK FOR SURE. A CROCHET STOP SIGN OR SOMETHING. SO THEY CROCHET STOP SIGN. I'VE SEEN IT. YEAH. I DUNNO IF IT'S, I DUNNO IF IT'S ACTUALLY THEY SHOULD, BUT I KNOW IT'S HAPPENED. YEAH, IT'S JUST RESTING WHEN YOU SEE IT. IT'S WONDERFUL. YEAH, I THINK MY NEIGHBORHOOD THERE IS A CROCHET ON A STOP SIGN AND IT'S A SUNFLOWER. IT'S REALLY COOL. AND THEN I WAS AT THINK IT WAS FASHION VALLEY MALL AND THERE'S ONE OF THOSE KIOSKS NOW, YOU KNOW, THAT YOU SEE LIKE LOTION, KIOSKS AND IT'S A KIOSK. SO ME, I TOOK PICTURES OF IT TO SEND YOU. I, AND I SAW THERE WAS LIKE YOUNG PEOPLE, A GROUP OF YOUNG [01:10:01] PEOPLE THAT STARTED A ION CLUB. I REMEMBER THE NAME OF IT, BUT IT'S LIKE FABULOUS.
