I LIVE AT 1645 PROSPECT STREET IN NASHVILLE CITY.

I'VE LIVED HERE FOR 38 YEARS.

UM, THEY'RE BUILDING A PROJECT BEHIND MY HOME AND I JUST HAD SOME QUESTIONS ABOUT THAT.

I KNOW YOU MAY NOT BE ABLE TO ANSWER THEM.

I KNOW THAT SOME OF THE THINGS MAY BE TOO LATE TO ANSWER, BUT, UM, BASICALLY, SO SIX YEARS AGO, THEY TRIED TO BUILD THIS COMMUNAL LIVING FACILITY MONSTROSITY BEHIND US.

WE CAME TO CITY COUNCIL, WE FOUGHT IT, AND LUCKILY BECAUSE THERE WAS A ZONE VARIANCE THAT THEY WERE GOING TO HAVE TO REQUEST IN ORDER TO GO THERE, WHICH BASICALLY HAD TO DEAL WITH, UM, PARKING AND EMERGENCY VEHICLES BEING ABLE TO GET IN THERE.

AT THAT TIME, THE CITY COUNCIL TOLD THEM THAT BASICALLY THEY NEEDED TO BUILD SOMETHING THAT WAS CONDUCIVE TO THE NEIGHBORHOOD.

IT WAS A FAMILY NEIGHBORHOOD, AND WE THOUGHT THEY WERE ONLY ZONED FOR THREE HOUSES.

RIGHT NOW THEY'RE CURRENTLY BUILDING EIGHT LITTLE HOUSES AND A BIG PARKING LOT, WHICH WOULD BE BEHIND MY HOUSE.

I ASKED THE CONSTRUCTION WORKER THE OTHER DAY WHERE THE TRASH FACILITY WOULD BE, AND HE POINTED TO THE CORNER AND I SAID, OH GOSH, I REALLY HOPE NOT.

I HAVE THREE DOGS AND THE NEIGHBOR'S HOUSE.

IT'S TWO ON A LOT AT THE NEIGHBOR'S, SO IT'S SET BACK.

AND SO I LOOKED AT INTO ZONING AND IT SAYS IT NEEDS TO BE 10 FEET FROM A WINDOW.

I DON'T HAVE THE PLANS.

I DON'T KNOW EXACTLY WHERE IT IS, BUT I CAN TELL YOU TO THIS DAY, THE PORTA POTTY THAT THEY'VE PUT IN THERE IS LESS THAN 10 FEET AWAY FROM MY NEIGHBOR'S WINDOW.

MY NEIGHBOR WOULD BE HERE TONIGHT, BUT HE DOESN'T SPEAK ENGLISH.

AND HIS SON, WHO SPEAKS GOOD ENGLISH IS AT WORK.

AND SO HE ASKED ME TO PLEASE SPEAK ON HIS BEHALF AS WELL.

SO WE'RE JUST VERY CONCERNED ABOUT THIS GOING BACK THERE.

I MEAN, HOW IS IT NOW SUDDENLY SAFE FOR EMERGENCY VEHICLES TO GET IN AND OUT? AND WHAT ABOUT THEY ORIGINALLY BE BEFORE HAD PROPOSED FOR 15 PARKING SPACES, NOW WERE TO 14 PARKING SPACES.

SO IT REALLY DIDN'T CHANGE MUCH.

IT'S JUST FOR US, WE HAVE A NICE FAMILY NEIGHBORHOOD AND WE LIKE

TO KEEP IT THAT WAY.

AND WE DON'T WANT SOMETHING TRASHY BEING BUILT THERE.

AND FOR US, IT JUST FEELS LIKE THEY'RE JUST GOING FOR AS MUCH MONEY AS THEY COULD GET.

THEY WERE DENIED ON THE OTHER ONE.

SIX YEARS LATER THEY CAME UP WITH ANOTHER PLAN, BUT WE'RE JUST KIND OF CONCERNED.

I MEAN, MAYBE IT WE'RE TO THE POINT, TO MOOT POINT AND THEY'RE GONNA BUILD IT, BUT AT LEAST I WOULD LIKE TO HAVE A SAY SO ON WHERE THE TRASH IS GOING.

NOT IT NEEDS TO BE 10 FEET FROM MY NEIGHBOR'S WINDOW.

YES, I WOULD LOVE FOR IT NOT TO BE BY MY HOUSE SO THAT WE CAN SMELL IT AND MY THREE DOGS CAN GET INTO THE TRASH THAT DOESN'T MAKE IT INTO THE DUMPSTERS BECAUSE WE KNOW HOW THAT WORKS.

SO BASICALLY, THOSE ARE MY POINTS, AND I KIND OF WANTED TO KNOW WHAT HAPPENED WITH THE ZONE BEFORE IN BUILDING THE THREE HOUSES.

WHY DID IT SUDDENLY BECOME NOW THEY CAN BUILD EIGHT LITTLE HOUSES? SO TO ME, IT SOUNDS LIKE THEY'RE BUILDING EIGHT LITTLE HOUSES OR CONDOS MAYBE.

I'M NOT REALLY SURE WHAT IT IS.

I KNOW I'M GONNA COME IN TO SEE THE PLANNING COMMISSION LATER TO FIND OUT A LITTLE MORE INFORMATION, BUT I JUST WOULD LIKE IT BROUGHT TO YOUR ATTENTION THAT THEY'RE ALREADY HAVE A PORTA-POTTY NEXT TO THE GUY'S WINDOW, AND THEY REALLY DON'T CARE ABOUT WHAT THE NEIGHBORHOOD HAS TO SAY.

THEY COME IN THE MIDDLE OF THE NIGHT BEFORE, PLEASE WALK UP AND WORK AND MIDDLE THE NIGHT BY, BY CAR LIGHT.

SO WE JUST HAVE A LOT OF CONCERNS ABOUT THAT, AND THAT'S WHAT I'D LIKE TO VOICE.

THIS IS A PUBLIC HEARING FOR A CONDITIONAL USE PERMIT FOR THE SALE OF BEER, WINE, AND SPIRITS AT AN EXISTING GROCERY STORE.

THE PROPERTY IS LOCATED AT 34 46 HIGHLAND AVENUE.

UM, IT'S PART OF A LARGER SHOPPING CENTER ON THE SOUTH SIDE OF NATIONAL CITY.

AND THE LOCATION OF THE, UH, BUSINESSES HIGHLIGHTED IN RED THERE ON THE MAP.

UM, GATEWAY MARKETPLACE IS A 14 ACRE SITE WITHIN THE MAJOR MIXED USE DISTRICT ZONE.

UH, GROCERY OUTLET, WHICH IS THE GROCERY STORE, IS AN EXISTING, UH, 22,560 SQUARE FOOT STORE.

UM, THE SURROUNDING AREA IS, IS BASICALLY THE PROPERTY IS BORDERED BY CITY OF CHULA VISTA ON THREE SIDES.

UM, AND THEN IT'S, IT'S CONNECTED TO THE MAIN PART OF NATIONAL CITY ACROSS FROM STATE HIGHWAY 54 AND SWEETWATER RIVER.

THE WHOLE AREA IS ESSENTIALLY SURROUNDED BY COMMERCIAL USES, AND THE APPLICANT CURRENTLY HAS AN EXISTING CONDITIONAL USE PERMIT FOR BEER AND WINE SALES AND PREPACKAGED FISH.

UM, THIS WOULD BE AN UPGRADE TO ADD DISTILLED SPIRITS TO THAT EXISTING COP.

UH, LIKE I SAID, THE BUSINESS PROPOSES TO UPGRADE TO AN A BC TYPE 21 LICENSE.

UH, THE PROPOSED OPERATIONS HOURS OF OPERATION ARE FROM 7:00 AM TO 11:00 PM DAILY.

UM, THE FLOOR PLAN PROVIDED BY THE APPLICANT INDICATES THE SALES AREA FOR ALCOHOL IS ABOUT 628 SQUARE FEET, OR 2.8% OF THE FLOOR AREA.

UM, HERE IS A, THE PORTION OF THE FLOOR PLAN NEAR THE FRONT OF THE STORE.

SO I'VE HIGHLIGHTED THE ENTRANCE TO THE STORE.

ALCOHOL DISPLAY WILL BE IN THE BLUE SHADED AREA, AND, UH, ANY PRODUCT WOULD BE STORED IN THE BACK, WHICH, UM, YOU KNOW, WOULD BE FARTHER BACK IN THE STORE.

AND THEN THE SMALL LITTLE HIGHLIGHTED AREA THERE, THAT WOULD BE THE NEW, UH, DISPLAY AREA FOR THE DISTILLED SPIRITS.

SO THE MUNICIPAL CODE ALLOWS FOR OFFSITE ALCOHOL SALES WITH AN APPROVED CUP.

UH, THESE TYPES OF CS HAVE ADDITIONAL REQUIREMENTS, INCLUDING MAILING FOR A DISTANCE OF 660 FEET FOR OWNERS AND OCCUPANTS.

A TOTAL OF 64, UH, ONES AND OCCUPANTS WERE SENT NOTICES.

A COMMUNITY MEETING WAS HELD BY THE APPLICANT ON APRIL 29TH, UH, 2024.

UM, THEY STATED THAT NO ONE CAME FOR THE COMMUNITY MEETING, SO THERE WERE ZERO ATTENDEES.

AND THEN THE, UH, SURROUNDING AREA SINCE TRACTED A HUNDRED SIXTEEN OH TWO, THERE ARE CURRENTLY THREE OFF SALE LICENSES IN THIS TRACT WHERE A BC RECOMMENDS ONLY TWO OF THE THREE.

THE APPLICANT IS ONE OF THEM.

THERE ARE NO DISTANCE REQUIREMENTS AC APPLICABLE TO GROCERY STORES.

AND WE ALSO HAVE CITY COUNCIL POLICY 7 0 7, WHICH INSTATES UH, STANDARD CONDITIONS OF APPROVAL FOR THIS TYPE OF, UH, CUP.

WE RECEIVED COMMENTS FROM THE POLICE DEPARTMENT IN IPS.

UH, THE POLICE DEPARTMENT CONDUCTED A RISK ASSESSMENT, WHICH SCORED 11 POINTS, WHICH IS IN THE LOW RISK CATEGORY.

UH, AND THEN WE ALSO RECEIVED, UH, SEVERAL RECOMMENDATIONS FROM THE INSTITUTE FOR PUBLIC STRATEGIES, UH, RESPONSIBLE BEVERAGE SALES AND SERVICE TRAINING.

UH, THEY ALSO TALKED ABOUT, UM, SOME OF THE PROPERTY CONDITIONS.

SO LITTER, UH, REQUESTING THAT LITTER AND GRAFFITI BE REMOVED BY THE APPLICANT.

UM, KEEPING THE WINDOWS UN UN UNOBSTRUCTED, WHICH IS AN A BC RULE.

UM, KEEPING SIGNAGE ABOUT NO ONE UNDER 21 PURCHASING ALCOHOL IN BOTH ENGLISH AND SPANISH.

UH, AND THEN NO OPEN CONTAINERS ARE LOITERING.

THEY ALSO NOTED THAT ON THE STORE IT SAYS IT'S CURRENTLY OPEN TILL 9:00 PM SO FOR THE CONDITIONS OF APPROVAL, WE DO HAVE THOSE STANDARD CONDITIONS OF APPROVAL, UH, ESPECIALLY THOSE RELATED TO, UH, CONS.

POLICY 7 0 7 ABOUT THE HOURS OF OPERATION AND EMPLOYEE TRAINING ACCESSORY SALES.

UM, SPECIFIC TO THIS, THIS APPLICATION, WE HAVE A CONDITION STATING THAT THEY NEED TO MEET THE, UH, CONDITIONS THAT WERE IMPOSED BY THE CUP IN 2001.

SO WE'RE MAINTAINING ALL PREVIOUS CONDITIONS AT THE SITE.

AND THEN GOING BACK TO IPS COMMENTS, WE CRAFTED, UH, CONDITIONS RELATED TO, UH, RESPONSIVENESS TO LITTER AND GRAFFITI, UH, FROM OUR CODE ENFORCEMENT, UH, ADHERENCE TO OUR WINDOW SIGNAGE RULES.

UH, THERE IS ONLY A CERTAIN PERCENTAGE OF WINDOWS THAT CAN HAVE ADVERTISING ON THEM, UH, AS WELL AS, UH, ANOTHER CONDITION RELATED TO ONLY SELLING ALCOHOL DURING, UH, HOURS IN WHICH THE STORE IS OPEN TO THE GENERAL SALES.

UM, SO WE'VE, WE'VE GONE THROUGH EACH OF THESE COMMAS AND PROVIDED A CONDITION RELATED TO THEM.

IN SUMMARY, THE PROPOSED USE IS CONSISTENT WITH OUR GENERAL PLAN.

UM, ALCOHOL SALES FOR OFFSITE CONSUMPTION IS A CONDITIONALLY ALLOWED USE IN THE ZONE.

UM, ALCOHOL SALES WOULD BE ACCESSORY TO THE BUSINESS IN ESTABLISHED COMMERCIAL AREA.

UM, AND THEN OUR INCLUSION OF CONDITIONS RELATED TO COUNCIL POLICY 7 0 7, AS WELL AS, UH, THE RESPONSES TO IPS ARE RELATED TO ANY CONCERNS FOR THE, FOR IMPACTS

SO, THE OPTIONS FOR THE COMMISSION HERE TONIGHT ARE TO FIND THE PROJECT EXEMPT FROM CQA AND APPROVE, UH, 20 24 0 6 COP BASED ON THE FINDINGS IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE COMMISSION, OR TO FIND THE PROJECT NOT EXEMPT FROM CQA AND OR DENY THE COP BASED ON FINDINGS LISTED IN THE DRAFT RESOLUTION OR FINDINGS DETERMINED BY THE COMMISSION OR CONTINUE THE ITEM FOR ADDITIONAL INFORMATION.

STAFF IS RECOMMENDING APPROVAL.

UH, AND THEN ACTION TAKEN TONIGHT, WE'LL HAVE A NOTICE OF DECISION TO OUR CITY COUNCIL.

UM, THE COMPANY DOES TAKE GREAT PRIDE IN THEIR LOCAL OPERATIONS.

THEY HAVE LOCAL OPERATORS THAT ARE, UM, NOT MANAGERS, BUT THEY'RE ACTUALLY PARTICIPANTS IN THE PROFITABILITY OF THE STORE THERE.

AND THE OPERATORS THAT ARE AT THIS STORE ARE VERY, VERY DEDICATED TO THIS STORE.

I, I HEAR THAT THEY'RE THERE ALL THE TIME AND THEY RUN A VERY GOOD STORE.

IT'S CLEAN, IT'S VERY SAFE.

UM, AND WE WOULD JUST APPRECIATE THE OPPORTUNITY TO BE ABLE TO EXPAND THE OFFERING, UM, TO INCLUDE, UH, DISTILLED SPIRITS.

WE'RE NOT ACTUALLY INCREASING THE AREA.

UH, WE'RE JUST GONNA KIND OF REPLACE ONE SHELF WITH, UM, THAT WAS MAYBE WINE WITH, UH, THE DISTILLED SPIRITS.

IT IS LOCATED IN AN AREA THAT IS LITERALLY NEXT TO THE OFFICE WHERE THE OWNERS OR THE OPERATORS ARE FREQUENTLY THERE AND, UM, OBVIOUSLY RIGHT BY THE CASH REGISTER.

SO THAT GIVES US VERY GOOD PRODUCT CONTROL, UM, WHICH IS VERY, VERY IMPORTANT.

THEN WE DEVELOPED LAND USE GOALS AND POLICIES, UM, AND THEN ALSO WITH THE HOUSING ELEMENT, UH, REVIEWED THOSE, THOSE RECOMMENDATIONS.

UM, LOOKED AT THE, OF COURSE, THE HOUSING ELEMENT, SITE INVENTORY AND ALL THAT WAS INCORPORATED.

UM, AND THEN FINALLY IT GOES THROUGH A SEEKER REVIEW PROCESS.

AND SO WHY THE ZONING CHANGES.

THIS IS OF COURSE, UH, YOU KNOW, IMPLEMENTING THE LAND USE, UM, ELEMENT AS WELL AS WAS OTHER THINGS THAT WE'RE GONNA GO OVER HERE IN A SECOND OF THE GENERAL PLAN.

UM, IT CREATES AN INTEGRATED DEVELOPMENT PATTERN.

UH, DEVELOP 10 MINUTE NEIGHBORHOODS, HELP TO MEET THE CLIMATE ACTION PLAN, UM, AND OTHER SUSTAINABILITY GOALS.

AID IN INCREASING HOUSING IN AREAS THAT HAVE ACCESS TO TRANSIT RESOURCES, ASSISTANT ADDING HOUSING UNITS TO MEET, UH, HOUSING RELATED NEEDS.

ENCOURAGE THE DEVELOPMENT OF A DIVERSE HOUSING STOCK, ENCOURAGE AND FACILITATE THE CONSTRUCTION OF NEW HOUSING CONSISTENT WITH THE CITY'S ARENA ALLOCATION AND CREATE OPPORTUNITIES FOR TRANSIT ORIENTED DEVELOPMENT.

BUT THE, THE, THE GENERAL PLAN THAT BEFORE THAT WAS ADOPTED, UM, THE TOTAL NUMBER OF DWELLING UNITS IN THAT BUILD OUT, UM, THE IMPORTANT NUMBER THAT I WANTED TO KINDA SHOW WITH THIS GRAPH IS REALLY THAT DELTA, THAT TOP NUMBER ON THE TOP RIGHT.

UH, WITH THIS PLAN AND THE ZONING AMENDMENT THAT'S BEFORE YOU, YOU'RE ONLY LOOKING AT A POTENTIAL, UM, KINDA BUILD OUT OF AN ADDITIONAL 595 UNITS.

AND THAT'S OVER THE WHOLE CITY.

'CAUSE THERE'S NOT, NOT A LOT OF AREAS THAT WERE PROPOSED REZONING AND THE DENSITIES ARE REALLY NOT THAT HIGH.

SO THERE'S NOT A, A MASSIVE AMOUNT OF CHANGE THAT WOULD OCCUR.

UH, WE'VE ALWAYS HAD THE AVAILABILITY OF PEOPLE IF THEY WANTED TO CALL US OR OUR CONSULTANT, WSP, TO ASK QUESTIONS.

UM, I THINK, YOU KNOW, THERE, THERE'S, THERE'S ALWAYS A MINIMUM AMOUNT OF COMMITTEE ENGAGEMENT THAT'S REQUIRED AS PART OF THE PROCESS.

SO FIRST OFF, UM, PURPOSE OF OUR CIP IS TO EVALUATE, PRIORITIZE, IDENTIFY FUNDING OPTIONS FOR THE REPAIR, REPLACEMENT EXPANSION OF THE CITY'S INFRASTRUCTURE, FACILITIES, AND PARKS.

IT'S A SLIDING FIVE YEAR BUDGETING PROCESS WHERE THE FIRST YEAR OF, UH, THE FIVE YEAR PROGRAM REPRESENTS THE APPROVED CAPITAL BUDGET, WHICH IS INCORPORATED INTO THE CITY'S ANNUAL BUDGET PROJECTS PROGRAM FOR SUBSEQUENT YEARS, OR FOR PLANNING PURPOSES ONLY, AND DID NOT RECEIVE EXPENDITURE AUTHORITY.

WE DEVELOP PROJECTS BASED ON INPUT FROM THE COMMUNITY, VARIOUS NEEDS, ASSESSMENTS AND STUDIES, AND, UH, CONSISTENCY WITH THE CITY COUNCIL STRATEGIC PLAN AND LONG RANGE, UH, PLANS.

AND IN YOUR ROLE AS THE PLANNING COMMISSION IS TO REVIEW NEW PROJECTS PROPOSED FOR INCLUSION IN THE CIP FOR CONFORMITY WITH THE GENERAL PLAN

SO THE WAY OUR CIP IS STRUCTURED, WE, WE BREAK IT INTO THREE MAJOR CATEGORIES, UH, OUR INFRASTRUCTURE, UH, WHICH ARE, UH, STREETS, TRAFFIC SIGNALS, SEWER SYSTEM, UH, ET CETERA, OUR PARKS AND FACILITIES.

AND WE'VE ALSO INCORPORATED OUR VEHICLE FLEET, WHICH GOES THROUGH A VERY SIMILAR PROCESS FOR IDENTIFYING PRIORITIES AND NEEDS.

AS FAR AS OUR PRIOR PRIORITIZATION PROCESS, WE, UH, IDENTIFY, UH, FOUR LEVELS OF PRIORITIZATION.

ONE BEING, UM, URGENT PROJECTS OR ANNUAL PROJECTS, WHICH, UM, ARE, ARE NEEDED FOR, TO PROVIDE ESSENTIAL SERVICES TO THE COMMUNITY AND HAVE A, A HIGH EMPHASIS ON PUBLIC HEALTH AND SAFETY.

AND THEN WE HAVE, UM, TIER TWO AND THREE PROJECTS, WHICH ARE NEAR TERM.

AND THEN OUR TIER FOUR, WHICH GO OUT ABOUT 10 YEARS.

UH, OUR VALUATION CRITERIA STARTS WITH, UH, HEALTH AND SAFETY, QUALITY OF LIFE SUPPORT FROM THE COMMUNITY.

WE LOOK AT, UH, COSTS AND SCHEDULE AVAILABLE FUNDING, AGAIN, CONSISTENCY WITH, WITH LONG RANGE PLANS AND TECHNICAL STUDIES.

AND THEN, UH, WE DO LOOK TO, UM, LEVERAGE A VARIETY OF FUNDING SOURCES SO THAT WE CAN MINIMIZE THE IMPACT TO THE GENERAL FUND.

SO WE, UH, ARE VERY AGGRESSIVE WITH GETTING AFTER COMPETITIVE GRANTS.

UH, WE DO GET ALLOCATION OF, UH, STATE GAS TAX AND LOCAL TRANSNET, UH, FUNDS.

WE HAVE A SEWER SERVICE FUND.

UM, NEW DEVELOPMENT THROUGH, UH, DEVELOPMENT IMPACT FEES, UH, ALSO PLAYS A ROLE FOR, FOR NEW FACILITIES, PARTICULARLY FOR, UH, PARKS, LIBRARIES, POLICE, AND FIRE.

I DID WANNA HIGHLIGHT, UH, AGAIN, SOME OF OUR TIER ONE OR ANNUAL PROJECTS, UH, THAT WE DO EACH YEAR.

AND THE WAY I'VE, WE'VE LAID THIS, LAID THIS OUT IS TO GIVE A LITTLE INSIGHT ON HOW WE PRIORITIZE, UM, THESE TYPES OF PROJECTS, UH, WHICH ARE CITYWIDE AND, AND ALSO, UH, THE TYPES OF, OF FUNDING THAT WE COMMONLY LOOK TO, TO HELP FUND THESE PROJECTS.

SO WE HAVE STREET RESURFACING, OUR SEWER REPLACEMENT AND UPSIZING DRAINAGE IMPROVEMENTS, OUR TRAFFIC SIGNAL UPGRADES, OUR COMMUNICATIONS INFRASTRUCTURE, UH, TRAFFIC SAFETY ENHANCEMENTS, OUR AMERICANS WITH DI DISABILITY ACT COMPLIANCE, UM, OUR FACILITY, UH, MAINTENANCE AND UPGRADES, AND THEN OUR FLEET MODERNIZATION AND ELECTRIFICATION PROGRAM.

AS I MENTIONED, UH, OUR CIP IS HEAVILY, UH, WE'RE HEAVILY RELIANT ON, ON BEING SUCCESSFUL WITH GRANT FUNDING.

UH, THE, THE CORE TYPES OF GRANTS THAT, UH, WE GO AFTER EACH YEAR, EVERY OTHER YEAR, WHENEVER THEY'RE, THEY'RE AVAILABLE ARE, ARE RELATED TO TRAFFIC SAFETY, ACTIVE TRANSPORTATION.

IT'S A VARIETY OF ENVIRONMENTAL GRANTS, UM, PARKS, GRANTS, UH, AND ALSO, UM, SMART GROWTH DEVELOPMENT TYPE GRANTS.

SO I THINK, UM, YOU KNOW, IN TALKING WITH, YOU KNOW, OUR ASSISTANT DIRECTOR, MARTIN REEDER, THAT'S DEFINITELY SOMETHING THAT, UM, WE'RE GONNA CHANGE TO THE PROCESS MOVING FORWARD.

AND, AND THAT PROGRAM, UH, I DON'T KNOW IF ANY OF YOU'VE HAD A CHANCE TO UH, RIDE THE FRANC.

IT'S A FREE SERVICE TO OUR RESIDENTS.

UM, IT'S IN VERY HIGH DEMAND, AND, AND WE WILL BE AGGRESSIVELY LOOKING FOR ADDITIONAL FUNDING SO THAT WE CAN SUSTAIN IT, SUSTAIN IT FOR MANY MORE YEARS TO COME.

WE'VE COORDINATED WITH, UH, SANDAG AND MTS AND HAVE AGREEMENTS IN PLACE TO DO THAT.

UM, SO THAT'S ESSENTIALLY WHAT THIS PROJECT ENTAILS.

UM, AS YOU, YOU HEARD FROM OUR COMMUNITY SERVICES STAFF, UH, WE COUNCILS RECENTLY ADOPTED THE FOCUS GENERAL PLAN UPDATE.

SO WE DID GO BACK AND, UM, LOOK AT ANY CHANGES TO THE POLICIES WITH THE FOCUS, UH, GENERAL PLAN UPDATE, AND MAKE SURE THAT WE'RE, UM, CITING THE CORRECT ONES HERE THAT ARE RELATED TO THIS PROJECT.

SO, UM, QUICKLY GOING THROUGH, UM, UNDER, UH, LAND USE POLICY COURTING WITH SAND SANDAG, MTS, CALTRANS AND PRIVATE SECTOR MOBILITY PROVIDERS TO ENSURE AN EFFECTIVE AND INTEGRATED TRANSPORTATION SYSTEM THAT FACILITATES THE USE OF MODES OTHER THAN PRIVATE VEHICLES.

UM, OUR NEW TRANSPORTATION ELEMENT POLICY, UH, T DASH 4.6, PARTNER WITH OTHER AGENCIES SUCH AS SANDAG, THE PORT, UH, US NAVY AND MTS TO ADDRESS MOBILITY CHALLENGES, EXPAND TRANSPORTATION OPTIONS AND MODE CHOICE AND PURSUE FUNDING OPPORTUNITIES.

UH, WE'RE GONNA BE DOING, UH, NEIGHBORHOOD WALK AUDITS.

UM, I THINK ONE OF OUR, OUR COMMISSIONERS MENTIONED FOURTH STREET.

WE HAVE RECEIVED SOME REQUESTS FROM THE PUBLIC, UM, OVER THE YEARS ABOUT SPEEDS ON FOURTH STREET AND THE NEED TO LOOK FOR TRAFFIC CALMING SOLUTIONS.

SO, SO THAT PARTICULAR GRANT, UH, IT'S, IT'S FUNDED THROUGH CALTRANS SUSTAINABLE COMMUNITIES PROGRAM.

IT'S AN EXCELLENT OPPORTUNITY FOR US TO DO THAT.

UH, KIND OF BOOTS ON THE GROUND, UM, ASSESSMENT WITH THE COMMUNITY, UH, FOR EACH ONE OF OUR, OUR NEIGHBORHOODS AND SURROUNDING, UH, SCHOOLS AND SURROUNDING NEIGHBORHOODS.

UM, SO AGAIN, THROUGH PROCESSES LIKE THAT, UM, WE'RE ALWAYS, YOU KNOW, LOOKING FOR PARTICIPATION.

WE WERE ABLE THEN TO GET A MATCH FROM THE PORT FOR 400,000 AND, UM, CARVE THE CALIFORNIA AIR RESOURCES BOARD, UNDERSTOOD THAT, UH, IN ORDER TO COMPLETE THE, UH, FACILITIES, WE NEEDED ADDITIONAL FUNDING.

SO THEY GAVE US AN ADDITIONAL 500,000.

SO, UM, IT'S, IT'S WELL CAPITALIZED FOR THE FIRST, UH, UH, PART OF THE PROGRAM, BUT WE'RE HOPING TO PARTNER WITH SANDAG AND ADDITIONALLY CARB AND OTHER GRANTS, UH, TO CONTINUE THE PROGRAM THEREAFTER.

UM, IN PARTICULAR, EUCLID, I'M NOT SURE WHY SOMETIMES, YOU KNOW, ONE OR TWO CARS CAN GET THROUGH AND THEN IT STOPS AND IT CREATES THIS, YOU KNOW, PEOPLE SLAMMING ON THE BRAKES.

SO THERE SEEMS TO BE A TIMING ISSUE.

BUT I THINK FROM A, I'VE SEEN THE CITY OF SAN DIEGO IMPLEMENTED PRETTY SUCCESSFULLY IN VERY BUSY CORRIDORS, ESPECIALLY DURING TRAFFIC, UM, HIGH TRAFFIC TIMES, AND I'M SURE, UM, I JUST HAPPEN TO DRIVE PLAZA, BUT I'M SURE IT'S PROBABLY THE SAME ON OTHER, ON OTHER ROADS.

UM, MAJOR THOROUGH AFFAIRS IN NATIONAL CITY IS THAT IF AND WHEN THERE'S GRANT FUNDING AVAILABLE, OR THE THOUGHT PROCESS TO STUDY THAT FOR FUTURE FUNDING, UM, THAT SEQUENCING REALLY BE CONSIDERED, ESPECIALLY WHERE NOW WHERE WE HAVE, UM, YOU KNOW, BIKE, UM, BIKE PLANT, YOU KNOW, PATHWAYS, GOING THROUGH OTHER AREAS, UM, YOU KNOW, I'VE SEEN SOME, SOME CHALLENGES IN OTHER AREAS, OTHER PARTS OF, UM, THE COUNTY WHERE THE BIKE PATHS ARE GREAT, BUT THEY'RE ALSO CREATING BACKUPS OR, UM, OR TRAFFIC ISSUES.

SO THAT WOULD BE MY ONE, UM, SUGGESTION FOR FUTURE CONSIDERATION IF IT'S NOT ALREADY IN YOUR CIP.

NOT JUST FOR SERVICES, BUT ALSO, UM, UH, FOR YOUR TEAM TO BE ABLE TO HAVE THE, THE, THE, THE RESOURCES IT NEEDS TO GET THE JOB DONE, OR FOR PD TO HAVE THE RESOURCES TO GET THE JOB DONE.
