IN 2022, SHE STARTED DISCUSSIONS WITH THE PEOPLE THAT OWN THE STARDUST IN MOTEL HERE IN NATIONAL CITY OVER BY PLAZA IN THE 8 0 5, ABOUT THE POSSIBILITY OF BUYING THAT MOTEL TO USE FOR WHAT I'LL JUST CALL TRANSITIONAL LIVING FOR SENIORS.
ON OCTOBER 18TH, 2022, GOVERNOR NEWSOM'S OFFICE ANNOUNCED THAT THEY HAD AWARDED HER A $9 MILLION GRANT WITH WHICH TO PURCHASE THE STARDUST IN HOTEL.
IN JANUARY OF 2024, SHE CLOSED ESCROW ON THE STARDUST IN HOTEL.
THE STARDUST IN HOTEL, UNFORTUNATELY, HAS NOW HAD TWO FIRES DURING THE LAST 10 DAYS.
NOW, IT'S MY UNDERSTANDING FROM STAFF INFORMALLY THAT THERE WAS NO ARRANGEMENT MADE BETWEEN MS. RUBIN AND THE CITY OF NATIONAL CITY AT ANY POINT ALONG THE LINE OF DECIDING TO BUY THE HOTEL, GETTING THE GRANT FROM THE STATE, BUYING IT AS TO WHETHER OR NOT SHE WOULD OBTAIN APPROVAL TO CONVERT THIS TO SOME SORT OF TRANSITIONAL LIVING.
NOW, I COULD BE WRONG ABOUT THAT, BUT THAT'S MY UNDERSTANDING THAT IT WAS AS THOUGH SOMEBODY CAME UP WITH AN IDEA.
THEY APPLIED FOR A GRANT, THEY CONTACTED THE STATE, THEY GOT A $9 MILLION GRANT.
THIS IS NOT A NONPROFIT THAT SHE WORKS THROUGH.
AND SO NOW FOUR MONTHS AFTER TAKING TITLE TO THE BUILDING, AND APPARENTLY NOT LEAVING ANY KIND OF A CARETAKER OR SECURITY GUARD THERE, THERE'S A BIG GIANT MESS.
AND JUST TO TOUCH ON SOME OF THE OTHER ASPECTS OF THAT MESS WOULD BE, IF YOU THINK ABOUT IT, OH, I FORGOT TO TELL YOU, THE PURCHASE PRICE OF THE HOTEL WAS 7.95 MILLION.
SO IF THERE WAS AN INTENTION OF REHABILITATING THE MOTEL AND TURNING IT INTO SOME TYPE OF TRANSITIONAL LIVING, LET'S JUST ROUND IT OFF AND SAY THERE WAS A MILLION DOLLARS FOR THAT.
WELL, NOW THERE'S BEEN VERY SIGNIFICANT FIRE DAMAGE TO THAT MOTEL.
SO WE, I DON'T KNOW, WE DON'T KNOW WHAT THE STATUS IS OF FIRE INSURANCE THAT SHE MAY HAVE BEEN CARRYING 30 SECONDS.
BUT YOU CAN IMAGINE IN YOUR OWN MINDS THE KIND OF A FINANCIAL SITUATION THAT'S GONNA TURN INTO.
SO I'M SORT OF BRINGING IT TO YOUR ATTENTION FOR TWO REASONS.
ONE IS, AS TIME GOES ALONG, IF THE ATTEMPTS TO CONVERT THIS INTO TRANSITIONAL LIVING CONTINUE, THEN WE'RE GONNA ALL BE HEARING ABOUT IT.

AND THEN ADHERENCE TO OUR TITLE 12 NOISE ORDINANCE IN THE CITY CODE, AS WELL AS MAKING SURE DOORS AND WINDOWS REMAIN CLOSED WHILE LIVE ENTERTAINMENT IS TAKING PLACE.
SO, IN SUMMARY, UH, THE PROPOSED USE IS, IS CONSISTENT WITH THE GENERAL PLAN.
UH, WE TYPICALLY VIEW, UH, ALCOHOL SALES AS, UM, YOU KNOW, BEING A SERVICE PROVIDED AT A RE AS A RESTAURANT TO ENHANCE THE EXPERIENCE.

NOW, THE CREEK DOES GO ACROSS A PIECE OF PRIVATE PROPERTY, SO WE HAVE AN EASEMENT ALREADY.
THE CITY HAS A DRAINAGE EASEMENT, BUT THAT EASEMENT STARTS AT THE BOTTOM OF THE CREEK.
AND SO THE ENTIRE NORTH EMBANKMENT, WHICH IS ALSO PROPOSED TO BE WIDENED AS PART OF THE CAPITAL IMPROVEMENT PROJECT, UH, WOULD BE FURTHER ENCROACHING INTO THIS PROPERTY, WHICH WOULD REDUCE THE ABILITY OF THE OWNERS TO DEVELOP.
SO WHAT WE'RE PROPOSING TO DO IS TO VACATE THE PORTION OF STREET, WHICH IS SHOWN IN RED ON THIS PICTURE, AND THEY WOULD GET THE SOUTHERLY 30 FEET, WHICH WOULD OFFSET THE AMOUNT THAT WE WOULD LIKELY NEED IN ORDER TO WIDEN OUR EASEMENT FOR THE DRAINAGE IN THE AREA.
