WE RECEIVED A REQUEST FROM COMMISSIONER ROSALES TO ATTEND THE FOURTH ANNUAL NATIONAL CRUISING COMMUNITY POLICING CONFERENCE AND SUPER SHOW FROM MAY 30TH THROUGH JUNE 2ND, 2024 IN ALBUQUERQUE, NEW MEXICO.

WALTER, DO WE HAVE ANY ADDITIONAL INFORMATION REGARDING THIS REQUEST? YEAH, UM, THE CITY MANAGER HAD, UH, REVIEWED THE REQUEST AND HE, UH, REQUESTED THAT, UH, ONE MEMBER, UH, IF WE DECIDE TO SEND THEM ONLY ONE MEMBER FROM CPRC ATTEND, AND, UH, THAT, THAT MONEY COMES FROM, UH, CPRC BUDGET, WHICH IS ABOUT $3,000.

WELL, I, I HAVE ATTENDED ONCE BEFORE, AND, UM, IT IS A, IT, IT TALKS A LOT ABOUT THE, THE RELATIONSHIP BETWEEN THE POLICE DEPARTMENT AND THE LOWRIDER COMMUNITY AND HOW THEY COLLABORATE TO, UM, MAKE CONNECTIONS AND HELP YOUTH.

UM, THEY, THEY HAVE A, A LOT OF, LIKE IN ALBUQUERQUE, NEW MEXICO, THEY'VE REALLY EMBRACED THE CULTURE.

SO THEY REALLY WORK TOGETHER TO, UH, DEESCALATE SITUATIONS IN THE COMMUNITY.

UM, MAKE CONNECTIONS WITH THE PD THERE.

UM, AND THEY REALLY WORK COLLABORATIVELY FOR THE BETTERMENT OF THE COMMUNITY.

IN THE CONFERENCE, EV UH, THERE'S PEOPLE THERE FROM ALL OVER THE NATION.

UH, PEOPLE FROM KANSAS CITY COME, PEOPLE FROM ARIZONA, PEOPLE, I MEAN, UH, FROM ALL OVER THE NATION TO, TO EXPRESS AND SHARE THEIR, WHAT THEY'RE DOING IN THEIR COMMUNITIES SO THAT OTHER COMMUNITIES LEARN AND TAKE THE BEST OUT OF, OUT OF WHAT OTHERS ARE DOING.

UM, IT IS, UH, THEY BREAK, THEY HAVE BREAKOUT ROOMS AND THEN, UM,

I DON'T KNOW IF YOU GUYS ARE FAMILIAR WITH THE SHOW BREAKING BAD, IT WAS FILMED IN ALBUQUERQUE, NEW MEXICO.

SO THEY ALSO GIVE US A TOUR OF THE SITES WHERE THAT, WHERE THAT, UH, SHOW WAS FILMED.

SO THAT'S ONE OF THE, LIKE THE, THE GOOD, THE FUN THINGS THAT THEY DO ASIDE FROM WORKING AND WORKING IN THE CONFERENCE AND STUFF.

SO, SO I, I, I MEAN, WHEN I WENT, IT WAS REALLY EMOTIONAL FOR ME BECAUSE I'M IN THE LOWRIDER CULTURE AND THEN EVERYTHING THAT I SAW THAT THEY WERE DOING, IT WAS LIKE, WOW.

LIKE EVERYTHING THAT I WISH THAT WE WERE DOING HERE, YOU KNOW, LIKE THEY HAVE A, A, A POLICE DEPARTMENT, LOWRIDER, AND THEY TOOK US TO, TO SEVERAL ELEMENTARY SCHOOLS AND THE KIDS WERE OUT THERE AND THE PD WAS OVER THERE.

LIKE THEIR CAR HAS A REALLY ELABORATE STEREO SYSTEM.

SO THEY WERE PLAYING MUSIC AND THE KIDS WERE DANCING WITH THE POLICE OFFICERS AND THE KIDS WERE WALKING AROUND THE CAR AND SEEING THE CAR.

AND, UM, IT WAS REALLY GREAT 'CAUSE IT, IT, IT, IT, IT DID SOMETHING FUN WITH THE KIDS IN THE POLICE DEPARTMENT AND SHOWING THEM THAT THE POLICE ARE, ARE THEIR FRIENDS.

YOU CAN REACH OUT TO 'EM.

THEY'RE NOT BAD PEOPLE.

'CAUSE IN A LOT OF THESE COMMUNITIES, OFFICERS ARE SEEN AS A NEGATIVE THING BECAUSE THEY SEE THEIR RELATIVES BEING ARRESTED.

THEY SEE THEIR RELATIVES BEING, UM, YOU KNOW, TALKED TO, BUT PULLED OVER BY THE POLICE AND, AND THIS WAY THEY SEE 'EM IN A POSITIVE LIGHT, YOU KNOW, SO.

AND THAT WOULD BE THE EMAIL THAT WOULD, UH, BE UTILIZED.

UM, AND I WOULD BE THE MIDDLE MIDDLEMAN THAT WOULD RECEIVE THE INFORMATION AND SEND IT TO WHOEVER, UH, IT'S, UH, ADDRESSED TO.

AND WHEN YOU REPLY, THEN I WOULD REPLY WITH THAT, UH, CPRC EMAIL AS BEING THE, UH, THE CONTACT THAT STILL DEFEATS THE PURPOSE OF THE INTENT.

THE ISSUE AT HAND IS IF THE CITY WERE TO GET HIT WITH, UH, PUBLIC RECORDS REQUEST, ANYTHING IN OUR PERSONAL EMAIL ADDRESS IS RELYING ON.

SO LIKE IF OUR EMAIL WAS SHUT DOWN, FOR INSTANCE, ANYTHING THAT WAS IN THERE IS GONE.

THE CITY HAS NO ACCESS TO.

SO THAT, THAT ASPECT OF IT STILL DOESN'T GET RESOLVED BY THIS SOLUTION HERE.
