[Library Board on March 7, 2024.]

[00:00:02]

GOOD EVENING EVERYONE.

IT'S TIME FOR US TO START THE MEETING.

AND SO IF WE CAN PLEASE HAVE, UM, ROLL CALL, UH, MERV JENSEN, SENIOR LIBRARIAN, MYRA MARTINEZ, MANAGEMENT ANALYST TWO FOR LIBRARIAN COMMUNITY SERVICES.

UH, CHAIR OCK HERE, SECRETARY B BUREAU MEMBER MEMBER LOPEZ.

MEMBER IAN, MEMBERS DUKA AND ALT MEMBER.

SO WE HAVE A QUORUM WE CAN GO EVENING.

THANK YOU VERY MUCH.

UM, DID WE GET ANY PUBLIC COMMENTS? UH, NO.

NOT THROUGH EMAIL.

OKAY.

NO PUBLIC COMMENT AT THIS TIME.

ALRIGHT.

THANK YOU VERY MUCH.

WE'LL GO ON TO THE CONSENT AGENDA.

UH, I'D LIKE TO MOVE THAT WE, UH, SEPARATE THE WARRANTS AND DO THEM SEPARATELY.

OKAY.

OBVIOUSLY THERE SECOND.

SECOND.

AND WE SECONDED TO, UM, LOOK AT ITEM ONE AND TWO SEPARATELY.

UH, A, UH, CHAIR OCK AYE.

SECRETARY B AYE.

MEMBER LOPEZ.

AYE.

UH, MEMBER DUKA, ALL MEMBER MCGEE.

AYE.

MOTION PASSES.

MOTION PASSES.

SO WE HAVE THE APPROVAL OF THE AGENDA AND THE APPROVAL OF THE MINUTES.

OKAY.

OH, I, I MOVE THAT WE APPROVED THE, DID WE, DO WE HAVE TO APPROVE THE AGENDA ON THE NOTES? I JUST DID THAT RIGHT? OKAY.

YEAH, I THINK WE, IF I'M NOT MISTAKEN, WE APPROVED THE, UH, TWO ITEMS FOR CONSENT AND THEN MOVED TO POOL THE WARRANT.

RIGHT.

OKAY.

YEAH.

SO NOW WE CAN GO AHEAD AND APPROVE THE MINUTES AND THE AGENDA.

SO I JUST HAD SOME QUESTIONS ABOUT IT, LIKE THE, UM, WE'RE NOT THERE QUITE YET.

OH, I'M SORRY.

I THOUGHT WE WERE ON THE WARRANT.

YEAH, HE STILL HAS TO CALL FOR, FOR THE APPROVAL NOW OF THE ACTUAL ITEMS. UH, ONE, TWO.

SO HE JUST DO ROLL CALL FOR THE APPROVAL OF ITEMS ONE AND TWO, UH, ROLL CALL FOR THE APPROVAL OF ITEMS. ONE, TWO, CHAIR.

GOTCHA.

AYE.

SECRETARY BAIN.

AYE.

MEMBER LOPEZ.

AYE.

MEMBERS DUKA, UH, ALT MEMBER .

AYE.

MOTION PASSES.

THANK YOU.

SO WE'LL MOVE ON TO THE FEBRUARY, CORRECT? WELL, I HAD QUESTIONS ON, UM, THE UTILIZED GRANT.

MM-HMM.

, I, I JUST, JUST WANTED TO, IF YOU COULD EXPAND ON WHAT, UH, WHAT THE MONEY WAS SPENT ON.

YES.

SO THE UTILIZED GRANT, UM, THAT WAS A GRANT THAT WE RECEIVED TO CREATE A TOOL LIBRARY AT THE NO, I UNDERSTAND.

AT OUR LOCATION.

OH, YOU'RE REFERRING TO WHAT ITEM? YEAH.

YEAH, GO AHEAD, GO AHEAD AND, OH, UM, SO WE DO HAVE A, IN YOUR BINDERS YOU'LL FIND A DESCRIPTION OF EACH, UM, ITEM.

UM, BUT I DON'T KNOW IF THAT ONE IS ON HERE.

IS THAT, WHERE IS THAT? UH, FOR THE TOOL EYES? I DON'T THINK WE HAVE A LIST.

UH, OKAY.

I HAVE SEEN SOME OF THE ITEMS. OKAY.

UM, WAS THAT, SO THIS WAS THE MONEY SPENT FOR THOSE ITEMS FOR THAT TO BUILD THE LIBRARY IF YOU THE, THE LIBRARY.

OKAY.

MM-HMM.

.

OKAY.

SO WE BOUGHT TOOLS.

CORRECT.

AND THAT'S FROM A GRANT.

THAT DOESN'T COME FROM THE GENERAL BANK.

OKAY.

AND, AND, UM, WILL WE BE ABLE TO GO ONLINE AND SEE WHAT TOOLS ARE AVAILABLE TO RENT WHEN THE PROGRAM GOES LIVE? UM, WE'RE GONNA HAVE TO PROBABLY TAKE THAT BACK AND ASK, BUT I MEAN, THAT'S SOMETHING THAT WE COULD POTENTIALLY DO JUST SO THAT WE HAVE IT ON RECORD, BECAUSE IF I'M NOT MISTAKEN, DO THESE ITEMS GET CATALOGED? I THINK THAT'S THE IDEA IS YEAH, IT WOULD BE CATALOGED SO THAT THEY CAN CHECK OUT AND YOU CAN GO THROUGH THE CATALOG.

SO OUR ACTUAL TOOLS FOR CHECKOUT BOUGHT WITH THAT 600 OR THAT YES.

SHELBY IS THE ACTUAL TRUTH.

MM-HMM.

.

OKAY.

SO AT THE SEPTEMBER MEETING WHEN THIS GRANT WAS PRESENTED TO BE CITY COUNCIL, SEPTEMBER 19TH, UM, THE, IT WAS APPROVED BY THE COUNCIL, BUT THE MAYOR SPECIFIED THAT HE NEEDED TO SEE, AND WE ALSO HAD ASKED FOR A POLICY.

CORRECT.

HOW THIS IS GOING TO ACTUALLY HAPPEN.

HOW DO YOU CHECK IT OUT? DO YOU GIVE YOUR CREDIT CARD? DO NOT GIVE YOUR CREDIT CARD.

MM-HMM.

, HOW LONG IS A CHECKOUT? WHAT DO WE DO ABOUT TOOLS THAT ARE NOT RETURNED? HOW DO WE ENSURE SAFETY? WHAT IS THE TRAINING GONNA BE? 'CAUSE WE SAID THERE WAS GONNA BE TRAINING, BUT WHAT IS THAT? ACTUALLY, THERE'S SO MANY QUESTIONS TO ASK.

YEAH.

AND, UM, DANNY HAD SAID SHE WAS GONNA GO BACK THE NEXT MONTH AND REPORT

[00:05:01]

ON THAT, AND I CHECKED ALL THE MEETINGS AND IT HASN'T BEEN REPORTED ON THERE ALL YET.

NO, NOT YET.

SO I THINK WE NEED TO KIND OF CURB SPENDING MORE MONEY UNTIL WE DECIDE EXACTLY WHAT THE PROGRAM IS GONNA BE.

MM-HMM.

, YOU KNOW, HOW, HOW IT'S THE POLICY FOR HOW IT'S GOING TO BE CONDUCTED? YES.

SO AS OF RIGHT NOW, THE ITEMS THAT ARE BEING PURCHASED, UM, IT IS TO BUILD THE LIBRARY BASED OFF OF WHAT WAS APPROVED IN THE GRANT.

THE POLICY, I AM NOT EXACTLY SURE WHERE THAT'S AT RIGHT NOW, BUT FROM MY LAST, UM, CHECK IN WITH DANNY, UM, ALEX WAS IN THE PROCESS OF LOOKING AT WHAT OTHER LIBRARIES ARE CURRENTLY DOING BECAUSE THIS WAS A CALIFORNIA GRANT, SO WE WEREN'T THE ONLY ONES THAT WERE AWARDED THIS.

THERE WAS MULTIPLE LIBRARIES THROUGHOUT THE STATE.

SO LOOKING, TAKING A LOOK AT WHAT THEY CREATED FOR THEIR POLICIES AS FAR AS LIKE PROCEDURES, LIKE HOW, WHAT TO CHECK OUT, AND THEN ALSO WAIVERS.

UM, 'CAUSE I, IF I REMEMBER CORRECTLY, AT THE CITY COUNCIL, THAT WAS LIKE ONE OF THE BIGGEST CONCERN IS LIABILITY.

AND, UM, SINCE THAT MEETING, IT DIDN'T GO INTO THE FOLLOWING MEETING BECAUSE WE'RE STILL DOING RESEARCH ON IT.

WE'RE STILL TRYING TO FIGURE THAT OUT.

UM, AND I DO KNOW THAT THOSE CONVERSATIONS WERE BEING HAD WITH RISK MANAGEMENT IN OUR CITY ATTORNEY'S OFFICE.

SO I'M NOT EXACTLY TOO SURE WHERE THAT POLICY AT RIGHT NOW.

UM, BUT THAT IS SOMETHING THAT WE, AT THE REQUEST OF COUNSEL, WE WOULD GO, UH, MOVE FORWARD WITH THAT PRESENTED TO YOU GUYS AND THEN TO THEM AND GO FROM THERE.

UM, BUT BECAUSE WE DO HAVE TO SPEND THESE FUNDS BEFORE A CERTAIN TIME BE, AND IT WAS ALREADY OUTLINED IN THE GRANT, WHAT WE WOULD SPEND IT ON, UM, WE'RE SLOWLY PURCHASING THOSE ITEMS TO BUILD THAT.

BUT AS FAR AS THE POLICY, THEY'RE STILL WORKING ON IT.

AND WE HAVE TO GO THROUGH THE RANKS BEFORE WE CAN PROVIDE YOU GUYS WITH SOMETHING THAT YOU GUYS CAN APPROVE.

SO BEFORE ANYONE CAN ACTUALLY COME AND CHECK OUT YES.

THERE WOULD HAVE TO BE THE POLICY.

CORRECT.

THAT WOULD BE APPROVED.

YEAH.

AND LIKE I SAID, IT HAS TO GO THROUGH RISK MANAGEMENT, IT HAS TO GO THROUGH CITY ATTORNEYS.

WE'LL PRESENT IT TO YOU AS THE BOARD.

AND THEN, UM, COUNSEL.

MM-HMM.

, I JUST, QUICK QUESTION.

YES.

UM, I'M JUST CURIOUS.

I'M NEW FOR YOUR, UM, HAVEN'T MET YOU YET, BUT, UM, I'M LOOKING BOARD IN THE LIBRARY OPERATIONS.

I'M JUST CURIOUS.

UM, MORE IS THE LIBRARY TRACK UTILIZATION OF SOME OF THEM.

SOME OF THE PROGRAMS OFFER, LIKE, UM, , WHICH IS THE DATABASE RESEARCH DATABASE.

ES MM-HMM.

.

YEAH.

LIKE, AND THERE'S SO MANY, I'VE BEEN ON THE WEBSITE BEFORE, I USE A LOT.

BUT I'M JUST WONDERING, DOES THE LIBRARY TRACK HOW MANY PEOPLE ARE ACTUALLY UTILIZING ALL THE DIFFERENT SERVICES OFFERED? UM, YEAH.

SO WE TRACK, UM, ALL OF OUR PROGRAMMING AND THEN WE, WE CAN PROVIDE YOU WITH THE, UM, ANNUAL REPORT FOR THAT WE MAKE FOR THE BOARD.

AND IN THERE IT'LL BE UNDER, IT WON'T BE EXACTLY LIKE EBSCO HOST.

IT'LL BE LIKE HOW MANY USERS, VISITORS OUR WEBSITE OR DEPENDING, UH, OR LIKE WHAT WAS, HOW MANY PEOPLE WERE AT THIS PROGRAM, HOW MANY PEOPLE WENT TO REFERENCE DESK AND THINGS LIKE THAT.

YEAH.

SO THOSE NUMBERS ARE THERE.

YEAH.

IT'S GRANULAR.

PROGRAM.

DATABASE.

HOW MANY WE COULD, THEY THEY CAN, YEAH, WE COULD FOOL THE INFO.

YEAH.

YOU'RE YOU'RE TALKING ABOUT THE REPORT THAT GET ENDS UP BEING GIVEN TO THE CITY COUNCIL? YES.

IN THE SUMMER.

MM-HMM.

.

OKAY.

SO FOR THE EXCO, THE 17,000, DO YOU KNOW THAT, IS THAT AN ANNUAL, AN ANNUAL AMOUNT OR WAS THAT A QUARTERLY? ANNUAL? NO, I BELIEVE THAT'S AN ANNUAL AMOUNT.

THINK THAT'S ANNUAL AMOUNT? YEAH.

YEAH, YEAH.

LIKE THAT SO FAR, LIKE THIS SET OF WARRANTS HAS BEEN SOME OF THE HIGHER ONES.

I WAS JUST CURIOUS.

MM-HMM.

, IT'S A LOT LARGER EXPENDITURE, SO I'M YEAH.

WONDERING WHETHER IT'S TRAVEL, YOU KNOW, UTILIZATION TRACK TO SEE WHETHER IT'S FOUR 17 OH YEAH.

THOUSAND THERE VERSUS SOMEPLACE ELSE.

AND EVEN LIKE, WE OFFER LIKE TUTORING AND WE HAVE A BUNCH OF OTHER PROGRAMS, SO WE EVEN USE 'EM IN-HOUSE FOR OUR PROGRAMMING.

MM-HMM.

.

HOW ABOUT THE OCLC? WHAT IS THE, WHAT IS THAT? UH, OCLC THEY PROVIDE, UH, LIKE THE CATALOGING THAT WE USE TO THAT.

THAT'S AN ABBREVIATION OR, OR WHAT? YES.

UH, , IT'S A GOOD QUESTION.

I DON'T HAVE THAT OFF THE TOP, TOP OF MY HEAD.

BUT, UH, OUR LIBRARY CATALOG IS BASED OFF OF THE INFORMATION THAT THE OCLC PROVIDES.

UM, SO IF YOU WERE TO LOOK UP A BOOK OR LOOK UP A MOVIE, UM,

[00:10:01]

ALL THE INFORMATION THAT'S ON THERE IS THROUGH OCLC.

JAKE, WERE YOU ASKING FOR A REPORT ON SPO USE? NO, NO, NO.

I WAS GONNA MORE IN GENERAL, WHETHER THEY GET GRANULAR ABOUT UTILIZATION OF SOME OF THE MORE EXPENSIVE SERVICES OR YEAH.

DATABASES.

UM, OCLC STANDS FOR ONLINE COMPUTER LIBRARY CENTER.

THANK YOU.

ONLINE COMPUTER LIBRARY CENTER.

YES.

THE, UH, MONEY SPENT FOR THE OFFICE SOLUTIONS.

IS THAT JUST OFFICE SUPPLIES? SUPPLIES? MM-HMM.

.

BECAUSE THAT SEEMS LIKE 6,000 SEEMS LIKE PRETTY GOOD CHUNK.

YEAH.

SO, UM, WE DIDN'T HAVE VERY MANY OFFICE SUPPLIES, SO WE NEEDED TO REPLENISH .

AND WE GO THROUGH PAPER A LOT.

YES.

WE GO THROUGH A LOT OF PAPER.

THERE'S A LOT OF PRINTING AND COPY.

OKAY.

ANY OTHER QUESTIONS ABOUT THE WARRANTS? I MOVE.

WE APPROVE THE WARRANTS SECOND MOVE AND SECONDED TO APPROVE THE WARRANTS.

UH, CHAIR .

AYE.

SECRETARY BANG.

AYE.

MEMBER LOPEZ.

AYE.

MEMBERS? ULCA.

AYE.

MEMBER MCGEE A SO MOTION CARRIES.

THANK YOU.

MOTION CARRIES.

ALRIGHT, WE'RE GONNA MOVE ON TO NEW AND UNFINISHED BUSINESS.

UM, NOT SURE IF WE HAVE A CITY LIBRARY REPORT.

UH, YES.

MM-HMM.

.

UH, SO THE LUNCH AT THE LIBRARY GRANT WAS APPROVED BY CITY COUNCIL AT THE MEETING LAST NIGHT.

UM, WE'LL BE HAVING A LUNCH LIBRARY PROGRAM THIS SUMMER.

UM, BUDGET MEETINGS HAVE STARTED FOR FISCAL YEAR 2025 IN MARCH.

WE ARE HAVING SEVERAL PROGRAMS INCLUDING ONE CELEBRATING MARIO WEEK SUPER MARIO, UH, WITH HAVE THEME PROGRAMS AND SCAVENGER HUNT IN THE CHILDREN'S AREA.

UM, MARCH 14TH, WE'LL HAVE A HOMEWORK HELP PARTY CELEBRATING ALL THE KIDS WHO HAVE BEEN COMING TO AFTER SCHOOL HOMEWORK HELP OVER THE PAST SEVERAL MONTHS.

THERE'S GONNA BE FOOD GAMES AND PRIZES FOR ATTENDEES.

AND MARCH 23RD, THEY'LL HAVE THE SUFFRAGETTE TEA PARTY TO CELEBRATE WOMEN'S HISTORY.

MONTHS THERE'LL BE REENACTMENTS, REFRESHMENTS, LOCAL HISTORY DISPLAYS AND MORE.

AND SPACE IS LIMITED.

SO SIGNING UP IS REQUIRED.

AND THERE'S ALSO, UH, OUTREACH THAT'S BEING DONE.

AND THIS MONTH THERE'S UH, SEVERAL OUTREACH PROGRAMS, INCLUDING TONIGHT THE LITERACY NIGHTS AT IRA HARON ELEMENTARY, UH, TOMORROW, ALSO AT IRA HARON AND KIMBALL ELEMENTARY.

THERE'S THE READ ACROSS AMERICA DAY AND SATURDAY'S, A COMMUNITY BREAKFAST AND LOVE AND LITERACY DEATH EVENT.

AND THEN MARCH 30TH AT PEPPER PARK FOR THE PORK FAMILY DAY.

MM-HMM.

.

UM, ALSO ANNOUNCEMENTS.

THERE IS A NEW LIBRARY LOGO.

UM, THE NEW ONE.

MORE INCLUSIVE.

YES.

UH, IT'S BEEN REDESIGNED TO REFLECT THE MORE MODERN AESTHETIC AND TO BE MORE INCLUSIVE TO THE COMMUNITY THAT WE SERVE.

UM, SO THE OLD ONE, IT'S A LOT MORE COLORFUL.

UM, THERE'S AGAIN, NATIONAL CITY YES.

.

OH.

UH, AND THEY'LL PRESENT IT TO THE, UH, CITY COUNCIL AT THE APRIL 2ND MEETING WHEN THEY DO THE NATIONAL LIBRARY WEEK PRO PROCLAMATION.

AND SO IF ANYONE'S INTERESTED IN ATTENDING, UH, PLEASE LET DANIELLE KNOW.

UM, SO THE NEXT CITY COUNCIL MEETING.

APRIL.

APRIL THE FIRST ONE IN APRIL.

APRIL 2ND.

APRIL MM-HMM.

.

IT'S, UH, NATIONAL LIBRARY WEEK.

AND THEY'RE DOING A ATION YES.

YES.

CITY COUNCIL.

AND THEN, UH, FOR THE NEXT MEETING, DANIELLE WILL BE AT PLA, UH, TO THE PUBLIC LIBRARY ASSOCIATION ANNUAL CONVENTION.

UM, AND THEN MARGARET AND BRADLEY WILL BE OUT OF TOWN.

AND SO SHE WAS WONDERING IF THEY WANTED TO CANCEL OR TO CONTINUE ON.

SO, UM, A COUPLE OF THINGS.

UM, IF SOMEONE CAN BE THERE FOR THE PROCLAMATION, BOTH OF US ARE GONNA BE GONE, BUT IT'D BE NICE FOR, YOU KNOW, FOR YOU TO BE THERE IF YOU COULD, THEY WOULD CALL YOU UP YEAH.

WITH PROCLAMATION.

APRIL 2ND AT 6:00 PM YEAH, RIGHT HERE.

MM-HMM.

.

OKAY.

RIGHT.

[00:15:01]

AND THEN, UM, AS FAR AS THE MEETING, SO THAT WOULD BE THE MEETING, WHICH IS OF COURSE THE FIRST WEEK OF APRIL.

SO WHAT WE NEED TO DECIDE WHAT, WHAT IS YOUR PLEASURE? DO YOU WANNA POSTPONE IT FOR TWO WEEKS AND THEN WE WOULD HAVE IT SAY THE THIRD WEEK OF APRIL, AND THEN AGAIN THE FIRST WEEK OF MAY.

OR DO YOU WANT TO, UM, CANCEL THE APRIL MEETING AND JUST MEET IN MAY? WHAT DO YOU, WHAT IS YOUR, WHAT ARE YOUR THOUGHTS ON THAT? IS THAT DO DELAY TO MESS UP ANYTHING WITH THE WARRANTS? NO, THE WARRANTS GET PAID OUT THROUGH, UM, OUR FINANCE DEPARTMENT.

SO IT WON'T PUT A DELAY ON THEM.

SO THAT RAISES A QUESTION.

WHEN WE APPROVE THE WARRANTS, THEY'VE ALREADY BEEN PAID, I BELIEVE SO.

I'M NOT 100% SURE.

I WOULD HAVE TO DOUBLE CHECK.

IT REALLY JUST DEPENDS.

UM, BECAUSE I KNOW EVEN FINANCE IS A LITTLE BIT BEHIND.

MM-HMM.

.

SO THEN THE QUESTION IS, WHY ARE WE I APPROVING? THEY'VE ALREADY .

OKAY.

SO WE CAN BRING THAT QUESTION BACK.

'CAUSE MAYBE WE COULD EVEN REACH OUT TO LEGAL.

WE'RE AN ADVISORY.

YES.

BUT IT IS .

WE'RE WE ARE, WE'RE DEFINITELY NOT ADMINISTRATIVE.

WE'RE ADVISORY.

HOWEVER, I'M NOT SURE OF HOW YEAH.

HOW THAT WORKS WITH THE WARRANTS.

I ALWAYS THOUGHT WE APPROVED THEM AND THEN THEY'RE PAID.

MM-HMM.

.

BUT EVIDENTLY NOT.

SO I THINK IT JUST DEPENDS LIKE WHERE FINANCE IS AT WITH THINGS.

BUT I'M NOT 100% SURE.

SO I THINK THE THING WOULD BE TO, TO INVESTIGATE TOO.

IS IT PART OF CODE OF, OF SOME KIND OF A LIBRARY CODE? EDUCATIONAL CODE TAX.

MM-HMM.

WE APPROVE AND THEN PAID OR, OR NOT HAVE TO DO AN INVESTIGATION.

OKAY.

SO , THAT'S A LONG PART OF AN ANSWER.

JAKE, TO YOUR QUESTION, FOR THE NEXT MEETING, FOR THE NEXT MEETING, HE WAS WONDERING IF, IF THAT WOULD INTERFERE WITH, WOULD HOLD UP WARRANTS, BUT, AND I'M FINE WITH JUST MAY, MAY MM-HMM.

.

BUT I PREFER YOU TOO MANY EMOTION.

IS THAT OKAY WITH YOU, TRISTAN? I MEAN, I LIKE TO MEET BECAUSE I LEARN A LOT, BUT YOU KNOW, IF THERE'S NOT MUCH TO BE DONE, THAT'S FINE.

I'M TRYING TO THINK WHAT PROGRAMING WE HAVE.

HOW DO I, UM, I, I'M FINE WITH THAT.

UM, I, I MOVE THAT WE, UH, CANCEL, UH, THE APRIL MEETING AND A MEETING, UM, UH, FIRST WEDNESDAY ON IN MAY.

OKAY.

AT OUR USUAL TIME.

PERSON SECONDED TO COUNCIL THE APRIL MEETING AND MEET, UH, OUR NEXT MEETING WILL BE THE FIRST WEDNESDAY OF MAY.

CHAIR .

AYE.

SECRETARY BAIN.

AYE.

MEMBER LOPEZ.

AYE.

MEMBER BUCA.

AYE.

MEMBER MCGEE.

THANK YOU.

AND THEN, UH, ONE LAST, UH, REPORT IS THAT THE BUILDING AND CITY LIBRARY RECRUITMENT.

SO THERE'S NO UPDATES AT THIS TIME FOR THE CITY LIBRARIAN RECRUITMENT.

UM, AND AS FAR AS BUILDING UH, MAINTENANCE, THE CITY MANAGER'S OFFICE IS STILL WORKING ON THE RESTRUCTURING.

SO THERE'S .

UM, YOU, YOU MENTIONED THE BUDGET THAT THE BUDGET IS COMING UP.

WE'RE IN TALKS.

YOU'RE IN TALKS FOR THE BUDGET.

MM-HMM.

WITH THE BUDGET.

DO YOU KNOW, UM, IF, IF THERE'S GONNA BE AN ASK FOR, UM, ANOTHER POSITION IN THE LIBRARY, UNDERSTAND THAT THERE'S REALLY, IT'S MY UNDER A LOT OF WORK, LIKE, ESPECIALLY LITERACY AND I'M NOT SURE ABOUT THE OTHER DEPARTMENTS.

IT'S MY UNDERSTANDING THAT THEY, UH, ASKED FOR A CHILDREN'S LIBRARIAN POSITION.

UHHUH AND THAT TENTATIVELY WAS AGREED TO.

UM, BUT YEAH, I DUNNO IF THAT'S AN OFFICIAL THING.

AND SO THE CITY AND THE CHILDREN YES.

CITY AND THE CHILDREN'S LIBRARIAN.

AND WE DON'T KNOW IF THOSE ARE GONNA GO OUT OPENLY FOR AN OPEN, OPEN UP THAT POSITION FOR CALL FOR RECRUITMENT.

UHHUH .

I WOULD HOPE SO.

YEAH.

YEAH.

YEAH.

MM-HMM.

FOR BOTH POSITIONS.

MM-HMM.

.

YEAH.

BUT WE'RE STILL WAITING ON DIRECTION FROM SAME MANAGER'S

[00:20:01]

OFFICE ON THAT.

THEY'RE, THEY'RE WHAT REORGANIZING OR WHAT DID YOU SAY? UH, THE RESTRUCTURING.

RESTRUCTURING THE UM, AS FAR AS THE BUILDING MAINTENANCE GOES, THE UM, YEAH, YOU KNOW HOW THE COMMUNITY SERVICES AND THE LIBRARIAN WERE ONE DIRECTOR, RIGHT? YEAH.

WE SPLIT.

THERE WAS ALSO, I THINK THE, UM, THERE CITY MANAGER WAS SPLIT BACK, RIGHT? WAS SEPARATE.

THAT'S WHAT YOU WERE SAYING? YEAH.

YEAH.

THEY'VE BEEN SEPARATED.

AND THEN THE CITY MANAGER NOW I THINK HAS TWO BENEATH HIM, WHICH IS ALSO TWO DEPUTIES STRUCTURING.

MM-HMM.

.

SO I GUESS THEY, I NEED TO GET THAT STRAIGHT BEFORE THEY MOVE FORWARD ON FIXING OUR WINDOW.

AND I, I DIDN'T UNDERSTAND.

I THOUGHT, UM, DANNY WAS OUR CHILDREN'S LIBRARIAN AND IS SHE'S, SHE IS THE PRINCIPAL LIBRARIAN CURRENTLY ACTING AS A CITY LIBRARIAN.

UM, BUT THE GOAL IS THAT HOPEFULLY THEY WILL OPEN THE RECRUITMENT FOR CITY LIBRARIAN.

SO THEN WE WILL RECRUIT FOR THAT.

AND THEN IN THE NEW FISCAL YEAR, HOPEFULLY WE WOULD GET OUR, OUR CHILDREN'S LIBRARIAN PRINCIPAL.

BUT LIBRARIAN IS MORE ADMIN AS IT GOES, SO I SEE.

PERFECT.

AND THEN SHE DOES OVERSEE THE CHILDREN'S DEPARTMENT.

SHE DOES, YEAH.

SO THAT'S WHAT WE HAD BEFORE WE HAD CURRENTLY LIKE DOING THE CITY, THE PRINCIPAL AND THE CHILDREN'S LIBRARIAN.

YEAH.

SO IN THE LAST COUPLE OF YEARS WE'VE LOST PEOPLE AND .

OKAY.

THANK YOU.

AND THAT'S IT THERE.

ANY QUESTIONS ABOUT THAT? OKAY.

UM, WE'RE GONNA GO ON THEN TO, UM, MY REPORT FOR THE FRIENDS OF THE LIBRARY AND, UM, THE TWO THINGS M UM, MENTIONED.

ONE IS THAT IS CITY BREAKFAST.

I DON'T KNOW IF ANY OF YOU HAVE, UH, HAVE ATTENDED MM-HMM.

.

UM, THAT'S INTERESTING TO, TO LEARN WHAT THE CITY IS DOING IN DIFFERENT AREAS.

MM-HMM.

AND, UH, FRIENDS OF THE LIBRARY ARE ALWAYS THERE SELLING BOOKS TO RAISE AND FUNDS FOR THE CHILDREN AND ADULTS PROGRAMS THAT WE FUND.

AND THEN THE OTHER, UH, ANNOUNCEMENT IS THAT OUR, THE PRESIDENT OF THE FRIENDS LAST YEAR HAD WANTED TO HAVE, UH, A TEA HONORING SUSAN B. ANTHONY AND, AND THE, AND SUFFRAGISTS.

AND SO THIS GONNA HA BE HAPPENING THIS YEAR ON, ON UM, MARCH THE 23RD, RIGHT? MM-HMM.

JUST THAT'S A SATURDAY FROM TWO TO FOUR AND IT'S GONNA BE AN AF AN AFTERNOON TEA, YOU TEA AND ALL KINDS OF GOODIES AND THAT ALL STRAIGHTENED UP.

AND UM, THE HOPE IS THAT WE GET AT LEAST 30 PEOPLE, BUT WE DO WANT PEOPLE TO RSVP JUST IN CASE, YOU KNOW, THERE ARE MORE.

BECAUSE I THINK WHAT'S HAPPENING IS THAT PEOPLE WHO HAVE CONTACTS WITH OTHER ORGANIZATIONS, OTHER LIBRARIES, OTHER VETERANS GROUPS AND OTHER THINGS, THEY'RE, THEY'RE TRYING TO RECRUIT PEOPLE TO COME TO.

SO WE REALLY WANT OUR COMMUNITY ALSO TO HAVE A CHANCE TO COME IN AND THEY ARE ASKING FOR DONATIONS, BUT THEY'RE NOT, YOU KNOW, YOU DON'T HAVE TO GIVE A DONATION OR A DONATION OF ANY AMOUNT.

IT'S ONLY, UH, VOLUNTARY.

SO IT SHOULD BE NICE.

UM, SHIRLEY DRESSES UP SUSAN ANTHONY, I'M NOT SURE IF SOMEBODY'S GONNA BE IS WITH KATIE STANTON'S.

PROBABLY.

I WILL ONLY GIVE THE, UH, SO, OR TRUTH SPEECH.

UH, I DON'T HAVE A CLASS , SO, UM, I HOPE YOU CAN COME SEE.

IS THERE A FLYER ON ? THERE IS.

WE HAVE IT AT THE LIBRARY AND THERE IS A QR CODE ON THAT FLYER.

AND IS THERE A DIGITAL ONE? YEAH, WE HAVE ONE AS WELL.

IT SHOULD BE, SHOULD BE ON THE WEBSITE.

ON THE WEBSITE.

DO YOU KNOW? THERE IS NOT YET.

I WAS ACTUALLY WORKING ON IT BEFORE.

YEAH.

OH, WE CAME OVER.

SO IT SHOULD BE UP BY TONIGHT.

OKAY.

CAN YOU GET THE DATE AGAIN FOR THAT? SORRY.

MARCH 23RD.

WE'VE ALREADY HAD SEVERAL PEOPLE CALLING IN AND RSV PING SEPARATE YOU SAID ENCOURAGED ENCOURAG.

IT'S ENCOURAGED, YOU KNOW, NOT TOO MUCH IS REQUIRED.

YEAH, I'M SORRY.

I WILL NOT BE ABLE TO GO BECAUSE UM, WE'RE DOING A CELEBRATION OF LIFE FOR MY

[00:25:01]

MOTHER.

YEAH, IT'S GONNA BE WORK A REDO .

SO THIS IS, IF YOU WANNA JUST PASS THAT DOWN, THAT'S WHAT THE FLYER LOOKS LIKE.

OKAY.

WE UPDATED IT TO ADD THE LOCATION BECAUSE IT DIDN'T SAY LARGE MEDIUM, BUT IT'S GONNA BE AT THE LARGE MEETING AT THE LIBRARY.

YEAH.

BUT, UM, WE'LL SEND, WE'LL SEND YOU GUYS THE UH, EMAIL WITH A FLYER.

HELLO.

I'M LOOKING FORWARD TO THE COMMUNITY PRACTICE.

I ALWAYS LIKE LEARN ABOUT AREAS.

YEAH.

AND, UH, OUR AGENDA IS, UH, KIND OF LIGHT WORK.

'CAUSE WE HAVE A LOT OF SPRING PROGRAMMING TO DISCUSS.

SO IT'S JUST GONNA BE PRETTY MUCH ALL PROGRAMMING.

UM, NO MAJOR PROJECTS THIS TIME.

'CAUSE THE LAST TWO HAVE BEEN A LOT OF BEEN PROJECT HEAVY.

SO THIS TIME IT'LL BE MORE ON OUR PROGRAMMING 'CAUSE THAT'S WHAT WE'RE TRYING TO PUSH OUT.

IS THERE A FAMILY ACTIVITY BEFORE THE MEETINGS? NOT AT THIS ONE.

NOT THIS ONE.

NOT THIS ONE, BUT I WILL HAVE, UH, COMMUNITY, DIFFERENT COMMUNITY BASED ORGANIZATIONS THERE.

UM, I THINK I HAVE MAYBE SIX OR EIGHT SIGNED UP RIGHT NOW.

OH.

MM-HMM.

GOOD.

OH, THAT'S GREAT.

YEAH.

AND THIS TIME WE'LL HAVE, UH, NUTRITION CENTER CATERING.

SO THEY WILL HAVE, IT'LL BE BURRITOS.

LAST ONE WAS, UH, SCRAMBLED EGGS AND PANCAKES.

THIS TIME BACK TO BURRITOS.

THEN WE'LL SWITCH IT UP AGAIN FOR THE NEXT ONE.

BURRITOS ARE THE BALL.

OH YEAH.

OKAY.

.

EVERYBODY ENJOYS THEM.

ALRIGHT, SO WE ARE TO, UM, THE BOARD MEMBER COMMENTS.

UM, I WANTED TO MENTION THAT, UM, OH, LAST, LAST TIME WE MET, UH, I, I, I DIDN'T READ THE WHOLE ARTICLE.

I JUST READ A PART OF THE ARTICLE.

, UH, I BROUGHT IT BACK, BUT, UM, I WASN'T GONNA DO MORE READING, BUT, UM, UH, I DID, WE, BARBARA AND I TALKED AFTERWARDS AND WE THOUGHT THAT, UM, UH, THERE'S OFTEN TIMES WHERE BOARD MEMBERS MAY HAVE SOMETHING THAT WE WANT TO SHARE.

MM-HMM.

.

AND THERE IS NO PROCEDURE FOR DOING THAT.

AND IT'S EASY TO, UM, HAVE BROWN, UM, WHAT DO YOU CALL BROWN, BROWN ACT VIOLATIONS.

BROWN VIOLATIONS.

YEAH.

UM, BECAUSE WE'RE NOT SUPPOSED TO JUST SEND EACH OTHER STUFF.

CORRECT.

YOU KNOW? UM, SO I WAS WONDERING IF WE SHOULD HAVE A DISCUSSION, MAYBE WE CAN PUT THIS ON THE AGENDA ABOUT HOW WE COULD FORMALIZE THAT SO WE COULD, UM, UH, PASS MATERIAL BACK AND FORTH.

LIKE FOR EXAMPLE, THAT ARTICLE COULD HAVE MM-HMM.

COULD HAVE BEEN SHARED WITH EVERYONE.

YEAH.

AS LONG AS IT'S NOT, AND I COULD BE MISTAKEN, BUT I'LL HAVE TO DOUBLE CHECK.

AS LONG AS IT'S NOT ON THE AGENDA.

LIKE IF YOU WANTED TO SEND IT OUT B, C, C, THEN I THINK IT SHOULD BE FINE.

YEAH.

YEAH.

AS LONG AS YOU BLANK COPY IN YOUR EMAIL.

I I'M NOT YEAH, SO YOU'RE SAYING I SO YOU'RE SAYING I CAN SEND SOMETHING? I BELIEVE SO I'LL HAVE TO DOUBLE CHECK WITH SHELLY, BUT I THINK IT HAS TO BE SENT OUT TO THE, TO THE COMMUNITY.

I THINK YOU CAN JUST B CCC EVERYONE AS LONG AND AS LONG AS IT'S NOT ON THE AGENDA, AS LONG AS IT'S NOT ON THE AGENDA.

AND I'D SAY AS LONG AS THEY'RE NOT SENDING IT AND SAYING, WELL, LET'S ALL ADOPT YEAH.

POLICY BECAUSE THAT'S MORE BUSINESS.

OKAY.

LIKE IF YOU FIND AN INTERESTING ARTICLE ABOUT A LIBRARY OR A PROGRAM YEAH.

AND YOU SAY LIKE, HEY, ON THIS ARTICLE AND IT'S JUST INFORMATION, I THINK IT SHOULD BE FINE.

AND, AND USUALLY IT'S MORE ABOUT FORUM AND YES.

BECAUSE IT, IF YOU JUST CALL ME UP AND SAY, HEY JAKE, I GOING READ THIS SCHOOL ARTICLE YEAH.

VERSUS ENOUGH OF US TO CONSTANTLY QUO.

RIGHT.

AND WE POTENTIALLY ACT ON SOMETHING.

YEAH.

RIGHT.

EVEN IN THE VER BUT MM-HMM.

, I, I'M NOT REALLY UNDERSTANDING IF THAT I, I UNDERSTAND THIS VERY WELL BECAUSE I MEAN, THE WAY YOU'RE TALKING ABOUT IT SOUNDS LIKE THAT DOESN'T HAVE TO BE SHARED WITH THE COMMUNITY.

WHAT DO YOU MEAN? NO, NO, NO.

WHAT DO YOU MEAN? YEAH, LIKE IF I, IF I SEND YOU'RE, YOU'RE TALKING LIKE I CAN SEND THE ARTICLE OUT TO ALL THE BOARD MEMBERS.

YEAH.

AND I THOUGHT I COULDN'T COMMUNICATE WITH MORE THAN, UH, WELL REALLY I CAN ONLY COMMUNICATE, I CAN'T COMMUNICATE WITH MORE THAN A QUORUM.

SO REALLY I CAN ONLY SHARE IT WITH ONE PERSON.

I CAN'T SHARE IT WITH THREE PEOPLE, FOUR OR FIVE.

IF IT'S JUST, THAT WOULD BE A BOARD FIVE.

IF IT'S JUST INFORMATION,

[00:30:01]

IF IT'S JUST INFORMATION THAT YOU FIND INTERESTING THAT YOU WANNA SHARE.

I THINK IF YOU B CCC EVERYONE, I THINK THAT WOULD BE FINE.

AND B, CC IS THE BLIND COPY OPTION IN YOUR EMAIL.

IT'LL SAY LIKE TWO THAT'LL SAY CC AND THEN THERE'S SOMETIMES A THIRD OPTION B, C, C.

SO IF YOU BLIND COPY EVERYONE, THEN I THINK YOU CAN SAY IT, SEND IT OUT.

THE ISSUE COMES ABOUT WHEN IT'S LIKE AN ITEM ON THE AGENDA OR SOMEBODY HITS REPLY ALL.

THAT'S WHERE IT CAN GET A LITTLE BIT TRICKY.

UM, I DON'T REMEMBER IF I SIT ON SEVERAL COMMITTEES, I DON'T REMEMBER IF WE HAVE HAD SHELLY DO A PRESENTATION OF LIKE HOW YOU CAN GET A TOPIC ON HOW YOU CAN GET SOMETHING ADDED TO THE AGENDA, LIKE THE REQUEST FOR IT.

UM, OR ELSE JUST IF LIKE, LIKE YOUR QUESTION RIGHT NOW IS VALID.

LIKE YOU WANNA KNOW HOW YOU CAN SEND AN ARTICLE TO THE REST OF THE BOARD MEMBERS.

I THINK BY, I THINK AS LONG AS IT'S NOT ON THE AGENDA WELL BY B, C, C, BY B, C, C, THAT MEANS, UH, DON'T I HAVE TO PUT ALL OF OUR NAMES ON IT? BLIND COPY.

THAT'S WHAT THAT MEANS.

BCC MEANS BLIND COPY.

YEAH.

AND SO BY, BY DOING, I BELIEVE BY DOING IT THAT WAY, I'M NOT GONNA BE ABLE TO SAY, OH, HEY JAKE.

AND THERE, WHAT DO YOU THINK ABOUT THIS? PEOPLE WILL, PEOPLE WILL NOT BE ABLE TO RESPOND TO CORRECT.

TO TO CORRECT.

BECAUSE THEY, THE ONLY PERSON THEY COULD RESPOND TO IS YOU.

YEAH.

IT'S ESSENTIALLY JUST SAVING TIME INSTEAD.

EXACTLY.

I HAVE THE, I MEAN, WHEN I DO BLANK COPY, DO I HAVE TO PUT EVERYONE'S NAMES ON IT STILL? YES.

YEAH.

LIKE ON THE EMAIL.

YEAH.

SEE, I, I GUESS I, I'M NOT USED TO, I DON'T KNOW WHAT THAT REALLY MEANS, A BLANK COPY, BUT YEAH.

SO I DON'T KNOW IF THAT'S SO I DON'T KNOW IF I WOULD BE DOING, BUT WHAT IT, WHAT IT MEANS IS LIKE IT, LET'S SAY YOU SENT, UH, LET'S SAY YOU SENT THAT ARTICLE THAT YOU FOUND WAS INTERESTING TO ALL OF US AND IT'S BCC'D, I CAN'T SEE WHO YOU'RE SENDING IT TO.

I WOULDN'T BE ABLE TO REPLY.

ALL THAT IS LIKE WHERE REPLYING ALL IS WHERE IT GETS A LITTLE TRICKY WITH, UH, THE BROWN ACT.

UM, BUT I CAN ASK SHELLY, UM, YOU KNOW, WHAT'S THE BEST PRACTICE FOR, YOU KNOW, SHARING AN ARTICLE? UM, AND THEN I'LL OKAY.

I'LL GET MORE INFORMATION ON IT.

HAVE A QUESTION.

HAVE UM, THE NATIONAL CITY LIBRARY EVER PARTICIPATED IN THE ONE BOOK, ONE SAN DIEGO PROJECT? NOT THAT I KNOW OF.

NOT OFFICIALLY UNFORTUNATELY.

YEAH.

YEAH.

SO MOSTLY THE CITY OF SAN DIEGO LIBRARY SYSTEM.

UM, BUT YEAH, WE'VE NOT BEEN INVITED.

SOMETHING WE CAN PROBABLY ASK TO BE, BUT YEAH, IT'S UH, COMMITTEE.

OKAY.

WHY I ASK, UM, AND ALL NATION ARE OPEN RIGHT NOW, NOT ON, BUT UM, WE, I COULD INQUIRE.

YES, PLEASE.
