SO HERE'S WHAT THE RESOLUTION IS.
IT'S A RESOLUTION OF THE CITY COUNCIL, THE CITY OF NATIONAL CITY RATIFYING THE PROCLAMATION OF A LOCAL EMERGENCY BY THE EMERGENCY SERVICES DIRECTOR.
